CIRCULAR
ON ECONOMIC
AND TECHNICAL CHARACTERISTICS OF GOODS AND SERVICES INCLUDED IN THE PRICE
STABILIZATION LIST AND THE PRICE DECLARATION LIST UNDER THE MANAGEMENT OF THE
MINISTRY OF AGRICULTURE AND ENVIRONMENT
Pursuant to the Law on Prices dated June 19, 2023;
Pursuant to Decree No. 85/2024/ND-CP dated July 10, 2024 of the
Government on elaboration of a number of articles of the Price Law;
Pursuant to Decree No. 35/2025/ND-CP dated February 25, 2025 of the
Government on functions, tasks, powers and organizational structure of the
Ministry of Agriculture and Environment of Vietnam;
At the request of the Director General of Department of Planning -
Finance;
The Ministry of Agriculture and Environment promulgates the Circular on
economic and technical characteristics of goods and services included in the
price stabilization list and the price declaration list under the management of
the Ministry of Agriculture and Environment.

Article 2. Regulated entities
Organizations
and individuals engaging in the business of goods and services; state
authorities; and other organizations engaging in price stabilization and price
declaration activities in the fields of agriculture and environment within the
territory of Vietnam.
Article 3. Economic and technical characteristics of goods
and services included in the price stabilization list and the price declaration
list
1.
The economic and technical characteristics of
goods and services included in the price stabilization list under the
management of the Ministry of Agriculture and Environment (including detailed
names and specific categories) are prescribed in Appendix I attached to this
Circular.
2.
The economic and technical characteristics of
goods and services included in the price declaration list under the management
of the Ministry of Agriculture and Environment (including detailed names and
specific categories) are prescribed in Appendix II attached to this Circular.
3.
Goods and services included in the price stabilization list and the list of
goods and services subject to price declaration shall be published on the
Information System for prices of agriculture and environment goods and services
(hereinafter referred to as the “System”).
Article 4. Effect
1.
This Circular comes into force from August 18, 2025.
2.
Joint Circular No. 10/2015/TTLT-BNNPTNT-BTC dated March 03, 2015 of the
Ministry of Agriculture and Rural Development and the Ministry of Finance on
guidelines on goods in the agriculture and rural development sector subject to
price stabilization and price declaration shall cease to be effective from the
effective date of this Circular.

1.
The Plant Production and Protection Department; Department of Livestock
Production and Animal Health; Fisheries and Fisheries Surveillance Department;
National Authority for Agro-Forestry-Fishery Quality, Processing and Market
Development; Department of Cooperatives and Rural Development shall:
a)
Review and update the list of organizations engaging in the business of goods
and services subject to price declaration under the management of each
Department and submit the list to the Ministry of Agriculture and Environment
for consolidation and issuance in accordance with the laws.
b)
Notify the method of submission and receipt to organizations engaging in the
business of goods and services subject to price declaration under the
management of each Department, and receive price declaration documents in
accordance with the laws.
2.
Organizations engaging in the business of goods and services subject to price
declaration shall:
a)
Carry out price declarations for goods and services included in the list of
goods and services subject to price declaration in accordance with laws on
prices;
b)
Submit electronically signed price declaration documents through the System, or
submit price declaration documents to the Ministry of Agriculture and
Environment (via specialized authorities prescribed in clause 1, Article 5 of
this Circular).
3.
The Digital Transformation Department shall:
a)
Take charge and cooperate with the Department of Planning - Finance in
developing the Information System for prices of goods and services subject to
price declaration under the management of the Ministry of Agriculture and
Environment;
b)
Cooperate with the Department of Planning and Finance and competent authorities
of the Ministry of Finance in connecting information and sharing price
declaration data with the National Price Database in accordance with laws on
prices.

Take
charge and cooperate with relevant units in reviewing, consolidating
information, and proposing the Ministry of Agriculture and Environment for
promulgation a Circular on amendments to economic and technical characteristics
of goods and services included in the price stabilization list and the list of
goods and services subject to price declaration in response to practical
requirements of state price management and the needs of market price
aggregation, analysis and forecasting.
5.
People’s Committees of provinces and cities shall receive price declaration
documents in accordance with laws on prices to ensure the convenience for
organizations to carry out price declarations.
Organizations
and individuals shall report any issues during the implementation to the
Ministry of Agriculture and Environment (Department of Planning - Finance) for
consideration and resolution./.
