QUYẾT ĐỊNH

PHÊ DUYỆT ĐIỀU CHỈNH, BỔ SUNG QUY HOẠCH THỦY LỢI ĐỒNG BẰNG SÔNG CỬU LONG GIAI ĐOẠN 2006-2010 VÀ ĐỊNH HƯỚNG ĐẾN NĂM 2020

Căn cứ Luật Tổ chức Chính phủ ngày 25 tháng 12 năm 2001;
Căn cứ Luật Tài nguyên nước ngày 20 tháng 5 năm 1998;
Căn cứ Nghị định số 86/2003/NĐ-CP ngày 18 tháng 7 năm 2003 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Bộ Nông nghiệp và Phát triển nông thôn;
Theo đề nghị của Bộ trưởng Bộ Nông nghiệp và Phát triển nông thôn.

QUYẾT ĐỊNH:

Điều 1. Phê duyệt điều chỉnh, bổ sung Quy hoạch thủy lợi đồng bằng sông Cửu Long giai đoạn 2006-2010 và định hướng đến năm 2020 với những nội dung chủ yếu sau:

I. QUAN ĐIỂM:

1. Quy hoạch thủy lợi phải phù hợp với quy định phát triển kinh tế - xã hội đồng bằng sông Cửu Long, quy hoạch phát triển ngành, lĩnh vực, làm cơ sở thực hiện có hiệu quả quy hoạch chuyển đổi sản xuất nông nghiệp, lâm nghiệp, thủy sản, đáp ứng yêu cầu và thúc đẩy phát triển kinh tế - xã hội, đảm bảo an ninh quốc phòng, trật tự an toàn xã hội của cả vùng.

2. Quy hoạch phát triển thủy lợi nhằm bảo vệ, phát triển tài nguyên nước ở thượng lưu và vùng lân cận, kết hợp hài hòa giữa giải pháp công trình và phi công trình, đồng thời hạn chấ các tác hại do nước gây ra, nhất là lũ lụt và xâm mặn, bảo vệ môi trường và phát triển bền vững.

Kết hợp chặt chẽ giữa quy hoạch phát triển thủy lợi với quy hoạch giao thông, quy hoạch dân cư và các quy hoạch khác trên địa bàn; gắn quy hoạch thủy lợi với kiểm soát lũ, thau chua, xổ phèn, bảo đảm thực hiện thống nhất, đồng bộ và có hiệu quả.

3. Đầu tư xây dựng hệ thống thủy lợi theo hướng phục vụ đa mục tiêu và toàn diện, phát huy các lợi thế, thế mạnh về nông nghiệp, thủy sản, lâm nghiệp của vùng, bảo vệ môi trường sinh thái để phát triển bền vững, bảo đảm tính thống nhất toàn vùng, phù hợp với đặc thù từng khu vực, tạo điều kiện thúc đẩy phát triển các ngành kinh tế khác, giải quyết nước sinh hoạt và nâng cao đời sống nhân dân.

Mỗi công trình, hệ thống công trình thủy lợi đề xuất đầu tư xây dựng phải đáp ứng các tiêu chí về kinh tế, kỹ thuật, xã hội và môi trường.

4. Huy động mọi nguồn lực từ ngân sách nhà nước (Trung ương và địa phương), các nguồn vốn hợp pháp khác trong nước và ngoài nước, đồng thời huy động sự đóng góp của người dân để đầu tư hệ thống thủy lợi của vùng.

5. Tận dụng có hiệu quả các lợi ích do các nguồn thiên nhiên mang lại, như nước lũ mang phù sa, nguồn lợi thủy hải sản và vệ sinh đồng ruộng, nước mặn với rừng ngập mặn, sinh thái vùng ven biển và nuôi trồng thủy sản…

Các phương án, giải pháp quy hoạch phát triển thủy lợi của vùng cần tiếp tục cập nhật, điều chỉnh bổ sung cho phù hợp với nhu cầu và tình hình mới nảy sinh.

II. MỤC TIÊU

1. Mục tiêu tổng quát

a) Nghiên cứu, điều chỉnh, bổ sung Quy hoạch để tạo ra hệ thống thủy lợi hợp lý, phục vụ thiết thực cho sản xuất nông nghiệp, lâm nghiệp, thủy sản và phát triển nông thôn, giải quyết những vấn đề kinh tế - xã hội, dân sinh, bảo vệ môi trường và phát triển bền vững;

b) Căn cứ nội dung quy hoạch này, các ngành, các cấp xây dựng và điều chỉnh, bổ sung quy hoạch của ngành, địa phương cho phù hợp với định hướng phát triển chung của vùng đồng bằng sông Cửu Long nói riêng và toàn lưu vực sông Mê Công nói chung;

c) Đề xuất các chương trình và dự án ưu tiên đầu tư thủy lợi và kế hoạch thực hiện hàng năm giai đoạn 2006-2010, định hướng đến năm 2020;

d) Kiến nghị, xử lý các vấn đề tồn tại, tiếp tục nghiên cứu bổ sung quy hoạch, trong đó có việc bổ sung quy hoạch lũ phục vụ ổn định dân cư và phát triển giao thông vùng ngập lũ cho phù hợp.

