On August 24, 2026, the National Assembly of Vietnam officially adopted the Law on amendments to the Law on Investment No. 143/2025/QH15 (Law No. 24/2026/QH16).
According to the Law, the list of 137 conditional business lines applicable from March 1, 2027 includes:
1. Manufacture of seals
2. Trading in support tools, including their repair
3. Trading in fireworks of all kinds, except firecrackers
4. Trading in disguised audio-recording, video-recording, and positioning devices and software, and mobile communication jamming and signal-disrupting equipment
5. Trading in uniforms and equipment for the armed forces; military weapons; specialized military and public security equipment, technology, materiel, and vehicles; and components, parts, spare parts, supplies, specialized equipment, and specialized technologies used for their manufacture
6. Provision of pawnshop services
7. Provision of massage services
8. Provision of security services
9. Legal practice
10. Notarial practice
11. Judicial expertise practice
12. Provision of audit services
13. Operation of bonded warehouses and container freight stations
14. Operation of sites for gathering, customs inspection, and supervision
15. Securities business
16. Provision of securities registration, depository, clearing, and settlement services, and transaction support services on the domestic carbon exchange
17. Insurance business activities, excluding insurance auxiliary services
18. Provision of valuation services
19. Lottery business
20. Prize-winning gaming business, including prize-winning electronic games for foreigners, casinos, and betting
21. Provision of credit rating services
22. Provision of supplementary pension fund management services
23. Trading in petroleum
24. Trading in industrial explosives, including their disposal
25. Trading in explosive precursors
26. Conduct of business lines involving the use of industrial explosives and explosive precursors
27. Provision of blasting services
28. Manufacture of and trading in chemicals, except chemicals on the list of prohibited chemicals and minerals prescribed in Appendix II enclosed with the Law on Investment No. 143/2025/QH15; provision of chemical storage services; and provision of specialized chemical consultancy services
29. Trading in tobacco products, tobacco materials, and machinery and equipment used in the tobacco industry, except electronic cigarettes and heated tobacco products
30. Trading in foods subject to the specialized management of the Ministry of Industry and Trade of Vietnam, the Ministry of Agriculture and Environment of Vietnam, or the Ministry of Health of Vietnam
31. Operation of Mercantile Exchanges
32. Electricity generation, transmission, distribution, wholesale, and retail activities
33. Export of rice
34. Trading in industrial precursors
35. Multi-level marketing
