ON STANDARDS FOR ADMINISTRATIVE DIVISIONS
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY OF
VIETNAM
Pursuant to the Constitution of
the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Based on the Law on the
Organization of the National Assembly No. 57/2014/QH13, amended by Law No.
65/2020/QH14 and Law No. 62/2025/QH15;
Pursuant to the Law on Local
Government Organization No. 72/2025/QH15;

Section 1.
STANDARDS FOR RURAL ADMINISTRATIVE DIVISIONS
Article 1.
Standards for provinces
1. Population size:
a) Mountainous provinces must have
a population of 900.000 or more;
b) Other provinces must have a
population of 1.400.000 or more.
2. Natural area:
a) Mountainous provinces must have
an area of 8.000 km² or more;
b) Other provinces must have an
area of 5.000 km² or more.
3. Have socio-economic development
orientations suitable for the country's five-year socio-economic development
plan.

Article 2.
Standards for communes
1. Population size:
a) Mountainous communes must have a
population of 5.000 or more;
b) Island communes must have a
population of 2.500 or more;
c) Other communes not outside of
points a and b of this clause must have a population of 16.000 or more.
2. Natural area:
a) Mountainous communes must have
an area of 100 km² or more;
b) Island communes must have an
area of 15 km² or more;
c) Other communes not outside of
points a and b of this clause must have an area of 30 km² or more.

Article 3.
Standards for rural administrative divisions with special characteristics
1. For provinces or communes where
50% of the population are ethnic minorities in mountainous areas, or
provinces/communes bordering a national land border, the minimum population
size standard is 50% of the corresponding standard for that province or
commune; for every additional 10% of the population who are ethnic minorities,
the standard is further reduced by 5% accordingly; other standards shall be
implemented in accordance with this Section.
2. For extremely disadvantaged
communes in coastal or sand dune areas confirmed
by a decision of the competent authority, the minimum population size standard
shall be 50% of that specified in point c of clause 1 of Article 2 hereof;
other standards shall be implemented in accordance with this Section.
3. For the Red River Delta region,
the minimum population size standard shall be 50% of the prescribed standard
for provinces and 70% of the prescribed standard for communes; other standards
shall be implemented in accordance with this Section.
4. If a rural administrative
division has multiple special characteristics, each standard may only be
reduced corresponding to one of the unique characteristics stipulated in
Clauses 1, 2, and 3 of this Article.
Section 2.
STANDARDS FOR URBAN ADMINISTRATIVE DIVISIONS
Article 4.
Standards for cities
1. Population size is from
2.500.000 people or more.
2. Natural area is from 2.500 km²
or more.

4. Urbanization rate is 45% or
more.
5. Position and function is
determined in the approved planning or orientation by competent authorities as
a national or regional comprehensive center for economy, finance, culture, education,
training, tourism, healthcare, science and technology, transport hub, domestic
and international exchange, playing a role in promoting socio-economic
development of the region or country.
6. The city is recognized as a
Class I urban area.
7. Economic and socio-economic
structure and development levels meet the following standards:
a) Budget balance within the group
of administrative divisions not requiring supplementary funds from the central
budget;
b) Proportion of industry -
construction and services in Gross Regional Domestic Product (GRDP) is 80% or
more;
c) Average annual per capita income
exceeds the national average for the last 3 years;
d) GRDP growth rate in the last 3
years meets or exceeds the national GDP growth rate;
dd) Poverty rate (according to
multidimensional poverty standards) is lower than the national poverty rate in
the last 3 years

1. Population size is 21.000 people
or more.
2. Natural area is from 5,5 km² or
more.
3. Position and function is determined
in the approved planning or orientation by competent authorities as a regional,
provincial, or intra-provincial subregion comprehensive or specialized center,
playing a role in promoting socio-economic development of the province, city,
or subregion thereof.
4. Urban population ratio within
the administrative division is 50% or more.
5. Economic and socio-economic
structure and development levels meet the following standards:
a) Ratio of total local budget
revenue to local budget expenditure is 100% or more;
b) Proportion of industry -
construction and services in GRDP is 70% or more;
c) Non-agricultural labor force
ratio is 70% or more;
d) Average annual per capita income
exceeds the average of the provincial or city level to which the ward belongs
for the last 3 years;