2. Mục tiêu cụ thể

a) Phát triển nông nghiệp hài hòa dựa trên cơ sở dòng chảy mùa kiệt sông Mê Công và xâm nhập mặn, với việc:

- Hoàn chỉnh hệ thống đê bao ngăn mặn ven biển và dọc sông nhằm phục vụ hiệu quả cho phát triển nông nghiệp, dân sinh và thủy sản, đồng thời có các biện pháp thích hợp khi mặn lên cao;

- Xây dựng hệ thống cống ngăn mặn, giữ ngọt, tăng cường khả năng cấp nước ngọt từ các sông và sử dụng hiệu quả nước mưa cho các vùng sản xuất nông nghiệp ven biển nhằm ổn định và mở rộng diện tích ngọt hóa.

Đối với vùng chuyển đổi sản xuất, cùng với việc trữ ngọt, cần tạo điều kiện thuận lợi để lấy nước mặn vào đồng và luân chuyển nước cho sản xuất thủy sản an toàn và bền vững;

- Bố trí thời vụ hợp lý để tiết kiệm nước tưới trong mùa kiệt, nâng cao hiệu quả sử dụng nguồn nước ngọt trong mùa khô;

- Đẩy nhanh xây dựng các công trình kiểm soát lũ để tạo điều kiện cho chuyển dịch thời vụ và phát triển thủy sản.

b) Phát triển kiểm soát lũ theo hướng “chung sống với lũ” và hạn chế tác động đối với dòng chảy kiệt, với việc:

- Nâng cao khả năng kiểm soát lũ cho nông nghiệp, khu dân cư và kết cấu hạ tầng, trên cơ sở xem xét tác động của lũ thượng nguồn và ảnh hưởng của kiểm soát lũ đến nguồn lợi và phát triển thủy sản;

- Có giải pháp hài hòa trong kiểm soát lũ đầu vụ (chủ yếu bằng hệ thống bờ bao) để vừa đảm bảo giảm thiệt hại cho lúa Hè – Thu, ổn định và nâng cao năng suất nông nghiệp, vừa lấy được nhiều phù sa, thức ăn và nguồn giống thủy sản đầu mùa lũ vào đồng, giảm đến mức thấp nhất tác động đến môi trường sinh thái và không gây cản trở đến dòng chảy lũ chính vụ.

Chuyển đổi cơ cấu và lịch thời vụ để thích nghi với vùng kiểm soát lũ theo thời gian, tạo điều kiện phát triển ngành thủy sản;

- Giảm đến mức thấp nhất tác động của công trình kiểm soát lũ đến phân bố dòng chảy kiệt (trong hệ thống sông kênh) nhằm tăng khả năng giữ ẩm trong đất, ổn định mực nước ngầm, hạn chế xâm nhập mặn.

Đánh giá những tác động môi trường đến các hệ sinh thái vùng ngập lũ, nhất là giống và các loài thủy hải sản, trong đó có các vùng đất ướt nhạy cảm. Xem xét đánh giá và có biện pháp xử lý tác động qua lại của kiểm soát lũ đến quá trình biến đổi lòng sông, sạt lở, nhất là trên sông Tiền và sông Hậu.

c) Tiếp tục cải tạo ổn định phát triển nông nghiệp trên đất phèn; giải quyết tốt nhu cầu về giống và kỹ thuật canh tác ngành nông nghiệp; hoàn thiện các biện pháp tưới, tiêu, thau chua, rửa phèn để sản xuất phát triển ổn định đối với vùng đất phèn đang sử dụng cho sản xuất nông nghiệp; tiếp tục đầu tư nghiên cứu để cải tạo vùng đất phèn nặng cho các mục đích sử dụng khác nhằm nâng cao hiệu quả khai thác, sử dụng vùng đất phèn.

d) Ổn định phát triển nông nghiệp trên đất mặn và nâng cao hiệu quả chuyển dịch cơ cấu sản xuất vùng ven biển với việc:

- Giải quyết tốt nguồn nước ngọt ở vùng đất ven biển để cải tạo đất mặn, phục vụ sản xuất nông nghiệp, thủy sản và cải thiện đời sống nhân dân trong vùng;

- Giải quyết hài hòa giữa sản xuất nông nghiệp và thủy sản bằng việc đầu tư các công trình thủy lợi, đồng thời thúc đẩy nhanh hệ thống thủy lợi nội đồng phục vụ cho đa dạng hóa sản xuất, nhất là sản xuất nông nghiệp và thủy sản.

III. NHIỆM VỤ CHỦ YẾU VÀ CÁC GIẢI PHÁP CHÍNH

1. Nhiệm vụ chủ yếu

a) Phối hợp với các ngành, các địa phương rà soát và xác định quy hoạch phát triển của từng ngành, từng địa phương, trong đó tập trung vào các ngành kinh tế quan trọng như nông nghiệp, thủy sản, lâm nghiệp, giao thông và dân cư đến năm 2010 và định hướng đến 2020;

b) Xây dựng quy hoạch thủy lợi, trong đó có quản lý thiên tai và phát triển nguồn nước ở đồng bằng sông Cửu Long trên cơ sở phù hợp với chiến lược phát triển của các ngành, các cấp;

c) Trên cơ sở chiến lược phát triển thủy lợi, tiến hành giải quyết các vấn đề then chốt như kiểm soát lũ, kiểm soát mặn, lưới, tiêu úng, tiêu chua, cải tạo đất và phục vụ chuyển đổi cơ cấu sản xuất nhằm đáp ứng mục tiêu của phát triển kinh tế - xã hội vùng đồng bằng sông Cửu Long.

