TRANSFORMATION OF MINISTRY OF INDUSTRY AND TRADE OF 2024
THE MINISTER OF INDUSTRY AND TRADE
Pursuant to Decree 96/2022/ND-CP dated November
29, 2022 of the Government on functions, tasks, powers, and organizational
structure of the Ministry of Industry and Trade;
Pursuant to Decision No. 749/QD-TTg dated June 3
of 2020 of the Prime Minister approving the “National program for digital
transformation by 2025 and orientation until 2030”;
Pursuant to Decision No. 942/QD-TTg dated June
15 of 2021 of the Prime Minister approving the Strategy for development of
e-Government moving forward to digital Government of 2021 - 2025 period and
orientation until 2030;
Pursuant to Decision No. 964/QD-TTg dated August
10 of 2022 of Prime Minister approving the National strategy for cyber safety
and security, active adaptation to challenges on cyberspace by 2025 and vision
to 2030;
Pursuant to Decision No. 58/QD-UBQGCDS dated
April 19 of 2024 of the Chairperson of the National Committee for digital

EVALUATING
RESULTS OF DIGITAL TRANSFORMATION OF MINISTRY OF INDUSTRY AND TRADE OF 2023
I. ATTAINED RESULTS
In 2023, Ministry of Industry and Trade implemented
several solutions for promoting digital transformation at Ministry of Industry
and Trade, to be specific:
1. Publicizing,
communicating digital transformation and e-Government
Communication and popularization regarding digital
transformation, e-Government at Ministry of Industry and Trade have been slowly
prioritized and have attained specific results, to be specific:
- Communicate and raise awareness, responsibility
of Communist Party Committees of all levels, governments of all levels, and
employees regarding necessity and urgency of digital transformation; integrate
digital transformation goals and tasks with resolutions, strategies, action
programs, goals, tasks for socio-economic development, national defense and
security of the Ministry and affiliated entities;

- Emphasize consistent standpoints regarding
digital transformation, which are: The general public and enterprises are the
center of digital transformation; Awareness plays a decisive role in digital
transformation; Digital culture alters working methods of entities, public
officials, officials, public employees, employees; Institution (programs,
schemes, regulations, policies, implementation methods, and organization of
digital transformation program) plays a vital role in the success of digital
transformation, etc.
- Promote communication to improve effectiveness of
online public services to enable the general public and enterprises to alter
habits, exploit, and effectively use online public services;
- Regularly communicate information safety affairs
in digital transformation.
Methods for communicating digital transformation
and e-Government are diverse such as: mass media via printed matters of Vietnam
Economics News, Vietnam Economics Magazine; online newspapers, online website,
web portal, social media; in person at conferences, seminars, or meetings,
workshops, etc.
Promoted communication regarding digital
transformation, e-Government development moving forward to digital Government
and digital economy has slowly improved comprehensive leadership of Communist
Party Committees of all levels, governments of all levels, working techniques
of public officials, officials, public employees at Ministry of Industry and
Trade.
2. Developing
institutions, regulations to ensure implementation and promote e-Government at
Ministry of Industry and Trade
In 2023, Ministry of Industry and Trade promulgated
the documents to promote digital transformation/e-Government within the
Ministry and industry and trade sectors:

Given directions under these documents, affiliated
entities have actively implemented solutions for promoting digital
transformation and e-Government at Ministry of Industry and Trade in order to
perform administrative reform and improve services provided for the general
public and enterprises.
3. Information
technology (IT) infrastructures of Ministry of Industry and Trade
Integrated data center of the Ministry located at
54 Hai Ba Trung was built and has been into operation since 2010 and has been
providing primary IT services such as email services, website for internal
professional coordination, managing system for electronic documents, databases,
etc. and internet connection for public officials, officials, public employees
of Ministry of Industry and Trade.
With more than 50 servers that have been invested
and available, it is apparent that service capability of these hardware system
at this moment in time is only at the minimum.
In order to rectify the situation, since 2019,
Ministry of Industry and Trade has gradually restructured IT infrastructure,
ensured stable, safe, and secure operation of information system, databases via
renting IT infrastructure from major service providers such as FPT, Viettel,
VNPT.
4. Digital
transformation in management and coordination at Ministry of Industry and Trade

