DECISION
APPROVAL FOR SCHEME SETTING
OUT TASKS AND SOLUTIONS FOR IMPLEMENTATION OF OUTCOMES OF THE 26TH
CONFERENCE OF THE PARTIES TO THE UNITED NATIONS FRAMEWORK CONVENTION ON CLIMATE
CHANGE
THE PRIME MINISTER OF VIETNAM
Pursuant to the Law on Government Organization
dated June 19, 2015; the Law on Amendments to the Law on Government
Organization and the Law on Local Government Organization dated November 22,
2019;
Pursuant to the Government’s Resolution No.
01/NQ-CP dated January 08, 2022 on main tasks and solutions for implementing the
social - economic development plan and the State budget estimate in 2022;
At the request of the Minister of Natural
Resources and Environment of Vietnam;
HEREBY DECIDES:
Article 1. The Scheme setting out tasks and
solutions for implementation of outcomes of the 26th Conference of
the Parties to the United Nations Framework Convention on Climate Change (COP26
Conference) is hereby given approval. The Scheme, inter alia, includes the

1. General objectives
Proactively adopt the global low-carbon development
trends, mobilize resources, innovate technologies for adopting new growth
models, restructuring the economy, and making contribution to the global
efforts to combat climate change. Formulate and implement tasks and
comprehensive solutions for response to climate change and energy transition to
achieve the net-zero emissions by 2050.
2. Specific objectives
- Establish a synchronous
legal framework for encouraging, promoting and
facilitating the low-carbon development and emission reduction. Review and
promptly resolve difficulties in legal procedures, make breakthroughs in
attracting investments in low-carbon development of international organizations
and financial institutions to Vietnam by means of innovating mechanisms,
policies and laws.
- Review and amend national,
sectoral and local strategies and plans which should be in conformity with the
commitment to achieve the net-zero emissions by 2050. Formulate action plans
for consistent and efficient implementation of approved
strategies and plans.
- Promote the reduction of
greenhouse gas emissions in the fields of energy, transport, production of
building materials, agriculture and waste treatment. By 2030, encourage the use
of green energy and electricity in transport, and use of 100% of E5 petrol;
decrease greenhouse gas emissions by 32,6% in energy, 43% in agriculture, 70%
in forestry and land use sector in which the carbon sequestration
capacity is expected to increase by 20%, 60,7% in waste treatment, and
38,3% in industrial processes (compared to the emission reduction
stated in the Business-asusual (BAU) scenario). Do research on and
widely implement solutions for capture and storage of carbon from large point sources.
- Identify the offshore wind
and wave energy potential in territorial waters of Vietnam; locate potential
coastal areas for attracting investments; execute and put offshore wind power
projects into operation in potential areas. By 2030, increase the ratio of
sources of renewable energy, including hydroelectricity, wind power, solar
power and biomass to at least 33% of total production of electricity; reduce
the ratio of fossil fuels; join international power organizations.
- Develop new zero-emission
energy projects such as production of green hydrogen, green ammonia, etc. to
serve socio-economic development. Develop energy storage technologies,
including battery energy storage systems, pumped-storage hydroelectricity,
thermal energy storage and smart grids, for ensuring stability and integration
of renewable energy to the grid.
- Establish carbon credit
exchange and offsetting mechanisms, and domestic carbon credit market. By 2030,
the domestic carbon market will be operated and connected with carbon markets
in the region and in the world.

