PROMULGATION OF THE GOVERNMENT’S
ACTION PROGRAM FOR IMPLEMENTATION OF RESOLUTION NO. 59-NQ/TW DATED JANUARY 24,
2025 OF THE POLITBURO ON INTERNATIONAL INTEGRATION IN NEW SITUATION

Pursuant
to the Law on Government Organization dated February 18, 2025; the Law on
Organization of Local Government dated February 19, 2025;
Pursuant
to the Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on
international integration in new situation;
At the
request of the Minister of Foreign Affairs at Document No. 2637/TTr-BNG-CSDN
dated May 05, 2025.
RESOLVES:
Article 1. Resolution on promulgation of the
Government’s action program for implementation of the Resolution No. 59-NQ/TW
dated January 24, 2025 of the Politburo on international integration in
new situation is approved.

Article 3. Ministers, Heads of ministerial-level
agencies and Governmental agencies, and Chairpersons of People's Committees of
provinces and cities shall focus on direction of the implementation of key
tasks and solutions in the action program; strengthen urge and inspection of
the implementation of the action program; periodically conduct preliminary
and final reviews, make assessment, well perform emulation and commendation
tasks, prepare reports on results of implementation and submit such reports to
the Ministry of Foreign Affairs that will send a consolidated report to the
Government and the Prime Minister - Chairman of the National
Steering Committee for International Integration.
Ministries, central and local authorities shall proactively cooperate with the
Ministry of Foreign Affairs to send reports to the Prime Minister for
consideration and decision on matters beyond their jurisdiction.
Article 4. The Ministry of Foreign Affairs
shall preside over and advise the Government and the Prime Minister
on organization of inspection and supervision; preliminary and final reviews of
results of implementation of the action program; and submission of periodical
reports to the Government and the Prime Minister.

Identify specific tasks for ministries, central and local authorities to
formulate action plans, organize implementation, and conduct inspection,
supervision and assessment of the implementation of the Resolution No.
59-NQ/TW; realize the objectives of improving quality, efficiency,
synchronicity and comprehensiveness of international integration in
order to develop the country's potential, new position and strength;
maintain a peaceful and stable environment, thereby making practical
contributions to national construction, development and defense; build
an independent, self-reliant and resilient economy that can develop
rapidly and sustainably; perfect the Socialist Rule-of-Law State of
the people, by the people and for the people; comprehensively improve people's
living standards; preserve and promote Vietnamese cultural values and
human strength; strengthen national synergy; enhance the country’s
international role, position, and prestige; and develop Vietnam into
a developed, high-income and socialist-oriented country by the middle of
the 21st century.
II. SPECIFIC TASKS
To
achieve the objectives set forth in the Resolution No. 59-NQ/TW, in the
coming time, in addition to regular tasks, ministries, ministerial-level
agencies, Governmental agencies, and People's Committees of provinces and
cities shall specify and organize the performance of the following tasks:
1. Strengthen the Communist Party's leadership;
innovate international integration thinking, awareness and actions in the
new situation
a)
Formulate, submit a proposal for promulgation, and organize the implementation
of a comprehensive, regular and wide-ranging program for dissemination of
the Resolution No. 59-NQ/TW and the Communist Party and State's
guidelines and policies on international integration; diversify and
innovate content and methods to improve the quality and effectiveness of
dissemination; specify disseminated contents for each target group; and clarify
requirements for innovation in international integration thinking,
awareness and actions in the new situation.
b)
Promote digital transformation, develop digital data, and strengthen
the application of information technology, digital technology and online
platforms to external information, dissemination, and international
integration; formulate the Strategy/Orientation for digital diplomacy
development in Vietnam up to 2030.
c)
Continue to effectively implement the Resolution No. 35-NQ/TW dated
October 22, 2018 of the Politburo on enhancement of protection of the Communist
Party’s ideological foundation and struggle against wrong and hostile
viewpoints in the new situation and Directive No. 23-CT/TW dated
February 9, 2018, of the Secretariat on continuation in innovation and
improvement of the quality and efficiency in study, research, application, and
development of Marxism-Leninism and Ho Chi Minh Thought in the new
situation; proactively struggle to defeat all plots, sabotage activities,
“peaceful evolution”, and interference in Vietnam's internal affairs by hostile
forces; and firmly protect sovereignty, sovereign rights, jurisdiction, and
legitimate rights and interests of Vietnam in accordance
with international law.
