CIRCULAR
ON
CLASSIFICATION OF MICROFINANCE INSTITUTIONS
Pursuant to the Law on State Bank of Vietnam No. 46/2010/QH12;
Pursuant to the Law on Credit Institutions No. 32/2024/QH15 (amended by
the Law No. 96/2025/QH15);
Pursuant to Decree No. 26/2025/ND-CP of the Government on functions,
responsibilities, jurisdiction and organizational structure of the State Bank
of Vietnam;
At the request of the Director General of the Department of System
Safety Supervision of Credit Institutions;
The Governor of the State Bank of Vietnam promulgates the Circular on
classification of microfinance institutions.

Article 1. Scope
This
Circular regulates the classification of microfinance institutions.
Article 2. Regulated entities
1.
This Circular applies to the following entities:
a)
Microfinance institutions;
b)
Organizations and individuals engaging in the classification of microfinance
institutions.
2.
This Circular does not apply to:
a)
Microfinance institutions placed under special control by the State Bank of
Vietnam (hereinafter referred to as “SBV”);
b)
Microfinance institutions that have submitted applications for voluntary
dissolution to the SBV, or have been proposed by the Credit Institution
Management and Supervision Department to the Governor of the SBV for asset
liquidation in cases where microfinance institutions have had their license
revoked as prescribed by laws;

d)
Microfinance institutions that have been put under early intervention as
prescribed in the Law on Credit Institutions, except for cases in point b,
clause 1, Article 156 of the Law on Credit Institutions.
Article 3. Purposes, objectives and methods for
classification
1.
The classification of microfinance institutions shall serve the state
management, inspection and supervision of the SBV regarding operations of
microfinance institutions to ensure safe and lawful operations of microfinance
institutions.
2.
The classification shall indicate the operation status, safety level and risk
level of microfinance institutions. The classification shall comply with
regulations on this Circular and relevant laws to ensure the objectivity,
transparency and consistency.
3.
Microfinance institutions shall be classified in accordance with criteria
prescribed in Article 5 of this Circular. Each classification criteria includes
group of quantitative indicators and a group of qualitative indicators.
Quantitative indicators indicate the lawfulness of operations based on the
operational data of microfinance institutions. Qualitative indicators indicate
the level of compliance with the laws of microfinance institutions.
4.
The weight assigned to each criteria, each group of indicators, and each
indicator shall be determined based on the importance of such criteria, group
of indicators, or indicator to the safety and lawfulness of operations, the
level of compliance with the laws of microfinance institutions, and
requirements of state management, inspection and supervision.
5.
Based on classification scores, microfinance institutions shall be classified
into one of the following categories: A (Good), B (Fair), C (Average), D (Week).

b)
Information and data in audited financial statements of microfinance
institutions in accordance with the laws;
c)
Supervision, inspection and audit results (including all information confirming
the completion of remedial measures for violations committed by microfinance
institutions) of the SBV, other state competent authorities, independent
auditing organizations in the field of currency and banking.
2.
Data used for determining the classification score shall be determined as at
December 31 of the classification year, except for indicators determined on an
average basis.
3.
In cases of classification as prescribed in clause 3, Article 19 of this
Circular, the Governor of the SBV shall issue the Decision on the scope of
documents, information, data and statistics for determination of classification
scores of microfinance institutions.
Article 5. Classification criteria system

a)
Capital;
b)
Quality of assets;

Microfinance institutions shall be classified in accordance with criteria and
groups of indicators in accordance with Articles 6, 7, 8, 9 and 10 of this
Circular.
Chapter II
DETAILED REGULATIONS
Section 1. CRITERIA AND GROUPS OF INDICATORS FOR
CLASSIFICATION
Article 6. Capital
The
Capital shall be evaluated and scored based on the following groups of
indicators:

microfinance institutions.

Article 7. Quality of assets
The
Quality of assets shall be evaluated and scored based on the following groups
of indicators:
1.
Group of quantitative indicator:
a)
Bad debt ratio: an indicator determined in accordance with regulations of the
Governor of the SBV on classification of assets of microfinance institutions;
b)
Ratio of group 5 debts to the total debts from group 1 to group 5;
c)
Ratio of group 2 debts to the total debts from group 1 to group 5;
d)
Ratio of made risk provisions to the total debts from group 2 to group 5;
Where:
-
Risk provisions shall be determined in accordance with the Decree on levels and
methods for making risk provisions, the use of provisions for risk handling in
operations of credit institutions, foreign bank branches, and cases where
credit institutions are required to reverse accrued interest receivable;