2. Những giải pháp chính

a) Vùng Tả sông Tiền

Vùng Tả sông Tiền bao gồm 3 vùng là Bắc kênh Nguyễn Văn Tiếp, Nam kênh Nguyễn Văn Tiếp và kẹp giữa 2 sông Vàm Cỏ. Nguồn cấp nước chính cho vùng này là từ sông Tiền, một phần từ sông Vàm Cỏ Đông (với sự bổ sung của hệ thống thủy lợi Dầu Tiếng) và một phần nhỏ từ mưa. Hướng tiêu chính vùng này ra hạ lưu sông Tiền và sang hệ thống sông Vàm Cỏ.

Tiểu vùng Bắc Nguyễn Văn Tiếp có nhiệm vụ kiểm soát lũ là chính, cùng với cấp nước tưới cho tiểu vùng và giúp tiêu chua, đẩy mặn cho hạ lưu, phục vụ ổn định dân cư, kết hợp phát triển cơ sở hạ tầng vượt lũ.

Tiểu vùng Nam kênh Nguyễn Văn Tiếp cơ bản được cấp ngọt, ngăn mặn, cần phối hợp tốt với tiểu vùng phía Bắc trong thoát lũ ra sông Tiền và bảo vệ vườn cây ăn trái.

Tiểu vùng kẹp giữa hai sông Vàm Cỏ có nhiệm vụ chính là kiểm soát xâm nhập mặn, tận dụng tối đa nguồn nước ngọt từ sông Tiền sang và trên sông Vàm Cỏ Đông, phối hợp với toàn vùng trong thoát lũ và cải tạo môi trường, đặc biệt là vùng phèn và vùng mặn, song song với chuẩn bị các phương án đối phó khi mặn lên cao, phục vụ nông nghiệp, thủy sản, cấp nước dân sinh, công nghiệp và bảo vệ môi trường.

b) Vùng giữa sông Tiền – sông Hậu

Vùng giữa sông Tiền – sông Hậu được chia thành 4 tiểu vùng là Bắc kênh Vĩnh An, Bắc sông Măng Thít, Nam sông Măng Thít và Bến Tre. Nguồn nước cấp chính cho vùng là từ 2 sông Tiền và Hậu. Hướng tiêu chủ yếu sang sông Hậu và một phần ra sông Tiền.

Tiểu vùng Bắc Vĩnh An thuận lợi về nguồn nước nên nhiệm vụ chính là kiểm soát lũ cho ổn định dân cư và phát triển nông nghiệp.

Tiểu vùng Bắc Măng Thít cũng có nguồn nước ngọt khá dồi dào nên nhiệm vụ chính là nâng cao khả năng cấp nước, tiêu nước và kiểm soát lũ bằng hệ thống kênh ngang, phục vụ ổn định dân cư, phát triển nông nghiệp, trong đó có bảo vệ vườn cây ăn trái.

Tiểu vùng Nam Măng Thít với nhiệm vụ chủ yếu là kiểm soát mặn, cấp ngọt tiêu úng, phục vụ ổn định dân cư, phát triển nông nghiệp và thủy sản.

Tiểu vùng Bến Tre hiện đã có công trình cống – đập Ba Lai, với nhiệm vụ chủ yếu là kiểm soát lũ ở phần phía Bắc tỉnh, kiểm soát mặn, cấp nước ngọt, thoát lũ, tiêu úng nhằm ổn định dân cư, phát triển nông nghiệp (trong đó bảo vệ các vườn cây ăn trái), thủy sản cho phần phía Nam.

c) Vùng Bán đảo Cà Mau

Vùng Bán đảo Cà Mau gồm 6 tiểu vùng là Tây sông Hậu, U Minh Thượng, U Minh Hạ, Quản Lộ - Phụng Hiệp, Nam Cà Mau và ven biển Bạc Liêu – Vĩnh Châu. Nguồn cấp nước chính cho vùng là từ sông Hậu thông qua các kênh trục và từ mưa. Nước mưa đóng vai trò rất quan trọng ở các tiểu vùng phía Tây, Nam và ven biển. Hướng tiêu chính của vùng là hệ thống sông Cái Lớn – Cái Bé, Ông Đốc, Gành Hào, Mỹ Thanh… và trực tiếp ra biển.

Nhiệm vụ chính của Tiểu vùng Tây sông Hậu là kiểm soát mặn, giữ nước ngọt từ mưa, từng bước cấp nước ngọt từ sông Hậu, ổn định dân cư, bảo vệ sản xuất nông nghiệp, thủy sản, đặc biệt bảo vệ vườn Quốc gia U Min Thượng.

Tiểu vùng U Minh Hạ với định hướng phát triển theo sinh thái ngọt cần hoàn chỉnh hệ thống đê biển Tây và dọc sông Ông Đốc, hệ thống cống kiểm soát mặn dưới đê, nâng cao kỹ năng giữ và trữ ngọt từ mưa, phục vụ ổn định dân cư, nông nghiệp và bảo vệ rừng tràm, trong đó có Vườn Quốc gia U Minh Hạ.

