III.
IMPLEMENTATION SOLUTIONS
1.
Strengthening international economic integration and market development
1.1 For export markets:
- Enhance market research,
forecasting, and information capacity; regularly update on trade policies,
market shares, consumer preferences, pricing, product standards, and trade
barriers in each market to develop market development strategies and plans for
key agricultural products;

1.2 Domestic market:
Recognize the importance of domestic
consumption as a potential market with over 110 million consumers by 2030 and
as a buffer for export markets. In specific:
- Continue effectively implementing
the campaign “Vietnamese people prioritize Vietnamese goods.” Build the image
of agricultural products based on high quality, food safety, and consumer
preferences;
- Develop commercial infrastructure
(wholesale markets, supermarkets, wholesale and retail systems...), and
logistics systems to connect producers with distributors and boost domestic
agricultural consumption.
2. Organizing
raw material production and developing linkage clusters for agricultural
production – processing – consumption
2.1 Organizing raw material
production for the processing industry
- Effectively implement Decree No.
98/2018/ND-CP dated July 5, 2018, by the Government on policies encouraging
cooperation and linkages in the production and consumption of agricultural
products, in order to strengthen connections between enterprises and farmers,
between farmers themselves, and among enterprises;
- Based on market demand (including
market share, consumer preferences, and prices), review land use planning, crop
and livestock structure, and utilize comparative advantages of each region
while considering the impacts of climate change to develop concentrated raw
material areas that ensure sufficient supply for processing facilities to
operate at designed capacity. In specific:
+ Prioritize the development of
national key products, major agricultural products, and industries that lack
sufficient raw materials for processing such as cashew, aquatic products, wood,
tea, etc.;

+ Invest in infrastructure for
concentrated raw material areas such as electricity, irrigation, and roads;
promote land consolidation and accumulation to create favorable conditions for
processing enterprises to invest in raw material zones.
2.2 Developing linkage
clusters for agricultural production – processing – consumption
- Link processing with the
restructuring of agricultural production according to three product groups: (i)
National key products; (ii) Provincial key products; (iii) Local specialty
products. Develop the structure of agricultural processed products based on the
10 current major agricultural export items (rice, coffee, rubber, cashew,
pepper, fruits and vegetables, cassava, shrimp, pangasius, and wood products);
- Develop agricultural production –
processing – consumption linkage clusters in localities and regions with large
agricultural outputs, favorable transportation, labor resources, and logistics
infrastructure, which have the potential to become regional growth drivers.
Select major corporations and enterprises with sufficient capacity in capital,
science and technology, and market access to lead the value chain and operate
efficiently and smoothly. In specific:
+ Linkage clusters for rice
cultivation associated with milling and storage facilities in the Mekong River
Delta and Red River Delta;
+ Linkage clusters for brackish
water shrimp and pangasius farming associated with frozen processing for export
in the Mekong River Delta;
+ Linkage clusters for vegetable
and fruit cultivation associated with preservation and processing facilities
for export in the Mekong Delta, Southeast region, Central Highlands, and
Northern Delta and Midland;
+ Linkage clusters for industrial
crops (coffee, rubber, sugarcane, tea, etc.) associated with processing
facilities in the Central Highlands, Southeast, North Central, and Northern
Midland and Mountainous regions;
+ Linkage clusters for wood
processing associated with plantation forest material areas in the Northern
mountainous region, Southeast, Central and Central Highlands;

- Focus on strong investment in the
development of production and processing of agricultural, forestry, and fishery
products that still have great market potential and in which Vietnam has
production and technological advantages, such as: seafood, rice, coffee,
cashew, and pepper. Also invest in sectors with currently low processing rates
such as: fruits and vegetables, meat, and eggs.
- Encourage and support enterprises
to invest in advanced and modern technologies for deep processing of
agricultural commodities to create high added value and shift product
structures in line with market demands, with the following general
orientations:
+ Investment projects that pioneer
in processing and preservation technologies and generate new products;
+ Large-scale investment projects
that lead the market, produce export goods, and serve as hubs connecting the
value chain from production to processing and consumption;
+ Projects that help transform
outdated agricultural production methods into modern production models.
4. Research and
application of advanced science and technology in agricultural processing and
preservation
- Effectively utilize State
resources for science and technology to support projects aimed at enhancing
agricultural processing capacity;