Article 6.
Standards for urban administrative divisions with special characteristics
1. For urban administrative
divisions in mountainous areas or bordering mainland national borders, the
minimum population size standard shall be 50% of the corresponding standard for
that urban area; and minimum economic structure and socio-economic development
levels shall be 70% of corresponding prescribed standards for urban
administrative divisions; other standards shall be implemented in accordance
with this Section.
2. Cities with one of the following
special characteristics shall have minimum population standards at 50% of those
specified in clause 1 of Article 4, and minimum urbanization rate of 70% as
stipulated in clause 4 of Article 4; other standards shall be implemented in
accordance with this Section:
a) Possess tangible cultural
heritage recognized by UNESCO;
b) Be identified as an
international tourism center in approved planning or orientation.
3. Wards with the following special
characteristics shall have minimum population standards at 50% of those
specified in clause 1 of Article 5 hereof; other standards shall be implemented
in accordance with this Section:
a) Have tangible cultural heritage
recognized by UNESCO or designated as special national monument by competent
authorities;
b) Be identified or affiliated to a
provincial administrative divisions designated as national or international
tourism center in approved planning or orientation.
4. For island wards, the minimum
standards for population size, natural area, and urban population ratio shall
be 50% of those specified in clauses 1, 2, and 4 of Article 5; the standards in
clause 5 of Article 5 shall not be evaluated; other standards apply as
regulated in this Section.

STANDARDS FOR SPECIAL ZONES
Article 7.
STANDARDS FOR SPECIAL ZONES
Standards for special economic zones
shall comply with clause 1, Article 1 of the Law on Organization of Local
Government. Special zones that have been recognized as urban areas according to
the Resolution of the Standing Committee of the National Assembly on the
classification of urban areas shall be considered urban administrative
divisions.
Chapter II
SCHEMES FOR
ESTABLISHING, DISSOLVING, MERGING, DIVIDING ADMINISTRATIVE DIVISIONS, ADJUSTING
BOUNDARIES, AND RENAMING ADMINISTRATIVE DIVISIONS
Article 8.
Schemes for establishing, dissolving, merging, dividing administrative
divisions, and renaming administrative divisions
1. Schemes for establishing,
dissolving, merging, dividing administrative divisions, and renaming
administrative divisions shall consist of 5 parts and appendices. To be
specific:
a) Part One: Legal basis and
necessity;
b) Part Two: History of formation
and current status of the administrative divisions directly related to the
establishment, dissolution, merger, division, or boundary adjustment;

d) Part Four: Impact assessment and
development orientation of the administrative divisions after the
establishment, merger, division, boundary adjustment. In case of dissolution,
only impact assessment is conducted;
dd) Part Five: Conclusions and
petitions;
e) Accompanying appendices,
including: summary tables of standards of the administrative division; tables
and data confirmed by competent authorities serving as basis for determining
standards of administrative divisions; one current boundary map of the
administrative division directly related to the project and one map showing the
plan for establishment, merger, division, and boundary adjustment; a documentary
film (15 to 20 minutes) on the location, socio-economic development, and
infrastructure of the proposed area; urban classification certificate in case
of city establishment; documents from competent authorities regarding special
characteristics of the administrative division (if any).
2. Data in the scheme for
establishment, dissolution, merger, division, and boundary adjustment of
administrative divisions:
a) Natural area of the
administrative division is provided by the provincial People’s Committee; such
People’s Committee shall be accountable for information’s accuracy, ensuring
consistency with the natural area figures published by the Government;
b) Population size includes
permanent and temporary residents, provided and confirmed by the competent police
authority.
Urban population size shall be
determined based on the area classified as urban following the Resolution of
the Standing Committee of the National Assembly on urban classification.
Urbanization rate shall be
determined according to the Resolution of the Standing Committee of the
National Assembly on urban classification;
c) The data used to assess
standards of administrative divisions in the schemes are figures as of December
31 of the year immediately preceding the year the scheme dossier is submitted
to the appraisal agency; such data are provided with responsibility by the
agency preparing the scheme.