2.
Group of qualitative indicator:
a)
Compliance with laws on credit extension;
b)
Compliance with laws on asset classification, making and use of provisions for
risk handling in operations of microfinance institutions;
c)
Compliance with laws on entrustment and entrusted activities.
Article 8. Administration
The
Administration shall be evaluated and scored based on the following groups of
indicators:
1.
Group of quantitative indicator: Operating expense to total operating income
ratio:

operation results in accordance with laws on the financial reporting regime
applicable to microfinance institutions;

Compliance with laws on the organization, administration and management of
microfinance institutions;
b)
Compliance with laws on capital contributions;
c)
Compliance with laws on promulgation of charters and internal regulations;
d)
Compliance with laws on systems for internal control and independent audit;
dd)
Compliance with laws on information and reporting regimes;
e)
Compliance with laws on capital mobilization and service provision fees;
g)
Compliance with laws on currency and banking, except for those prescribed in
clause 2, Article 6; clause 2, Article 7; clause 2, Article 9; clause 2,
Article 10 of this Circular; and points a, b, c, d, dd and e, clause 2 of this
Article.

accordance with laws on the financial reporting regime applicable to
microfinance institutions determined as the average of the quarterly figures

Article 10. Liquidity capability
The
Liquidity capability shall be evaluated and scored based on the following
groups of indicators:
1.
Group of quantitative indicator:
Liquidity
ratio: an indicator determined in accordance with laws on the Governor of the SBV
on prudential ratios applicable to operations of microfinance institutions.
2.
Group of qualitative indicator: a) Compliance with laws on liquidity ratios.
Section 2. METHODS FOR SCORING AND
CLASSIFICATION
Article 11. Methods for scoring each
indicator and group of quantitative indicators
1. The score for each quantitative indicator shall be
determined based on a comparison between the value of such quantitative
indicator and the scoring thresholds prescribed for that quantitative indicator
in accordance with Article 12 of this Circular. The score for each quantitative
indicator shall be determined on a scale from 1 to 4 points. The score for each
quantitative indicator shall be determined as follows:
a) Where a higher value of the quantitative indicator
corresponds to a lower level of risk:

(ii) Score 3 if the indicator value is less than threshold 1
and greater than or equal to threshold 2;
(iii) Score 2 if the indicator value is less than threshold 2
and greater than or equal to threshold 3;
(iv) Score 1 if the indicator value is less than threshold 3;
b) Where a higher value of the quantitative indicator
corresponds to a higher level of risk:
(i) Score 4 if the indicator value is less than or equal to
threshold 1;
(ii) Score 3 if the indicator value is greater than threshold
1 and less than or equal to threshold 2;
(iii) Score 2 if the indicator value is greater than
threshold 2 and less than or equal to threshold 3;
(iv) Score 1 if the indicator value is greater than threshold
3;
c) Where total operating income is negative when determining
the quantitative indicator prescribed in clause 1, Article 8 of this Circular,
or where profit before tax and average equity are negative when determining the
quantitative indicator prescribed in point a, clause 1, Article 9 of this
Circular, the score for each of these quantitative indicators shall be 1 point;

2. The score of the group of quantitative indicators for each
criteria shall be determined as the sum of the scores of each quantitative
indicator multiplied by the weight assigned to each quantitative indicator. The
weight of each quantitative indicator is prescribed in Article 13 of this
Circular.

Article 14. Methods for scoring each
indicator and group of qualitative indicators
1. Violations for calculating the score of the group of
qualitative indicators for each classification criteria shall be determined
based on the following two criteria:
a) Time of determination of the violation:
(i) Violations detected within the four consecutive years
preceding the classification year for which remedial actions were required by
competent state authorities, but which had not been certified as fully remedied
by state competent authorities before December 31 of the classification year;
(ii) Violations self-detected by microfinance institutions
within the four consecutive years preceding the classification year, but which
had not been fully remedied according to reports of microfinance institutions
before December 31 of the classification year;
(iii) Violations occurring during the classification year,
except for violations self-detected by microfinance institutions and fully
remedied according to reports of microfinance institutions before December 31
of the classification year;
b) Basis for determining violations:
(i) Decision on penalties for administrative violations
issued by competent authorities;
(ii) Decision on implementation of remedial measures issued
by competent authorities;