- Implement the UN initiatives
on “Decade on Ecosystem Restoration” and the “Planting of one billion green
trees for a green Vietnam” program.
- Establish and participate in
just and equitable energy transition partnerships; join in the global
adaptation alliance and international initiatives on greenhouse gas emissions
reduction and energy transition.
- Promote climate diplomacy; consistently develop scientific research and innovation, and
promote improvement of capacity and communication activities serving low-carbon
development and emission reduction.
II. TASKS AND SOLUTIONS
1. Synchronously revise
mechanisms, policies and laws, promote reform of administrative procedures, and
improve business and investment environment
- Review and deal with
barriers in institutions, mechanisms, policies and laws; speed up the roadmap
for reduction and simplification of administrative procedures, and improvement
of business and investment environment for attracting investments and green
finance of international financial institutions and international groups for
cooperation and execution of projects in Vietnam, especially projects on
climate change response, energy transition and production of green and clean
energy.
- Promulgate regulations on
limits on fuel consumption of road vehicles; regulations on energy efficiency
in transport.
- Promulgate incentive
mechanisms for use of biofuels, electricity, green ammonia and green hydrogen
in transport; apply carbon pricing tools; encourage investment in reduction of
emissions in various sectors; promote trading, production and consumption of
green and sustainable products; promote digital transformation and development
of digital economy.
- Promulgate and implement the
National program on climate change by 2050, update Vietnam’s Nationally
determined contribution (NDC) in conformity with Vietnam’s commitment to
achieve the net-zero emissions by 2050; Promulgate and implement the National
power development plan in the 2021 – 2030 period with a vision by 2045; the
Action plan for methane emissions reduction by 2030, the Plan for
implementation of Glasgow leaders’ declaration on forests and land use, the
Plan for transition from fossil fuels to clean energy, the Plan for use of
green energy in transport; ministerial and sectoral action plans for
implementation of Vietnam's commitments in COP26 Conference. Include these
tasks in national and sectoral strategies and plans for efficient
implementation.

- Develop renewable energy
projects (solar power, offshore wind power, hydroelectricity, tidal energy,
biomass energy, etc.); do research on development and use of green ammonia and
green hydrogen; energy storage and development of carbon capture, utilization
and storage technologies. Assess potential and reserves of minerals used in the
manufacture of rechargeable batteries, energy storage and installation of
zero-emission equipment and facilities.
- Intensify electrification
and efficient use of energy in civil, industrial and transport sectors; develop
smart girds and operate new energy sources and flexible power sources;
implement programs for energy demand management and load regulation; develop
electric cars in Vietnam.
- Do research on establishment
of the National renewable energy center to serve development of human
resources, technology transfer and sharing of experience and national
management in this sector. Consider joining in the International Renewable
Energy Agency (IRENA) and the International Solar Alliance (ISA) for promoting
energy transition and mobilizing funds for climate change response and energy
transition.
3. Promote emissions reduction
in transport and mitigation of greenhouse gas emissions in manufacture of building
materials; develop green cities and buildings
- Promote conversion of mode
of transport from road transport to rail, inland waterway and coastal
transport; intensify combination of intermodal transportation with high-quality
logistics services, and reduce the empty running rate of vehicles. Drive a
modal shift from private vehicles to public transport; increase the market
share of public passenger transport in urban areas; expand and develop
non-motorized transport.
- Promote green
criteria-oriented and low-carbon operation of ports, wharves and railway
stations. Develop infrastructure facilities providing green energy in
transport; develop green and low-carbon transport infrastructure.
- Perform activities to reduce
greenhouse gas emissions from the manufacture of building materials; develop
green and smart eco-cities, and green and low-carbon buildings.
4. Develop ecological,
circular and low-carbon agriculture; ensure protection, conservation, and
sustainable use and development of forests
- Develop ecological, organic,
circular, low-carbon and eco-friendly agriculture that can adapt to climate
change; establish centralized and large-scale production zones associated with
agricultural product processing and storage facilities that employ modern and
low emission technologies; boost restructuring of crop and livestock production
in an efficient manner that meets market demand and can be resilient and
adaptable to climate change.

