ON AMENDMENTS TO CERTAIN ARTICLES OF THE GOVERNMENT’S DECREE
NO. 111/2015/ND-CP DATED NOVEMBER 3, 2015, ON DEVELOPMENT OF SUPPORTING
INDUSTRIES

Pursuant to the Law on support
for small- and medium-sized enterprises No. 04/2017/QH14, as amended by Law No.
64/2020/QH14;
Pursuant to the Law on state
budget No. 83/2015/QH13, as amended by Law No. 59/2020/QH14 and Law No.
56/2024/QH15;
Pursuant to the Law on
amendments to certain articles of Laws on Tax No. 71/2014/QH13;
Pursuant to the Law on science
and technology No. 29/2013/QH13, as amended by Law No. 28/2018/QH14 and Law No.
07/2022/QH15;
Pursuant to the Law on high
technology No. 21/2008/QH12, as amended by Law No. 32/2013/QH13 and Law No.

At the request of the Minister
of Industry and Trade;
The Government hereby
promulgates this Decree on amendments to certain articles of the Government’s
Decree No. 111/2015/ND-CP dated November 3, 2015, on development of supporting
industries.
Article 1.
Amendments to certain articles of the Government’s Decree No. 111/2015/ND-CP
dated November 3, 2015, on development of supporting industries as follows:

“1. Supporting industries are
industries engaged in the manufacturing and processing of raw materials,
supplies, materials, components, and parts to supply the production of finished
products.”.
b) Amendments to Clause 4 are as
follows:
“4. Activities for the development
of supporting industries include:
Promotion of domestic and foreign
investment in the field of supporting industries; connecting and supporting
supporting-industry enterprises to become product suppliers for domestic and
foreign customers;
Assisting supporting-industry
enterprises in applying management systems and productivity and quality
improvement tools to meet the requirements of global production chains in
corporate governance and production management;
Supporting training to improve the
quality of human resources to meet the requirements of the manufacturing
sectors producing supporting-industry products;
Supporting research and
development, trial production, application, transfer, and innovation of
technologies in the production of supporting-industry products and materials
industries;
Investing in projects for the
manufacture and processing of supporting-industry products;
Establishing databases, conducting
information dissemination, and communication activities on supporting
industries;

Assisting supporting-industry
enterprises in applying information technology, digital transformation, and
developing smart factory solutions in production processes, production
management systems, and corporate governance in order to improve enterprises’
management and production capacity to meet the requirements of the Fourth
Industrial Revolution;
Providing legal support to
supporting-industry enterprises, including information provision, legal
knowledge training, and legal consultancy;
Supporting testing, inspection,
measurement of quality, assessment, and certification of quality of
supporting-industry products;
Supporting mergers and acquisitions
of enterprises in the field of supporting industries.”.
2. Amendments to
Clause 2 Article 4 are as follows:
“2. Projects on construction of
facilities or research and development centers serving the production of
supporting-industry products shall be entitled to land rent exemption and
reduction incentives in accordance with the Law on Land; and shall receive
funding support for investment in research equipment from the Program on
development of supporting industries.”.
3. Amendments to
certain points and clauses of Article 5:
a) Clause 1 is amended as follows:
“1. Organizations and individuals
engaged in research, application, transfer, innovation, and perfection of
technologies to manufacture supporting-industry products on the List of
supporting-industry products prioritized for development shall be entitled to
incentives and support from the National Technology Innovation Fund, the
National Foundation for Science and Technology Development, the National High
Technology Development Program, incentives and support in technology transfer,
and other incentives and support in accordance with current regulations.”.

“c) Provide support of up to 50% of
the funding for investment in machinery and equipment, prototype products,
design, software, training, hiring of consultants, inventions, transfer of
intellectual property rights, industrial property, and verification of results
for projects on cooperative research, application, and technology transfer
between enterprises and science and technology organizations;
d) Provide support of up to 70% of
the funding for implementing activities and tasks aimed at improving the
quality and quantity of experts and consulting units in the field of technology
application and transfer.”.
4. Add Point c to
Clause 1 of Article 6 as follows:
“c) Students with excellent
academic results, lecturers, researchers, experts, managers, technicians, and
skilled workers shall be provided with training and capacity-building funding
in Vietnam and abroad on techniques and technology for the production of
supporting-industry products from the Program on development of supporting
industries and other human resource training programs and projects.”
5. Add Articles
6a, 6b, and 6c after Article 6 as follows:
“Article 6a. Environmental
protection support
1. Investment projects for the
development of supporting-industry zones and sectoral cluster zones shall be
entitled to incentives and support for environmental protection in accordance
with the law on environmental protection.
2. Investors in projects producing
supporting-industry products prioritized for development on the List of
supporting-industry products prioritized for development provided in Appendix I
enclosed with this Decree shall be entitled to support in accordance with the
law on environmental protection.

