DECISION

APPROVING SCHEME FOR CREATION OF DIGITAL TRANSFORMATION INDEXES APPLICABLE TO MINISTRIES, MINISTERIAL-LEVEL AGENCIES, GOVERNMENTAL AGENCIES, PROVINCES AND CENTRAL-AFFILIATED CITIES AND NATIONAL DIGITAL TRANSFORMATION INDEX

MINISTER OF INFORMATION AND COMMUNICATIONS

Pursuant to the Government’s Decree No. 17/2017/ND-CP dated February 17, 2017 on functions, duties, powers and organizational structure of the Ministry of Information and Communications;

Pursuant to the Prime Minister’s Decision No. 749/QD-TTg dated June 03, 2020 introducing program for national digital transformation by 2025 with orientations towards 2030;

At the request of the Director General of Authority of Information Technology Application,

HEREBY DECIDES:

Article 1. The scheme for creation of digital transformation indexes applicable to ministries, ministerial-level agencies, governmental agencies, provinces and central-affiliated cities and national digital transformation index (Vietnamese abbreviation: “Bộ chỉ số chuyển đổi số”; English name: “Digital Index”, abbreviated to “DTI”), with the following main content, is approved:

1. Objectives

a) General objectives

Create ministerial-level DTI (“MDTI”), provincial DTI (“PDTI”) and national DTI to monitor and assess results of annual digital transformation of ministries and central authorities (hereinafter collectively referred to as “ministries), provinces and central-affiliated cities (hereinafter collectively referred to as “provinces”) and the whole country during execution of the national digital transformation program in an honest, objective and fair manner.

b) Specific objectives

- Develop the criteria for creation of ministerial-level, provincial and national DTIs based on state management characteristics by ministries, provinces and the whole country;

- Develop the assessment point scales and methods for the main indicators, component indicators and criteria, which provides the basis for creation of DTI of each ministry and province;

- Formulate the sociological survey questionnaire for each respondent group:

- Develop and put into use a software system that allows ministries and provinces to submit reports online as well as online search of results of assessment of digital transformation level of ministries, provinces and the whole country;

- Assess the digital transformation process of ministries, provinces and the whole country and announce the results of this assessment on an annual basis;

- Determine data necessary for assessment of current digital transformation situation of Vietnam and, concurrently, provide as much information as possible for international organizations to make an assessment and rank Vietnam on the E-Government Development Index (EGDI), ICT Development Index (IDI), Global Cybersecurity Index (GCI), Global Competitiveness Index (GCI) and Global Innovation Index (GII);

- Identify strengths to utilize and weaknesses to address and provide ministries and provinces with information supporting adoption of suitable solutions to achieve the targets set out in the national digital transformation program;

- Find exemplary ministerial-level and provincial digital transformations to emulate throughout the country.

2. Requirements

a) MDTI and PDTI must closely follow the content of the program for national digital transformation by 2025 with orientations towards 2030 and, concurrently, be consistent with the indexes used in international assessments as much as possible;

b) MDTI and PDTI must be feasible, suit the characteristics and actual capacity of ministries and provinces and assess results of annual digital transformation of ministries, provinces and the whole country in an honest and objective manner.

c) Professional organizations and individuals shall get more involved in assessment of digital transformation of ministries and provinces, and information technology and digital transformation shall be applied to information collection and assessment organization;

d) These DTIs are open and shall be revised in accordance with the actual situation;

dd) Establish a system for consistent monitoring and assessment of and continuous update on results of digital transformation of all ministries and provinces. Employ a software system for collection and calculation of digital transformation indicators to support calculation of and update on digital transformation indicators (hereinafter referred to as “Software”);

3. Scope and regulated entities

a) Scope

Monitoring and assessment of results of annual digital transformation of ministries, provinces and the whole country.

b) Regulated entities

- Ministries, ministerial-level agencies, Governmental agencies, excluding the following bodies, which do not exercise governmental authority or rarely process administrative procedures for citizens and enterprises: Voice of Vietnam, Ho Chi Minh Mausoleum Management, Vietnam News Agency, Vietnam Television, Vietnam Academy of Science and Technology and Vietnam Academy of Social Sciences;

- People’s Committees of provinces and central-affiliated cities.

