In order to make online provision of public
services and assistance for employees faster and more convenient, the Ministry
of Labor, War Invalids and Social Affairs shall request the Presidents of the
People’s Committees of provinces or central-affiliated cities to direct
relevant authorities and units to immediately implement the following contents:
1. Departments of Labor, Invalids and
Social Affairs, Employment Service Centers shall implement according to
procedures and schedules of the Ministry of Labor, War Invalids and Social
Affairs on reception and handling of application for unemployment benefits on
the National Public Service Portal (attached procedures).

implementation on the senior management account and administrative procedure
handling account are presented in the function of “Instruction manual” on the
National Public Service Portal (at https://quantricovi.dichvucong.gov.vn).

Service Portal automatically transfers the employee’s information (including
full name, ID number/passport number, number of social insurance book,
termination date of employment contract) via the system of the social insurance
agency

- Case 01: If the
information including the social insurance book number and either full name or
ID number/passport number does not match the data of the social insurance
agency, invalid results will be returned (please clearly specify incorrect
contents) to the National Public Service Portal to display a notification as
soon as the employee submits the application.
- Case 02: If the
information including the social insurance book number and either full name or
ID number/passport number matches the data of the social insurance agency, the
social insurance agency must return the information about the process of paying
social insurance and unemployment insurance premiums of the employee, put the
digital signature and retransfer it to the National Public Service Portal to
online transfer the application to the employment service center within 02
working days from the date on which it receives the information from the
National Public Service Portal.

Step 4: The official of the
Employment Service Center will review and send the employee's application
suitable for benefit entitlement to the Department of Labor, War Invalids and
Social Affairs as prescribed (depending on requirements of each province,
Employment Service Center and Department of Labor, War Invalids and Social
Affairs, it is able to choose to submit via the National Public Service Portal
or in person) within 16 working days from the date on which he/she receives the
data on participating in unemployment insurance of the employee transferred
from the social insurance agency to the National Public Service Portal.
If the application
is unsatisfactory, the official will update the information to reject it with a
written explanation clearly stating the reason on the National Public Service
Portal.

and attach it with a written response on the National Public Service Portal to
inform the employee.

2. If an employee
whose unemployment benefit is suspended is still in the period of enjoying
unemployment benefit, but continues to notify about finding a job, he/she will
continue to be entitled to unemployment benefit.
3. If an employee who
is entitled to unemployment benefits has a job; perform military service,
police duty; goes to study for a fixed term of full 12 months or more, the
employee must, within 03 working days from the date of falling into one of the
above cases, immediately send a notification to the employment service center. If
this regulation is not strictly followed, the duration of unemployment
insurance payment will be corresponding to the duration of unemployment benefit
entitlement that the employee has not yet received will not be maintained as a
basis for calculating unemployment benefit for the next time of receiving
unemployment benefit.