d)
Improve the quality and effectiveness of dissemination and provision of
education about awareness, responsibility, resistance and capacity to
proactively struggle against and refute wrong and hostile
viewpoints during the process of international integration for cadres, the
Communist Party members, and the people, especially the young.
dd)
Enhance the efficiency in mechanisms for cooperation and exchange of
information between ministries and focal agencies on foreign affairs
and international integration in order to proactively identify, monitor,
analyze, assess, and promptly and accurately forecast the international
situation, emerging issues on relations with partners, and their adjustments to
guidelines and policies; promptly advise the Communist Party and the State to
direct ministries and central authorities to develop appropriate and prompt
plans, measures and policy responses to prevent and limit negative
impacts, and take full advantage of favorable factors and
resources from the international integration process.

a)
Review, update, and promote the implementation of strategies, programs, and
action plans for international economic integration, thereby ensuring
harmony and synchronicity with the action program to implement the
Resolution No. 59-NQ/TW; consider adding new tasks and solutions to meet the
set requirements for the country's development from now until 2030, with a
vision to 2045.
b) Assess
efficiency in implementation and proposal for negotiation for upgradation of
international economic cooperation agreements, including free trade agreements
(FTAs) signed; conduct study and propose guidelines for selective signature of
and participation in new FTAs and international economic cooperation
initiatives; develop and implement measures, mechanisms, and policies to take
advantage of opportunities and remove difficulties and obstacles to
implementation of international economic agreements, linkages and FTAs,
especially new-generation FTAs; and develop a Scheme for development of an
ecology for assisting enterprises in taking advantages of the FTAs.
c)
Properly fulfill Vietnam's obligations within the framework of the World
Trade Organization (WTO), including conducting trade policy
reviews, handling trade disputes, participating in negotiation sessions and WTO
activities, and contributing to WTO reform. Continue to advocate countries
recognizing Vietnam's market economy status and removing barriers to
facilitate Vietnamese enterprises’ international trade and investment.
d)
Conduct study and develop strategies/plans for negotiation and signature
of digital linkages and linkages in supply chains, production
chains, and value chains, etc.
dd) Develop
and implement mechanisms and policies to assess, forecast, and control the
impacts of international economic agreements and linkages on economic
security, national financial safety and security, energy
security, food security, and other non-traditional
security issues
e)
Promote the implementation of mechanisms for exchange and cooperation with
regional countries, particularly ASEAN members, in financial
security, economic security, energy security, and
other non-traditional security challenges.
g) Finalize
and promote the implementation of mechanisms and policies to encourage and
facilitate the development of e-commerce, digital economy, green
economy, circular economy, carbon markets, and reduction in
greenhouse gas emission, thereby contributing to new growth drivers.
Accelerate institutional and administrative reforms and improvement
of business and investment environment.
h)
Diversify and promote the implementation of mechanisms and policies
to stimulate capital markets for enterprises in line with
international and regional practices, assist corporate groups in expanding
their scale, increasing their capacity to direct domestic value chains,
digitizing supply chains, and fully engaging in global markets. Provide
technical assistance and increase capacity of enterprises in all
economic sectors to join production, value and supply chains of Foreign
Direct Investment (FDI) firms and actively participate in international
cooperation. Establish and implement regulatory sandboxes to enable
Vietnamese enterprises to achieve breakthroughs in new potential sectors; and
assist SMEs, startups, innovation, and sustainable business models.
i)
Assess, adjust, update and improve the effectiveness of foreign investment
attraction policies to drastically increase attractiveness to high-quality
investment, including new-generation FDI and ODA and green finance, and
prioritize large-scale projects with high-tech content, advanced technology and
modern management that produce spillover effects, eco-smart industrial parks,
innovation centers, logistics, and strategic infrastructure.

