CIRCULAR
ON TECHNICAL SAFETY AND ENVIRONMENTAL PROTECTION INSPECTION
OF ROAD MOTOR VEHICLES
Pursuant to Law on Road Traffic
dated November 13, 2008;
Pursuant to Decree No.
12/2017/ND-CP dated February 10, 2017 of Government on functions, tasks,
powers, and organizational structure of Ministry of Transport;
At request of Director of
Science and Technology Department and Director of Vietnam Register,
Minister of Transport
promulgates on technical safety and environmental protection inspection of road
motor vehicles.

1. This Circular prescribes
technical safety and environmental protection inspection for automobiles;
trailers, semi-trailers towed by automobiles (hereinafter referred to as “motor
vehicles”).
2. This Circular does not apply to
motor vehicles of military and police authority utilized for national defense
and security.
Article 2.
Regulated entities
This Circular applies to
organizations and individuals engaging in activities related to technical
safety and environmental protection inspection of motor vehicles.
Article 3. Term
interpretation
In this Circular, terms below are
construed as follows:
1. “technical safety and
environmental protection inspection of motor vehicle” (hereinafter referred
to as “inspection”) refers to the first-time and periodic inspection and
assessment of technical safety and environmental protection of motor vehicles
according to regulations and standards.
2. “Certificate of technical
safety and environmental protection inspection of road motor vehicles” (hereinafter
referred to as “Certificate of inspection”) refers to the certificate
certifying that a motor vehicle has been inspected and conformed to standards
and regulations on technical safety and environmental protection quality.
3. “seal of technical safety and
environmental protection inspection of motor vehicles” (hereinafter
referred to as “seal of inspection”) refers to an item provided to motor
vehicles that have been issued with Certificates of inspection and allowed to
participate in road traffic within the period specified on the seal of
inspection within the territory of the Socialist Republic of Vietnam and
countries which have entered to mutual recognition agreements with Vietnam
regarding Certificate of inspection.

5. “record for vehicle dossier
preparation” refers to a record containing administration information, technical
specifications of an original motor vehicle, and update on changes during use.
6. “record of inspection”
refers to a record containing examination result and photos of the motor
vehicle in each inspection.
7. “inspection templates”
refers to molds of Certificate of inspection, seal of inspection, and record
for vehicle dossier preparation.
8. “vehicle dossier” consists
of record for vehicle dossier preparation and documents relating to
administration information, technical specification, and changes during use of
motor vehicles.
9. “inspection documents” consist
of documents recording results of each inspection.
10. “vehicle user” refers to
owner of motor vehicle, driver, or an individual bringing vehicle forward for
inspection.
11. “inspection management
program” refers to the software system developed by Vietnam Register to
manage database on inspection and manage inspection of motor vehicles, and used
in register authorities and Vietnam Register.
12. “technical documents” refer
to documents of manufacturers, certificates of competent authority, technical
specification manuals, technical regulations and standards or other technical
publications issued.
Article 4.
Prohibition in motor vehicle inspection

2. Conduct inspection when
inspecting instrument is damaged, or conduct inspection when inspecting
instrument has not been examined, assessed, and calibrated.
3. Conduct inspection without
connecting to the internet to transmit data and inspection results; conduct
inspection when surveillance camera for supervising and storing video data
fails to conform to regulations and law.
4. Assign inadequate personnel to
conduct inspection within inspection line.
5. Request vehicle users to have
their vehicles repair and serviced at designated repair and service facilities.
6. Charge money for inspection,
fees, and charges against the law; harass or behave negatively.
7. Conduct inspection and issue
Certificate of inspection for motor vehicle that have expired its service life.
8. Produce vehicle dossiers,
conduct inspection, use inspection templates, print Certificates of inspection
or seal of inspection, or submit reports on inspection results in a manner
contradicting regulations and law.
Chapter II
MOTOR VEHICLE INSPECTION

