APPROVING AMENDMENTS TO HEALTH
FACILITY NETWORK PLANNING FOR 2021 - 2030 PERIOD, WITH A VISION BY 2050

Planning dated November 24, 2017; the Law on amendments to 11 Laws concerning
planning dated June 15, 2018; the Law on amendments to 37 Laws concerning planning
dated November 20, 2018; the Law on Planning No. 112/2025/QH15;
Pursuant to the Law on
Medical Examination and Treatment dated January 09, 2023;

Pursuant to the
Government’s Resolution No. 66.2/2025/NQ-CP dated August 28, 2025 on resolution
of difficulties and issues concerning amendments to national, regional and
provincial plannings upon rearrangement of administrative divisions and
organization of 2-level local government pending the promulgation of (amended)
Planning Law;
Pursuant to the
Government’s Decree No. 42/2025/ND-CP dated February 27, 2025 defining
functions, tasks, powers and organizational structure of the Ministry of Health
of Vietnam;
Pursuant to the
Government's Decree No. 70/2026/ND-CP dated March 09, 2026 elaborating some
Articles of the Law on Planning;
Pursuant to the Prime
Minister’s Decision No. 89/QD-TTg dated January 23, 2024 approving the National
Strategy for Protection, Care and Promotion of People’s Health by 2030, with a
vision by 2045;
Pursuant to the Prime
Minister’s Decision No. 201/QD-TTg dated February 27, 2024 approving the Health
Facility Network Planning for 2021 - 2030 period, with a vision by 2050;
Pursuant to the
Appraisal Report No. 345/BC-HDTDQH dated February 28, 2026 of the Council in
charge of appraising amendments to plannings in the health sector for 2021 -
2030 period, with a vision by 2050; the Statement No. 06/TTr-CLCSYT dated
February 28, 2026 and the Statement No. 19/TTr-CLCSYT dated June 04, 2026;
At the request of the
Director of the Planning and Finance Department;
HEREBY DECIDES
Article
1. Amendments
to the Health Facility Network Planning for the 2021–2030 period, with a vision
by 2050 (hereinafter referred to as "the
Planning"), are hereby approved with the following contents:

1. Planning period: The
Planning covers the 2021–2030 period, with a vision extending to 2050.
2. Planning scope
a) Geographical scope: The
Planning applies nationwide.
b) Subject-matter scope:
The Planning covers public inter-regional, inter-provincial, and inter-sectoral
health facilities in the fields of medical examination and treatment,
rehabilitation; medical assessment, forensic examination, and forensic
psychiatric examination; preventive medicine and public health; testing,
inspection, and calibration of products falling under the management of the
Ministry of Health; and population and reproductive health.
II.
DEVELOPMENT VIEWPOINTS, VISION, AND OBJECTIVES
1. Viewpoints
a) The Planning shall be
consistent with the national development orientations and vision,
socio-economic development strategies, national comprehensive plannings, and
other relevant national-level plannings.
b) The health facility
network shall be developed to ensure the provision of comprehensive,
integrated, uninterrupted, and quality health services at reasonable costs,
with emphasis on specialized medicine, so that all people have convenient and
equitable access to health protection, care, and promotion services. The
Planning shall contribute to improving the physical and mental health, stature,
longevity, and quality of life of the Vietnamese people, and shall ensure
health security and timely response to climate change, extreme weather events,
natural disasters, and public health emergencies.
c) Organizational and
management systems shall be reformed so as to enhance the quality and
operational effectiveness of the public health facility network. The public
health facility network shall be developed in a balanced, synchronized,
interconnected, and efficient manner between national-level and local-level
health facilities, on the basis of science and technology application and
digital transformation, and in conformity with the trend of international
integration.

