RESOLUTION
ON THE REARRANGEMENT OF ADMINISTRATIVE DIVISIONS IN 2025
STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of
the Socialist Republic of Vietnam;
Pursuant to the Law on
Organization of the National Assembly No. 57/2014/QH13 as amended by Law No.
65/2020/QH14 and Law No. 62/2025/QH15;
Pursuant to the Law on
Organization of Local Government No. 65/2025/QH15;

Article 1.
Scope and objectives of the rearrangement of administrative divisions in 2025
1. This Resolution provides for the
rearrangement of provinces and centrally-affiliated cities (hereinafter
referred to as province-level administrative divisions) and the rearrangement
of communes, wards, and townships (hereinafter referred to as commune-level
administrative divisions) in 2025, in accordance with the resolutions and
conclusions of the Central Committee, the Politburo, and the Secretariat on the
continued streamlining of the organizational structure of the political system,
the rearrangement of administrative divisions, and the organization of
two-level local governments.
2. The rearrangement of
province-level administrative divisions under this Resolution means merging provinces
with other provinces to establish new provinces, or merging provinces with
centrally-affiliated cities to establish new centrally-affiliated cities, as
approved by the competent authorities, in order to reduce the number of
administrative divisions, increase their scale, expand development space, and
maximize the potentials and advantages of each locality.
3. The rearrangement of
commune-level administrative divisions under this Resolution means
establishing, dissolving, merging, splitting, or adjusting the boundaries of
commune-level administrative divisions to ensure an appropriate number and
scale, thereby reducing the total number of commune-level administrative
divisions nationwide by approximately 60% to 70% compared to the current
figure, and meeting the requirements for organizing local governments at the
commune level that are close to the people and operate efficiently and
effectively.
In cases where wards are merged
with other administrative divisions of the same level, the resulting administrative
division shall be a ward; in cases where communes and townships are merged, the
resulting administrative division shall be a commune.
Article 2.
Principles for rearranging administrative divisions
1. Ensuring the leadership of the
Party and enhancing the leadership and direction of heads of agencies and
organizations in implementing the rearrangement of administrative divisions.
2. The rearrangement of
administrative divisions must comply with the Constitution, be consistent with
the provisions of the Law on Organization of Local Governments, and conform to
this Resolution.
If the rearrangement of
administrative divisions is in line with the orientations approved by the
competent authorities, it shall be considered consistent with the relevant master
plans already approved by the competent authorities.

4. The formulation of plans for the
rearrangement of province-level and commune-level administrative divisions must
take into account factors such as natural conditions, transport infrastructure,
the distribution and organization of economic spaces, to ensure the maximum
exploitation of the economic development potential and advantages of each
locality, mutual support to promote the overall socio-economic development of
the administrative division after the rearrangement; carefully consider factors
relating to the competence and management capacity of the Party committees and
local authorities, the degree of digital transformation, the application of
information technology by local authorities and the people; ensure requirements
on national defense, security, and the building of strong defense zones in key
areas, islands, archipelagos, and border regions; preserve and promote the
historical, cultural, and ethnic traditions of each locality; and maintain the
unity and cohesion of the residential community.
5. In cases where the rearrangement
of commune-level administrative divisions results in changes to the boundaries
of district-level administrative divisions, it is not necessary to carry out
the procedures for adjusting the boundaries of the district-level
administrative divisions to which those commune-level administrative divisions
belong.
6. The rearrangement of
administrative divisions shall be associated with the reform and streamlining
of the organizational apparatus of the political system to ensure compactness
and efficient, effective operation; the promotion of decentralization,
delegation of authority, and enhancement of the autonomy and
self-responsibility of local governments; the restructuring and improvement of
the quality of executive officials, officials, and public employees; ensuring
that local governments at the commune level are close to the people and serve
them in the best manner.
7. When implementing the
rearrangement of administrative divisions under this Resolution, the standards
regarding the structure and level of socio-economic development, the number of
subordinate administrative divisions urban classification, and the level of
development of urban infrastructure shall not apply to the newly formed
administrative divisions.
8. Due attention shall be paid to,
and effective communication and mobilization of the people shall be carried
out, in order to build consensus, support, and high unanimity on the policy of
rearranging administrative divisions.
Article 3.
Cases where the rearrangement of administrative divisions is not compulsory
No rearrangement shall be carried
out for administrative divisions that are isolated in location or have a
particularly important position relating to national defense, security, and the
protection of national sovereignty.
Article 4.
Orientation regarding the standards of province-level administrative divisions formed
after the rearrangement
Province-level administrative
divisions formed after the rearrangement shall meet the standards on natural
area and population size of the corresponding administrative divisions as
prescribed in the Resolution of the Standing Committee of the National Assembly
on the standards for administrative divisions and the classification of
administrative divisions. In cases where a province has been oriented to be
reorganized into a centrally-affiliated city, the province formed after the
rearrangement must basically meet the standards on natural area and population
size of a centrally-affiliated city.