1. Names of administrative
divisions are written in Vietnamese alphabet letters, numbers, or ethnic
minority languages.
2. Naming and renaming of
administrative divisions shall comply with the following regulations:
a) The name must be easy to read,
easy to remember, concise, ensure systematization and scientific correctness,
suitable with the local traditional historical and cultural factors and be
supported by the local people;
b) Names of newly established
provincial administrative divisions must not be identical to the names of
existing division at the same level nationwide. Names of newly established
commune-level administrative divisions must not be identical to names of
same-level administrative divisions within the provincial administrative
boundary.
3. If the renaming of the
administrative division happens simultaneously with establishment, dissolution,
merger, division, or adjustment to boundary of such administrative division,
the renaming shall be integrated into the scheme for establishment,
dissolution, merger, division, or adjustment to boundary of administrative
divisions and comply with Article 8 hereof.
4. If the renaming of the
administrative division does not happen simultaneously with establishment,
dissolution, merger, division, or adjustment to boundary of such administrative
division, the renaming scheme shall include:
a) Part one: legal basis and
necessity for renaming;
b) Part two: history of formation
and current status of the administrative division proposed for renaming;
c) Part three: renaming plan for
the administrative division;

dd) Part five: conclusions and
petitions.
Article 10.
Appraisal and inspection of schemes for establishment, dissolution, merger,
division, adjustment to boundaries of administrative divisions, and renaming
administrative divisions
1. Within 30 days from the date of
receipt of the scheme dossier from the provincial People’s Committee, the
Ministry of Home Affairs shall take charge and cooperate with relevant
agencies, organizations, and individuals to appraise the scheme. The scheme
dossier prepared and submitted by the provincial People’s Committee shall be
appraised according to clause 2 of Article 10 of the Law on Organization of
Local Government and this Resolution.
Based on practical requirements,
the Ministry of Home Affairs shall decide the organization of surveys to serve
the scheme appraisal.
2.
Schemes for establishment, dissolution, merger, division, adjustment to
boundaries of administrative divisions, and renaming administrative divisions
shall be inspected by the Law and Judiciary
Committee of the National Assembly before submission to the National Assembly
and the Standing Committee of the National Assembly for review and decision.
Chapter
III
IMPLEMENTATION
CLAUSES
Article 11.
Funding for the establishment, dissolution, merger, division, adjustment to
boundaries of administrative divisions, and renaming administrative divisions
The State budget shall allocate
funds for the establishment, dissolution, merger, division, adjustment to
boundaries of administrative divisions, and renaming of administrative
divisions in accordance with applicable laws on state budget and the delegation
of powers with respect to state budget.

1. This Resolution comes into force
from January 1, 2026.
2. Resolution No.
1211/2016/UBTVQH13 dated May 25, 2016, by the Standing Committee of the
National Assembly on the standards and classification of administrative
divisions amended by Resolution No. 27/2022/UBTVQH15 dated September 21, 2022,
shall expire from the effective date of this Resolution.
3. Administrative divisions
established before this Resolution’s effective date are not required to be
re-evaluated for standards as specified in Chapter I of this Resolution.
4. In case of making boundary
adjustments to resolve unreasonable administrative boundary issues due to
geological or topographical changes, or socioeconomic development, provided
that the natural area change does not exceed 20% and does not alter the number
of administrative divisions, the adjusted administrative division(s) is(are)
not required to be re-evaluated for standards as prescribed in Chapter I of
this Resolution.
5. Rural administrative divisions
that have their planning and development orientation to become urban
administrative divisions approved by competent authorities shall apply the
natural area standards of the corresponding urban administrative division.
6. To meet special requirements for
territorial management, national sovereignty protection, or socioeconomic
development, and to create motivation for connection development with the
country's major economic centers in line with competent authority orientations,
administrative divisions may be established, merged, divided, or have their
boundaries adjusted without applying the standards prescribed in Chapter I of
this Resolution.
This Resolution was ratified by
the 15th Standing Committee of the National Assembly of the Socialist Republic
of Vietnam at the 52nd session on December 24, 2025.