dd) All resources shall be
mobilized for making investment in and development of the health facility
network, commensurate with socio-economic development conditions. Private
sector involvement shall be encouraged, and public - private partnerships shall
be promoted. The development of the health facility network shall build on
existing foundations and make the fullest possible use of existing
infrastructure. Investment resources shall be used efficiently, and
wastefulness, corruption and other negative practices shall be prevented.
e) Provision of health
services in disadvantaged areas shall be ensured, and disparities in
development among regions and local areas shall be progressively reduced, with
a view to ensuring that all people have access to quality healthcare services.
2. Development objectives
by 2030
a) General objectives:
Build and develop a national health facility network that meets the
requirements of protecting, caring for and promoting the people's health, aimed
at achieving equity, quality, efficiency and international integration;
ensuring continuity, feasibility and alignment with the country's
socio-economic development conditions in each period; and raising the quality
of health services to a level on a par with that of advanced countries in the
region and worldwide.
b) Specific objectives and
targets:
- Develop a network of
medical examination and treatment facilities with sufficient capacity to
provide high-quality health services to meet the people's health care needs.
Ensure that each region shall have at least one highly specialized tertiary
hospital; each province shall have at least one specialized hospital, and have
specialist centers developed within general hospitals. A number of hospitals
shall be planned and designated to perform regional functions corresponding to
the six socio-economic regions, so as to ensure the provision of specialized
technical services for the populations of the provinces concerned, and to
provide support in professional operations and technology transfer to medical
examination and treatment facilities at intra-provincial, inter-provincial and
inter-regional levels. Invest in and develop a national prehospital emergency
care system, as well as strengthen local prehospital emergency care systems in
line with the health facility network.
- Develop a number of
modern, highly specialized tertiary hospitals, on a par with those in developed
countries in the region and around the world.
- Focus on reorganizing
and investing in the development of existing Institutes of Hygiene and Epidemiology
and Pasteur Institutes, as well as other specialized institutes, in order to
develop advanced institutes in the field of disease prevention, with
strengthened capacity for disease forecasting, surveillance, prevention and
control, while ensuring efficiency and streamlining of the disease prevention
system. Develop biosafety level-3 laboratories for Institutes of Hygiene and
Epidemiology and Pasteur Institutes.
- Upgrade national
institutes in the fields of testing, inspection and calibration or quality
control of medicines, vaccines, biological products and medical devices to
international standards. Invest in and strengthen provincial-level testing
centers to meet Good Laboratory Practice (GLP) standards, to fulfill
requirements for the testing, inspection and calibration or quality control of
medicines, medicinal materials or pharmaceutical starting materials, cosmetics,
foods, vaccines and biological products, medical devices, and other products
falling under the management of the Ministry of Health within their respective
provinces or cities. Develop research centers and high-tech concentrated
production zones for pharmaceuticals, vaccines, biological products, and
medical devices, with a view to strengthening domestic production capacity and increasing
export value. Establish a national centre for research and technology transfer
in vaccine development and production.

- Develop a network of
health facilities providing reproductive health services; ensure the provision
of long-term care services for the elderly.
- By 2030, ensure the achievement
of the following targets: 38 hospital beds per 10.000 population; 19 physicians
per 10.000 population; 4,0 pharmacists per 10.000 population; and 33 nurses per
10.000 population.
3. Vision by 2050
- The health facility
network from central to local government levels shall have sufficient capacity
to meet the people’s health care needs, on a par with those of developed,
high-income countries. The scale of health facilities shall continue to be
expanded, with the development of a network of specialized hospitals in
oncology, cardiology, obstetrics and paediatrics, geriatrics, rehabilitation,
traditional medicine, infectious diseases, and mental health. A number of
modern, world-class health facilities shall be established.
- Two specialized health complexes
shall be developed: one in the North in Bac Ninh Province, and one in the South
in Tay Ninh Province.
- By 2050, the following
targets are expected to be achieved: 45 hospital beds per 10.000 population; 35
physicians per 10.000 population; 4,5 pharmacists per 10.000 population; and 90
nurses per 10.000 population.
III.
PLAN FOR HEALTH FACILITY NETWORK DEVELOPMENT

- Invest in and develop a
number of highly specialized tertiary general hospitals, ensuring that at least
one such hospital is established in each region. To be specific:
+ Northern Midlands and
Mountainous Region: Thai Nguyen Central Hospital.
+ Red River Delta:
Bach Mai Hospital.
+ North Central Region:
Hue Central Hospital.

