CIRCULAR
ON ECONOMIC AND TECHNICAL
CHARACTERISTICS OF MEDICAL EQUIPMENT SUBJECT TO PRICE DECLARATION
Pursuant to the Law on
Price No. 16/2023/QH15 dated June 19, 2023 of the National Assembly;
Pursuant to Decree No.
85/2024/ND-CP dated July 10, 2024 of the Government on elaborating some
articles of the Law on Price;
Pursuant to Decree No.
95/2022/ND-CP dated November 15, 2022 of the Government on functions, tasks,
powers and organizational structure of the Ministry of Health of Vietnam;
At the request of the
head of the Infrastructure and Medical Device Administration,
The Minister of Health
promulgates the Circular on economic and technical characteristics of medical
equipment subject to price declaration.

2. Effect
This Circular comes into
force from January 01, 2025.

3. Implementation
1. The Infrastructure and
Medical Device Administration – Ministry of Health shall:
a) Announce the method for
receiving price declaration documents of medical equipment in accordance with
the laws on prices;
b) Review and summarize
the list of equipment subject to price declaration in accordance with the laws
on prices; and publish it on the Online Public Service System for Medical
Equipment Management of the Ministry of Health;
c) Cooperate with the
National Health Information Center - Ministry of Health in developing an
information technology system for implementing price declaration on medical
equipment;
d) Cooperate with relevant
authorities of the Ministry of Finance in connecting and updating information
and data on price declaration on medical equipment into the National Price
Database in accordance with the laws on prices;
dd) Based on state
management requirements for prices and the needs of summary, analysis, and
forecasting of the market, once every two years, the Infrastructure and Medical
Device Administration shall take charge and cooperate with relevant units in
reviewing, summarizing, and proposing the Ministry of Health for issuance of a
Circular on amendment and updating of economic and technical characteristics of
medical equipment subject to price declaration in accordance with the laws.

3. People’s Committees of
provinces and cities shall receive price declaration documents in accordance
with the laws on prices to ensure the convenience for organizations and individuals
to carry out price declarations.
Organizations and
individuals shall report any issues arising during the implementation to the
Ministry of Health (Infrastructure and Medical Device Administration) for
consideration and resolution./.