l)
Develop and implement incentive mechanisms and policies to assist major
enterprises in commitment to technology transfer, management skills,
product testing, technical assistance, training for human resources and use of
products and services provided by Vietnamese SMEs; promote and increase
the localization rate through linkages between FDI and domestic
enterprises, especially foundational, prioritized and spearhead
industries. Conduct study of establishment of industry promotion and
consultancy centers to assist and connect FDI and domestic
enterprises in industrial parks and key economic zones.
m)
Actively provide guidance and assist domestic enterprises in registering
international trademark protection, and establish and
implement mechanisms for monitoring trademark usage and take
additional protective measures.
n)
Increase capacity of state management agencies and trade associations to
assist domestic enterprises in strengthening linkages with foreign investment
sectors, prevent and deal with disputes arising from international
trade and investment relations.
o)
Establish and implement plans and orientations to promote the development
of Vietnamese enterprise and entrepreneur culture that are highly
adaptable to integration environment and on the basis of selective learning
and absorption of fine international enterprise culture values.
p)
Develop and implement specific mechanisms and policies on development
and application of new economic models and advanced management and
business models; develop a support framework for emerging
industries, including semiconductor industry, artificial intelligence
and clean energy in order to create long-term growth drivers.
q)
Accelerate institutional and administrative reforms and improvement
of business and investment environment. Finalize and enhance quality of
the financial institution, including policies that facilitate the
development of green finance, green credit, and adaptation to
emerging issues in the financial sector; finalize policies and increase efficiency
in mobilization, allocation and use of national financial resources in
association with promotion of innovation in growth
models, restructuring of economy and sustainable development. Develop
and implement the international integration strategy in the monetary and
banking sector. Finalize institution and policies to develop regional and
international financial centers in Vietnam.
r)
Review, finalize and enhance the effectiveness of cooperation frameworks,
commitments and agreements with international financial organizations,
forums, and partners’ state financial management agencies. Actively participate
in and promote Vietnam's role in establishment of multilateral financial
institutions, especially those in ASEAN, ASEAN+3, the Asia-Pacific
Economic Cooperation (APEC), and Mekong subregion; participate in establishment
of international financial institutions, including World Bank (WB) and
International Monetary Fund (IMF).
s)
Continue implementing strategies and plans for participation in bilateral, multilateral,
and plurilateral cooperation organizations and mechanisms in terms of economy,
trade, investment and finance-monetary, on the basis of updated and additional
contents in conformity with international trends and specific conditions of
Vietnam.
t)
Establish mechanisms for supervision of the implementation of international
economic agreements and linkages, at the same time enhance cooperation between
central and local authorities. Finalize and implement mechanisms and policies
on supervision of mergers and acquisitions (M&A) of enterprises, thereby
maintaining national defense, security, and independence and autonomy of the
economy in accordance with domestic laws and international commitments.

3. Stimulate international integration in terms of
politics, national defense, and security in a more comprehensive and effective
manner, thereby contributing to maintenance of a peaceful and stable
environment, promotion of socio-economic development, protection of the
Fatherland in an early manner regardless of distances, and development of
Vietnam’s potential and international position
a)
Effectively implement the action program to develop partnership frameworks
established, especially comprehensive strategic partnerships, strategic
partnerships, comprehensive partnerships, and equivalents. Proactively
conduct study and propose establishment of new partnership frameworks and
expand cooperation with partners in new sectors that align with the needs and
meet conditions in Vietnam.
b)
Effectively implement Resolutions, Directives, Conclusions, Schemes, and
directive documents issued by the Politburo and the Secretariat on foreign
affairs, including the Resolution No. 34-NQ/TW of the Politburo dated January
9, 2023, on major orientations and policies on implementation of foreign
policies at the 13th National Congress of the Communist Party of
Vietnam, and the Conclusion No. 71-KL/TW of the Politburo dated
February 16, 2024, on key tasks and solutions for implementation of foreign
policies at the 13th National Congress of the Communist Party of
Vietnam, development and improvement of relations with partners, especially
neighboring countries, major countries, Southeast Asian nations, other
important partners, and traditional friends. Effectively execute the
Conclusion No. 82-KL/TW of the Politburo dated June 4, 2024, on
international integration and foreign affairs of the People's Public Security
until 2030 and in subsequent years; the Conclusion No. 53-KL/TW of
the Politburo dated April 28, 2023, on international integration and defense
diplomacy until 2030 and in subsequent years; and the Directive No.