with a view to enhancing access to specialized health services for populations
in each region; these hospitals shall provide referral oversight and
professional and technical support to health facilities within their respective
regions, and shall assume regional response functions in the event of disease

Ho Chi Minh City Oncology Hospital; Can Tho Oncology Hospital; and a new Phu
Tho Oncology Hospital to be constructed.
+ Obstetrics and
Paediatrics (10 hospitals): Phu Tho Obstetrics and Paediatrics Hospital; Hanoi
Obstetrics Hospital; Hai Phong Obstetrics and Gynaecology Hospital; Nghe An
Obstetrics and Paediatrics Hospital; Da Nang Hospital for Women and Children;
Tu Du Hospital; Children's Hospital 1; Children's Hospital 2; Can Tho
Obstetrics and Gynaecology Hospital; Can Tho Children's Hospital.

training, and capacity building for geriatric hospitals and geriatric
departments within general hospitals, including: the National Geriatric
Hospital; C Hospital Da Nang; Thong Nhat Hospital in Ho Chi Minh City; and the
Mekong Delta Regional Geriatric Hospital in Can Tho.
- Invest in and develop
university hospitals that are expected to have sufficient capacity to provide
tertiary-level specialized health services, conduct scientific research and
technological development in the health sector, and provide training in
high-quality health professionals, including: Thai Nguyen University of
Medicine and Pharmacy Hospital; Hanoi Medical University Hospital; Military
Hospital 103; Vietnam National University - Medical and Pharmaceutical
University Hospital; Hai Phong Medical University Hospital; Thai Binh
University of Medicine and Pharmacy Hospital; Thanh Hoa Branch of Hanoi Medical
University Hospital; Hue University of Medicine and Pharmacy Hospital;
University Medical Center Ho Chi Minh City; and Can Tho University of Medicine
and Pharmacy Hospital.
- Prehospital emergency
care system: develop a national emergency dispatch system to ensure unified
management and coordination of prehospital emergency care services nationwide.
Establish comprehensive 115 Emergency Medical Service (EMS) centers in six
socio-economic regions in association with tertiary-level hospitals to ensure
timely emergency response for urgent, critical, and technically complex cases,
namely in Thai Nguyen, Hanoi, Hue, Khanh Hoa, Ho Chi Minh City, and Can Tho.
- Maritime and island
health: upgrade health facilities in conformity with the orientations of the
Maritime and Island Health Development Program, including selected hospitals
falling under the management of the Ministry of National Defense.
- Integrate hospital
systems falling under the management of the Ministry of National Defense, the
Ministry of Public Security, and other ministries and central government
authorities upon completion of the transfer of the management of certain
hospitals from ministries and central government authorities to the Ministry of
Health and the reorganization of their operations to meet new requirements.

- Continue to invest in
and develop specialized institutes falling under the management of the Ministry
of Health to ensure sufficient capacity to provide counseling, technical and
professional support and guidance in the prevention and control of communicable
diseases, non-communicable diseases, and health risk factors nationwide.

institute for medical devices. Upgrade and develop medical laboratory quality
assurance centers to perform regional functions. Establish 01 quality assurance
centre in the Central Region under Hue University of Medicine and Pharmacy.
- Establish a national
vaccine technology transfer unit in Hanoi to promote the transfer of
technologies used in the production of vaccines and biological products
nationwide.
- Develop modern clinical
trial centers meeting international standards, facilities for bioavailability
and bioequivalence (BA/BE) studies, and specialized laboratories for
pharmaceutical research and development.
- Focus on investing in
and strengthening provincial-level testing centers to meet GLP standards, to
fulfill requirements for the testing, inspection and calibration or quality
control of medicines, medicinal materials or pharmaceutical starting materials,
cosmetics, foods, vaccines and biological products, medical devices, and other
products falling under the management of the Ministry of Health.