For instance, the Managing system for electronic
documents of Ministry of Industry and Trade (iMOIT). This is not just a system
for managing electronic documents but also managing work, examining,
supervising assignment, management, and coordination of Ministry.
The iMOIT is implemented in its entirety and
simultaneously to all entities affiliated to the Ministry from January 1 of
2016. Thus far, the iMOIT has met all requirements under Decision No.
28/2018/QD-TTg regarding transmission and reception of electronic documents
between agencies in government administrative system (Decision 28) and has
become frequent working tool and environment of public officials and officials
of affiliated entities.
The Ministry of Industry and Trade promulgated
Regulation on record-keeping at Ministry of Industry and Trade under Decision
No. 1748/QD-BCT dated July 1 of 2020 which is appropriate to requirements for
implementing Decision 28.
Results of electronic document transmission and
reception at Ministry of Industry and Trade in 2023:
- Documents arrived at record-keeping department of
the Ministry: 55.188
- Documents sent from record-keeping department of
the Ministry: 14.938
- Documents sent via national transmission system:
12.771.
5. Implementation of
online public services
Recently, after placing the general public and
enterprises as center of service; using satisfaction of the general public and
enterprises as a measurement of quality and effectiveness, the Ministry of
Industry and Trade has implemented solutions for promoting a reform of
administrative procedures and public services. Specific results:

As of now, the public service portal of Ministry of
Industry and Trade is providing 236 online public services (228 wholly online
public services, 8 partially online public services) with more than 49.000
enterprises participating. Total number of applications submitted via online
public services of the Ministry in 2023 is 1.969.374 applications which
correspond to more than 99% of total number of applications submitted to the
Ministry.
In 2023, the Ministry of Industry and Trade has
provide assistance and guidelines for organizations and individuals via various
media such as telephone and email regarding implementation of administrative
procedures and online public services. Total support instances approximately
exceeds 16.000 instances.
Regarding online payment, pursuant to Circular No.
36/2023/TT-BTC dated June 6 of 2023 of Ministry of Finance, since the
development and official use (July 21 of 2023) to the end of 2023, 709.797 C/O
dossiers have had their fees submitted.
- Implementation of National single-window
system and ASEAN single-window system
Ministry of Industry and Trade has connected 16
groups of online public services to National single-window system. Total
applications processed via the National single-window system in 2023 is 300.475
applications. In respect of procedures for issuance of C/O form D, Ministry of
Industry and Trade has cooperated with Ministry of Finance (General Department
of Vietnam Customs) in exchanging 258.163 applications with ASEAN countries
since the beginning of the year. This is the first electronic form that Vietnam
sent to foreign countries which serves as a leverage to allow Vietnam to
electronically exchange and process other commercial instruments in electronic
forms with other countries, blocks - economic communities in accordance with
international agreements and treaties to which Vietnam is a signatory.
In addition to exchanging C/O form D with ASEAN,
Ministry of Industry and Trade has cooperated with Ministry of Finance in
initiating the exchange of electronic data on goods origin with Korean partner
from 2023. From July 1 of 2023, electronic data of C/O from VK and form AK have
been connected and exchanged coherently between the parties and the total
number of electronic documents (export C/O) exchanged with other countries is
117.305 documents.
- Connect and integrate public service portal of
Ministry of Industry and Trade with national public service portal
The Ministry of Industry and Trade has currently
brought 129 level 3 and level 4 online public services of Ministry of Industry
and Trade to the national public service portal. By the end of 2023, public
service portal of Ministry of Industry and Trade has synchronized 1.639.399
million electronic documents with national public service portal.
Given the aforementioned results, public service
portal of Ministry of Industry and Trade is evaluated to have served the
general public and enterprises with good, stable quality; public service portal
of Ministry of Industry and Trade is one of the top three public service
portals of ministries and central departments achieving excellent effectiveness
in both quality and quantity of documents submitted electronically.

