DECISION
APPROVING THE PLAN FOR IMPLEMENTATION OF HEALTHCARE NETWORK
PLANNING FOR THE 2021 - 2030 PERIOD, WITH A VISION TO 2050
THE PRIME MINISTER
Pursuant to the Law on
Government Organization dated June 19, 2015; Law dated November 22, 2019 on
Amendments to some Articles of the Law on Government Organization and Law on Local
Government Organization;
Pursuant to the Law on
Planning dated November 24, 2017; Law dated June 15, 2018 on Amendments to some
Articles concerning planning of 11 laws; Law dated November 20, 2018 on
Amendments to some Articles concerning planning of 37 laws;
Pursuant to the Law on
Medical Examination and Treatment dated January 09, 2023;
Pursuant to the
Resolution No. 19-NQ/TW dated October 25, 2017 of the 12th Central
Committee on continuing to renovate organizational and management structures,
enhance quality and efficiency of public service providers;
Pursuant to the
Resolution No. 20-NQ/TW dated October 25, 2017 of the 12th Central
Committee on enhancement of people’s health protection, improvement, and care
in new circumstances;

Pursuant to the
National Assembly’s Resolution No. 61/2022/QH15 dated June 16, 2022 on
continuing to strengthen the effect and efficiency of policies and laws on
planning and a number of solutions for removing difficulties; speed up the
formulation and improve the quality of planning for the 2021 - 2030 period;
Pursuant to National
Assembly’s Resolution No. 81/2023/QH15 dated January 09, 2023 on the National
Master Plan for the 2021 - 2030 period, with a vision to 2050;
Pursuant to the
Government’s Decree No. 37/2019/ND-CP dated May 07, 2019 on elaboration of the
Law on Planning; Government; Government’s Decree No. 58/2023/ND-CP dated August
12, 2023 on amendments to some Articles of the Decree No. 37/2019/ND-CP ;
Pursuant to the
Government’s Resolution No. 90/NQ-CP dated June 16, 2023 promulgating the
Government’s Action Program to implement the National Assembly’s Resolution No.
81/2023/QH15 on National Master Plan for the 2021 - 2030 period, with a vision
to 2050;
Pursuant to the Prime
Minister’s Decision No. 201/QD-TTg dated February 27, 2024 approving the
Healthcare Network Planning for the 2021 - 2030 period, with a vision to 2050;
At the request of the
Minister of Health in the Statement No. 1413/TTr-BYT dated October 30, 2024.
HEREBY DECIDES:
Article 1. Promulgated together with this Decision is the Plan for
implementation of the Healthcare Network Planning for the 2021 - 2030 period,
with a vision to 2050.
Article 2. The Minister of Health shall take total responsibility to
the law and the Prime Minister for the Ministries and relevant agencies’
consolidated comments and its responses thereto, accuracy of data and
information mentioned in the Plan for implementation of the Healthcare Network
Planning for the 2021 - 2030 period, with a vision to 2050, programs and
projects given investment priority and their implementation phases in the
Appendix (attached), ensuring the conformity and consistency with relevant
planning.

Article 4. Ministers, heads of ministerial agencies, heads of
Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated
cities, and heads of agencies, units and individuals are responsible for the
implementation of this Decision./.

I. PURPOSES AND
REQUIREMENTS

- Actualize tasks and
solutions, mobilize resources in a manner that is associated with the
responsibility of Ministries, central and local authorities for implementation
of the Healthcare Network Planning;
- Develop a roadmap for
implementation of projects included in the list of projects given priority
investment, determine key contents, progress and resources for implementation.
2. Requirements
- Keep abreast of the
development objectives and orientations of the Healthcare Network Planning;
ensure the compliance and inheritance of action programs and plans to implement
approved national planning and public investment plans; ensure the connectivity
and consistency between tasks, programs, and projects of sectors and
localities;
- Ensure the feasibility,
flexibility, and suitability for the statute of socialist-oriented market
economy institution, the context of international integration, and actual local
conditions;
- Mobilize resources at
the maximum and encourage participation of economic sectors to develop the
healthcare network;
- Allocate resources in a
focused and targeted manner and within the capacity for mobilizing capital
sources; harmoniously combine resources, ensure effective use of capital
sources;
- Promote the
proactiveness, creativity and flexibility of ministries, central and local
authorities during the implementation; speed up the decentralization of
authority in investment management, give all levels, central and local
authorities the autonomy in implementing the plan;
- Ensure that the plan
contains adequate contents specified in clause 2 Article 45 of the Law on
Planning.