Medicine and Pharmacy Hospital; Tu Du Hospital; and Can Tho Obstetrics and
Gynaecology Hospital. Establish 02 regional prenatal and neonatal screening and
diagnostic centers at Thai Nguyen A Hospital and Central Highlands Regional
General Hospital.
- Develop a number of
geriatric hospitals that are expected to be capable of providing support in
technical and professional activities, research, and training to strengthen the
geriatric care system. Expand the geriatric hospital network to ensure that
each province or city has a geriatric hospital or a general hospital with a
geriatric department, so as to meet the healthcare needs of the elderly.
e) Orientations for
development of local-level health facility network
- Fully develop provincial-level
general hospitals prior to the establishment of new local-level specialized
hospitals, ensuring that each province or city has at least one tertiary-level
hospital.

- Upgrade existing and
establish new provincial-level disease prevention institutions, towards the
consolidation of specialized preventive medicine units at a single location.
- Reorganize
provincial-level testing units responsible for analysis, testing, inspection,
and calibration or quality control in the health sector, towards a streamlined
structure with fewer focal points and centralized operations at a single
location.
- Strengthen and further
develop the commune-level health station network, ensuring that 100% of
commune-level health stations are adequately equipped with infrastructure,
medical devices, and human resources to perform their mandated functions and
responsibilities in accordance with regulations adopted by the Ministry of
Health.
- Develop the network of
health facilities within the armed forces in line with the organizational
structure and the requirements of national defense and security tasks.
2.
Orientations for land allocation and use
- Ensure synchronization
and consistency with the national comprehensive plannings, national land use plannings,
and relevant regulations of law.
- Determine land use
targets for the health facility network on the basis of actual demand, ensuring
the economical, efficient, and sustainable use of land resources and preventing
wastefulness in land allocation and management. Such determination shall also
be aligned with socio-economic development objectives and requirements, while
ensuring national defense and security, environmental protection, and climate
change resilience.
- Prioritize the
allocation of adequate and appropriate land funds for the development of health
infrastructure within the overall framework of a synchronized infrastructure
system. Such allocation shall ensure the capacity to meet the growing demand
for the protection, care, and promotion of the people’s health, particularly in
key growth regions, growth poles, economic corridors, and areas with
substantial demand for health service development.
- The specific scale of
each individual project shall be determined during the investment process.

1. Mechanisms and policies
a) Review and develop a
system of legislative documents, mechanisms and policies related to the health
sector, establishing a legal basis for the implementation of the Planning.
b) Review and refine
investment policies for health facilities in remote, isolated, border, coastal
and island areas, as well as areas facing particularly difficult socio-economic
conditions; provide support and enabling measures to ensure that ethnic minority
communities have equitable access to quality health services.
c) Study and propose
appropriate investment and financial policies for health facilities that are
eligible to undertake professional and technical support functions.
d) Review policies and
legislation to promote private sector involvement in the health sector,
ensuring the principles of openness, transparency, equality, sustainability,
efficiency, and a balanced alignment of interests among the State, investors,
patients, and the community.
2. Human resource
organization and development
a) Continue to review,
restructure, reorganize and, where appropriate, convert public service delivery
units in the health sector; adjust their functions and mandates accordingly to
ensure compliance with the requirements for streamlined, efficient and
effective public service units as set out in the Resolution No. 19-NQ/TW dated
October 25, 2017 of the 12th Central Executive Committee of the
Communist Party of Vietnam (CPV), while ensuring people’s access to health
services, adequate capacity to respond to epidemics and public health
emergencies, and consistency with spatial development orientations under the
planning framework.
b) Review and develop
preferential policies to attract high-quality human resources for priority
sectors and disadvantaged areas, including remote, isolated, border, coastal
and island areas; and reform policies for attracting health personnel,
particularly highly qualified professionals capable of performing highly
specialized procedures, to provincial-level hospitals assigned to perform
regional functions.
c) Increase the training
capacity of health science training institutions to meet the demand for
physicians, pharmacists, and nurses in terms of quantity. Review the structure
of the health workforce in accordance with job position requirements in each
field, with particular emphasis on increasing the number of epidemiologists,
public health specialists, and specialists in advanced subspecialties to
support the development of laboratory systems as well as other fields related
to the control of health risk factors arising from climate change,
environmental, and social determinants of health.