Article 6c. Support for testing,
inspection, assessment, and quality certification
Enterprises producing products on
the List of supporting-industry products prioritized for development provided
in Appendix I enclosed with this Decree shall be provided with funding support
from the Program on development of supporting industries as follows:
1. Provide support of up to 50% of
the costs for product testing, assessment, inspection, quality certification
consultancy, development and announcement of internal standards, and
certification of quality management systems;
2. Provide support of up to 50% of
the costs for hiring laboratories, inspection, assessment, and quality
certification of supporting-industry products;
3. Provide support of up to 50% of
the costs for testing, inspection, assessment, and certification of product
quality at testing, inspection, assessment, and quality certification systems
under regulatory agencies;
4. Provide support of up to 50% of
the costs for testing measuring instruments; costs for inspection, testing, and
calibration of measuring instruments and standards; and costs for issuing
quantity seals for products meeting metrological technical requirements;
5. Provide support of up to 50% of
the costs for brand identity activities, copyright registration, intellectual
property rights, and application for barcodes;
6. Provide support of up to 50% of
the costs for testing and inspection of new inventive goods and products.”.

Enterprises producing products on
the List of supporting-industry products prioritized for development provided
in Appendix I and Appendix II enclosed with this Decree shall be entitled to
the following support:
1. Priority to participate in
programs supported by the state budget such as the Program on development of
supporting industries, the National Trade Promotion Program, the National
Investment Promotion Program, and other programs and projects;
2. Provide support of up to 70% of
the costs for trademark registration; funding for participation in domestic and
overseas fairs and exhibitions, investment promotion programs, business
matching programs; costs for market information access; support for consultancy
for enterprises to participate in global production chains, market search and
development; and service fees for enterprises producing products on the List of
supporting-industry products prioritized for development from the Program on
development of supporting industries.
3. Provide support of up to 70% of
expenses for implementing cooperative projects between organizations,
enterprises, multinational corporations, and domestic suppliers, with a view to
enhancing the capacity of supporting industry manufacturers to become suppliers.
4. Provide support of up to 70% of
expenses for consulting services on mergers and acquisitions of enterprises in
the supporting industry sector, including legal procedures, information search
and provision, enterprise capacity assessment, and engagement of experts or
consulting entities.
7. Amendments to
Article 9 are as follows:
“Article 9. Industrial
development technical center
1. Functions:
a) Support enterprises in
processing and manufacturing industries and supporting industries in
implementing research and development activities; innovation; application,
transfer, and innovation of technology; design, trial production, measurement,
analysis, assessment, inspection; training; consultancy; improvement of
industrial productivity; and other activities through the provision of shared
equipment, public services, and other services;

c) Manage and use machinery and
equipment purchased from the state budget in accordance with the functions and
tasks of the Center, and use them for business purposes, joint ventures, and
affiliations in accordance with the Law on management and use of public assets;
d) Cooperate with enterprises and
organizations to invest in building facilities, establishing co-working spaces
and incubators to conduct research and development, trial production, quality
inspection, and other activities consistent with the functions and tasks of the
Center.
2. Preferential policies for the
centers:
a) Land and site incentives:
Entitled to land rent exemption or
reduction in accordance with the Law on Land;
Allocated state budget funds for
investment in technical facilities;
b) Receipt of support, aid,
sponsorship, and donations:
Entitled to receive non-refundable
official development assistance (ODA) to perform irregular tasks and
non-refundable aid not classified as official development assistance from
foreign agencies, organizations, and individuals; sponsorship and donations
from foreign and domestic agencies, organizations, and individuals for
investment in facilities, recurrent expenditure, support for operations, and
management and operation of the Center in accordance with the law;
c) Tax incentives: Entitled to tax
incentives in accordance with the laws on taxation and guiding documents.”.