1. Preparation of vehicle dossiers
and inspection documents (including cases of revision of vehicle dossiers) of
motor vehicles shall be implemented at any register entities in the country.
2. Motor vehicles must be inspected
in inspection line. In case oversize motor vehicles cannot enter inspection
line, inspect operation and brake effectiveness on test roads outside of
inspection line. For motor vehicles operating in islands where roads are not
available to reach register authority; motor vehicles operating in areas
secured in terms of safety, security, national defense that cannot access
register authority; motor vehicles performing emergency missions (natural
disaster, disease prevention and remediation), inspection shall be performed
outside of inspection authority as per Clause 3 Article 8 hereof.
Article 6.
Necessary documents when producing vehicle dossiers and inspection documents
1. Produce vehicle dossiers
Preparation of vehicle dossiers
shall be prepared when a motor vehicle is inspected for the first time to
participate in traffic (cases where first-time inspection is conducted to issue
Certificate of inspection and seal of inspection with 15 days of validity are
not required to produce vehicle dossiers). When bringing motor vehicles
to register authority for inspection and preparation of vehicle dossiers,
vehicle users must present the following documents:
a) Present: documents on vehicle
registration (original copy of Vehicle registration issued by competent
authority or notice of receipt of original copy of registration certificate of
vehicles used as security of credit institution) or notice on date of issuing
registration;
b) Submit copies of record of
factory release quality inspection for motor vehicles manufactured and
assembled domestically (except liquidated motor vehicles);
c) Submit original copy of
Certificate of technical safety and environmental protection for renovated
motor vehicles in case of recently renovated motor vehicles.

a) Documents under Point a and
Point c Clause 1 of this Article;
b) Information on username,
password, and address of website managing tracking units and/or camera for
motor vehicles that are required to mount tracking units and/or camera;
c) Declare information on transport
service providers in document monitoring notice according to form under Annex I
attached hereto.
Article 7.
Conduct inspection and assessment of motor vehicles
1. Details of inspection, methods
of inspection, and defects of motor vehicles in inspection are prescribed under
Schedule 1 Annex II attached hereto.
2. Defects of motor vehicles in
inspection are categorized as follows:
a) Minor defects (MiD) refer to
defects that do not cause loss of technical safety and environmental pollution
when the motor vehicles participate in traffic. Motor vehicles are still
eligible for issuance of certificate of inspection;
b) Major defects (MaD) refer to
defects that may cause loss of technical safety or environmental pollution when
the motor vehicles participate in traffic. Motor vehicles are not eligible for
issuance of certificate of inspection; defects must be rectified for re-inspection;
c) Dangerous defects (DD) refer to
defects that cause direct and immediate danger when motor vehicles participate
in traffic. Motor vehicles are not eligible for issuance of certificate of
inspection and traffic participation; defects must be rectified for
re-inspection.

4. Motor vehicles that have
multiple defects of the same category shall fall under a higher category if the
combination of said defects pose a higher danger to motor vehicles.
5. In case motor vehicles undergo
re-inspection in the same day in the same register authority, register
authority shall only inspect the defects. With respect to work items relating
to brake or steering system that fails to qualify, conduct re-inspection of the
entire brake and/or steering system. In case of conducting re-inspection in
other days or in other register authorities, inspect every work item again;
6. Examination and assessment of technical
safety and environmental protection of motor vehicles must be conducted by
inspecting personnel; each motor vehicle can be assigned to one or multiple
inspecting personnel. Examination and assessment of technical safety and
environmental protection of motor vehicles are divided into 5 stages, detail
inspection work of each stage is specified under Schedule 2 Annex II attached
hereto, 5 stages include:
a) Stage 1: identification and
general examination;
b) Stage 2: upper section
examination;
c) Stage 3: brake effectiveness and
horizontal sliding examination;
d) Stage 4: environment
examination;
dd) Stage 5: lower section
examination.
7. Motor vehicles arriving for
inspection must be photographed in register authority, to be specific:

b) Photograph motor vehicle to
print on Certificate of inspection: The photograph must be taken at a 45O
angle from the back and on the right side of the vehicle in such a manner that
the photograph displays the vehicle appearance and license plate, and 75% of
the photograph must display the vehicle.
c) Photograph cargo bay; photograph
passenger compartment from the front of the vehicle and from the rear of the
vehicle in case of passenger automobiles with more than 9 seats (including
driver’s seat).
d) Photograph must be in high definition
(minimum resolution of 1280 x 720) and display time and date of photograph.
8. Inspecting personnel shall
operate the vehicles after conducting inspection. In case of a combination of
vehicles (towing trucks, and semi-trailers, single-unit vehicles, and
trailers), passenger automobiles with more than 30 seats which cannot be
operated, inspecting personnel may request vehicle users to operate the
vehicles.
Article 8.
Procedures for implementation
1. Produce vehicle dossiers
a) Register authority shall receive
documents under Clause 1 Article 6 hereof and examine according to Annex III
attached hereto; in case of inadequate documents, instruct vehicle users to
complete the documents.
b) Register authority shall print
technical specification of the vehicles from database on manufacturing,
assembling, and importing of Vietnam Register; examine motor vehicles and cross
check with documents and technical specification print. In case of liquidated
motor vehicles or vehicles bearing diplomatic license plates not included in
database on manufacturing, assembling, importing, and inspecting of Vietnam
Register, comply with Section 3 Annex IV attached hereto.
c) If examination and cross-check
results are qualified, input technical specifications and administration
information of motor vehicles to inspection management program according to
Annex IV attached hereto; print record for preparation of vehicle dossiers
using from under Annex V attached hereto; if examination or cross-check results
are not qualified, inform vehicle users to rectify.

2. Conduct inspection at register
authority
Organizations and individuals shall
bring motor vehicles and documents under Clause 2 Article 6 hereof to register
authority for inspection. Register authority shall receive documents and
conduct inspection as per procedures under Annex III attached hereto:
a) Receive; examine, look up
warning, and cross check documents with data on inspection management program;
in case of inadequate documents, instruct vehicle users to rectify; in case of
adequate documents, examine, assess technical safety and environmental
protection conditions of motor vehicles, and print record of inspection using
form under Annex VI attached hereto;
b) For inspected and qualified
motor vehicles, register authority shall return Certificate of inspection and
apply seal of inspection on the vehicles. For vehicle users who only have
notice on date of issuance of vehicle registration, register authority shall
issue notice on date of returning Certificate of inspection to vehicle users
using form under Annex VII attached hereto; when vehicle users present
documents on vehicle registration, register authority shall make copies of such
documents for archive in vehicle dossiers, inspection documents and return
Certificate of inspection. In case motor vehicles are unqualified after
inspection according to notice on website of Vietnam Register, register
authority shall remove the notice;
c) If motor vehicles carry any
defect, register authority shall print and send notice on defects using form
under Annex VIII attached hereto to vehicle users for rectification. In case
motor vehicles are unqualified after inspection and are not issued with
Certificate of inspection, register authority shall input unqualified details
in warning section on website of Vietnam Register.
3. Conduct inspection outside of
register authority
a) Vehicle users shall submit
application using form under Annex IX attached hereto which states reason and location
for inspection outside of register authority and attach list of motor vehicles
requested for inspection to register authority in person or via post service or
other methods.
b) Register authority shall examine
and review request of vehicle users, if vehicle user are eligible according to
Clause 2 Article 5 hereof and test road is eligible, register authority shall
inform vehicle users about time of inspection within 3 working days from the
date on which register authority receive written application of vehicle users.
In case test roads are ineligible, inform vehicle users in writing and
state reason for rejection.
c) Once vehicle users bring
vehicles to inspection location, register authority shall inspect motor
vehicles with procedures and methods under Clause 2 of this Article.