(iv) Supervision results, inspection conclusions, audit
results of competent authorities and organizations in accordance with laws
related to the field of currency and banking (including SBV branches and units
affiliated to the SBV, state management authorities and independent audit
organizations);
(v) Reports of microfinance institutions on violations that
have been self-detected and not yet fully remedied.
2. Basis for determining the number of violations:
a) Each administrative violation prescribed in the decision
on penalties for administrative violations shall be counted as one violation;
b) In cases where no decision on penalties for administrative
violations has been issued, the number of violations shall be determined in
accordance with the Decree on penalties for administrative violations in the
field of currency and banking;
c) For the same violation recorded in more than one of the
types of documents prescribed in point b, clause 1 of this Article, it shall be
counted as only one violation;
d) For violations subject to warning, such violations shall
not be counted.
3. Principles for determining the scores of qualitative
indicators:
a) The score of each qualitative indicator indicates the
level of violations of laws on currency and banking committed by microfinance
institutions according to the violation behavior, the number of violations, and
the penalty level as prescribed in the Decree on penalties for administrative
violations in the field of currency and banking;

c)
Where violations prescribed in clause 5, and points a, b, c, d, dd and e,
clause 6 of this Article are detected but no decision on penalties for
administrative violations has been issued, the penalty level for point
deduction shall be determined as the average fine range for such violation
applicable to microfinance institutions. The
average fine range shall be calculated as 50% of the sum of the minimum and
maximum fines of the applicable fine range for such violation in accordance
with the Decree on penalties for administrative violations in the field of
currency and banking in force as of December 31 of the classification year for
periodic classification cases, or as of the last day of the quarter immediately
preceding the classification date for cases under clause 3, Article 19 of this
Circular;
d) The fines prescribed in clause 5 and points a, b, c, d, dd
and e, clause 6 of this Article shall apply to violations committed by
microfinance institutions. The fines applicable to violations committed by
individuals shall be 50% of the fines applicable to violations committed by
microfinance institutions;
dd) Qualitative indicators subject to point deduction
according to the number of violations include clause 4; point g, clause 6;
clause 7; and clause 8 of this Article;
e) For violations subject to warning, the deduction score shall
be 0 points;
g) For violations committed by individuals in operations of
microfinance institutions, the determination of violations for point deduction
shall be carried out as follows:
(i) Violations committed by individuals working at
microfinance institutions for which a decision on penalties for administrative
violations has been issued by a competent state authority;
b) Violations prescribed in clause 5; points a, b, c, d, dd
and e, clause 6 of this Article;
(iii) Where the same violation is subject to a decision on
penalties for administrative violations imposed concurrently on both
microfinance institutions and individuals, it shall be counted as only one
violation, and the fines applicable to microfinance institutions shall be used
for point deduction;
(iv) Where multiple individuals jointly commit a single
violation and a decision on penalties for administrative violations has been
issued, it shall be counted as only one violation and the highest fine shall be
used for point deduction.

a)
Compliance with laws on the minimum capital adequacy ratio shall be assigned a
maximum score of 4 points. In case of violations, each violation shall result
in a deduction of 1 point with a maximum deduction of 4 points;
b)
Compliance with laws on the actual value of charter capital shall be assigned a
maximum score of 4 points. In case of violations, each violation shall result
in a deduction of 1 point with a maximum deduction of 4 points.
5.
The group of qualitative indicators of the Quality of assets shall be scored as
follows:
a)
Compliance with laws on credit granting shall be assigned a maximum score of 4
points. In case of violations, microfinance institutions shall have a maximum
of 4 points deducted according to the violations and the fines. To be specific:
(i)
Where the fine is less than VND 30 million, a deduction of 0,5 point shall be
applied for each violation;
(ii)
Where the fine is more than VND 30 million, a deduction of 1 point shall be
applied for each violation;
b)
Compliance with laws on asset classification, provisioning, and use of
provisions for risk handling in operations of microfinance institutions shall
be assigned a maximum score of 4 points. In case of violations, microfinance
institutions shall have a maximum of 4 points deducted according to the
violation and the fine. To be specific:
(i)
Where the fine is less than VND 20 million, a deduction of 0,5 point shall be
applied for each violation;
(ii)
Where the fine is more than VND 20 million, a deduction of 1 point shall be
applied for each violation;