1. Based on the principles for the
rearrangement of administrative divisions as prescribed in Article 2 of this
Resolution, the provincial-level People’s Committee shall be responsible for
developing and selecting plans to rearrange commune-level administrative
divisions that are appropriate to the characteristics of rural areas, urban
areas, islands, mountainous regions, highlands, border areas, plains, and areas
inhabited by ethnic minorities, and that meet the following orientations:
a) Mountainous and highland
communes formed after the rearrangement shall have a natural area reaching at
least 200% and a population size reaching at least 100% of the standards of
corresponding communes as prescribed in the Resolution of the Standing
Committee of the National Assembly on the standards for administrative
divisions and their classification;
b) A commune established after the
rearrangement that does not fall under point a and point d of this Clause must
have a population size reaching at least 200% and a natural area reaching at
least 100% of the standards applicable to the corresponding commune as
prescribed in the Resolution of the Standing Committee of the National Assembly
on the criteria for administrative divisions and classification of
administrative divisions;
c) Wards formed after the
rearrangement shall have a natural area of at least 5.5 km²; wards under
centrally-affiliated cities shall have a population size of at least 45,000
people; wards under provinces that are formed after rearrangement in
mountainous, highland, and border areas shall have a population size of at
least 15,000 people; other wards shall have a population size of at least
21,000 people;
d) The rearrangement of
commune-level administrative divisions under district-level administrative
divisions in island areas must ensure national defense and security
requirements and must follow orientations approved by competent authorities.
2. In cases where three or more
commune-level administrative divisions are rearranged into one new commune or
ward, the standards specified in Clause 1 of this Article shall not be
considered.
3. In cases where commune-level
administrative divisions formed after rearrangement cannot meet the standards
set out in Clause 1 of this Article and do not fall under Clause 2 of this Article,
the Government shall report to the Standing Committee of the National Assembly
for consideration and decision.
4. The Government shall direct and
guide the People’s Committees of provinces and centrally-affiliated cities to
develop projects on the rearrangement of commune-level administrative divisions
within their territories, ensuring the reduction in the number of commune-level
administrative divisions nationwide in accordance with the proportion specified
in Clause 3 Article 1 of this Resolution.
Article 6. Data
sources on natural area and population size of administrative divisions subject
to rearrangement

2. The population size of an
administrative division shall include permanent residents and temporary
residents, as provided and certified by the competent public security
authority.
3. Data on natural area and
population size serving as the basis for the rearrangement of administrative
divisions shall be calculated as of December 31, 2024.
Article 7.
Names of province-level and commune-level administrative divisions formed after
rearrangement
1. The name of a province-level
administrative division formed after the rearrangement shall be given according
to the name of one of the pre-existing administrative divisions in conformity
with the approved orientation for rearrangement.
2. The naming and renaming of
commune-level administrative divisions shall be governed by the following
provisions:
a) The name of a commune-level
administrative division must be easy to read, easy to remember, concise,
systematic, scientific, consistent with local historical and cultural factors,
and supported by the local population;
b) It is encouraged to name
commune-level administrative divisions by using ordinal numbers or combining the
name of the (pre-rearrangement) district-level administrative division with an
ordinal number to facilitate digitization and data updating;
c) The name of a commune-level
administrative division must not duplicate the name of another administrative
division of the same level within the same province-level administrative
division or within the province-level administrative division expected to be
formed after the rearrangement.