3. Mobilization and
allocation of investment capital
a) Effectively mobilize
and use investment capital from the following sources: (i) the state budget;
(ii) official development assistance (ODA), concessional loans, and
non-reimbursable grants other than ODA funds from foreign agencies,
organizations, and individuals for Vietnam; (iii) the development funds for
operational activities of health facilities; (iv) private investment capital;
and (v) other lawful sources of funding.
b) Use public investment
efficiently to leverage, mobilize, and attract all social resources,
particularly private sector resources, to participate in investment projects
for the development of health facilities in accordance with the Planning.
Priority shall be given to
public investment in infrastructure development for the health facility network
in areas facing difficult socio-economic conditions, including remote,
isolated, border, coastal and island areas, as well as areas and sectors with
limited revenue-generating capacity.
The State shall make
investments and establish appropriate incentive and preferential mechanisms to
encourage enterprises and research institutions to invest in specialized
laboratories for pharmaceutical research and development.
4. Science and technology
development, digital transformation, and artificial intelligence
a) Develop digital health
platforms, information technology and telecommunications infrastructure, data
systems, and smart medical devices; establish big data on clinical
manifestations of diseases and health-sector big data generated from Internet
of Medical Things (IoMT) devices, as well as integrated solutions for the
management, storage, and sharing of electronic medical records, electronic health
records, online public services, and telemedicine services, etc., with a view
to improving the effectiveness of diagnosis and treatment, enhancing community
health management, modernizing the health system, ensuring information security
and data confidentiality, and advancing towards a smart and equitable health
system.
b) Establish a national digital health ecosystem
platform to serve planning, management, and administration of the health
system.
5. International
cooperation

b) Consolidate and further
develop existing cooperation relations and expand new relations with countries,
international organizations, and development partners; intensify resource
mobilization and ensure the efficient utilization of foreign aid for investment
in health infrastructure and medical devices; and enhance cooperation in
professional and technical fields, high-quality training, expert exchange,
technology transfer, and research and development in specialized health sectors.
c) Proactively negotiate,
conclude, and effectively implement bilateral and multilateral cooperation
agreements in the health sector. Actively participate in the formulation of
policies and the addressing of regional and global health issues, thereby
enhancing the role, reputation, and international standing of Vietnam’s health
sector. Promote the flexible adoption and application of health-related
procedures, technical standards, and professional guidelines of ASEAN, APEC,
and other international frameworks. Strengthen the development, and application
of national health standards in line with international integration.
6. Linkage and development
cooperation
a) Strengthen linkages
among public health service units across different areas of the health sector,
with particular emphasis on developing an interconnected system linking
preventive medicine and medical examination and treatment services within
regions, across regions, and nationwide. Promote the integration of military
and civilian health resources in the provision of healthcare services.
Strengthen linkages and mutual support between public and private health
sectors, and establish mechanisms to encourage, mobilize, and enhance the role
of the private health sector not only in the provision of health services but
also in the implementation of other health sector functions and activities.
b) Enhance the sharing of
experience and expertise in professional activities in the fields of preventive
medicine, medical examination and treatment, training, and the transfer of
technical and professional knowledge among health facilities and across
different levels of the health system. Apply science and technology to expand
and develop forms of online technical support among health facilities.
c) Develop a synchronized
set of mechanisms to implement regional coordination functions, quality
standardization, professional linkage and support, and system-wide oversight
and monitoring, so as to ensure the development of highly specialized health
services while maintaining balance, cooperation, and equity throughout the
medical examination and treatment network. Implement, in a coordinated manner,
referral management regulations and health insurance payment mechanisms to
encourage patients to seek treatment at the appropriate level of care, while
enhancing the professional capacity of lower-level health facilities.
7. Planning
implementation, monitoring, and oversight
a) Enhance the roles and
responsibilities of relevant stakeholders and strengthen the effectiveness of
intersectoral coordination; promote multisectoral approaches in healthcare delivery.
Develop intersectoral action plans for healthcare in general, and in particular
for preparedness and response to disease outbreaks and public health
emergencies.
b) Publicly disseminate
the Planning through various channels and formats to foster consensus and
alignment among relevant stakeholders during the Planning implementation.
Organize communication, education, and advocacy activities to raise awareness
and strengthen the sense of responsibility of health sector personnel,
enterprises, and the general public regarding the implementation of healthcare
policies and orientations, as well as the implementation of the health facility
network planning.