24-CT/TW of the Politburo dated July 23, 2023, on maintenance of national
security and defense during comprehensive and deep international integration.
c)
Continue to effectively implement a Plan for Vietnam to host high-level
multilateral events until 2030 and a Scheme for participation in key
UN mechanisms until 2040. Implement the Scheme for participation in key UN
mechanisms until 2040. Efficiently implement the ASEAN Community Strategic
Plan and continue to formulate and implement the ASEAN Community
Vision 2045.
d)
Effectively implement the Conclusion No. 125-KL/TW dated February 14,
2025, of the Secretariat on enhancement of execution of Directive No.
25-CT/TW dated August 8, 2018, of the Secretariat on promotion and
improvement of multilateral foreign relations until 2030. Formulate and
develop plans to join international organizations, forums and cooperation
mechanisms in which Vietnam is not yet a member, especially new cooperation
frameworks in the Asia-Pacific (APAC) region and the Indian
Ocean region.
dd)
Proactively and actively monitor and readily and appropriately participate in
and contribute to establishment of multilateral institutions and regional and
global governance frameworks for major and emerging issues, including
artificial intelligence (AI), environment, climate change, pandemics,
technology, supply chains, cybercrime and transnational crime
prevention, etc.
e)
Formulate and implement the capacity improvement scheme to promote
Vietnam's role as a mediator and conciliator in international peace and
security issues, in line with Vietnam’s capacity and interests. Continue
executing schemes for participation in United Nations Peacekeeping Force towards
expansion of scale and scope of operations and improvement of the quality of
Vietnam’s participation in these operations.
g)
Develop and implement international cooperation mechanisms for sharing
information, early warning, and responding to non-traditional security
challenges; strengthen international cooperation in struggle against
transnational and foreign-related crimes, and enhance regional and global law
enforcement cooperation.
h)
Proactively and actively participate in, propose, and direct the implementation
of international initiatives and activities regarding assurance of human
security, in line with Vietnam’s interests and specific conditions, including
humanitarian aid, search and rescue, management of natural disasters,
prevention of wars, struggle against cross-border crime, cybercrime,
high-tech crime, drug-related crime, money laundering, and human trafficking.

k)
Improve the effectiveness and strategic nature of the Communist Party's foreign
cooperation mechanisms; conduct study and establish new cooperation mechanisms
via the Communist Party channel; diversify participants in the Communist
Party's foreign affairs and expand its network of partners; innovate methods of
cooperation with each partner, diversify and increase the substantive
effectiveness of the Communist Party's foreign affairs.
l)
Enhance proactivity and effectiveness of participation in multilateral meetings
of political parties and people-oriented diplomacy; appreciate contribution to
establishment of multilateral political party institutions, and encouragement
of initiatives that align with Vietnam’s interests and specific conditions.
m)
Promote establishment of mechanisms for exchange and contact with Vietnam
Friendship Parliamentarian Groups in Parliaments and National Assemblies
of other countries. Actively participate in key multilateral parliamentary
mechanisms, including the Inter-Parliamentary Union (IPU), ASEAN
Inter-Parliamentary Assembly (AIPA), and Assemblée parlementaire de la
Francophonie (APF), etc.
n) Specify
and effectively implement defense and security cooperation orientations within
partnership frameworks established. Establish and participate in new mechanisms
for dialogue and cooperation in defense and security with partners, especially
neighboring countries, ASEAN nations, and other key partners, in line with
Vietnam’s interests and conditions. Conduct study and propose expansion of
international cooperation in defense and security, including defense industries
and dual-use industries.
o)
Strengthen and diversify forms of exchange, dialogue, friendly interaction and
cooperation with border management and protection forces of neighboring
countries to effectively implement border management agreements and
regulations; effectively cooperate in resolution of emerging issues related to
security, order, management of natural disasters, and prevention of epidemics
in border areas and at border checkpoints from the grassroots level; and
effectively implement border guard agreements, thereby contributing to maintenance
of a peaceful and stable environment along all border lines.