“2. Contents:
a) Support enterprises to improve
capacity, establish links, and connect enterprises producing
supporting-industry products with customers, to become product suppliers for
multinational corporations and other supporting-industry manufacturers
domestically and internationally; promote and support markets for consumption
of supporting-industry products; provide consultancy on mergers and acquisitions
in the field of supporting industries, with support of up to 70% of the
funding;
b) Support enterprises to apply
management systems that meet the requirements of global production chains in
corporate governance and production management; improve production processes
and management processes to meet international standards, with support of up to
70% of the funding;
c) Provide support of up to 70% of
the funding for training human resources to meet the requirements of
manufacturing sectors producing supporting-industry products;
d) Provide support of up to 50% of
the funding for research and development, purchase, application, transfer, and
innovation of technology in the trial production of components, parts, and
materials; research and production of essential basic raw materials and
materials to serve the manufacture of supporting-industry products;
dd) Provide support of up to 100%
of the funding for awareness raising and provision of information on policies,
markets, supply and demand, and production capacity of the supporting industry
through activities such as organizing seminars, forums, conferences, publishing
bulletins and publications, and promoting via mass media;
e) Provide support of up to 70% of
the funding for international cooperation in the development of supporting
industries; promotion of domestic and foreign investment in supporting
industries through activities such as organizing or participating in national
or international exhibitions, fairs, business-matching conferences, and
investment promotion events;
g) Provide support of up to 100% of
the funding for the development and issuance of standards, technical
regulations, norms, procedures, and evaluation and accreditation systems in the
field of supporting industries that are appropriate and harmonized with
international and regional standards;
h) Provide support of up to 100% of
the funding for the purchase of machinery and equipment to enhance the capacity
of technical centers for supporting industrial development established under
schemes of the Ministry of Industry and Trade;

k) Provide support of up to 70% of
the funding for the application of information technology, digital
transformation, and development of smart factory solutions into production

improve enterprises’ management and production capacity to meet the
requirements of the Fourth Industrial Revolution;
l) Provide support of up to 50% of
the funding for activities of testing, inspection, assessment, quality
certification, and development and announcement of internal standards for
supporting-industry products.”.
9. Amendments to
Article 11 are as follows:
“Article 11. Eligible entities,
conditions, and procedures for issuance of the Certificate of incentives
1. Eligible entities for
incentives:
Investment projects for the
production of products on the List of supporting-industry products prioritized
for development in Appendix I or Appendix II enclosed with this Decree.
2. Conditions for entitlement to
incentives:
A project shall be considered for
certification of incentives when meeting the following conditions:
The project’s products are on the
List of supporting-industry products prioritized for development in Appendix I
or Appendix II enclosed with this Decree. In the case of products on the List
of supporting-industry products prioritized for development in Appendix II
enclosed with this Decree, they must have a certificate of conformity with the
technical standards of the European Union (standards issued by the European
Committee for Standardization – CEN) or equivalent;

The project must be eligible to
commence production operations;
The project must have at least one
small- or medium-sized enterprise that manufactures and supplies raw materials,
materials, or main components or parts to serve the production of the
supporting-industry products for which incentives are sought.
3. Application for the Certificate
of incentives:
Written request for certification
of incentives (using Form No. 01 in Appendix III enclosed with this Decree);
Detailed explanation of the project
(using Form No. 02 in Appendix III enclosed with this Decree);
Detailed explanation of the
project’s products (using Form No. 03 in Appendix III enclosed with this
Decree);
Copy of initial and amended
Certificates of investment registration or Certificates of investment (except
in cases where the procedures for obtaining an Certificate of investment
registration are not required);
Copy of the project’s legal
documents approved by a competent authority under the law on construction, including:
construction permit; notification of results of inspection of the completion of
construction work acceptance;
Copy of the project’s legal
documents approved by a competent authority under the law on environmental
protection, including: Decision on approval of the results of the appraisal of
the environmental impact assessment report or equivalent; environmental
registration or environmental permit (if the environmental permit has not yet
been issued, provide the issued component environmental permit approved by a
competent authority) and other related documents (if any);