Article 8.
Procedures for developing and adopting the project on the rearrangement of
province-level administrative divisions
1. Based on the orientations for
rearrangement of province-level administrative divisions approved by competent
authorities, the Government shall assign the People’s Committee of one of the
province-level administrative divisions subject to the rearrangement to take
the lead and coordinate with the People’s Committee(s) of the remaining
province-level administrative divisions in preparing the project on the
rearrangement of province-level administrative divisions.
2. The dossier of the project on
the rearrangement of province-level administrative divisions shall include:
a) The submission on the rearrangement
of province-level administrative divisions;
b) The project on the rearrangement
of province-level administrative divisions, using the form provided in Appendix
1 issued together with this Resolution;
c) The consolidated report
summarizing the opinions of the population, opinions of People’s Councils at
all levels, and relevant agencies and organizations;
d) Two maps, including one map
showing the current boundaries of the province-level administrative divisions
subject to rearrangement and one map showing the proposed rearrangement plan of
the province-level administrative divisions;
dd) Other relevant supporting
documents (if any).
3. The provincial-level People’s
Committees (the leading and coordinating agencies) shall organize the
collection of opinions from the population on the policy of rearranging
province-level administrative divisions; and shall decide on the content and
methods of collecting opinions in accordance with the Government’s guidance.

5. The Ministry of Home Affairs
shall organize the appraisal of the content of the project on the rearrangement
of province-level administrative divisions prepared by the localities, compile
and develop the Government’s project on the rearrangement of province-level
administrative divisions, and report to the Government for submission to the
National Assembly.
6. The Government’s project dossier
on the rearrangement of province-level administrative divisions, together with
the draft resolution of the National Assembly, must be submitted to the
Standing Committee of the National Assembly before May 30, 2025. The project
dossier must be appraised by the Committee on Legal and Judicial Affairs of the
National Assembly and commented upon by the Standing Committee of the National
Assembly before being submitted to the National Assembly for consideration and
decision in accordance with its competence.
7. The project dossier must be
submitted to the National Assembly for consideration and adoption before June
30, 2025 to ensure its effectiveness from July 1, 2025.
Article 9.
Procedures for developing and adopting the project on the rearrangement of
commune-level administrative divisions
1. The provincial-level People’s
Committee shall develop the project on the rearrangement of commune-level
administrative divisions within its territory in accordance with the principles
for rearrangement and the standards orientation prescribed in Article 2 and
Article 5 of this Resolution.
2. The project dossier on the
rearrangement of commune-level administrative divisions shall include:
a) The submission on the
rearrangement of commune-level administrative divisions;
b) The project on the rearrangement
of commune-level administrative divisions, using the form provided in Appendix
2 issued together with this Resolution;
c) The consolidated report
summarizing the opinions of the population, opinions of People’s Councils at
all levels, and relevant agencies and organizations;

dd) Two maps, including one map
showing the current boundaries of all relevant commune-level administrative
divisions and one map showing the proposed rearrangement plan of commune-level
administrative divisions;
e) Other relevant documents (if
any).
3. The provincial-level People’s
Committee shall organize the collection of opinions from the population on the
policy of rearranging commune-level administrative divisions; and shall decide
on the content and methods of collecting opinions in accordance with the
Government’s guidance.
4. After collecting the opinions of
the population, the provincial-level People’s Committee shall finalize the
project, submit it to the relevant People’s Councils at all levels for
consideration and voting on the policy of rearranging commune-level
administrative divisions, and compile and submit it to the Ministry of Home
Affairs for appraisal.
5. The Ministry of Home Affairs
shall appraise the content of the project on the rearrangement of commune-level
administrative divisions prepared and compiled by the localities, develop the
Government’s project on the rearrangement of commune-level administrative
divisions of each province-level administrative division, and report to the
Government for submission to the Standing Committee of the National Assembly.
In cases where a province-level administrative division has an approved
orientation for rearrangement, the Ministry of Home Affairs shall compile the
content of the projects on the rearrangement of commune-level administrative
divisions of the relevant province-level administrative divisions and develop
the project on the rearrangement of commune-level administrative divisions
under the province-level administrative division projected to be formed after
the rearrangement.
6. The Government’s project dossier
on the rearrangement of commune-level administrative divisions must be
submitted to the Standing Committee of the National Assembly before May 30,
2025. The dossier must be appraised by the Committee on Legal and Judicial
Affairs of the National Assembly as the basis for submission to the Standing
Committee of the National Assembly for consideration and decision before June 30,
2025 to ensure its effectiveness from July 1, 2025.
Chapter III
ORGANIZATION
CONSOLIDATION AND APPLICATION OF SPECIAL REGIMES AND POLICIES TO ADMINISTRATIVE
DIVISIONS AFTER REARRANGEMENT
Article 10.
Rearrangement and consolidation of organizational structures of agencies and
organizations after the rearrangement of administrative divisions