II. CONTENT OF DIGITAL TRANSFORMATION INDICATORS

There are 03 DTI levels:

- PDTI;

1. DTI structure

a) PDTI structure

The PDTI has 03 pillars: digital government, digital economy and digital society. Each pillar has the following 07 main indicators:

- Perception change;

- Institution formulation;

- Digital infrastructure and platform development;

- Digital information and data;

- Digital transformation activities;

- Workforce training and development.

Each main indicator consists of different component indicators and every component indicator is composed of different criteria. The PDTI diagram is provided for in Picture 1.

Each pillar has its own set of indicators and criteria. Detailed description of the PDTI structure and PDTI indicator sets are provided for in Appendix I enclosed therewith.

b) MDTI structure

Unlike PDTI, MDTI does not have 3 pillars as all indicators applicable to ministries are involved in the assessment to ensure that the criteria are consistent and suitable for the characteristics of ministries, which are in charge of a different pillar.

MDTI has 07 main indicators found in PDTI. Each main indicator consists of different component indicators and every component indicator is composed of different criteria. The MDTI diagram is provided for in Picture 2.

Detailed description of the MDTI structure and MDTI indicators are provided for in Appendix II enclosed therewith.

e) National DTI structure

The national DTI has 03 pillars: digital government, digital economy and digital society. The national DTI structure is provided for in Picture 3.

The national DTI also consists of 07 main indicators like the PDTI and every main indicator is composed of different component indicators. The Ministry of Information and Communications (MIC) shall stipulate and revise the component indicators and criteria of the national DTI in accordance with the actual situation based on results of provincial and ministerial-level digital transformation assessment.

2. Assessment point scales and methods

a) Assessment point scales

- PDTI point scale is the 1000-point scale with 400 points for the digital government pillar, 300 points for the digital economy pillar and 300 points for the digital society pillar.

- For PDTI and MDTI, scores given based on data from reports and sociological surveys shall account for 80%; scores given based on online information shall account for 10%; and scores given based on interviews with experts shall account for 10%.

- For PDTI, the score of the “digital transformation activities” main indicator of each pillar shall account for 20% and the scores of the remaining main indicators shall each account for 10% of the total score (assessed based on reported, statistical and sociological survey data).

- For MDTI, the score of the “digital transformation activities” main indicator shall account for 16%, the score of the “institution formulation” main indicator shall account for 14% and the scores of the remaining main indicators shall each account for 10% of the total score (assessed based on reported, statistical and sociological survey data).

- The detailed point scale for each main indicator, component indicator and criterion of the provincial DTI is provided for in Tables I.1, I.2 and I.3 in Appendix I.

- The detailed point scale for each main indicator, component indicator and criterion of MDTI is provided for in the table in Appendix I.

b) Assessment methods and procedures

i. Self-assessment by ministries/provinces

For criteria the data for which is provided by ministries/provinces, ministries/provinces shall self-monitor, self-assess and score their digital transformation results based on the pillars, main indicators, component indicators and criteria of MDTI/PDTI and in compliance with MIC’s guidelines. Self-assessment scores shall be written in the “Self-assessment” column of the tables.

- Ministries/Provinces shall input the data they reported and used to assess how well they satisfy a criterion to the Software, which will automatically calculate the score. This score automatically fluctuates within a data reporting period. Ministries/Provinces can see the change to their ranks every time new data is inputted to the Software.

- MIC shall independently assess how a ministry/province satisfies a criterion for which data is available. This data is monitored by MIC via the system.

- MIC shall take charge and cooperate with relevant regulatory bodies in appraising self-assessment scores of ministries/provinces to consider and recognize these scores or make any necessary revision.

- Scores given by MIC shall be written in the “Assessment by MIC” column.

iii. Assessment via sociological survey

- For criteria requiring sociological survey, “Sociological survey” is written in the “Remark” column. MIC shall take charge of and conduct sociological surveys by surveying people, enterprises and different respondent groups.

- Content and number of questions of sociological survey questionnaires shall be appropriate to component indicators and criteria of DTIs.

- MIC shall consolidate and write scores given based on sociological survey in the “Assessment by MIC” column.

iv. Online assessment

MIC shall make online assessments by using tools to collect information on each main indicator and analyzing online data. Scores given based on online assessment shall be written in the “Online assessment” column.

- MIC shall take charge in selecting independent experts who possess the suitable knowledge of and experience in different areas to obtain their opinions based on MIC-formulated assessment questionnaires.

- Content and number of questions of assessment questionnaires for experts shall be appropriate to main indicators, component indicators and criteria of ministerial-level and provincial DTIs.