Copy of the contract with at least
one small- or medium-sized enterprise manufacturing and supplying raw
materials, materials, or main components/parts for the production of the
supporting-industry product for which incentives are requested. The contract
must be valid at the time of submission of the application for certification of
incentives;
The most recent set of documents
prior to the submission date of the application for certification of incentives
relating to the export or sale of the supporting-industry product for which
incentives are requested (customs declaration form for export or a document
replacing the customs declaration in accordance with regulations, commercial
invoice, or other relevant documents proving the product’s commodity code).
4. Methods and place of submission
of applications:
a) Small- and medium-sized
enterprises shall submit their applications to the province-level People’s
Committee where the project is implemented. Applications may be submitted in
person, by post, or online via the public service portal of the province-level
People’s Committee (if available);
b) Other enterprises shall submit
their applications to the Ministry of Industry and Trade. Applications may be
submitted in person, by post, or online via the Ministry of Industry and
Trade’s public service portal at https://dichvucong.moit.gov.vn.
5. Competence to issue the
Certificate of incentives:
a) The province-level People’s
Committee shall certify incentives for projects producing supporting-industry
products on the List of supporting-industry products prioritized for
development of small- and medium-sized enterprises.
If the province-level People’s
Committee issues the Certificate of incentives, it must notify the Ministry of
Industry and Trade;
b) The Ministry of Industry and
Trade shall certify incentives for projects producing supporting-industry
products on the List of supporting-industry products prioritized for
development of other enterprises.

a) Enterprises shall submit
applications as prescribed in Clause 3 of this Article, including one original
and one electronic copy in Vietnamese. Foreign-language documents must be
translated and notarized. The outside of the application must clearly state all
information relating to the organization or individual applying for
certification of incentives;
b) Based on the enterprise’s
application for certification of incentives, within 05 working days, the
competent authority shall examine the application. If the application is
incomplete or invalid in accordance with Clause 3 of this Article, the
competent authority shall issue a written request for the enterprise to supplement
and complete the application.
c) If, within 20 days from the date
of receiving the request for supplementation and completion of the application
from the competent authority, the enterprise applying for certification of
incentives fails to supplement and complete the application or supplements it
incompletely or invalidly, the competent authority shall cease processing the
application.
d) After the enterprise submits a
complete and valid application, the competent authority shall appraise the
application.
If clarification of the information
provided in the application is required, the competent authority shall conduct
an on-site inspection at the facility or issue a written request for
explanation of the information in the application.
dd) Within 30 days from the date
the competent authority receives a complete and valid application, along with
the explanations of the application’s information from the enterprise and the
results of the on-site inspection (if any) meeting requirements, the competent authority
shall review and issue the Certificate of incentives to the enterprise.
In complicated cases requiring
additional time for appraisal, the competent authority may extend the issuance
of the Certificate of incentives, but for no more than 45 days from the date of
receipt of the complete and valid application. The extension must be notified
in writing, stating the reasons, to the enterprise applying for certification
of incentives.”.

“Article 11a. Amendment to the
Certificate of incentives

2. The application for amendment to
the Certificate of incentives includes:
a) A written request for amendment
to the Certificate of incentives (using Form No. 05 in Appendix III enclosed
with this Decree);
b) The original or a copy of
documents and materials serving as the basis for proving the amendment to the
Certificate of incentives.
3. Procedures for amending the
Certificate of incentives:
a) Enterprises shall submit one set
of the application prescribed in Clause 2 of this Article either in person, by
post, or online via the public service portal (if any) to the competent
authority that issued the Certificate of incentives.
b) Based on the application for
amendment to the Certificate of incentives, the competent authority shall
examine the application within 05 working days. If the application is incomplete
or invalid as prescribed in Clause 2 of this Article, the competent authority
shall send a written request for the enterprise to supplement and complete the
application.
c) If, within 20 days from the date
of receiving the request from the competent authority for supplementation and
completion of the application, the enterprise fails to supplement and complete
the application or supplements it incompletely or invalidly, the competent
authority shall cease processing the application.
d) After the enterprise submits a
complete and valid application, the competent authority shall appraise the
application.
If clarification of the information
provided in the application is required, the competent authority shall conduct
an on-site inspection at the facility or issue a written request for
explanation of the information in the application.

Article 11b. Post-incentive
inspection
1. Inspection authorities:
The Ministry of Industry and Trade
shall take the lead, in coordination with relevant ministries, sectors, and
agencies, in inspecting projects receiving incentives nationwide;
The province-level People’s
Committees shall take the lead, in coordination with relevant ministries,
committees, and sectors, in inspecting projects receiving incentives within
their respective localities.
2. Forms of inspection:
Based on periodic (every two years)
or ad-hoc state management requirements, the Ministry of Industry and Trade or
province-level People’s Committees shall establish inspection teams.
3. Matters to be inspected:
compliance with the provisions of this Decree.
4. All matters to be inspected must
be recorded in an official minutes.
Article 11c. Revocation of the
Certificate of incentives