Tiểu vùng Quản Lộ - Phụng Hiệp đang trong quá trình chuyển đổi một phần đất được ngọt hóa sang nuôi thủy sản, cần điều chỉnh hệ thống thủy lợi phù hợp, trong đó đặc biệt chú ý đến phân ranh mặn – ngọt phục vụ ổn định nông nghiệp – thủy sản.

Tiểu vùng Nam Cà Mau là vùng sinh thái đa dạng và giàu tiềm năng phát triển thủy sản, với nhiệm vụ chủ yếu là giữ và trữ ngọt ổn định, hình thành hệ thống công trình lấy mặn và tiêu nước phải phục vụ nuôi trồng thủy sản.

Tiểu vùng ven biển Bạc Liêu – Vĩnh Châu có thế mạnh phát triển thủy sản theo hình thức công nghiệp, nên có nhiệm vụ ngăn mặn, giữ ngọt từ mưa, tiêu và lấy mặn chủ động theo yêu cầu.

d) Vùng Tứ giác Long Xuyên.

Vùng Tứ giác Long Xuyên có nhiệm vụ chủ yếu là kiểm soát lũ, tăng khả năng cung cấp nước ngọt từ sông, tiêu úng, tiêu chua và kiểm soát mặn ven biển nhằm phục vụ ổn định dân cư, phát triển nông nghiệp, thủy sản, cơ sở hạ tầng. Vùng này đã được đầu tư phát triển hệ thống kiểm soát lũ khá hoàn chỉnh.

Tiếp tục đầu tư phát triển thủy lợi phục vụ thủy sản, hoàn chỉnh hệ thống kiểm soát lũ, tăng khả năng cấp nước ngọt từ sông Hậu và nội đồng, thau chua, rửa phèn và kiểm soát mặn.

IV. ĐỊNH HƯỚNG QUY HOẠCH DÀI HẠN KHI CÓ CÁC TÁC ĐỘNG Ở THƯỢNG LƯU  

Bộ Nông nghiệp và Phát triển nông thôn chủ trì, phối hợp với Ủy ban sông Mê Công, các tổ chức quốc tế và các nước trong lưu vực thường xuyên nghiên cứu, theo dõi chặt chẽ tình hình nguồn nước cả về số lượng và chất lượng để kịp thời đề xuất các giải pháp xử lý chủ động và thích hợp trước các tình huống bất lợi, vì quyền lợi quốc gia và quyền lợi chung của các nước trong lưu vực.

Để chủ động đối phó tình trạng khan hiếm nước ngọt vào mùa khô, chú trọng thực hiện các giải pháp sau:

1. Chuyển đổi cơ cấu sản xuất nông nghiệp, bố trí thời vụ thích hợp, sử dụng nước tiết kiệm, đặc biệt trong khoảng thời gian từ tháng 3 đến tháng 5 hàng năm.

2. Nạo vét các kênh rạch, bố trí các cống đầu kênh và cuối kênh chính để điều tiết, trữ nước khi cần thiết.

3. Nghiên cứu xây dựng các hồ điều tiết lũ, trữ nước cho mùa khô để bổ sung nước phục vụ tưới, cấp nước cho sinh hoạt, du lịch…

Sau 2010, nghiên cứu khả năng làm các công trình quy mô lớn vùng cửa sông, đảm bảo chủ động nguồn nước ngọt cho phát triển kinh tế - xã hội và bảo vệ môi trường.

Điều 2. Trình tự thực hiện quy hoạch và nguồn vốn đầu tư

1. Căn cứ nội dung quy hoạch này và căn cứ khả năng cân đối ngân sách nhà nước hàng năm theo quy định của Luật Ngân sách nhà nước, Bộ Nông nghiệp và Phát triển nông thôn, Ủy ban nhân dân các tỉnh, thành phố vùng đồng bằng sông Cửu Long và các Bộ, ngành liên quan cần sắp xếp thứ tự ưu tiên, bảo đảm đầu tư đồng bộ và có hiệu quả, cụ thể cần thực hiện Quy hoạch theo trình tự ưu tiên sau:

a) Các công trình dở dang và đảm bảo đồng bộ để sớm hoàn thành đưa vào sử dụng phát triển hiệu quả;

b) Các công trình cấp bách và các công trình có hiệu quả cao nhằm phục vụ các chương trình trọng điểm về phát triển kinh tế - xã hội của vùng;

c) Các công trình bảo vệ dân cư vùng ngập lũ, các công trình đường giao thông huyết mạch kết hợp giữa giao thông và thủy lợi;

d) Các công trình bảo vệ vùng cây ăn trái;

đ) Các công trình phân ranh mặn – ngọt và phục vụ nuôi trồng thủy sản nước lộ;

e) Các công trình thoát lũ, đê biển và đê cửa sông;

g) Các công trình thoát lũ tràn biên giới vào vùng Đồng Tháp Mười và vùng Tứ giác Long Xuyên;

h) Các kênh trục tưới, tiêu và cải tạo đất và các công trình còn lại và hoàn thiện phần nội đồng.