4. Strengthen international integration in terms
of science, technology and innovation, thereby contributing to improvement
of national competitiveness, promotion of sustainable development and
modernization of the country
a)
Efficiently execute the Politburo's Resolution No. 57-NQ/TW dated December
22, 2024 on breakthrough for development of national science, technology, innovation
and digital transformation, especially solutions to promotion of international
cooperation in development of science, technology, innovation and digital
transformation.
b)
Continue to effectively implement international science and technology treaties
and agreements that have been signed. Propose negotiation, signature, accession
to and establishment of new, bilateral and multilateral cooperation mechanisms
and agreements on science, technology, innovation, digital transformation, and
development of startup ecosystem.
c)
Formulate a Scheme for Vietnam's proactive participation in international
standardization organizations. Strengthen international cooperation to increase
capacities of agencies and personnel participating in international standardization
organizations, thereby contributing to development of international standards
and technical regulations on science and technology

dd)
Strengthen research and formulate domestic scientific and technological
standards and regulations that align with advanced international standards and
regulations, thereby contributing to enhancement of the competitiveness of
Vietnamese enterprises and products. Actively mobilize international and
regional organizations, including World Intellectual Property Organization
(WIPO), to assist Vietnam in this process.
e)
Conduct research and seek partners, including global technology corporations,
to establish centers for research, development, application of advanced science
and technology and innovation in Vietnam. Formulate and develop specific
mechanisms and policies to increase the attractiveness of Vietnam’s investment
environment for high-tech, spearhead technologies, and research and development
sectors, including artificial intelligence (AI), quantum technology, and
atomic energy, etc.; encourage organizations, enterprises and individuals to
participate in the global innovation network and other appropriate
cooperation mechanisms.
g)
Continue to promote cooperation in development of high-quality human
resources with international partners and organizations, especially renown
partners having administration skills, owning leading technologies with high
quality of education and training. Strengthen development and implementation
of high-quality human resource training cooperation models associated
with priority industries, spearhead industries, new industries,
and innovation sectors.
h) Build
a database of overseas Vietnamese scientists and experts participating in
cooperation with domestic partners in specific scientific and technological
issues. Continue to renew and diversify mechanisms and policies to attract and
retain talents, including international experts, scientists, and intellectuals,
and overseas Vietnamese. Formulate and implement several key national
scientific and technological programs and projects that enable overseas
Vietnamese intellectuals to participate.
i)
Strengthen exchange of experts and experience to enable Vietnamese scientists,
engineers and specialists to participate in exchange, training, and research
programs in foreign countries.
k)
Encourage private sector participation in scientific research and technological
development through public-private partnership (PPP).
5. Promote international integration in terms
of culture, society, tourism, environment, education and training, health,
and other sectors
a)
Expand, diversify and develop international cooperation mechanisms in
terms of culture, information, society, tourism, sports, environment, education
and training, health, labor, agriculture, and other sectors in line with
Vietnam’s interests and specific conditions.
b)
Actively participate in and contribute to formulation of regulations,
policies, and rules on emerging sectors and issues that
are closely related to Vietnam’s interests and concerns,
within multilateral cooperation mechanisms for culture, information,
society, tourism, sports, environment, education and training, health, labor,
agriculture, and other sectors. Proactively initiate and implement new
cooperation initiatives and ideas, and share experience in sectors in
which Vietnam has advantages and may potentially become the center of
attraction of ASEAN, including sustainable poverty
reduction, development gap narrowness, food security, protection
of children's rights, health and gender equality.