In 2023, 1.607.972 documents have been digitalized
on national public service portal over a total of 1.639.399 documents which
correspond to 98,08% of total documents of Ministry of Industry and Trade
synchronized on national public service portal.
1.608.431 documents relating to administrative
procedures have been digitalized and transmitted to national public service
portal over a total of 1.639.399 documents which corresponds to 98,11% of total
documents of Ministry of Industry and Trade synchronized on national public
service portal.
6. Developing
database
In 2023, via review, Ministry of Industry and Trade
currently controls 40 field-specific databases of entities affiliated to the
Ministry. These databases are relevant to various sectors such as:
Manufacturing engineering; Automobile; Textile; Leather and footwear;
Electronic; Industrial and industry chain complex, sector; Counseling
personnel; Industrial complex; National chemical; Hydroelectricity reservoir;
Environment in industry and trade sectors; Early warning system; Results of
national statistic survey regarding e-commerce; Management of e-commerce
activities; Reliable importing and exporting enterprises; Support for import
and export activities; Trade promotion; Fair and exhibition; Managing discount;
Penalties for administrative violations imposed by Market Surveillance forces
(INS); Managing officials and public employees; Mechanical engineering;
Industrial economic and commerce; Consumer protection; List of contract samples
and general trading terms accepted for registration at Ministry of Industry and
Trade; Managing multi-level marketing; Administrative procedures; Information
portal of Ministry of Industry and Trade; Free Trade Agreements to which
Vietnam is a signatory (FTAP); Vietnam trade (VNTR); Statistic report of
industry and trade sectors; National statistic survey of industrial product
manufacturing capability; Statistic report regime in Ministry of Industry and
Trade; Branch and representative offices of foreign traders; Franchising;
Managing science and technology tasks; Vietnam’s import and export with
worldwide partners; Import and export of Chinese provinces with Vietnam;
Managing and coordinating national petroleum operation; List of key energy
users on Dataenergy.vn; Officials, public officials, and employees of Ministry
of Industry and Trade.
These databases are being maintained and updated to
meet demands of respective entities and shared via various methods in
accordance with Decree No. 47/2020/ND-CP dated April 9 of 2020 of the
Government such as: (i) Open data: data distributed by competent authority for
free use by agencies, organizations, and individuals; (ii) Default data
sharing: is a method of sharing data to government authorities where database
already contain existing services for sharing data and shared data has been
standardized and updated on a regular basis; (iii) Case-by-case data sharing:
is a method of sharing data to other government authorities where the
requirements are specific to the data; this method of data sharing requires cooperation
of the parties in technical aspects in order to prepare infrastructure,
technical matters, and technology in order to process or create data for
sharing.
Including database on officials, public officials,
and employees of Ministry of Industry and Trade. This database has been
integrated and connected to personnel management system of Market Surveillance
Agency. The database consists of information on officials, public officials,
and employees of Ministry of Industry and Trade with a total of 16.425
up-to-date dossiers. At the same time, database on officials, public officials,
and employees of Ministry of Industry and Trade has been synchronized with
national database on officials, public officials, and employees developed by
Ministry of Home Affairs.
II. DRAWBACKS AND
LIMITATIONS
Despite considerable results, the process of
promoting e-Government/digital transformation at Ministry of Industry and Trade
can be further improved if the following drawbacks and limitations are settled:
1) Several legislative documents have not been
promptly amended in order to request compliance with electronic administrative
procedures which lead to the general public and enterprises having to submit
physical documents.

3) Data sharing to serve management, coordination,
and demands of the general public and enterprises between ministries and
central departments is limited.
4) Enterprises still have to access online public
services of Ministry of Industry and Trade via multiple systems such as
national single-window system, national public service portal which is not
entirely true to the “single-window” model.
5) Several administrative procedures have not been
converted to online public services; several documents on administrative
procedures have not been digitalized.
6) Since the majority was developed a long time
ago, databases in the Ministry are limited with insufficient data, lacking
connection and data sharing, update.
7) Information infrastructures including servers,
networking equipment, storage equipment, internet transmission, etc. has
degraded, has no backup accounted for, is distributed, and has not met
requirements for development of e-Government.
8) Internal IT application despite being
implemented is still lacking in quantity (such as email, document management,
internal information webpage, etc.). Internal applications have been
implemented in various stages and several applications, as of now, are no
longer capable of satisfying requirements for promoting e-Government at
Ministry.
9) The system of software and hardware serving
assurance of information safety and security at the Ministry is not equipped
with long-term copyrights which cause inability to utilize the system to the
maximum.
10) Specialized digital signature of government
authority has not been extensively applied at the Ministry.
11) Information safety and security assurance has
not been adequately prioritized.

13) Popularization and communication regarding

requirements and are related to the general public and enterprises are
integrated with national public service portal.
- At least 45% of transactions related to public
services are made via national public service portal.
- 90% of documents on administrative procedures are
processed via public service portal of Ministry of Industry and Trade; active
information systems relating to the general public and enterprises are
connected and bridged via platforms for data integration and sharing;
information of the general public and enterprises already digitalized and
stored in national databases is not required again.
- 100% of effective results of administrative
procedures are digitalized on electronic media.
- At least 90% general public and enterprises
satisfy with administrative procedures processing of Ministry of Industry and

- 100% documents exchanged between entities

with specialized digital signature, except for secret documents as per the law.

Communicate and popularize policies of the law to
raise awareness of the general public and society regarding e-Government,
digital Government, digital Ministry of Industry and Trade, activities of
National Committee for digital transformation and Steering Committee for
digital transformation of Ministry of Industry and Trade (via various means
such as uploading on website, holding conferences and seminars with the general
public and enterprises to popularize knowledge and skills regarding digital
transformation or other activities).
Communicate and guide enterprises, the general
public to use online public services via information channels of the Ministry
and limit in-person application.

Expenditure on implementation is sourced from state
budget.
V. ORGANIZING IMPLEMENTATION
1. Entities affiliated to the Ministry
- Implement tasks according to assignment under
this Plan. Where necessary, heads of entities shall review and request heads of
Ministry and Steering Committee for digital transformation of Ministry of
Industry and Trade to amend tasks or revise implementation schedule.
- Reporting regime: Reports on implementation
results and schedule must be submitted to Minister of Industry and Trade (via
Vietnam E-commerce and Digital Economy Agency) on a quarterly basis (before the
20th of the last month of each quarter).