2. Cơ chế và ước tính vốn đầu tư xây dựng các dự án, công trình thủy lợi của vùng đồng bằng sông Cửu Long.

a) Trong giai đoạn 2006-2010, tổng mức vốn đầu tư ước tính khoảng 14.000 tỷ đồng, trong đó, ngân sách trung ương 5.000 tỷ đồng để đầu tư xây dựng công trình đầu mối, kênh tạo nguồn, kênh trục/cấp I (danh mục công trình kèm theo tại Phụ lục I Quyết định này). Ngân sách địa phương 6.000 tỷ đồng (xây dựng công trình quy mô nhỏ, hoàn chỉnh kênh cấp II) và đóng góp từ nhân dân 3.000 tỷ đồng và các nguồn vốn hợp pháp khác để hoàn chỉnh hệ thống kênh mương nội đồng.

Trước mặt, giai đoạn 2006-2010, ưu tiên tập trung vốn đầu tư để hoàn thành các dự án đầu tư dở dang và các công trình thật sự cấp bách và phát huy hiệu quả trên địa bàn, sớm đưa vào khai thác, sử dụng theo đúng mục tiêu và tiến độ được cấp thẩm quyền phê duyệt.

Nguồn vốn đầu tư: vốn ngân s1ch nhà nước hàng năm (ngân sách trung ương và ngân sách địa phương, vốn trái phiếu Chính phủ, vốn ODA), đóng góp của người dân vùng hưởng lợi và các nguồn vốn hợp pháp khác.

b) Giai đoạn sau 2010 và định hướng đến năm 2020

- Tiếp tục hoàn thiện các công trình thoát lũ, kiểm soát mặn, các kênh trục phục vụ tưới tiêu còn lại trong giai đoạn trước. Bước đầu triển khai một số công trình quy mô lớn kiểm soát mặn, giữ ngọt ở hạ lưu các sông Cái Lớn – Cái Bé, Hàm Luông, Vàm Cỏ,…

Thực hiện các công trình thủy lợi phục vụ thủy sản khác ở vùng ven biển và các mô hình lúa – thủy sản ở vùng sinh thái ngọt (danh mục công trình dự kiến tại Phụ lục II Quyết định này).

- Đối với các danh mục dự án, công trình dự kiến thực hiện trong giai đoạn 2011-2015 và đến năm 2020, cần sắp xếp theo thứ tự ưu tiên và xác định rõ cơ cấu nguồn vốn đầu tư từ ngân sách trung ương, ngân sách địa phương, huy động cá nguồn vốn tham gia của người dân vùng hưởng lợi, các tổ chức kinh tế, kể cả nguồn vốn ODA để thực hiện Quy hoạch.

Điều 3. Tổ chức thực hiện

1. Bộ Nông nghiệp và Phát triển nông thôn chủ trì, phối hợp với các Bộ, ngành, địa phương:

- Chỉ đạo quán triệt và thực hiện tốt mục tiêu, nội dung, định hướng phát triển, giải pháp quy hoạch và quản lý quy hoạch thủy lợi và bảo vệ nguồn nước, bảo vệ công trình thủy lợi giai đoạn 2006-2010 và định hướng đến năm 2020.

- Hướng dẫn, kiểm tra các địa phương tiến hành thực hiện quy hoạch thủy lợi chi tiết từng vùng, từng địa bàn.

- Phối hợp với Ủy ban nhân dân các tỉnh sắp xếp thứ tự ưu tiên đầu tư các dự án, công trình theo các mục tiêu như: thủy lợi cho nuôi trồng thủy sản, vùng lúa chất lượng cao phục vụ xuất khẩu, thoát lũ, kết hợp giao thông thủy, chống hạn, chống xêm nhập mặn…

- Chỉ đạo xác định cụ thể cơ cấu các nguồn vốn đầu tư từ ngân sách trung ương, địa phương huy động và các nguồn vốn khác kể cả nguồn vốn ODA và đề xuất giải pháp, chính sách để thu hút các nguồn vốn đầu tư phát triển hệ thống thủy lợi của vùng.

2. Ủy ban nhân dân các tỉnh, thành phố vùng đồng bằng sông Cửu Long chỉ đạo các cơ quan chức năng quán triệt và thực hiện Quy hoạch theo sự chỉ đạo thống nhất của Bộ Nông nghiệp và Phát triển nông thôn.

3. Bộ Kế hoạch và Đầu tư chủ trì, phốihợp với Bộ Tài chính, Bộ Nông nghiệp và Phát triển nông thôn và các Bộ, ngành, địa phương liên quan cân đối, bố trí vốn đầu tư hàng năm theo quy định của Luật Ngân sách nhà nước để thực hiện các nội dung Quy hoạch này. Đồng thời chỉu trách nhiệm theo dõi, giám sát đầu tư, bảo đảm nguồn vốn đầu tư cho các công trình, dự án được thực hiện đúng mục tiêu và có hiệu quả.

4. Các Bộ, ngành khác theo chức năng, nhiệm vụ của mình có trách nhiệm phối hợp chặt chẽ với Bộ Nông nghiệp và Phát triển nông thôn, Ủy ban nhân dân các tỉnh, thành phố Đồng bằng sông Cửu Long thực hiện có hiệu quả nội dung điều chỉnh, bổ sung Quy hoạch thủy lợi đồng bằng sông Cửu Long giai đoạn 2006-2010 và định hướng đến 2020, đồng thời xem xét điều chỉnh quy hoạch của ngành, địa phương phù hợp với nội dung Quy hoạch này.