2. The organization of the People’s
Councils, People’s Committees, their agencies at province and commune levels
after the rearrangement of administrative divisions shall comply with the Law
on Organization of Local Government and the guidance of competent authorities.
3. The term of the People’s Council
of the newly formed administrative division after rearrangement shall be
determined as follows:
a) If the new administrative
division retains the name of one of the pre-rearranged administrative
divisions, the term of the People’s Council of the post-rearrangement
administrative division shall continue based on the term of the People’s
Council of the administrative division retaining its name;
b) If the new administrative
division changes its name or the type of administrative division, the term of
the People’s Council of the post-rearrangement administrative division shall be
counted from the beginning (Term I) from the time of establishment.
4. In cases where the People’s
Council of any pre-rearranged province-level administrative division had an
Ethnic Affairs Committee, the People’s Council of the province-level
administrative division after rearrangement shall continue to maintain the
Ethnic Affairs Committee until the end of the 2021–2026 term. The establishment
of other committees shall comply with the Law on Organization of Local
Government.
5. The Office of the National
Assembly Delegation and the People’s Council of the province-level
administrative divisions, the specialized agencies under the province-level
People’s Committees shall be merged in their entirety and organized uniformly
across localities. For specialized agencies with particular characteristics
under the province-level People’s Committees, their organization shall be
decided by the provincial-level local governments in accordance with Government
regulations.
The rearrangement of other
administrative bodies under the province-level People’s Committees shall comply
with Government regulations.
The organization of public sector
entities providing public services within the administrative divisions after
rearrangement shall follow the guidance of competent authorities.
6. The organization of central
state agencies organized vertically within the administrative divisions after
rearrangement shall comply with relevant legal regulations and the guidance of
competent authorities.

The local government of the
province-level administrative divisions after the rearrangement shall complete
the consolidation of its organizational apparatus and officially commence
operation no later than September 15, 2025.
From the effective date of the
resolution of the National Assembly or the Standing Committee of the National
Assembly on the rearrangement of province-level and commune-level
administrative divisions, the People’s Councils and People’s Committees of the
pre-rearrangement administrative divisions shall continue their operation until
the People’s Councils and People’s Committees of the post-rearrangement
administrative divisions officially commence operation.
Article 11.
Number of leaders, managers and the quantity, regimes, and policies applicable
to executive officials, officials, public employees, and workers of agencies
and organizations after the rearrangement of administrative divisions
1. The provincial-level People’s
Committees shall arrange and assign executive officials, officials, public
employees, and workers of agencies and organizations after the rearrangement of
administrative divisions, ensuring the requirements of streamlining,
restructuring, and improving the quality of the contingent of executive
officials, officials, and public employees in accordance with local circumstances.
The arrangement and assignment of
executive officials, officials, public employees, and workers of central state
agencies organized vertically within the territory and of political
organizations, the Vietnam Fatherland Front, socio-political organizations
shall be carried out in compliance with relevant laws and the guidance of
competent authorities, ensuring streamlining together with restructuring and
improving quality of executive officials, officials, and public employees, in
accordance with actual conditions.
2. The total number of executive
officials, officials, and public employees of the province-level administrative
division after the rearrangement shall not exceed the aggregate number of
executive officials, officials, and public employees present in the
province-level administrative divisions prior to rearrangement. The number of
executive officials, officials, and public employees of the commune-level
administrative divisions after rearrangement shall not exceed the aggregate
number of executive officials, officials, and public employees present in the
commune-level administrative divisions before rearrangement, excluding the
number of province-level and district-level executive officials, officials, and
public employees assigned to work at commune-level administrative divisions.
3. At the time of rearrangement,
the number of Vice Chairpersons of the People’s Council, Vice Chairpersons of
the People’s Committee, and deputy heads of agencies and units may exceed the
numbers prescribed by regulations. No later than five years from the effective
date of the resolution of the National Assembly or the Standing Committee of
the National Assembly on the rearrangement of province-level and commune-level
administrative divisions, the number and arrangement of leaders, managers,
executive officials, officials, and public employees of agencies and
organizations of the post-rearrangement administrative divisions shall comply
with the regulations.
4. The salary regimes and position-based
allowances (if any) currently enjoyed by executive officials, officials, and
public employees affected by the rearrangement of administrative divisions, who
remain executive officials, officials, and public employees in agencies and
organizations within the political system, shall be maintained for six months
from the date of issuance of the work assignment document. After this
period, the regimes, policies, and position-based allowances shall be
implemented in accordance with the law.
5. Based on Government regulations,
and the regulations and guidance of competent authorities, the provincial-level
People’s Committees and relevant agencies and organizations shall promptly
implement the regimes and policies for executive officials, officials, public
employees, and workers of agencies and organizations within their management
scope during the process of rearranging administrative divisions and
organizational apparatus, ensuring the correct beneficiaries and the rights and
interests of executive officials, officials, public employees, and workers
affected by the rearrangement.

