CIRCULAR
ISSUING THE
NOMENCLATURE OF PERMITTED AND PROHIBITED PESTICIDES IN VIETNAM
Pursuant to the Government’s Decree No. 15/2017/ND-CP
dated February 17, 2017 prescribing functions, duties, powers and
organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Law on Plant Protection and
Quarantine No. 41/2013/QH13 dated November 25, 2013;
Upon the request of the Director of the
Department of Plant Protection;
The Minister of Agriculture and Rural
Development hereby issues the Nomenclature of permitted and prohibited
pesticides in Vietnam.
Article 1. The followings attached to this
Circular
1. The Nomenclature of pesticides permitted for use
in Vietnam which is given in the Appendix I hereto attached, including:

- Insecticide: 785 active ingredients and 1682
trade names.
- Fungicide: 617 active ingredients and 1280 trade
names.
- Herbicide: 234 active ingredients and 713 trade
names.
- Rodenticide: 9 active ingredients and 27 trade
names.
- Plant growth regulator: 52 active ingredients and
141 trade names.
- Insect attractant: 9 active ingredients and 9
trade names.
- Molluscicide: 30 active ingredients and 150 trade
names.
- Supporting (Spreading) substance: 5 active
ingredients and 6 trade names.
b) Termiticide: 14 active ingredients and 23 trade
names.

d) Disinfectants for storage facilities: 4 active
ingredients and 10 trade names.
dd) Golf course pesticides:
- Fungicide: 2 active ingredients and 2 trade
names.
- Herbicide: 1 active ingredients and 1 trade names.
- Plant growth regulator: 1 active ingredients and
1 trade names.
e) Seed treatment pesticide;
- Insecticide: 11 active ingredients and 14 trade
names.
- Fungicide: 10 active ingredients and 11 trade
names.
2. The Nomenclature of pesticides prohibited for
use in Vietnam and supplementation of HS codes for certain pesticides
prohibited for use in Vietnam, all of which are given in the Appendix II hereto
attached, including:

- Insecticide and forest product preservative: 23
active ingredients.
- Fungicide: 6 active ingredients.
- Rodenticide: 1 active ingredient.
- Herbicide: 1 active ingredient.
b) Supplementation of HS codes for certain
pesticides prohibited for use in Vietnam to the Appendix No.02 of the Circular
No. 24/2017/TT-BNNPTNT dated November 15, 2017 of the Minister of Agriculture
and Rural Development on issuance of the HS code tariff of goods intended for
the import and export sector under the jurisdiction of the Ministry of
Agriculture and Rural Development (Hereinafter referred to as Circular No.
24/2017/TT-BNNPTNT).
- Insecticide and forest product preservative: 2
active ingredients.
3. The HS code tariff of permitted and prohibited
pesticides in Vietnam which is subject to the Appendix No.01 and Appendix No.02
to the Circular No. 24/2017/TT-BNNPTNT and section 2 of the Appendix II hereto
attached.
Article 2. Entry into force
1. This Circular shall enter into force from March
28, 2018.

Nomenclature of permitted and prohibited pesticides in Vietnam; disclosure of
HS codes of permitted and prohibited pesticides in Vietnam;
c) The Circular No. 15/2017/TT-BNNPTNT dated August
14, 2017 of the Minister of Agriculture and Rural Development on modification
and supplementation of the Circular No. 03/2016/TT-BNNPTNT dated April 21, 2016
of the Minister of Agriculture and Rural Development on issuance of the
Nomenclature of permitted and prohibited pesticides in Vietnam; disclosure of
HS codes of permitted and prohibited pesticides in Vietnam.
Article 3. Implementation responsibility
The Chief of Ministry’s Office, the Director of the
Department of Plant Protection, Heads of Ministry-affiliated entities,
Directors of Departments of Agriculture and Rural Development of
centrally-governed cities and provinces, and other related organizations and
individuals, shall be responsible for implementing this Circular./.