Điều 4. Quyết định này có hiệu lực thi hành sau 15 ngày, kể từ ngày đăng Công báo.

Điều 5. Các Bộ trưởng, Thủ trưởng cơ quan ngang Bộ, Thủ tướng cơ quan thuộc Chính phủ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố đồng bằng sông Cửu Long chịu trách nhiệm thi hành Quyết định này./.

DECISION

APPROVING THE ADJUSTED AND SUPPLEMENTED PLANNING ON IRRIGATION IN THE MEKONG RIVER DELTA IN THE 2006-2010 PERIOD WITH ORIENTATIONS TOWARD 2020

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the May 20, 1998 Law on Water Resource;
Pursuant to the Government's Decree No. 86/2003/ ND-CPofJuly 18, 2003, defining the functions, tasks, powers and organizational structure of the Agriculture and Rural Development Ministry;
At the proposal of the Agriculture and Rural Development Minister,

DECIDES:

Article 1.- To approve the adjusted and supplemented planning on irrigation in the Mekong River delta in the 2006-2010 period with orientations toward 2020 with the following principal contents:

I. VIEWPOINTS:

1. The irrigation planning must be in line with the socio-economic development planning of the Mekong River delta, plannings on development of branches or domains, serve as a basis for effective implementation of the planning on restructuring of agricultural, forestry and fishery production, thus satisfying the requirements of socio-economic development promotion and maintaining security and defense, social order and safety of the whole region.

To closely combine the irrigation development planning with traffic planning, population planning and other plannings in the region; to associate the irrigation planning with flood control, land deacidification and alum-washing, ensuring the unified, integrated and effective implementation.

3. To invest in building the irrigation system for comprehensive service and multi-purposes, bringing into full play the region's agricultural, fishery and forestry advantages, protecting the environment for sustainable development, ensuring its uniformity throughout the region and compatibility with particular characteristics of each area, creating conditions for the development of other economic branches, supplying daily-life water and raising the population's living standards.

Each work and each system of irrigation works proposed for construction investment must satisfy the economic, technical, social and environmental criteria.

4. To mobilize all resources from the state budget (central and local budgets) and other lawful capital sources at home and abroad, and at the same time mobilize the population's contributions for investment in the region's irrigation system.

5. To make full use of benefits brought about by natural resources such as flood water leaves alluvial deposit, brings aquatic and marine resources and washes fields, saltwater sustains submerged forests, coastal ecosystem and aquaculture, etc.

Tentative plans and solutions of the region's irrigation development planning must be further updated, adjusted and supplemented to suit newly arising demands and practices.

II. OBJECTIVES

1. General objectives

a/ To study, adjust and supplement the planning so as to create a rational irrigation system which can practically serve the agricultural, forestry and aquacultural production and rural development, solve socio-economic issues and matters related to people's daily life, environmental protection and sustainable development.

c/ To propose priority irrigation programs and investment projects and annual plans on implementation thereof in the 2006-2010 period with orientations toward 2020;

d/ To propose the handling of unsolved problems, further study the supplementation of the plannings, including flood control planning, in service of population stabilization and rational development of communications in flood-stricken areas.

2. Specific objectives

a/ To develop agriculture on the basis of Mekong River's flow in dry season and saltwater infiltration, in harmony with:

- The perfection of the coastal and riparian breakwater systems to efficiently serve the agricultural development, people's daily life and aquaculture, and appropriate measures against high tide;

- The building of the system of culverts to prevent saltwater infiltration, retain freshwater, enhance the supply of freshwater from rivers and efficiently use rainwater in coastal agricultural production areas with a view to stabilizing and expanding land areas irrigated with freshwater.

For areas where agricultural production is shifted to fishery production, together with the retention of freshwater, it is necessary to create favorable conditions for saltwater to flow into and out of the fields for safe and sustainable aquacultural production;

- The rational scheduling of crop seasons to conserve water for irrigation and raise use efficiency of freshwater sources in dry season;

- The acceleration of building of flood control works to facilitate the shifting of crop seasons and development of fisheries.

- The raising of capability to control flood for agriculture, population quarters and infrastructures on the basis of researching into the impacts of headwater floods and effects of flood control on aquatic resources and aquaculture development;

- The application of harmonious solutions to controlling early floods (mainly with the system of embankments) in order to reduce damage to Summer-Autumn rice crops, stabilize and raise agricultural productivity and concurrently retain as much as possible alluvial deposit, food and aquatic breeding sources at the beginning of flood season, thus minimizing adverse impacts on ecological environment and not blocking mid-season flood streams.

To restructure and reschedule crops in order to temporally adapt them to flood control areas and facilitate the fishery development;

-The minimization of impacts of flood control works on distribution of runoff courses (in the system of rivers and canals) in order to increase the capacity to retain moisture in soil, stabilize underground water level and limit the saltwater infiltration.