d) Ensure strict and
effective enforcement of laws and regulations; strengthen institutional
capacity and supporting conditions for the enforcement of laws in the health
sector, the implementation of the Planning, and the effective implementation of
health development programs and projects in ethnic minority and mountainous
areas, as well as in areas facing particularly difficult socio-economic
conditions.
dd) Develop a unified
monitoring and evaluation mechanism from the central to local government
levels, aligned with spatially-based management during the implementation of
the Planning. Promote the application of information technology, develop
digital databases and GIS for the health facility network, and enhance
transparency and accessibility of information. Clearly delineate the responsibilities
of relevant agencies, and align closely with the national planning system,
sectoral plannings, and provincial plannings; conduct periodic monitoring, and
link evaluation results to resource allocation and necessary adjustments to the
Planning.
Article
2. Responsibilities of Ministries, central-government authorities and local
authorities
1. The Ministry of Health
of Vietnam shall:
a) Organize the
announcement or public disclosure of the Planning in accordance with the Law on
planning.
b) Take primary
responsibility for, and coordinate with relevant ministries, central-government
authorities, local authorities, and competent authorities in, inspecting and
supervising the implementation of this Planning; organize periodic evaluations
of the Planning implementation; and review and make necessary adjustments to
the Planning in accordance with regulations of law.
c) The Health Strategy and
Policy Institute affiliated to the Ministry of Health of Vietnam shall review
and refine the system of diagrams, maps, databases, and the Planning dossier to
ensure consistency with the provisions of this Decision, and shall maintain
custody of the Planning dossier.
d) The Health Strategy and
Policy Institute affiliated to the Ministry of Health of Vietnam shall bear
responsibility for the accuracy of all contents, information, data, documents,
diagrams, maps, and databases contained in the Planning dossier; for the
incorporation of, responses to, and reservations regarding opinions received
during the appraisal, review, and consultation process from relevant
ministries, central-government authorities, local authorities, organizations,
and individuals; and for the archiving and retention of the adjusted planning
dossier in accordance with applicable regulations.
2. The approval or
decision on investment policies for, and the implementation of, programs,
projects, and schemes, including projects which are not yet identified in the
health facility network development plan, shall be consistent with other
relevant plannings (where applicable), and shall comply fully with applicable
order and procedures, competence, and legal requirements. The persons issuing
investment policy decisions shall bear full legal responsibility for such
decisions.

3. Relevant ministries and
ministerial agencies shall, within their assigned functions and tasks,
coordinate with the Ministry of Health and the People's Committees of provinces
and central-affiliated cities in allocating resources and proposing mechanisms
and policies for the effective implementation of the Planning. Periodic reviews
and evaluations of the Planning implementation results shall be submitted to
the Ministry of Health for consolidation and reporting to the Prime Minister in
accordance with applicable regulations of law.
4. People’s Committees of
provinces or central-affiliated cities shall:
Closely coordinate with
the Ministry of Health in developing schemes for establishment and
strengthening of health facilities designated to perform regional functions;
prioritize allocation of land funds to attract investment in the health sector;
ensure a balance between funding for investment activities and funding for
covering recurrent expenditures; and prioritize the allocation of
local-government budgets and the mobilization of resources for the development
of health facility networks within their respective provinces or cities.
Article
3. Effect
1. This Decision comes
into force from the date on which it is signed.
2. Activities which have
been implemented or are currently ongoing under the Prime Minister’s Decision
No. 201/QD-TTg dated February 27, 2024 approving the Health Facility Network
Planning for the 2021 - 2030 period, with a vision by 2050, shall continue to
be implemented and updated in accordance with this Decision.
3. Chief of the Office of
the Ministry of Health, Directors/Directors General/heads of Departments/Agencies/units
affiliated to the Ministry of Health, Directors of Departments of Health of
provinces or central-affiliated cities, and heads of relevant agencies, and
relevant individuals shall be responsible for implementation of this Decision./.