1. Implementing projects under the Planning
a) Projects using public
investment capital
Projects using public
investment capital shall be determined according to the following principles:
- Regulations of the Law
on Public Investment, Law on State Budget and competent authorities’ documents
relating to public investment shall be complied with.
- Public investment shall
be efficiently used to activate, mobilize, and attract all social resources,
especially private sectors, to participate in projects on investment in
development of medical facilities according to planning.
- Priority shall be given
to allocating public investment capital for developing the healthcare network
in disadvantaged areas, remote and isolated areas, border areas, seas, islands
and fields with limited revenue sources: preventive medicine, tuberculosis,
leprosy or mental health hospitals, etc.
- The State invests in
and provides appropriate mechanisms and incentives to businesses and research
institutions so as for them to invest in specialized laboratories for drug
research and development.
- Public investment
capital shall be allocated to projects on building and upgrading hi-tech
specialized hospitals and hospitals performing regional functions as per the
Government’s Resolution No. 90/NQ-CP dated June 16, 2023 promulgating the
Government’s Action Program to implement the National Assembly’s Resolution No.
81/2023/QH15 on National Master Plan for the 2021 - 2030 period, with a vision
to 2050.
b) Investment projects
using other capital sources other than public investment

- Social resources are
attracted in the following forms: investment in private medical facilities;
investment in the form of public-private partnership; capital borrowing, lease
and lease out of assets; sponsorship and aids from domestic and foreign
organizations and individuals; other forms under regulations of law on
management and use of public property and other relevant regulations of law.
(The List of projects
given investment priority and their investment phases is provided in the
Appendix I to this Plan).
2. Mechanisms, policies and schemes to implement the Planning
- Building and perfecting
legal institutions in association with strict and effective enforcement of
laws, form a legal basis for implementation of the healthcare network planning.
Formulating specific mechanisms and policies for healthcare development and
improvement in quality of human resources.
- Continuing to review,
arrange, convert, and reorganize health service providers; adjusting functions
and tasks appropriately to maintain lean, effective and efficient public
service providers according to Resolution No. 19-NQ/TW dated October 25, 2017
of the 12th Central Committee of Communist Party of Vietnam.
- Developing human
resources for health care, scale, and improving the training quality of
institutions providing healthcare training to have adequate and qualified
doctors, pharmacists, and nurses. Reviewing the human resource structure according
to job position requirements in each field, focusing on increasing the number
of epidemiology experts, public health experts and specialists for the
development of laboratories and in other fields related to control of factors
affecting health due to climate change, environment and society.
- Promoting innovation in
the medical field based on big data and artificial intelligence applications in
medicine, speeding up the application of new scientific and technological
achievements to disease prevention, diagnosis and treatment, research,
development and production of drugs, vaccines and medical equipment. Developing
potentials, focusing on prioritizing the development of highly applicable
technologies, especially digital health and artificial intelligence in such
spearhead fields as biotechnology, pharmaceuticals, and biomedical
electronics.
- Boost cooperation in
expertise, technology, hi-quality training and exchange of experts, technology
transfer, and specialized medical research and development.

- In the furtherance of
the National Assembly’s Resolution No. 39/2021/QH15 on the National Land Use
Planning for the 2021 – 2030 period, with a vision to 2050, 05-year National
Land Use Plan 2021 - 2025, the quota for land reserved for construction of
medical facilities belonging to the land for national infrastructure
development by 2025 is 9.9 thousand hectares and by 2030 is 12.04 thousand
hectares (increased by 4.62 thousand hectares compared to the current status in
2020).
- According to the
national land use plan, national planning for the 2021 - 2030 period, with a
vision to 2050, and relevant regulations of law, ministries, ministerial
agencies, and local People's Committees shall organize the development of plans
to allocate and provide land for medical facilities in an economical and
effective manner.
4. Resources for implementation of the Planning
- Raise and effectively
use investment capital from the following sources: (i) state capital: state
budget; official development assistance (ODA) loans, concessional loans, grants
other than ODA grants from foreign agencies, organizations and individuals for
Vietnam; medical facilities’ fund for development of provision of public
services and other legal capital sources; (ii) non-state capital.
- In the course of
setting up and implementing specific projects, including projects not yet
included in the list of projects given investment priority, the competent
authority approving or deciding on the investment guidelines shall determine
the locations, area, scale, capacity of the projects, and phases of investment
in works and projects within the capacity for mobilizing resources, in
accordance with practical requirements and applicable relevant regulations of
law.
III. ORGANIZING
IMPLEMENTATION
1. The Ministry of Health
is assigned to undertake the following tasks:
a) Organize the
dissemination of contents of the Plan for implementation of the Healthcare
Network Planning to the People, relevant agencies, organizations, and
investors, achieve consensus and encourage participation in the implementation
of Healthcare Network Planning.
b) Study, develop and
promulgate under its authority or submit to competent authorities for
promulgation the mechanisms, policies and solutions for performance of the
tasks determined under the Plan for implementation of the Healthcare Network
Planning.

2. Ministries,
ministerial agencies and Governmental agencies concerned shall rely on the
functions and tasks assigned to cooperate with the Ministry of Health and
People’s Committees of provinces and central-affiliated cities in formulating a
plan for implementation of the Planning, allocating resources and proposing
mechanisms and policies for effective implementation of the Planning. Carry out
periodic review and assessment of the result of Planning implementation and
submit a consolidated report thereon to the Prime Minister.
3. People’s Committees of
provinces and central-affiliated cities shall closely cooperate with the
Ministry of Health in formulating a plan for implementation of the Planning,
setting up a project on establishment and fortification of medical facilities
performing regional functions; have orientations towards prioritizing the
allocation of land to attract resources for investment in the health sector;
maintain balance between investment expenditures and regular expenditures,
prioritize allocation of local budget and mobilize resources for development
the healthcare network in their provinces.