a) During production, there are
changes to the project or products enjoying incentives and the organization or
individual fails to report to the issuing authority or provides untruthful,
inaccurate, or incomplete reports;
b) Providing inaccurate information
or falsified application documents for issuance or amendment to the Certificate
of incentives;
c) The project no longer meets the
conditions for incentives as prescribed in this Decree;
d) Other cases as recommended by
the inspection team or relevant competent agencies;
dd) The enterprise requests the
competent authority to revoke the issued Certificate of incentives.
2. The revocation of the
Certificate of incentives shall be carried out under the decision of the
competent authority that issued or amended the Certificate.
3. Within 05 working days from the
date of receiving the decision on revocation, the enterprise must return the
original Certificate of incentives to the competent authority that issued or
amended it.
4. The Ministry of Industry and
Trade shall notify the province-level People’s Committee where the project is
implemented about the revocation of the Certificate. The province-level
People’s Committee where the project is implemented shall, in turn, notify the
Ministry of Industry and Trade about the revocation.
5. In cases where the Project is
subject to revocation of the Certificate of incentives under Points a, b, c,
and d, Clause 1 of this Article, the enterprise implementing the supporting
industry product manufacturing project, which was granted the Certificate of
incentives but committed violations, shall be liable to reimburse the
incentives already received in accordance with the relevant laws.

Article 11d. Reissuance of the
Certificate of incentives
1. In cases where the Certificate
of incentives is lost or damaged, the application for reissuance shall include
a written request for reissuance of the Certificate, clearly stating the reason
(using Form No. 06 in Appendix III enclosed with this Decree): 01 original;
2. Procedures for reissuance of the
Certificate of incentives:
a) The enterprise shall submit one
set of the application specified in Clause 1 of this Article in person, via
postal service, or through other appropriate means to the competent authority
that issued the Certificate;
b) If the application is incomplete
or non-compliant, within 05 working days from the date of receipt, the
competent authority shall issue a written request for supplementation or
correction in accordance with regulations;
c) Within 05 working days from the
date of receipt of a complete and valid application, the competent authority
shall review and reissue the Certificate of incentives. If the reissuance is
denied, the competent authority shall reply in writing, stating the reasons.”.

2. Land and water surface rent
incentives:
Projects shall be entitled to
exemption and reduction of land and water surface rent in accordance with the
provisions of the law on land.
3. Other investment incentives:
12. Amendments to
Article 14 are as follows:
“Article 14. Responsibilities of
Ministries and agencies
1. The Ministry of Industry and
Trade shall take the lead in performing the function of state management over
supporting industry development activities with the following tasks:
a) Develop and submit to competent
authorities for promulgation, or promulgate within its authority, legal
normative documents on supporting industry development;
b) Take the lead in formulating
plans and budget estimates for the implementation of the supporting industry development
program, and consolidate budget estimates into the Ministry of Industry and
Trade’s five-year and annual socio-economic development plans;
c) Review and update the List of
supporting industrial products prioritized for development to suit actual
conditions in each period, and submit it to the Government for approval;

dd) Stipulate the functions, tasks,
organizational structure, operational regulations, and management of the
Industrial development technical center;
e) Take the lead, in coordination
with the Ministry of Science and Technology, in developing and promulgating
national technical regulations, and developing and announcing basic standards
for raw materials, materials, components, and spare parts; develop and propose
to the Ministry of Science and Technology the announcement of national
standards for raw materials, materials, components, and spare parts in
conformity with international standards;
g) Take the lead, in coordination
with ministries, agencies, and localities, in guiding and addressing issues
related to supporting industry development;
h) Cooperate with domestic and
foreign organizations and individuals to attract capital, investment, and
resources for supporting industry development activities;
i) Stipulate specific reporting
forms related to the implementation of incentive certification and
post-incentive inspection for projects producing supporting industrial products
on the List of supporting industrial products prioritized for development;
k) Coordinate with the Ministry of
Finance to provide guidance on the formulation, management, and use of funds
for the supporting industry development program;
l) Take the lead, in coordination
with relevant ministries, agencies, and province-level People’s Committees, in
conducting inspection and supervision, and deciding on the revocation of
incentive policies;
m) Invest in the development of
regional Industrial development technical centers using state budget funds;
n) Take the lead, in coordination
with ministries, agencies, and relevant bodies, in organizing evaluation and
commendation for organizations and individuals with outstanding achievements in
supporting industry activities, on a biennial basis;