- Scores given by experts shall be written in the “Expert assessment" column.

vi. Automatically scoring or exemption cases

While data is collected for assessment, if the ministry/province fail to provide data for a criterion that requires data from the ministry/province, this criterion shall automatically score 0.

In case data for a criterion of a DTI cannot be collected due to some objective reason or the number of state agencies able to collect such data is less than 50% of ministries/provinces undergoing an assessment based on a DTI of the same level, MIC shall consider and consult relevant regulatory bodies to remove the criterion from the DTI.

c) Assessment score calculation and determination

1. PDTI assessment score

Assessment score of each PDTI pillar (Digital government, Digital economy, Digital society) shall be the aggregate score of the self-assessment score, score given by MIC, online assessment score and expert assessment score and be written in the "Actual score" column.

Z-Score method and Min-Max method may be considered for calculation of values of component indicators, each PDTI pillar and PDTI.

2. MDTI assessment score

MDTI assessment score shall be the aggregate score of the self-assessment score, score given by MIC, online assessment score and expert assessment score and be written in the "Actual score" column.

Z-Score method and Min-Max method may be considered for calculation of values of component indicators and MDTI.

3. Announcement of DTI assessment results

Assessment results shall be announced by MIC.

- MDTI and PDTI assessment results shall be announced before May of every year.

- National DTI assessment results shall be announced on an annual basis after they have been reported to the Prime Minister.

Assessment and ranking results shall be announced on MIC’s web portal and www.dti.gov.vn.

1. Raise responsibility for and efficiency of direction by ministries and provinces concerning creation of MDTI and PDTI

a) Direct digital transformation tasks in a serious and effective manner according to the national digital transformation program, annual digital transformation plan of each ministry/province and MDTI/PDTI.

b) Direct DTI creation to assess digital transformation in affiliated state agencies; direct resource allocation and ensure that digital transformation is monitored and assessed in a regular and continuous manner, ensuring honesty, impartiality and timeliness in surveying, consolidation, statistical work and reporting of digital transformation results, information and data used for PDTI and MDTI creation.

2. Further raise awareness of DTI

Raise awareness of objectives and content of PDTI and MDTI and annual digital transformation results in different ways (conferences, seminars, dissemination via mass media, etc.) to change the perception of leaders at all levels and raise the awareness and focus of officials, public employees, people and enterprises in relation to digital transformation. Enhance cooperation between regulatory  bodies, organizations and individuals in monitoring and assessment of annual digital transformation results of ministries and provinces.

3. Increase quality and efficiency of digital transformation monitoring and assessment

a) Ministries and provinces shall assign officials in charge of digital transformation to monitor and assess their digital transformation in a continuous manner. Consolidate and assess annual digital transformation results based on pillars, main indicators, component indicators and criteria of PDTI and MDTI in an objective and honest manner.

b) Ministries shall take charge of the tasks and solutions provided for in Decision No. 749/QD-TTg and consolidate and assess performance of assigned tasks and tasks of digital transformation in prioritized sectors and results thereof so as to cooperate with MIC in assessment of digital transformation results of ministries and provinces on an annual basis.

4. Increase information technology application and ensure funding for MDTI and PDTI creation

b) Allocate adequate funding for annual digital transformation assessment and determination of indicators for such assessment, including DTI research, formulation and revision based on criteria, component indicators and pillars; development, upgrade, maintenance and operation of information systems supporting DTI data collection, assessment and reporting and ministerial-level, provincial and national digital transformation databases; formulation of questionnaires for sociological survey, online assessment and expert assessment; information and data collection; operation of councils for DTI creation and working groups in charge of MDTI, PDTI and national DTI creation and assessment; compilation, translation, printing and publication of printed products/books/documents on DTI assessment results; assessment result announcement and promotion (via conferences, media, videos, propagation) and printing of printed products/books/documents on assessment results; hiring of experts, equipment and connections and other activities supporting DTI creation.