To assess environmental impacts on ecosystems in flooded areas, particularly on aquatic and marine breeds and species in vulnerable wet land areas. To study, assess and take measures to handle impacts of flood control on the riverbed deformation and landslides, especially in Tien river and Hau river.

c/To further renovate and stabilize the development of agriculture in alum soil; to well satisfy demands for breeds and farming techniques in agriculture; to improve irrigation, drainage, land deacidification and alum-washing solutions for stable production development in alum soil areas currently used for agricultural production; to continue investing in research into transformation of land areas heavily impregnated with alum for other use purposes in order to raise the efficiency of exploitation and use of alum soil.

d/ To stabilize the development of agriculture in salinized land and raise the efficiency of production restructuring in coastal areas, in harmony with:

- The adequate supply of freshwater source in coastal land areas for purpose of transforming salinized land, serving agricultural and aquacultural production and improving the life of local people;

- The combination of agricultural production with aquaculture by investing in irrigation works, and concurrently accelerating the building of the infield irrigation system in service of diversification of production, especially agricultural and aquacultural production.

1. Main tasks

a/ Branches and localities in the region shall coordinate with one another in revising and finalizing the development planning of each branch or locality, concentrating on such important economic branches as agriculture, fisheries, forestry, communication as well as population till 2010 with orientations toward 2020.

b/ To work out the irrigation planning, which covers the control of natural calamities and the development of water sources in the Mekong River delta, in line with development strategies of branches and local administrations;

c/ To solve, on the basis of the irrigation development strategy, such pivotal matters as flood control, saltwater infiltration control, irrigation, flood water drainage, land deacidification, soil improvement and production restructuring, in order to achieve the objectives of the socio-economic development in the Mekong River delta.

2. Major solutions

a/ For the left bank area of Tien river

The left bank area of Tien river covers three sub-areas, including north of Nguyen Van Tiep canal, south of Nguyen Van Tiep canal and the land strip lying between two Vam Co rivers. The water sources for this area come mainly from Tien river, partly from Vam Co Dong river (with the addition of Dau Tieng irrigation system) and rainwater. The main draining direction for this area is downstream Tien river and to the system of Vam Co rivers.

The sub-area north of Nguyen Van Tiep canal is mainly tasked to control flood, supply irrigating water for the sub-area and help deacidify and wash salinized land in downstream areas, in service of population stabilization and development of flood-proof infrastructures.

The sub-area south of Nguyen Van Tiep canal is substantially supplied with freshwater and isolated from saltwater and must well coordinate with the northern sub-area in draining flood water to Tien river and protecting orchards.

b/ For the area lying between Tien river and Hau river

The area lying between Tien river and Hau river is divided into four sub-areas, including north of Vinh An canal, north of Mang Thit river, south of Mang Thit river and Ben Tre. The water sources for this area come mainly from Tien river and Hau river. The draining direction for this area is mainly to Hau river and partly to Tien river.

The sub-area north of Vinh An, which is advantageous in freshwater source, is mainly tasked to control flood for population stabilization and agricultural development.

The sub-area north of Mang Thit, which also has an abundant freshwater source, is mainly tasked to improve the water supply, water drainage and flood control by transversal canals, serve the population stabilization and agricultural development, and protect orchards.

The sub-area south of Mang Thit is mainly tasked to control saltwater infiltration, supply freshwater, drain flood water, serve the population stabilization and develop agriculture and fisheries.

The sub-area of Ben Tre, where exists Ba Lai culvert-dam work, is mainly tasked to control flood in the northern part of Ben Tre province, control saltwater, supply freshwater, drain flood water for the purposes of population stabilization and development of agriculture (including protection of orchards) and fisheries in the southern part of the province.

c/ For Ca Mau peninsula

Ca Mau peninsula consists of 6 sub-areas, including west of Hau river, U Minh Thuong, U Minh Ha, Quan Lo - Phung Hiep, south of Ca Mau and Bac Lieu - Vinh Chau coast. The main water sources for the area come from Hau river through axis canals and rainwater. Rainwater is very important in the western, southern and coastal sub-areas. The main water-draining direction for the area is the river system of Cai Lon - Cai Be, Ong Doc, Ganh Hao, My Thanh,... then to the sea.

The sub-area west of Hau river is mainly tasked to control flood (largely from Long Xuyen quadrangle), drain flood water, enhance the capability of supplying freshwater and controlling saltwater in the area contiguous to Cai Lon - Cai Be rivers.

The sub-area of U Minh Ha, which is oriented to develop into a freshwater ecological zone, should perfect the breakwater system west of and along Ong Doc river and the system of under-dike saltwater-controlling culverts to raise the capability of retaining and storing rainwater in service of population stabilization, agriculture and protection of cajeput forests, including U Minh Ha national garden.

The sub-area of Quan Lo - Phung Hiep, which is in the process of transferring some land areas impregnated with freshwater for aquaculture, should rationalize its irrigation system, with special attention paid to delimitation boundaries between freshwater areas and saltwater areas in service of agricultural and aquaculture stablization.

The sub-area south of Ca Mau, a biodiversity area rich in potentials for aquaculture development, is mainly tasked to stably retain and store freshwater and form the system of works for taking in saltwater and draining wastewater in service of aquaculture.

The sub-area of Bac Lieu -Vinh Chau coast, which is advantageous for aquaculture development on industrial scale, is tasked to prevent saltwater infiltration, retain rainwater, drain or take in saltwater according to requirements.

d/ For Long Xuyen quadrangle area

Long Xuyen quadrangle area is mainly tasked to control flood, raise the capability of supplying freshwater from rivers, drain flood water, deacidify soil and control saltwater level in coastal areas in service of population stabilization, agricultural, aquaculture and infrastructure development. In this area, investment has already been made in the development of a fairly complete flood control system.