d)
Effectively perform international integration and cooperation
tasks related to culture within the framework of the national target
program for cultural development for the 2025 - 2035 period, with a
focus on promotion of Vietnamese cultural centers’ roles in foreign
countries.
dd)
Effectively develop and implement the South-South Cooperation Development
Orientation Scheme in agricultural and rural sectors; the Scheme for
Orientation to attraction and management of foreign direct investment
(FDI) in agricultural and rural sectors; and the Scheme for
Orientation to attraction, management and use of ODA, other concessional loans
granted by foreign donors and non-governmental aid under the state management
of the Ministry of Agriculture and Environment. Continue the effective
implementation of the Scheme for promotion of export of
agro-forestry-fishery products until 2030 and proposal for visions and
solutions for subsequent years. Effectively execute projects, from now until
2025 and the following period, committed with international organizations and
partners in agricultural and rural sectors. Conduct study and propose signature
of and participation in new international cooperation initiatives and
mechanisms for development of infrastructure of management of natural disasters, protection
and sustainable development of forests, etc.
e)
Mobilize international partners and organizations to share
experience, transfer knowledge and skills, and provide financial
support for the development of culture and content industries in Vietnam.
Effectively develop and implement mechanisms and policies to assist Vietnamese
enterprises, organizations, and individuals in developing cultural
products and brands that have high quality and global
competitiveness. Finalize and implement mechanisms and policies to supervise,
manage and prevent the infiltration of harmful cultural products;
promptly and effectively control and respond to distorted or erroneous
information products to maintain national security, information
security, human security, and cultural security.
g)
Host major regional and international culture, sports and tourism
events in association with high-level multilateral foreign
affairs hosted by Vietnam from now until 2030. Develop the Strategy
for promoting Vietnamese culture in foreign countries. Formulate plans/roadmaps
for participation in major international culture, sports and tourism
events, and strive to make an impression and achieve high results in
these affairs.
h)
Actively mobilize international resources and knowledge to develop, finalize,
and implement institutions, policies, and solutions for promotion
of digital transformation and application of digital
technology to cultural sectors and activities, and development
of digital culture and digital cultural industries; effectively
implement the Program for Digitalization of Vietnam's Cultural Heritage
for the 2021 - 2030 period; establish and operate a
mechanism for protection of digital copyright of cultural products;
and finalize technical standards and regulations for construction
of digital cultural heritage and a digital cultural ecosystem.
i)
Continue the effective implementation of the Strategy for international
integration in terms of labor and social affairs until 2020, with a vision to
2030. In the labor and social sector, execute international conventions and
agreements that have been signed and to which Vietnam has acceded and propose
accession and signature of new ones, with a focus on enhancement of the
quality of life and conditions for employees, and concentration
on high-income markets and advanced and high labor standards.
k)
Effectively implement mechanisms and policies to make breakthroughs in
training and development of domestic high-quality human resource in order
to maintain the sustainability of development and international
integration; improve lifelong learning skills, and increase capacity
and productivity of Vietnamese workforce.
l)
Finalize and improve the effectiveness of implementation of mechanisms and
policies to protect the lawful and legitimate rights and interests of
Vietnamese citizens in foreign countries; promote the application of
technology and digital technology to management of Vietnamese guest
workers and citizen protection. Strengthen exchange of information
and learning of international experience in management of employers, and apply
such experience in a manner consistent with Vietnam’s development situation.
m)
Actively mobilize technical and financial support in a proactive and
focused manner in order to serve the fulfillment of international

Effectively review the implementation of tourism cooperation agreements
and mechanisms established; propose signature of and accession to new
agreements with a focus on potential markets with high quantities of
customers, high spending levels and long stays. Develop and implement mechanisms
and policies to assist enterprises and local authorities in
developing high-quality tourism services and products; attract technical
support and investment, and provide training for high-quality human
resources in tourism sector. Participate in tourism cooperation and
linkage initiatives within the ASEAN sub-region and region, and
proactively propose new initiatives to promote Vietnam's tourism
potentials.

Establish criteria for assessment of quality of education and training on
the basis of references to criteria established by international and
regional organizations. Establish mechanisms and policies to assist domestic
universities and research institutes in cooperating and
associating with high-quality international educational institutions,
and investing in establishment of representative offices or branches in
foreign countries, especially in science and technology sectors.
q) Review
and improve effectiveness of implementation of new
arrangements on cooperation in mutual recognition of diplomas,
certificates, training programs, and vocational skills between Vietnam and
other countries. Conduct research into possibility of negotiating and signing
new agreements on mutual recognition of diplomas, certificates, training
programs, and vocational skills between Vietnam and other countries.

