ON QCVN 03:2022/BXD NATIONAL
TECHNICAL REGULATION ON CLASSIFICATIONS OF BUILDINGS AND STRUCTURES FOR DESIGN
Pursuant
to the Law on Technical Regulations and Standards dated June 29, 2006;
Pursuant
to Decree No. 127/2007/ND-CP dated August 01, 2007 of the Government detailing
the implementation of a number of articles of the Law on Technical regulations
and standards and Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government
on amendment to Decree No. 127/2007/ND-CP dated August 1, 2007 of the
Government;
Pursuant
to Decree No. 52/2022/ND-CP dated November 15, 2022 of the Government on
functions, tasks, powers, and organizational structures of Ministry of
Construction;
At
request of Director of the Science - Technology and Environment Department;
The
Minister of Construction promulgates Circular on QCVN 03:2022/BXD on National
Technical Regulation on Classifications of Constructions and Structures for
design.
Article 1. The
QCVN 03:2022/BXD on National Technical Regulation on Classifications of
Constructions and Structures for design is attached hereto.

Foreword
The QCVN
03:2022/BXD conforms to Point b Clause 2 Article 5 of Construction Law No.
50/2014/QH13 amended by Clause 3 Article 1 of Law No. 62/2020/QH14 on amendment
to Construction Law.
The
QCVN 03:2022/BXD is compiled by the Institute of Building Science and Technology,
submitted by the Department of Science Technology and Environment, appraised by
Ministry of Science and Technology, and promulgated by Ministry of Construction
under Circular No. 05/TT-BXD dated November 30, 2022 of the Minister of
Construction.
The
QCVN 03:2022/BXD replaces the QCVN 03:2012/BXD attached under Circular No.
12/2012/TT-BXD dated December 28, 2012 of the Minister of Construction.

Fire-related technical classifications of buildings and structures (or parts
thereof, hereinafter referred to as “structures”), including: fire-resistance
category, structural fire risk level, and fire risk category by occupancy.
1.1.2
This Regulation applies to
determination of economic-technical solutions for the purpose of designing
civil, industrial structures, technical infrastructures, and other buildings.
1.1.3
This Regulation applies to design and
construction of structures under 1.1.2 of this document and is recommended for
renovation design of existing structures.

Regulated entities
This
Regulation applies to organizations and individuals related to construction and
investment activities in Vietnamese territory.

to specific categorization of constructions, is defined by fire-resistance
category of elements and structures of constructions.

Consequence
class
Refers
to a specific categorization of constructions, is dependent on occupancies,
human casualties, consequences regarding society, environment, and economy
caused by damaged or destroyed structures.
1.3.3
Structural
fire risk level
Refers
to a characteristic of constructions and is based on level of participation of
the structures in development of the fire and formation of dangerous factors of
the fire.

Structure
Means
a combination of parts and elements of constructions which withstands load and
force applied to the constructions and ensures stability, integrity, and
durability of the constructions.

Fire
risk category by occupancy
Refers
to a characteristic of constructions, is defined by occupancies and use
properties of the constructions, including properties of production technology
in the constructions.
1.3.7
Major
repair (of structures)
Means
the replacement, reinforcement, restoration of structural parts, elements or
foundation reinforcement in order to bring these to normal working conditions.

Lifespan
of construction by design (design lifespan)
Means
a duration in which constructions are used and satisfy safety, occupancy
requirements without requiring major structural repair.
2 TECHNICAL PROVISIONS
2.1 Consequence class of buildings and structures
2.1.1
Consequence classes of constructions
shall be divided into 3 classes: C1 (low), C2 (moderate) and C3 (high), and
specified under Appendix A hereof and defined in design and construction tasks.
2.1.2
Structure and foundation of
constructions shall be designed in a manner corresponding to consequence
classes under this document and selected and applied design standards.
2.1.3
Depending on type of structure and
specific situations in design process, it is possible to apply consequence
classes of several structural parts, elements that are different from
consequence classes of constructions.

Design lifespan of construction shall
be divided into 4 levels according to Schedule 1, individuals deciding
investment or project developers may rely on these levels to determine design
lifespan of constructions in construction design tasks.