To further invest in the development of irrigation in service of fisheries, perfect the flood control system, raise the capability of supplying freshwater from Hau river into fields, deacidifying soil, washing alum and controlling saltwater.

IV. LONG-TERM PLANNING ORIENTATIONS TO COPE WITH UPSTREAM IMPACTS

The Agriculture and Rural Development Ministry shall assume the prime responsibility for, and coordinate with the Mekong River Committee, international organizations and the regional countries in, regularly researching and monitoring water sources both qualitatively and quantitatively in order to promptly propose active and appropriate measures to cope with unfavorable circumstances, for national interests and common interests of the regional countries.

1. Restructuring agricultural production, rationally scheduling crop seasons, saving water, especially during the period from March to May every year.

2. Dredging canals and building culverts at two ends of each main canal to regulate water flow and store water when necessary.

3. Studying the construction of reservoirs for flood control and water storage in dry season which may additionally supply water for irrigation, daily life, tourism, etc.

After 2010, to study the possibility of building large- scale works in estuaries in order to ensure sufficient freshwater sources in any circumstances for socio­economic development and environmental protection.

Article 2.- Order of planning implementation and investment capital source

1. Basing themselves on the contents of this planning and the annual state budget balancing capability according to the provisions of the State Budget Law, the Agriculture and Rural Development Ministry, the People's Committees of the provinces and cities in the Mekong River delta and concerned ministries and branches shall set an order of priority and ensure synchronous and efficient investment. Concretely, they should implement the planning in the following order of priority:

a/ Uncompleted works being units of synchronous systems which should be completed as soon as possible for efficient operation;

b/ Urgent works and works of high efficiency in service of key programs on the region's socio­economic development;

c/ Works for protection of population in flooded areas and arterial roads where traffic and irrigation purposes are integrated;

e/ Works for delineation of boundaries between saltwater and freshwater areas and works in service of brackish water aquaculture;

f/ Works for flood water drainage, sea dikes and estuary dikes;

g/ Works for drainage of overflow floods in border areas in Dong Thap Muoi and Long Xuyen quadrangle;

h/ Axial canals for irrigation, drainage and soil improvement, other works, infield works.

2. Mechanism and estimated construction investment capital for irrigation projects and works in the Mekong River delta

a/ In the 2006-2010, the total investment capital is estimated at around VND 14,000 billion, of which VND 5,000 billion come from the central budget for investment in building of key works, source canals, axial/grade-l canals (see the list in Appendix I to this Decision); VND 6,000 billion from local budgets (for building of small-sized works and improvement of grade-ll canals); VND 3,000 billion from people's contributions and other lawful capital sources, which shall be used for perfecting the infield canal and ditch system.

In the 2006-2010 period, investment capital shall be concentrated on completing uncompleted investment projects and works, which are truly urgent and may efficiently operate in localities, so that they will be put into operation and use as soon as possible according to objectives and schedules approved by competent authorities.

Investment capital sources: Annual state budget capital (central and local budgets, government bonds, ODA), contributions of population in areas benefiting from the planning and other lawful capital sources.

b/The post-2010 period with orientations toward 2020

To build other irrigation works in service of fisheries in coastal areas and realize the rice cultivation-aquaculture models in freshwater ecological zones (see the list of planned works in Appendix II to this Decision).

- For the list of projects and works planned to be executed in the 2011-2015 period and up to 2020, an order of priority should be set and the structure of investment capital sources from the central budget, local budgets, capital sources mobilized from the population in areas benefiting from the planning, economic organizations and ODA resources for the planning implementation should be clearly determined.

Article 3.- Organization of implementation

1. The Agriculture and Rural Development Ministry shall assume the prime responsibility for, and coordinate with other ministries, branches and localities in:

- Directing the thorough study and realization of development objectives, contents and orientations as well as the application of planning solutions, and managing the planning on irrigation and protection of water sources and irrigation works in the 2006-2010 period, with orientations toward 2020.

- Guiding and inspecting the implementation of detailed irrigation plannings by each area or locality.

- Coordinating with provincial People's Committees in setting the order of priority for projects and works according to such purposes as: irrigation for aquaculture, high-quality rice fields for export, flood water drainage, waterway navigation, fight against drought and saltwater infiltration, etc.

- Directing the specific determination of the structure of investment capital sources from the central budget, capital mobilized by localities and other capital sources including also ODA, and proposing solutions and policies to attract investment capital sources for development of the region's irrigation system.

2. The People's Committees of provinces and cities in the Mekong River delta shall direct functional agencies in thoroughly studying and implementing the planning under the unified direction by the Agriculture and Rural Development Ministry.

4. Other ministries and branches shall, within the ambit of their functions and tasks, have to closely coordinate with the Agriculture and Rural Development Ministry and the People's Committees of provinces and cities in the Mekong River delta in efficiently materializing the adjusted and supplemented contents of the planning on irrigation in the Mekong River delta in the 2006-2010 period with orientations toward 2020, and concurrently considering and adjusting plannings of their branches or localities in line with this planning.

Article 4.- This Decision takes effect 15 days after its publication in "CONG BAO."

Article 5.- Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, and presidents of People's Committees of provinces and cities in the Mekong River delta shall have to implement this Decision.