Develop and implement the Scheme for international cooperation in
scientific and technological research and application, training for human
resources, management of medical examination and treatment, preventive medicine,
environmental management, and medical equipment. Sign, accede, and implement
agreements on cooperation with international organizations and major
pharmaceutical corporations in sharing copyrights and
technologies to integrate the pharmaceutical industry into global
value chains. Develop and implement the Scheme for development
of specialized medical centers in sectors in which Vietnam has
advantage on par with international level.
s)
Promote international cooperation and integration in ethnic and religious
affairs, thereby contributing to enhancement of the great national unity
bloc and maintenance of national security and defense.
t)
Effectively implement the Conclusion No. 57-KL/TW dated June 15,
2023, of the Politburo on continuation in improvement of the quality
and effectiveness of external information in the new situation. Develop
plans to promote the application of digital platforms to provision of
external information and digital diplomacy. Participate in and proactively
contribute to international cooperation frameworks of information and
communications. Develop and implement mechanisms for connecting, sharing, and
accessing data and ensuring network safety and cybersecurity.
6. Increase capacity for implementation of international
commitments and agreements associated with enhancement of inspection
and supervision of implementation and promotion of finalization of
domestic institutions, policies and laws
a)
Consider and finally review the implementation of the Overall Strategy for
international integration until 2020, with a vision to 2030. Effectively
develop and implement sector-specific international integration strategies
and plans. Integrate international integration tasks into working programs and
plans to be implemented by ministries, central and local authorities.
b)
Develop and finalize institutions, policies and laws on international
integration, improve the compatibility between international
commitments and agreements and domestic regulations; increase
implementation capacity in all sectors; and
promote digitalization and application of technology to supervision
and inspection of fulfillment of international commitments and agreements.

d) Raise
awareness and responsibility of ministries, central and local
authorities for review, inspection, urge, and supervision of the
implementation of international commitments and agreements within
their jurisdiction. Establish a Steering Committee to review and
urge the fulfillment of international commitments and agreements signed,
and address these matters to partners during high-level
foreign affairs.
dd)
Establish mechanisms and increase capacity for supervising implementation
and development of systems for assessing compliance
with and effectiveness of international integration; and increase
capacity for resolving disputes and complaints arising during the
fulfillment of international commitments and agreements, especially in trade
and investment sectors.
e)
Develop and finalize laws related to green economy, digital economy, circular
economy, energy transition, hydrogen, carbon emission reduction, digital
transformation, artificial intelligence (AI), semiconductor chips, outer space,
and other emerging sectors that impact Vietnam’s security and
development.
7. Enhance efficiency and effectiveness of direction
and cooperation in international integration; promote proactive and active
roles of local authorities
a)
Improve the National Steering Committee on international
integration and specialized agencies in charge of foreign affairs and
international integration. Improve and restructure units in charge
of foreign affairs and international integration at local authorities
towards simplified, strong, modern and professional apparatuses.
b)
Develop innovation and improve proactiveness, quality and effectiveness, diversify
channels, frameworks and forms of cooperation and exchange of information
by ministries and focal agencies on foreign affairs and international
integration among ministries, central and local authorities, and
associations, in line with practical requirements to make substantial
changes in cooperation in international integration. Establish and
effectively operate mechanisms for cooperation, exchange of information,
and inter-disciplinary databases of emerging issues and sectors in
international relations and integration towards establishment of
a national system of data on international integration and cooperation.
c)
Stimulate implementation of a plan for training and refresher training for
cadres in charge of foreign affairs and international integration; update and
adjust the plan to suit the new situation, and at the same time take
advantage of international resources for implementation. Continue to
implement and update the Scheme for providing refresher training and
nominating Vietnamese cadres to join international organizations. Develop
and implement a plan for training and refresher training for international law
cadres capable of participating in international mediation and settling
disputes. Develop and implement plans for training for cadres at all levels and
sectors in research, forecast and strategic advisory. Promote emulation of
role models in effective implementation of guidelines, policies and laws on
foreign affairs and international integration.