(i)
Where the fine is less than VND 15 million, a deduction of 0,5 point shall be
applied for each violation;
(ii)
Where the fine is more than VND 15 million, a deduction of 1 point shall be
applied for each violation.
6.
The group of qualitative indicators of the Administration shall be scored as
follows:
a)
Compliance with laws on the organization, administration and management of
microfinance institutions shall be assigned a maximum score of 4 points. In
case of violations, microfinance institutions shall have a maximum of 4 points
deducted according to the violation and the fine. To be specific:
(i)
Where the fine is less than VND 25 million, a deduction of 0,5 point shall be
applied for each violation;
(ii)
Where the fine is more than VND 25 million, a deduction of 1 point shall be
applied for each violation;
b)
Compliance with laws on capital contributions shall be assigned a maximum score
of 4 points. In case of violations, microfinance institutions shall have a
maximum of 4 points deducted according to the violation and the fine. To be
specific:
(i)
Where the fine is less than VND 10 million, a deduction of 0,5 point shall be
applied for each violation;
(ii)
Where the fine is more than VND 10 million, a deduction of 1 point shall be
applied for each violation;

(i)
Where the fine is less than VND 8 million, a deduction of 0,5 point shall be
applied for each violation;
(ii)
Where the fine is more than VND 8 million, a deduction of 1 point shall be
applied for each violation;
d)
Compliance with laws on systems for internal control and independent audit
shall be assigned a maximum score of 4 points. In case of violations, microfinance
institutions shall have a maximum of 4 points deducted according to the
violation and the fine. To be specific:
(i)
Where the fine is less than VND 25 million, a deduction of 0,5 point shall be
applied for each violation;
(ii)
Where the fine is more than VND 25 million, a deduction of 1 point shall be
applied for each violation;
dd)
Compliance with laws on information and reporting regimes shall be assigned a
maximum score of 4 points. In case of violations, microfinance institutions
shall have a maximum of 4 points deducted according to the violation and the
fine. To be specific:
(i)
Where the fine is less than VND 10 million, a deduction of 0,5 point shall be
applied for each violation;
(ii)
Where the fine is more than VND 10 million, a deduction of 1 point shall be
applied for each violation;
e)
Compliance with laws on capital mobilization and service provision fees shall
be assigned a maximum score of 4 points. In case of violations, microfinance
institutions shall have a maximum of 4 points deducted according to the
violation and the fine. To be specific:

(ii)
Where the fine is more than VND 10 million, a deduction of 1 point shall be applied
for each violation;
g)
Compliance with regulations in point g, clause 2, Article 8 of this Circular
shall be assigned a maximum score of 4 points. In case of violations, each
violation shall result in a deduction of 1 point with a maximum deduction of 4
points.
7. The group of qualitative indicators of the Operation

Compliance with laws on the financial regime applicable to
microfinance institutions shall be assigned a maximum score of 4 points. In
case of violations, each violation shall result in a deduction of 1 point with
a maximum deduction of 4 points.
8. The group of qualitative indicators of the Liquidity
capability shall be scored as follows:
Compliance with laws on liquidity ratios shall be assigned a
maximum score of 4 points. In case of violations, each violation shall result
in a deduction of 1 point with a maximum deduction of 4 points.
9. In cases where violations are self-detected by
microfinance institutions, the score deduction shall be reduced by 50% for each
violation.
10. Where a microfinance institution fails to fully implement
the remedial plan for recommendations and warnings issued by the SBV regarding
regulations prescribed in clause 2, Article 8 of this Circular, except in cases
of force majeure, the score of the group of qualitative indicators prescribed
in clause 2, Article 8 of this Circular shall be further deducted according to
the following principles after being determined in accordance with clauses 6
and 9 of this Article:
a) Where the score of the group of qualitative indicators is
greater than 1, 1 point shall be deducted from the score of the group of
qualitative indicators;

11. The score of the group of qualitative indicators for each

Article 16. Methods for scoring each
criteria and the total score
1. The score of each criteria shall be determined as the sum
of the score of the group of quantitative indicators and the score of the group
of qualitative indicators multiplied by the weight of the group of quantitative
indicators and the weight of the group of qualitative indicators. The weight of
each group of quantitative indicators and each group of qualitative indicators
is prescribed in Article 17 of this Circular.
2. The total score of a microfinance institution shall be
determined as the sum of the score of each criteria multiplied by the weight of
each criteria. The weight of each criteria is prescribed in Article 17 of this
Circular.

Article 18. Classification
1. A microfinance institution shall be classified A (Good) if
its total score is greater than or equal to 3,5.
2. A microfinance institution shall be classified B (Fair) if
its total score is less than 3,5, and greater than or equal to 3,0.