2.3 Fire-related technical classification of buildings
and structures
2.3.1
Fire-related technical classification
of construction serves to establish fire safety requirements when designing and
installing fire protection systems for constructions and depends on occupancy
and fire risk level of constructions.
NOTE:
Definitions relating to fire safety under 2.3 are specified in the QCVN 06:2022/BXD.
2.3.2
Fire-related technical
classifications shall be implemented on the basis of:
a)
Fire resistance category;
b)
Fire risk level of structure;

2.3.3
Fire resistance category of
constructions shall consist of 5 categories of I, II, III, IV, and V; depend on
number of storey (or fire service height of construction), fire risk category
by occupancy, fire compartment area, and fire hazard of technology process
within the constructions.
NOTE:
In respect of apartment buildings taller than 75 m and public housing taller
than 50 m, the QCVN 06:2022/BXD stipulates separate requirements regarding
fire-resistance rating of elements and structures.
2.3.4
Fire risk levels of structural
elements shall be divided into S0, S1, S2, and S3 depending on fire risks of
the elements.
2.3.5
Constructions shall be classified into 5 fire risk categories by occupancy of
F1, F2, F3, F4, and F5 depending on use characteristics and threat to human
safety in case of fire, taking into account age, physicality, possibility of
people sleeping, number of people using primary occupancy.
2.3.6
Fire resistance category, structural
fire risk level, and fire risk category by occupancy of constructions shall be
determined in accordance with the QCVN 06:2022/BXD.
3 ORGANIZING IMPLEMENTATION
3.1
Transition clauses
3.1.1
Investment construction projects that
have been approved prior to effective date hereof shall conform to regulations
applicable at the time of approval.
3.1.2
Investment construction projects that
are approved from the effective date hereof shall conform to this Regulation.

3.2
Local construction authorities are
responsible for inspecting compliance with this Regulation in production,
appraisal, approval, and management of building design and construction.
3.3
Ministry of Construction is
responsible for publicizing and providing guidelines on application of this
Regulation for relevant entities. Difficulties that arise during the
implementation of this Regulation should be reported to the Science -
Technology and Environment Department (Ministry of Construction).

terminals).

Conference centers, theaters,
cultural houses, clubs, movie theaters, circuses, discotheques, similar
cultural assembly constructions with total occupancy load of exceeding 1 200
seats.

Bleachers of stadiums or outdoor
sport arenas (and roofs thereof, if any) with maximum capacity of exceeding 5
000 seats.

total capacity of exceeding 5 000 seats.

Hospitals having at least 500
hospital beds.
A.1.2
Constructions potentially causing environmental contamination or economic
losses in case of emergencies
A.1.2.1
Primary constructions in
establishments for manufacturing, processing, using, storing, preserving,
treating, disposing potentially leaking or detonating radioactive substances,
explosive ordnances.
A.1.2.2
Primary constructions in
establishments for manufacturing, processing, using, storing, preserving,
treating, disposing potentially leaking or detonating dangerous, toxic
chemicals.
A.1.2.3
Primary constructions in
establishments such as: oil refineries, gas processing plants, gas supply
stations (LPG, CNG, LNG), biofuel manufacturing plants, crude oil storage
facilities, petroleum storage facilities, liquefied gas storage facilities,
liquefied gas refilling stations, gas distribution facilities; gas and oil
pipelines that can cause heavy casualties or high economic or environmental
losses.
NOTE:
LPG stands for Liquefied Petroleum Gas; CNG stands for Compressed Natural Gas;
LNG stands for Liquefied Natural Gas.

thermal power plants of minimum capacity of 150 MW.

A.1.3.2
National museums, libraries,
galleries, exhibits.
A.1.4
Constructions with large structures
A.1.4.1
Building-type structures of a height
exceeding 75 m.
NOTE:
Height of building-type structures is calculated from ground elevation to the
highest point of the constructions (including rooftop bulkhead, pitched roof if
any; not including technical equipment such as antenna, lightning rod, solar
power equipment, metal water tanks, etc. if any). In respect of constructions
located on ground with varying ground elevations, the height shall be
calculated from the lowest ground elevation.
A.1.4.2
Pillar, tower, mast structures of a
height exceeding 75 m.
NOTE:
Height of pillar, tower, mast structures shall be calculated from ground
elevation or foundation elevation of the constructions, whichever is higher to
the top of said structures (not including technical equipment on top of said
structures). In respect of constructions located on ground with varying ground
elevations, the height shall be calculated from the lowest ground elevation.
A.1.4.3
Tank, silo structures of a height
exceeding 75 m or a storage capacity exceeding 15 000 m3.

utilizing materials of low durability (slag bricks, slag lime, laterites,
bamboo, leaves, and similar).
A.2.2
Single-storey buildings serving:
temporary accommodation of humans, events, outdoor cultural and service
activities of moderate and small scales; temporary processing and
manufacturing; temporary storage facilities.
A.2.3
Mobile homes of container type or
assembly homes for temporary purposes.
A.2.4
Guard posts, parking garages, tents,
temporary fences.
A.2.5
Constructions of other temporary
