CIRCULAR
PRESCRIBING
STATISTICAL REPORTS IN HEALTH SECTOR
Pursuant to the Law on Government
Organization in 2025;
Pursuant to the Law on
Organization of Local Governments in 2025;
Pursuant to the Law on
Statistics in 2015, as amended in 2021;
Pursuant to the Resolution
No. 190/2025/QH15 dated February 19, 2025 of the National Assembly dealing with
certain issues concerning arrangement and organization of the state apparatus;
Pursuant to the Government’s
Decree No. 94/2016/ND-CP dated July 01, 2016 providing guidelines for
implementation of the Law on Statistics;
Pursuant to the Government’s
Decree No. 42/2025/ND-CP dated February 27, 2025 defining functions, tasks,
powers and organizational structure of the Ministry of Health of Vietnam;

The Minister of Health of
Vietnam promulgates a Circular prescribing statistical reports in health
sector.
Article 1.
Scope
This Circular provides for
statistical reports in health sector.
Article 2.
System of basic statistical indicators in health sector
The system of basic statistical
indicators in health sector comprises:
1. The list of basic
statistical indicators in health sector provided in Appendix I enclosed
herewith.
2. Contents of basic
statistical indicators in health sector provided in Appendix II enclosed
herewith.
Article 3.
Initial records and statistical report forms

report forms comprise:

2. Statistical report forms in
health sector used by provinces and central-affiliated cities (hereinafter
referred to as “province” or "provincial level") and guidelines for
preparation of such reports as provided in Appendix IV enclosed herewith.
3. Statistical report forms in
health sector used by central-level authorities and guidelines for preparation
of such reports as provided in Appendix V enclosed herewith.
Article 4.
Reporting period
Statistical reporting periods
shall be determined according to solar calendar, including:
1. Monthly reporting period:
begins on 0:00 hrs of the 01st of a month and ends on 24:00 hrs of
the last day of that month.
2. Annual reporting period
begins on 0:00 hrs of January 01 and ends on 24:00 hrs of December 31 of the
same year.
3. Ad hoc statistical reports:
If ad hoc statistical reports are required to serve the performance of state
management tasks by the Ministry of Health, the requesting authority shall send
a written request in which the reporting period, deadline for submission and
specific statistical reporting criteria must be specified.
Article 5.
Statistical reports in health sector
1. At communes, wards, special
zones (hereinafter referred to as “commune” or “commune-level”) and units in
provinces and central-affiliated cities (hereinafter referred to as “province”
or "provincial level"):

b) Reporting units:
commune-level units assigned by Commune-level People’s Committees; all
provincial-level and central-level units, and private health facilities located
in provinces;
c) Report recipients: contact
points assigned by provincial-level People’s Committees;
d) Report submission deadline:
05 working days from the end of the reporting period as defined in Article 4 of
this Circular.
2. At provincial level:
a) Contents of the report:
Using the form in the Appendix IV enclosed herewith;
b) Reporting units: contact
points in charge of consolidating reports as assigned by provincial-level
People’s Committees;
c) Report recipients: Planning
and Finance Department, and relevant Departments/Administrations of the
Ministry of Health of Vietnam;
d) Report submission deadline:
20 days from the end of the reporting period as defined in Article 4 of this
Circular.
4. At central level:

b) Reporting units: Affiliated
units of the Ministry of Health of Vietnam;
c) Report recipients: Planning and
Finance Department, and relevant Departments/Administrations of the Ministry of
Health of Vietnam;
d) Report submission deadline:
10 days from the end of the reporting period as defined in Article 4 of this
Circular.
Article 6.
Responsibility for implementation
1. Reporting units shall:
a) Fully, strictly and
accurately comply with regulations on required information and submission
deadlines laid down herein and assume legal responsibility for their submitted
reports;
b) Review and provide reports
and information contained therein at the request of recipients.
2. Report recipients shall:
a) Consolidate statistical
reporting information using the relevant required forms of statistical reports;

c) Ensure disclosure, use and
protection of confidentiality of statistical information in accordance with
regulations of law.
3. People's Committees at all
levels shall assign provincial-level contact points to collect and consolidate
statistical information in their administrative divisions, and prepare reports
as prescribed in Article 5 of this Circular.
4. The Planning and Finance
Department affiliated to the Ministry of Health of Vietnam shall:
a) Act as a contact point in
charge of receiving, consolidating and analyzing statistical data in health
sector;
c) Play the leading role and
cooperate with relevant units in establishing regulations on statistical
reports in health sector to serve the collection of statistical indicators
included in the list of basic statistical indicators in health sector for
consistent application on a nationwide scale;
c) Provide guidelines for and
inspect the implementation of regulations of law on statistics, regulations on
submission of statistical reports and other contents relating to statistics
field.
5. The National Health
Information Center shall play the leading role and cooperate with the Planning
and Finance Department and relevant units in developing the application of
information technology to performance of statistical tasks in health sector,
including:
a) Finish and initiate the use
of the software for submission of electronic statistical reports in health
sector;
b) Integrate and exploit
statistical data from specialized application software programs, other
administrative databases under its management to serve the performance of
statistical tasks of the Ministry of Health of Vietnam and state statistical
activities in accordance with regulations of law.

1. This Circular comes into
force from July 01, 2025.
2. This Circular ceases to have
effect from March 01, 2027.
3. During the effective period
of this Circular, if any regulations on authority and responsibility for state
management laid down in this Circular are found different from those in any
other Circular promulgated by the Minister of Health before July 01, 2025, the
former shall apply.
4. The Circular No. 32/2014/TT-BYT
dated September 30, 2014 of the Minister of Health promulgating the list of
basic statistical indicators in health sector applicable to provincial-,
district- and commune-level units shall cease to have effect from the date of
entry into force of this Circular.
5. Point 3 Part 1 and Point 3
Part 2 of the Appendix enclosed with the Circular No. 19/2025/TT-BYT dated June
15, 2025 of the Minister of Health prescribing determination and delegation of
power of 02-level local governments in the preventive healthcare sector.
Article 8.
Responsibility for implementation
Chief of Office of Ministry of
Health, Directors/Directors General of Departments/Administrations, and heads
of other units affiliated to the Ministry of Health, Chairpersons of People’s
Committees of provinces/central-affiliated cities, and relevant units and
individuals are responsible for the implementation of this Decision.
Difficulties that arise during
the implementation of this Circular should be promptly reported to the Ministry
of Health (via the Planning and Finance Department) for consideration.