4. A microfinance institution shall be classified D (Weak) if
its total score is less than 2,0.
5. In addition to clause 4 of this Article, a microfinance
institution shall be classified D (Weak) if it falls into any of the cases
prescribed in point a, c and d, clause 1 Article 156; and point dd, clause 1,
Article 162 of the Law on Credit Institutions.
6. Principles for rounding the score of microfinance
institutions are prescribed as follows:
a) The total score shall be rounded to two decimal places in
accordance with the following principles:
(i) The second decimal place shall be increased by 1 if the third
decimal place is from 5 to 9;
(ii) The second decimal place shall remain unchanged if the
third decimal place is from 0 to 4;
b) The score of each criteria, each group of quantitative
indicators, and each group of qualitative indicators shall be rounded to three
decimal places in accordance with the following principles:
(i) The third decimal place shall be increased by 1 if the
fourth decimal place is from 5 to 9;
(ii) The third decimal place shall remain unchanged if the
fourth decimal place is from 0 to 4.

Article 19. Time limit for implementation and approval of
classification results
1.
Before June 10 each year, the Credit Institution Management and Supervision
Department shall submit to the Governor of the SBV for approval of
classification results for the immediately preceding year for microfinance
institutions.
2.
Before June 30 each year, the Governor of the SBV shall approve classification
results for the immediately preceding year for microfinance institutions.
3.
In case of ad hoc state management requirements, the Governor of the SBV shall
decide a different time limit other than those prescribed in clauses 1 and 2 of
this Article.
Article 20. Notification on classification results
1.
Within 15 days from the date on which the Governor of the SBV approves
classification results, the Credit Institution Management and Supervision
Department shall notify classification results to each microfinance institution
and regional branch of the SBV where the headquarters of the microfinance
institution is located.
2.
The notification on classification results includes the category, total score,
score of each criteria, and group of indicators of microfinance institutions as
prescribed in Articles 6, 7, 8, 9 and 10 of this Circular.
3.
The Credit Institution Management and Supervision Department shall act as the
conduit providing classification results of microfinance institutions to other
units of the SBV for state management in accordance with functions and tasks of
such units as approved by the Governor of the SBV.
4.
The SBV shall provide classification results of microfinance institutions to
other organizations and state management authorities in accordance with the
laws.

Microfinance institutions shall not provide classification results to any third
party in any circumstance.
2.
The Credit Institution Management and Supervision Department, regional branches
of the SBV, other units affiliated to the SBV, other organizations and state
management authorities eligible to receive classification results of
microfinance institutions as prescribed in clauses 3 and 4, Article 20 of this
Circular shall store and use such results in accordance with laws on state
secrets protection in the field of banking.
Chapter III
RESPONSIBILITIES OF RELEVANT UNITS
Article 22. Responsibilities of microfinance institutions
1.
Be responsible for the accuracy and truthfulness of provided documents,
information and data; and be responsible for explaining and submitting
additional reports on matters related to the classification at the request of
the SBV.
2.
Manage classification results in accordance with clause 1, Article 21 of this
Circular, laws on state secrets protection in the field of banking, and
relevant laws.
Article 23. Responsibilities of the Credit Institution
Management and Supervision Department

in accordance with this Circular and laws on state secrets protection in the
field of banking.
Article 19. Responsibilities of units affiliated to the SBV
1.
Before March 31 of the year following the classification year, regional branches
of the SBV, and the SBV Inspectorate shall provide the Credit Institution
Management and Supervision Department with: (i) documents, information and data
on violations of laws on currency and banking by microfinance institutions (if
any); (ii) results on implementation of conclusions, recommendations and
decisions on enforcement regarding inspection and supervision of microfinance
institutions including detailed results of the implementation of each
recommendation and enforcement decision, as well as relevant information and
data on financial status and operations (if any); (iii) information on the
certification of completion of remedial measures for violations (if any); (iv)
other documents, information and data prescribed in Article 4 of this Circular
at the request of the Credit Institution Management and Supervision Department
for classification, and shall be responsible for the accuracy and completeness
of provided documents, information and data.
2.
Before March 31 of the year following the classification year, relevant units
affiliated to the State Bank of Vietnam (excluding regional branches of the
State Bank of Vietnam and the SBV Inspectorate ) shall provide the Credit
Institution Management and Supervision Department with documents, information
and data (including information on the certification of completion of remedial
measures for violations committed by microfinance institutions, if any) at the
request of the Credit Institution Management and Supervision Department in
accordance with this Circular as a basis for classification; and shall be
responsible for the accuracy and completeness of provided documents,
information and data.
3.
Perform of tasks and powers as prescribed in this Circular.