5. Protect and restore natural
resources, and develop natural ecosystems
- Protect, restore and develop
natural resources, natural ecosystems and marine ecosystems; protect and
sustainably develop aquatic resources and important wetland ecosystems.
- Improve and restore
degraded, water-scarce and polluted water sources; manage, exploit and use
water economically and efficiently, especially regions at risk from drought,
water scarcity or saltwater intrusion.
- Carry out landfilling of
solid waste with recovering gas for energy production and semi-aerobic
landfilling, biomass power generation; develop domestic waste composting model in
a large scale; carry out burning of solid waste for power generation. Apply
circular waste treatment model, and promote classification of waste at source.
6. Proactively adapt to
climate change
- Make investment in
development of climate change and disaster-resilient infrastructure and urban
areas in vulnerable regions, especially coastal areas, rivers and lakes.
Implement nature-, ecosystem- and community-based climate adaptation solutions.
- Improve capacity to monitor,
forecast and give warning on hydro-meteorological hazards and disasters, and
communication capacity; establish climate change and sea level rise observing
system.
- Develop and pilot certain
social security and just transition models that are suitable for natural, ecological
and social conditions of regions or areas.
7. Do scientific research,
innovation and strengthen capacity and communications

- Do research and pilot
solutions for capture and storage of carbon from large point sources in certain
potential areas or regions, taking into account the cost efficiency and
scalability; do research on development of new low-emitting materials.
- Perform activities to
disseminate information and increase awareness of climate change response;
develop education and training programs into which climate change response
contents are integrated in all education levels.
8. Promote climate diplomacy
- Mobilize and attract
international resources (public and private sources of finance, technologies,
knowledge, experience, etc.) by means of exchange, high-level diplomatic visits
and working programs of Ministries, regulatory authorities and local
governments with foreign partners, and Vietnam's diplomatic missions in foreign
countries, and promote establishment of bilateral and multilateral relationship
with international partners.
- Learn experience and adopt
good practices and models of implementation of COP26 commitments from foreign
countries, and initiatives on climate change response, green growth, and
transition in industrial, transport and energy sectors to serve the
transformation of growth model towards low emissions and circular economy.
- Actively participate in
international organizations, mechanisms and forums on climate change, and make
real contributions and propose new ideas and initiatives to regional and global
mechanisms.
III. RESOURCES FOR IMPLEMENTATION
1. Funding for implementing
the Scheme is derived from state budget in accordance with regulations of law
in force, funding sources from private sector, organizations and individuals,
and other lawful funding sources as prescribed.
2. Mobilize cooperation and
assistance from international organizations, partners, domestic and
international funds and financial institutions; encourage investments of
private sector in law-carbon development projects. Promote the development of
domestic carbon market to increase investments in low-carbon development.

1. The National Steering
Committee in charge of implementing Vietnam's commitments in COP26 Conference
(hereinafter referred to as “Steering Committee”) shall direct and coordinate
the implementation of this Scheme according to its working regulations enclosed
with the Decision No. 2201/QD-TTg dated December 26, 2021 of the Prime
Minister.
2. The Ministry of Natural Resources
and Environment shall:
- Perform tasks of the
standing agency in charge of implementing the Scheme; play the leading role and
cooperate with Ministries, regulatory authorities, local governments and
relevant agencies in assisting the Steering Committee in monitoring, inspecting
and assessing the implementation of this Scheme.
- Play the leading role and
cooperate with Ministries, regulatory authorities and relevant agencies in
organizing forums and talks on implementation of Vietnam’s commitments in COP26
Conference.
3. The Ministry of Industry
and Trade, the Ministry of Transport, the Ministry of Construction, and the
Ministry of Agriculture and Rural Development shall play the leading role in
organizing the performance of relevant tasks, focusing on transition in energy
and transport; development of green and low-carbon cities and buildings;
development of climate-smart agriculture, ecological, organic, circular and
low-carbon agriculture that can adapt to climate change.
4. The Ministry of Planning
and Investment shall:
- Play the leading role and
cooperate with the Ministry of Finance, the Ministry of Natural Resources and
Environment, and relevant Ministries in allocating state budget-derived funding
for making domestic and overseas investments for implementing the Scheme in
accordance with regulations on guarantee of safety of public debts and national
foreign debts.
- Play the leading role and
cooperate with relevant Ministries, regulatory authorities and local
governments in reviewing and adding priority and urgent projects to the
medium-term public investment plan as prescribed.
5. The Ministry of Finance
shall:

- Perform assigned functions
and tasks in mobilizing funds from foreign loans and aids from international
organizations, bilateral and multilateral partners for making investments in
climate change response as prescribed.
- Play the leading role and
cooperate with the Ministry of Natural Resources and Environment, and the
Ministry of Planning and Investment in negotiating and receiving aids and loans
from sponsors while taking into account the Government’s public debt management
objectives.
6. The Ministry of Science and
Technology shall:
- Play the leading role and
cooperate with relevant Ministries and regulatory authorities in assessing the
demand for clean and low-carbon technologies in Vietnam for achieving the
net-zero emissions by 2050; performing science and technology tasks and
innovation for low-carbon development in sectors and areas.
- Allocate funding for science
and technology tasks to Ministries, regulatory authorities and local
governments for performing scientific research and technological development
tasks serving the fulfillment of Vietnam’s commitments in COP26 Conference.
7. The Ministry of Foreign
Affairs shall play the leading role and cooperate with the Ministry of Natural
Resources and Environment, relevant Ministries and regulatory authorities in
performing climate diplomacy activities, effectively courting and using
external resources, and enhancing Vietnam's role and position in bilateral and
multilateral organizations, mechanisms and forums.
8. The Ministry of Justice
shall play the leading role and cooperate with relevant Ministries and
regulatory authorities in mobilizing technical assistance for Vietnam in
perfecting laws for implementing legally binding commitments in COP26
Conference.
9. The Ministry of Information
and Communications shall organize activities to promote digital transformation
and development of digital resources serving socio-economic development in conformity
with Vietnam’s commitments. Direct press and mass media agencies to provide
timely information for organizations, enterprises and individuals for
implementing commitments.
10. The State Bank of Vietnam (SBV) shall play the leading role in reviewing and establishing
a complete legal framework for green credit, and other mechanisms, policies and
regulations which aim to facilitate green credit growth; assist credit
institutions in accessing international aids and concessional loans for
financing green projects. Formulate the roadmap for conversion of lending
portfolios in conformity with the commitment to achieve the net-zero emissions
by 2050.

12. Ministries, ministerial
agencies and governmental agencies shall:
- Review and propose
amendments to codes of law, specialized laws, and sub-law documents, and update
and amend sectoral development policies, mechanisms, strategies and plans in
conformity with the commitment to achieve the net-zero emissions by 2050.
- Proactively allocate and
mobilize resources for implementing the tasks set out in this Scheme; organize
supervision and assessment of task implementation results and submit periodical
reports on such implementation results to the Ministry of Natural Resources and
Environment for submitting consolidated reports to the Steering Committee in
meeting sessions.
13. Provincial People’s
Committees shall:
- Actively combine objectives,
tasks and solutions for implementing the outcomes of the COP26 Conference with
contents of provincial master plans and socio-economic development plans in
conformity with actual conditions of each province.
- Proactively propose the
mobilization of resources for performing the tasks and solutions for climate
change adaptation and greenhouse gas emissions reduction, and participating in
programs and projects according to carbon credit exchange and offsetting
mechanisms and potentials and advantages of each province.
- Formulate and perform
activities to disseminate information and increase awareness, training and
drilling in climate change response for fulfilling Vietnam’s commitment.
14. The Vietnam Chamber of
Commerce and Industry shall mobilize the active participation by enterprises
and trade associations to achieve the net-zero emissions by 2050; cooperate
with the Ministry of Natural Resources and Environment in intensifying
connection with international business associations and other countries for
calling for and attracting their financial and technological assistance for achieving
the net-zero emissions by 2050.
Article 2. This Decision comes into force
from the day on which it is signed.
