Pursuant to Law on State bank of Vietnam;
Pursuant to Decree No. 16/2017/ND-CP dated
February 17, 2017 of the Government on functions, tasks, powers, and
organizational structure of the State Bank of Vietnam;
Pursuant to Decision No. 149/QD-TTg dated
January 22, 2020 of Prime Minister on approval of national financial inclusion
strategy until 2025 with orientation to 2030;
At request of Director of Institute of Banking

Article 2. This Decision comes into effect from the day of signing.
Article 3. Chief of Office, Director of Institute of Banking Strategy,
heads of entities affiliated to the State Bank of Vietnam, directors of State
Bank of Vietnam of provinces and central-affiliated cities, Chairpersons of
Banking Associations, Chairpersons of Vietnam Association of People’s Credit
Funds, Chairpersons of Board of Directors, Chairpersons of Board of Directors
and General Directors of credit institutions, branches of foreign banks and
intermediary payment service providers are responsible for implementation of
this Decision./.

Decision No. 149/QD-TTg on approval of national financial inclusion strategy
until 2025 with orientation to 2030 (hereinafter referred to as “Strategy”).

I. OBJECTIVES OF THE ACTION PLAN
1. The Action plan aims to organize implementation
of tasks and solutions identified in the Strategy related to functions and
tasks of banking sector to achieve the objectives and principles set forth
under the Strategy.
2. The Action plan serves as the basis for
departments, authorities, service providers affiliated to SBV and branches of
SBV in provinces and central-affiliated cities, enterprises under management of
SBV, credit institutions, branches of foreign banks , intermediary payment
service providers, Banking Associations, Vietnam Association of People’s Credit
Funds (hereinafter referred to as “entities in banking sector”) to develop or
revise strategies, plans and action programs within their tasks and functions
to direct and organize implementation of specific tasks of their units as
specified under the Strategy.
3. Action plan shall serve as the basis for
organizing examination, inspection, intermediate conclusion, final conclusion,
assessment and experience-based learning of implementation of the Strategy; as
the basis for cooperating with relevant agencies in requesting the Prime
Minister to consider revising objectives and details of the Strategy if
necessary.
II. BASIC REQUIREMENTS OF THE
ACTION PLAN
Development and implementation of affairs and tasks
defined in this Action plan shall be based on following basic requirements:
1. Thoroughly publicize objectives set forth by the
Strategy for effective implementation of:
1.1. the role of a standing agency of the National
Steering Committee for financial inclusion: take charge and cooperate with
ministries, local governments and relevant entities in organizing
implementation; provide guidelines, expedite and assess implementation of the
Strategy and produce periodic reports on a yearly basis; produce intermediate
and final assessment for implementation results of the Strategy.
1.2. the role of directing implementation of
relevant tasks and solutions in banking sector: implement tasks and solutions
in the Strategy adequately and progressively; supervise implementation; assess
level and ability to achieve specific objectives in each stage and at the final
period of the Strategy and request revision of objectives to depending on
situations if necessary to ensure high feasibility.

3. Ensure consistency with organization of
implementation of action programs of the Government for execution of
resolutions of the Communist Party, socio-economic development strategies and
plans of the country and banking sector from time to time.
III. IMPLEMENTATION
1. Publicize and popularize
Action plan and Strategy
1.1. Publicize principles, objectives, tasks and
solutions of the Strategy on mass media.
1.2. Organize conferences to publicize details of
the Action plan and Strategy to entities in banking sector.
1.3. Develop website for financial inclusion to
provide financial information and official information on financial inclusion.
1.4. Develop other communication programs regarding
the Action plan and Strategy.
2. Assess implementation of
the Action plan
2.1. Assessment shall consist of 4 categories:

- Implementation progress of tasks and solution of
the Strategy assigned under the Action plan;
- Level and ability to achieve objectives of the
Strategy set forth for each stage and in the final period of the Strategy,
- Difficulties during implementation period and
propositions for amendments and revision of tasks, objectives and solutions of
the Strategy (if necessary).
2.2. Assessment method: Strategy implementation
shall be assessed via following means:
- Via reporting regime;
+ Annual term essays regarding implementation of
tasks and solutions of the Strategy;
+ Intermediate reports on implementation result of
the Strategy in 2025, amendments and addition to tasks and solutions of the
following stage (if necessary);
+ Final reports on implementation results of the
Strategy in 2030;
+ Irregular reports at request of governors or
competent authorities.