d)
Effectively develop and implement mechanisms and policies, and
allocate appropriate resources, to assist local authorities in
conducting local foreign affairs and international integration, and
fulfilling international commitments in conformity with specific local
conditions; promote cooperation and association with local authorities of
neighboring countries, important and potential partners, and traditional
friends; cooperate with international organizations and foreign partners
to take advantage of experience and resources for sustainable development;
participate in cooperation mechanisms, forums, and networks of major cities and
urban areas, including ASEAN Smart Cities Network (ASCN), Asia Pacific Cities
Summit (APCS), World Association of Major Metropolises (Metropolis),
International Association of Francophone Mayors (AIMF), UNESCO Creative Cities
Network (UCCN), and Asian Cities Climate Change Resilience Network (ACCCRN),
etc.
dd)
Assist local authorities in innovating and improving the effectiveness
of promotion of regional potential and advantage, promoting
investment, developing tourism markets and brands and establishing
regional tourism linkage initiatives; assist local enterprises in connecting
with major international corporations to access international markets,
capital, and technology, and to participate in regional and global
production chains; improve the effectiveness of provision of advice and
assistance for enterprises in information, forecast about international
markets, and response to protective and preventive measures from
other countries; and promote the application of new and high
technologies to production and business and develop an innovation
ecosystem in conformity with local specificities.

g) Uphold
roles of Vietnamese representative missions in foreign countries in
economic diplomacy, technology diplomacy, digital diplomacy, and
other specialized diplomacy sectors, thereby contributing to assurance
of economic security and improvement of the autonomy,
self-reliance and resilience of Vietnam.
III. IMPLEMENTATION ORGANIZATION
1. On the basis of the Politburo's Resolution No.
59-NQ/TW and the Government's action program, ministries,
ministerial-level agencies, Governmental agencies, and People's Committees of
provinces and cities shall, within their functions and tasks, preside
over/cooperate in the implementation of the Government's action program
for execution of the Resolution No. 59-NQ/TW in June 2025, at the same
time, specify the tasks mentioned in the action program included in annual
working plans as a basis for budget estimation.
2. Ministries, ministerial-level agencies, Governmental agencies,
and People's Committees of provinces and cities shall be responsible
for reviewing the issued and effective action programs and plans for
implementation of the Communist Party’s Resolutions and Government’s action
program related to international integration, in order to adjust and
maintain synchronization and consistency with the action program and plan
for implementation of this Resolution, completed in 2025.
3. Ministers, Heads of ministerial-level agencies and
Governmental agencies, and Chairpersons of People's Committees of provinces and
cities shall focus on direction of the implementation of key tasks and
solutions; maintain security and order, and strengthen urge and inspection of
the implementation of the Government’s action program, annually, before
December 1st, send implementation results to the Ministry of
Foreign Affairs that will submit a consolidated report to the Prime
Minister and the Head of the National Steering Committee on
International Integration to forward the report to the Politburo.
4. The Ministry of Foreign Affairs shall preside
over and cooperate with ministries, central and local authorities to monitor
and urge the implementation of the action program; promptly report and
recommend necessary measures to the Government and the Prime
Minister for the synchronized, comprehensive and effective execution of
the action program; and closely follow relevant contents in working programs of
the Central Committee of the Communist Party of Vietnam, the Politburo,
the Secretariat, the National Assembly, and the Standing
Committee of the National Assembly to prepare reports in accordance with
regulations.
5. On the basis of proposals from ministries,
ministerial-level agencies, Governmental agencies, and People’s Committees of
provinces and cities, the Ministry of Finance shall consolidate such
proposals and request competent authorities to allocate annual
state budget expenditure estimates in accordance with the law on state
budget, to perform the tasks assigned under the action program.
6. During implementation, in case of any specific or emerging
issues that require adjustments to the Government’s action program,
ministries, central and local authorities shall proactively submit proposals to
the Ministry of Foreign Affairs that will consolidate such proposals
and report them to the Prime Minister for consideration and
decision./.