p) Develop and submit to the Prime
Minister for approval the inclusion of supporting industry development
activities into the List of public non-business services funded by the state
budget under the state management of the Ministry of Industry and Trade.
2. The Ministry of Finance shall be
responsible for:
a) Taking the lead in allocating
recurrent expenditures for the implementation of the Program on development of
supporting industries in accordance with the Law on State Budget; providing
guidance on the formulation, management, and use of funds for the Program on
development of supporting industries;
b) Providing additional detailed
guidance on tax incentive policies for the development of supporting industrial
products within its competence;
c) Taking the lead in allocating
public investment capital for the implementation of the Program on development
of supporting industries in accordance with the Law on State Budget; mobilizing
official development assistance (ODA) to establish Industrial development technical
centers in accordance with the law;
d) Taking the lead, in coordination
with ministries and agencies, in developing policies to encourage foreign
investors to use domestically produced supporting industrial products;
dd) Taking the lead in consolidating
and reporting to competent authorities the medium-term and annual public
investment plans for the development of regional Industrial development
technical centers in accordance with the law on public investment;
e) Coordinating with the Ministry
of Industry and Trade to guide, inspect, and supervise the use of funds for the
implementation of the Program on development of supporting industries.
3. The Ministry of Science and
Technology shall be responsible for:

b) Taking the lead in formulating
and promulgating national technical regulations, developing and announcing
national standards within its management scope; supporting technology transfer,
intellectual property protection, training, and dissemination of management
standards and productivity–quality improvement related to supporting
industries;
c) Providing support for patent
information search, protection, and application related to supporting
industries.
4. The Ministry of Agriculture and
Environment shall be responsible for:
a) Coordinating with the Ministry
of Finance and relevant ministries and agencies to review and propose the
addition of land and environmental incentive policies for projects producing
supporting industrial products on the List of supporting industrial products
prioritized for development;
b) Supplementing regulatory
guidance for implementing preferential and reimbursement mechanisms for
projects producing supporting industrial products on the List of supporting
industrial products prioritized for development that are invested in industrial
zones leasing land with infrastructure from industrial zone developers who have
paid land rent to the State.
5. The Ministry of Home Affairs
shall be responsible for:
a) Taking the lead, in coordination
with relevant ministries and agencies, in reviewing, amending, and
supplementing current regulations on foreign experts and highly qualified
foreign workers directly participating in supporting industry development
activities, towards simplifying procedures for granting work permits;
b) Coordinating with the Ministry
of Industry and Trade in training to improve the qualifications of workers
directly involved in the supporting industry sector.
6. Ministries, ministerial-level
agencies, and Governmental agencies shall, within the scope of their tasks and
powers, coordinate with the Ministry of Industry and Trade in performing the
function of state management over supporting industry development as
prescribed.”.

outstanding achievements in supporting industry activities within the locality;
coordinate with relevant agencies to appraise and grant competency certificates
to organizations and individuals participating in supporting industry
activities in the locality in accordance with the law.”.

1. Enterprises shall report to the
competent authority that issued the Certificate of incentives on the status of
project implementation on an annual basis, no later than April 15 each year,
starting from the year following the issuance of the Certificate of incentives
and the granting of incentives.
2. Enterprises shall commit to the
accuracy and truthfulness of, and shall be fully responsible for, all
information declared in the application for Certificate of incentives and the
application for adjustment of the Certificate of incentives.
3. Enterprises shall report to the
competent authority in case of any changes to the project and products for
which incentive certification has been granted during production.”.
15. The List of
supporting industrial products prioritized for development stipulated in the
Appendix to Decree No. 111/2015/ND-CP dated 03 November 2015 of the Government
on supporting industry development is replaced by the List in Appendix I
attached to this Decree.
Article 2.
Transitional provisions
1. From the effective date of this
Decree, supporting industry development activities implemented before this
Decree comes into effect shall continue to be carried out in accordance with
the approved contents, programs, and plans; projects producing supporting
industrial products that are already enjoying incentive policies under Decree
No. 111/2015/ND-CP before this Decree comes into effect shall continue to
receive the approved incentives.
2. In cases where enterprises
submitted applications for support and incentives before the effective date of
this Decree but have not yet been approved by the competent authority, the
enterprises shall resubmit the application in accordance with this Decree to be
considered and approved in accordance with the law.
Article 3.
Entry into force and implementation responsibilities
1. This Decree comes into force
from September 1, 2025.