+ Examine and assess implementation results of the
Action plan in entities in banking sector (if necessary);
+ Organize investigation and survey for
implementation of tasks, objectives and solutions of the Strategy (if
necessary).
- Via statistical figure consolidation and analysis
to assess level and ability to achieve objectives of the Strategy.
- Rectification measures as per the law.
2.3. Conferences for intermediate assessment and
final assessment for implementation results of the Strategy:
- Conference for intermediate assessment shall be
held in 2025 to assess implementation results of objectives, tasks and
solutions of the Strategy during the 2020 – 2025 period and propose revision
and addition (if any) for the following stage.
- Conference for final assessment shall be held in
2030 to assess implementation results of objectives, tasks and solutions of the
Strategy and propose direction and tasks for the following period (if any).
- Organize periodic or specialized meetings (if
necessary).

3.2. With respect to entities that must develop
development strategies according to regulations and law and Decision No.
34/QD-NHNN dated January 7, 2019 of Governor of the State Bank of Vietnam on
issuance of Action programs of banking sector in implementation of development
strategies of banking sector of Vietnam to 2025 with orientation to 2030.
Review, amend and integrate tasks related to implementation and Strategy into
development strategies of their entities and request competent authorities to
approve.
3.3. With respect to Institute of Banking Strategy
Be responsible for implementing following tasks:
a) Tasks specified under Point 3.1 (tasks assigned
under Annex I and Annex II).
b) Act as consultant for Governor of the State Bank
of Vietnam:
- In assessing implementation results of the Action
plan under Clause 2 Section III;
- Deal with difficulties that arise related to
implementation of Action plan of entities in the banking sector;
- Request revision of objectives, tasks and
solutions of the Strategy (if necessary).
c) Take charge in developing reports specified in
the first line, Point 2.2, Clause 2, Section III.

e) Take charge organizing conferences for
intermediate assessment and final assessment of the Strategy specified under
Point 2.3, Clause 2 of Section III.
3.4. With respect to Department of International
Cooperation
Be responsible for implementing following tasks:
a) Tasks specified under Point 3.1 (tasks assigned
under Annex I and Annex II).
b) Take charge in proposing and developing
appropriate expenditure on operation of the National Steering Committee for
financial inclusion and Standing Team which assists the Steering Committee.
c) Take charge in mobilizing and coordinating
international resources to implement the Action plan.
d) Take charge and cooperate with relevant entities
in sharing information on implementation of the Action plan to international
partners and organization satisfactory to applicable regulations and law.
dd) Take charge and cooperate with relevant
entities in developing financial inclusion websites.
3.5. With respect to Department of Finance and

appraising state budget-sourced expenditure request and public investment
capital for entities affiliated to SBV and providing financial guidelines for
entities in the banking sector to implement tasks and solutions under the

Cooperation in proposing appropriate expenditure on operation of the National
Steering Committee for financial inclusion and Standing Team which assists the
Steering Committee.
3.6. With respect to Department of Communications
Be responsible for implementing following tasks:
a) Tasks specified under Point 3.1 (tasks assigned
under Annex I and Annex II).
b) Take charge in implementing communication
affairs for details under Clause 1, Section III and conferences for
intermediate and final assessment of the Strategy under Point 2.3, Clause 2,
Section III.

+ With respect to annual term essays: no later than
January 31 of the following year. With respect to Central Banking Inspection
and Supervision Authority, Payment Department, Credit Department of Economic
Sectors and SBV branches of provinces and central-affiliated cities, no later than
February 20 of the following year.
+ Term essays for 2025 and 2030 are not required
- Intermediate reports for 2020-2025: no later than
September 10, 2025. With respect to Central Banking Inspection and Supervision
Authority, Payment Department, Credit Department of Economic Sectors and SBV
branches of provinces and central-affiliated cities: no later than September
30, 2025;
- Final reports for implementation results of the
Strategy: no later than September 10, 2030. With respect to Central Banking
Inspection and Supervision Authority, Payment Department, Credit Department of
Economic Sectors and SBV branches of provinces and central-affiliated cities:
no later than September 30, 2030;
4.3. Conclusion date of the report figures
- With respect to annual term essays: until
December 31 of the reporting year;
- With respect to intermediate reports for
2020-2025: until June 30, 2025;
- + With respect to final reports on implementation
results of the Strategy: until June 30, 2030.

4.5. Report submission and receipt methods:
Reports shall be displayed physical form and
submitted: via document management and administration system, in person, via
postal service; (in .doc/.docx and .xls/.xlsx format) to email of the receiving
agency (chienluocnh.vcl@sbv.gov.vn).
4.6. Report revision
In case statistics or contents in reports must be
revised, report producers are responsible for submitting revised reports
together with written explanation for the revision./.