1. The arrangement, utilization of
headquarters, handling of finance and public assets after the rearrangement of
administrative divisions shall comply with the Government’s regulations on
rearrangement, handling of finance and public assets and the guidance of
competent authorities, ensuring thrift practice, prevention of corruption,
wastefulness, and negative acts.
2. The provincial-level local
government where the political-administrative center of the province-level
administrative division projected to be established after the rearrangement is
expected to be located shall be responsible for proactively balancing and
allocating the budget to invest in repairing, renovating, and upgrading the
working headquarters that continue to be used for the operation of the
administrative divisions after the rearrangement; giving attention to arranging
official residences, means of work and travel for the contingent of executive
officials, officials, public employees, and workers of the administrative
divisions implementing the rearrangement to stabilize working conditions;
providing guidance and facilitating the commune-level local governments after
rearrangement to balance their budgets for investment, repair, renovation, and
upgrading of working headquarters to ensure the working conditions of agencies,
organizations, and units in the commune-level administrative divisions.
Article 13.
Implementation of special regimes and policies for newly established
administrative divisions after rearrangement
1. The citizens, executive
officials, officials, public employees, workers, and salaried armed forces
personnel within the territory of the administrative divisions after
rearrangement shall continue to enjoy the special regimes and policies applied
by region, area, or administrative division as before the rearrangement until
there is another decision issued by a competent authority.
2. The scope, beneficiaries, and
content of the regimes and policies prescribed by central and local authorities
applicable to the administrative divisions before the rearrangement shall
remain unchanged until another decision is issued by a competent authority.
3. If there is a change in the name
of an administrative division after rearrangement, the new name shall be used
to continue implementing the special regimes and policies.
Article 14.
Conversion of documents and seals for individuals and organizations
1. The conversion of documents for
individuals and organizations shall be carried out in accordance with Article
10 of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National
Assembly regulating the handling of certain matters related to the
rearrangement of the state apparatus.
2. The issuance and use of seals of
agencies, organizations, units, and enterprises in the administrative divisions
implementing the rearrangement shall comply with regulations and the
Government’s guidance.

IMPLEMENTATION AND
EFFECTIVENESS
Article 15.
Funding for implementing the rearrangement of administrative divisions
1. The state budget shall allocate
funds for the implementation of the rearrangement of administrative divisions
in accordance with the Law on State Budget and the current state budget
decentralization to serve the preparation of projects on the rearrangement of
administrative divisions; organization of propagation, advocacy; collection of
opinions from the people; settlement of regimes and policies for executive
officials, officials, public employees, and workers affected by the
rearrangement of administrative divisions; and other necessary tasks in the
implementation of the rearrangement.
2. The funding for the
implementation of the rearrangement of administrative divisions shall be
guaranteed by the local budgets. Centrally-affiliated cities and provinces may
use their recurrent expenditures within the allocated state budget during the
budget stabilization period to cover the expenses stipulated in Clause 1 of
this Article.
The central budget shall provide
one-time support to provinces and centrally-affiliated cities receiving
additional balancing budget allocations at the rate of VND 100 billion for each
reduced province-level administrative division and VND 500 million for each
reduced commune-level administrative division, sourced from the central
budget’s contingency fund for 2025, in accordance with the Law on State Budget.
3. Based on the balancing capacity
of the local budget and the central budget support stipulated in Clause 1 of
this Article, the provincial-level People’s Committees shall decide specific
expenditure tasks for organizing the implementation of the rearrangement of
administrative divisions as prescribed in Clause 1 of this Article and
determine specific support levels for each commune-level administrative
division implementing the rearrangement, and report to the People’s Council of
the same level at its nearest session.
4. Funding for tasks related to the
rearrangement of administrative divisions undertaken by central agencies shall
be guaranteed by the central budget in accordance with the Law on State Budget.
Article 16.
Responsibilities of agencies and organizations in the implementation of the
rearrangement of administrative divisions
1. The Government and the Prime
Minister shall be responsible for:

b) Issuing within its competence or
directing ministries and ministerial-level agencies to review, amend, and
supplement within their competence the regulations and guidance on the
arrangement, assignment, and settlement of regimes and policies for executive
officials, officials, public employees, and workers in the course of
rearranging administrative divisions; handling finance and public assets;
special regimes and policies applicable to administrative divisions; and other
relevant matters;
c) During the implementation
process, the Government shall review and issue or authorize the issuance of
documents to resolve issues arising that are not regulated in this Resolution
in the course of implementing the rearrangement of administrative divisions.
2. Ministries, ministerial-level
agencies, and agencies under the Government, within the scope of their
functions, tasks, and powers, shall guide the implementation of special regimes
and policies and other relevant contents; organize and rearrange their
subordinate agencies and units operating in the administrative divisions
implementing the rearrangement.
3. The Supreme People’s Court and
the Supreme People’s Procuracy, within their functions, tasks, and powers,
shall be responsible for arranging and consolidating the organizational
apparatus, staffing of officials, and workers of the provincial-level People’s
Courts and People’s Procuracies in accordance with the law ensuring
synchronization with the roadmap for the rearrangement of administrative
divisions.
4. The People’s Councils and
People’s Committees of the province level shall be responsible for:
a) Organizing dissemination,
advocacy, and providing full and timely information to executive officials,
officials, public employees, workers, and the People on the rearrangement of administrative
divisions;
b) Organizing the development of
projects on the rearrangement of administrative divisions, ensuring consistency
with the principles and orientation of standards and requirements of the
administrative divisions formed after the rearrangement in accordance with this
Resolution; organizing the collection of public opinions on the projects;
approving the projects in accordance with this Resolution;
c) Organizing the arrangement and
consolidation of the organizational apparatus of province and commune-level
local governments, agencies and organizations under the People’s Councils and
People’s Committees of the province level; proactively developing plans for the
arrangement of province- and commune-level leaders and managers to meet task
requirements; arranging the contingent of executive officials, officials,
public employees, and workers of agencies and organizations in localities;
stabilizing the livelihoods of the People, ensuring national defense, security,
and socio-economic development in the administrative divisions after
implementation of the rearrangement;
d) Based on the financial capacity
of the local budget, issuing mechanisms and policies to support travel and
working conditions for executive officials, officials, public employees, and
workers of agencies and organizations in administrative divisions implementing
the rearrangement to perform their duties at the administrative centers of the
province-level and commune-level administrative divisions after rearrangement.

6. The Ethnic Council, the
Committees of the National Assembly, the Delegations of National Assembly
deputies, National Assembly deputies, People’s Councils, and People’s Council
deputies at all levels, within their functions, tasks, and powers, shall supervise
the implementation of this Resolution.
Article 17.
Entry into force
1. This Resolution shall come into
force from April 15, 2025.
2. Resolution No. 35/2023/UBTVQH15
dated July 12, 2023 of the Standing Committee of the National Assembly on the
rearrangement of district- and commune-level administrative divisions in the
period 2023–2030, and Resolution No. 50/2024/UBTVQH15 dated August 22, 2024 of
the Standing Committee of the National Assembly regulating certain issues
related to ensuring urban classification requirements and standards of
administrative divisions for the rearrangement of district- and commune-level
administrative divisions in the period 2023–2025, shall cease to have effect
from the effective date of this Resolution.
This Resolution was passed by
the Standing Committee of the National Assembly of the Socialist Republic of
Viet Nam, 15th Legislature, at its 44th session on April 14, 2025.