IV. IMPLEMENTATION

1. Implementing responsibilities

a) MIC

i. Affiliates of MIC

- Consolidate and provide information and data on criteria and component indicators related to their duties;

- Cooperate with Authority of Information Technology Application in developing and revising criteria and indicators of DTIs and verifying information and data related to their duties;

- Review indicators used for assessment of sectors under their management to ensure consistency and preventing overlapping between ministerial-level, provincial and national DTIs.

ii. Authority of Information Technology Application

- Prepare a plan and cost estimate for DTI creation on an annual basis and take charge in launching the approved plan; monitor and expedite regulatory bodies, units, ministries and provinces to launch such plan;

- Research, identify survey respondents and formulate questionnaires for each respondent group; calculate sample size;

- Research and propose practical indicators and criteria for the national DTI based on relevant international indicators;

- Select the appropriate survey method; take charge and cooperate with relevant regulatory bodies in conducting surveys and collecting data necessary for development of annual DTIs of ministries and provinces;

- Provide training and refresher courses concerning data and information monitoring and collection, DTI-based assessment and DTI creation for officials and public employees in charge of digital transformation of regulatory bodies, ministries and provinces;

- Consolidate, analyze and process data to develop digital transformation indicators and prepare annual reports on results of assessment of digital transformation at all levels;

- Propose decisions on establishment of councils for annual DTI appraisal at all levels to the Minister of Information and Communications;

- Take charge and cooperate with relevant regulatory bodies in announcing assessment results and annual DTIs at all levels;

- Proactively raising awareness of DTIs at all levels and cooperate with MIC-affiliated press agencies in this task;

- Take charge and cooperate with relevant units in reviewing content of DTIs at all levels and propose amendments to these DTIs based on real-world implementation of the national digital transformation program to the Minister of Information and Communications for decision.

iii. Authority of Information Security

Make online indicator-based assessment by collecting information and analyzing data from cyber space.

iv. Department of Planning and Finance

- Allocate funding and cooperate with Authority of Information Technology Application in preparing cost estimate for ministerial-level and provincial DTIs development to add it to the annual budget estimate of MIC.

- Cooperate with Authority of Information Technology Application in preparing cost estimate for DTI development to add it to the annual budget estimate of MIC and submit this annual budget estimate to the Ministry of Finance as per the law. Ensure adequate funding is allocated on an annual basis and promptly carry out cost estimate and plan approval procedures to develop and publicly announce DTIs at all levels on schedule.

v. Press agencies

- Authority of Press, Authority of Broadcasting and Electronic Information, Authority of Grassroots Information and Authority of Foreign Information Service shall take charge and cooperate with Authority of Information Technology Application in directing press agencies to further promote digital transformation and DTIs; incorporate DTI promotional content into suitable annual communications programs, schemes and plans;

- VietNamNet newspaper and Journal on Information and Communications shall cooperate with Authority of Information Technology Application in promoting digital transformation and DTIs; further promote digital transformation and DTIs in their special pages, columns and printed products.

Units in charge of information technology of ministries, ministerial-level agencies, Governmental agencies and Departments of Information and Communications shall provide advice, propositions and reports to facilitate development of electronic governments of ministries, provinces and steering committees as follows:

- Adopt the solutions provided for in Section III of this Decision;

- Conduct surveys and prepare statistics for DTI-based assessment and development of their own DTIs;

- Allocate adequate funding and workforce for annual DTI development;

- Aggregate data used in reports on their digital transformation level according to MIC’s guidelines;

- Cooperate with MIC in conducting surveys to identify DTI indicators and assess their digital transformation;

- Ministries managing the sectors the digital transformation of which needs to be prioritized according to Decision 749/QD-TTg , including Ministry of Health, Ministry of Education and Training, Ministry of Finance, State Bank of Vietnam, Ministry of Agriculture and Rural Development, Ministry of Transport, Ministry of Industry and Trade and Ministry of Natural Resources and Environment, shall cooperate with MIC in monitoring and assessing digital transformation in each sector as assigned by the Prime Minister;

- Based on the DTIs approved in this Decision, each ministry/province shall formulate and apply its own DTI in its affiliates/state agencies in the province in accordance with the ministry/province’s actual situation to ensure consistency in monitoring and assessment of digital transformation.

b) Estimate preparation and management, use and settlement of funding for annual DTI creation shall be in accordance with regulations of the Law on State Budget and guidelines thereof.

Article 2. This Decision takes effect from the date on which it is signed. Any difficulty arising during implementation of this Decision should be reported to MIC (Authority of Information Technology Application) for cooperation and resolution. MIC shall periodically review and revise the component indicators and criteria in accordance with the actual situation based on consolidated results of digital transformation assessment and proposals from regulatory bodies and units.

Article 3. Heads of relevant ministries, ministerial agencies and Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities, Chief of MIC’s Office, Director General of Authority of Information Technology Application and heads of MIC’s affiliates shall implement this Decision./.
