On March 31, 2026, the Prime Minister of Vietnam promulgated Decision No. 12/2026/QD-TTg on amendments to the Regulation on guarantees for small and medium-sized enterprises (SMEs) borrowing capital from commercial banks issued together with Decision No. 03/2011/QD-TTg. This Decision includes regulations on mandatory guaranteed loans and debt repayment to the Vietnam Development Bank.
On March 31, 2026, the Minister of Science and Technology of Vietnam promulgated Circular No. 10/2026/TT-BKHCN guiding the Law on Intellectual Property and Decree No. 65/2023/ND-CP guiding the Law on Intellectual Property on industrial property, protection of industrial property rights, rights to plant varieties, and state management of intellectual property, amended by Decree No. 15/2026/ND-CP, Decree No. 33/2026/ND-CP, and Decree No. 100/2026/ND-CP.
On May 15, 2026, the Minister of Health of Vietnam promulgated Circular No. 05/2026/TT-BYT on the list of prohibited chemicals and the list of hazardous chemicals subject to information disclosure in insecticidal and biocidal preparations used in the household and health sectors.
On January 15, 2026, the Council of Judges of the Supreme People’s Court of Vietnam promulgated Resolution No. 01/2026/NQ-HDTP, providing guidelines for implementing procedural and judicial administrative procedures in the digital environment at People’s Courts. This Resolution introduces new regulations on the submission, receipt, and processing of petitions by electronic means.
On November 15, 2025, the Minister of Science and Technology of Vietnam promulgated Circular No. 33/2025/TT-BKHCN on the criteria applicable to enterprises implementing electronic equipment production projects that are eligible for corporate income tax incentives.
On November 14, 2025, the Minister of Science and Technology of Vietnam promulgated Circular No. 30/2025/TT-BKHCN on criteria applicable to used technology lines, equipment, machinery, and tools imported for direct use in projects for manufacturing, packaging, and testing semiconductor chip products, and in activities of training, research, and development of digital technology products and services.
On October 31, 2025, the Minister of Science and Technology of Vietnam promulgated Circular No. 26/2025/TT-BKHCN prescribing the import of goods on the list of used information technology products prohibited from import and the processing of goods on the list of used information technology products prohibited from import for foreign traders for consumption abroad.
On September 30, 2025, the Council of Judges of the Supreme People’s Court of Vietnam promulgated Resolution No. 05/2025/NQ-HDTP, providing guidelines for applying the regulations on jurisdiction of courts under Articles 30 and 31 of the Law on Administrative Procedures.
On November 7, 2025, the Minister of Industry and Trade of Vietnam promulgated Circular No. 50/2025/TT-BCT prescribing the roadmap for applying the blending ratio of biofuels with conventional fuels in Vietnam.
On October 31, 2025, the Governor of the State Bank of Vietnam promulgated Circular No. 40/2025/TT-NHNN providing guidelines on foreign exchange management for outward investment in petroleum operations.
On October 31, 2025, the Governor of the State Bank of Vietnam promulgated Circular No. 39/2025/TT-NHNN on the opening and use of foreign-currency accounts abroad by residents, being organizations.
On November 14, 2025, the Minister of Science and Technology of Vietnam promulgated Circular No. 31/2025/TT-BKHCN on the list of key digital technology products and services .
On October 13, 2025, the Minister of Finance of Vietnam promulgated Circular No. 93/2025/TT-BTC on amendments to Circular No. 219/2010/TT-BTC guiding the criteria for determining reputable insurance organizations in the maritime sector under the Ordinance on Procedures for Arrest of Vessels.
On October 15, 2025, the Minister of Construction of Vietnam promulgated Circular No. 28/2025/TT-BXD on technical-economic characteristics of marine registration services.
On September 30, 2025, the Governor of the State Bank of Vietnam promulgated Circular No. 29/2025/TT-NHNN providing guidance for credit institutions and foreign bank branches on granting loans for agriculture and rural development.
On October 9, 2025, the Governor of the State Bank of Vietnam promulgated Circular No. 34/2025/TT-NHNN, guiding Decree No. 24/2012/ND-CP on the management of gold trading activities, amended by Decree No. 232/2025/ND-CP
On October 10, 2025, the Government of Vietnam promulgated Decree No. 260/2025/ND-CP on amendments to the export duty rates for certain goods under Headings 71.13, 71.14, and 71.15 Appendix I of Decree No. 26/2023/ND-CP.
On October 10, 2025, the Ministry of Finance of Vietnam promulgated Decision No. 3453/QD-BTC on announcement of amended administrative procedures in the fields of public-private partnership (PPP) investment and bidding for investor selection within the Ministry of Finance of Vietnam's scope of management.
On October 14, 2025, the Minister of Finance of Vietnam promulgated Circular No. 94/2025/TT-BTC on amendments to Circular No. 80/2021/TT-BTC guiding the Law on Tax Administration and Decree No. 126/2020/ND-CP, as well as the forms under Circular No. 40/2021/TT-BTC guiding value-added tax (VAT), personal income tax (PIT), And tax administration for household businesses and individual businesses.
On October 10, 2025, the Government of Vietnam promulgated Decree No. 259/2025/ND-CP on strategic trade control, which takes effect from October 10, 2025.