a) Vehicle users must carry
documents under Point a Clause 1 Article 6 hereof to register authority to
record any change.
b) Register authority shall examine
documents: in case of adequate documents, record changes in vehicle dossiers
and inspection management program; in case of inadequate documents, instruct
vehicles users to rectify. In case register authority does not manage vehicle
dossiers, send copies of documents on vehicle registration bearing seals of
that register authority to the register authority that manages vehicle dossiers
for update and archive in vehicle dossiers.
5. Record changes and revise
vehicle dossiers when technical specifications of motor vehicles change.
a) Vehicle users shall bring motor
vehicles and documents under Point a and Point c Clause 1 Article 6 hereof and
documents, technical documents relating to register authority for inspecting
and recording changes.
b) Register authority shall examine
documents; cross check with inspection management program: in case of
inadequate documents, instruct vehicle users to rectify; in case of adequate
documents, take photos and record changes in vehicle dossiers and inspection
management program. In case the register authority that conducts inspection
does not manage vehicle dossiers, register authority that conducts inspection
must send the Certificate of technical safety and environmental protection of
renovated motor vehicles, technical documents relating to revision, and copies
of Certificate of inspection to the register authority that manages vehicle
dossiers for update and archive in vehicle dossiers.
6. Procedures for revising vehicle
dossiers for some cases
a) For liquidated motor vehicles
whose information is not under database on manufacturing, assembling,
importing, and inspecting, arrive at register authority to conduct inspection,
produce vehicle dossiers if inspection results are qualified, register
authority shall issue notice on date of returning Certificate of inspection to
vehicle users using from under Annex VII attached hereto, apply seals of
inspection on vehicles, and verify conformity of liquidated motor vehicles on
database on vehicle registration or at vehicle registration authority. In case
verified information does not match the vehicles, register authority shall
inform vehicle users while terminating established vehicle users, issuing
notice on revoking seals of inspection and warnings on website of Vietnam
Register; in case verified information matches the vehicles, register authority
shall issue notice and return Certificate of inspection to vehicle users.
b) In case vehicles of
organizations licensed for temporarily import and re-export: after producing
vehicle dossiers; register authority shall conduct inspection, issue
Certificate of inspection and seals of inspection that last no longer than the
expiry date on vehicle registration while sending vehicle information to
Vietnam Register on inspection management program. Vehicle inspecting bodies
that conduct first-time inspection for temporarily imported for re-exported
vehicles after the vehicles have been transferred to agencies, organizations,
and individuals in Vietnam must verify conformity on database on vehicle
registration or vehicle registration authority and comply with Point a Clause 6
of this Article.

Article 9.
Certificate of inspection, seal of inspection
1. Qualified motor vehicles shall
be issued with Certificate of inspection and seals of inspection with form
under Annex X attached hereto.
a) Certificate of inspection and
seal of inspection provided to a motor vehicle must carry the same serial
number, be printed from inspection management program on templates issued by
Vietnam Register, and contain information conforming to vehicle dossiers and
data on inspection management program. Motor vehicles declared by vehicle users
to provide transport services shall be issued with Certificate of inspection
and seals of inspection for motor vehicles providing transport services; motor
vehicles declared by vehicle users to not provide transport services shall be
issued with Certificate of inspection and seals of inspection for motor
vehicles not providing transport services.
b) Motor vehicles that do not
participate in road traffic shall only be issued with Certificate of inspection
but not seals of inspection.
c) For motor vehicles that have
been issued with Certificate of technical safety and environmental protection
for imported motor vehicles or Certificate of technical safety and
environmental protection for assembled automobiles which mandate operation in
closed spaces and oversized vehicles according to Circular No.
46/2015/TT-BGTVT , only issue Certificate of inspection which reads “Khi tham
gia giao thông phải xin phép cơ quan quản lý đường bộ” (Ask road authority for
permission when participating in road traffic) but not seals of inspection.
2. Effective period of Certificate
of inspection and seals of inspection shall conform to frequency of inspection
under Annex XI attached hereto but does not exceed expiry date of vehicle
registration (if any) or the date on which useful life of the motor vehicles
expires.
3. Motor vehicles shall be issued
with Certificate of inspection and seals of inspection with effective period of
15 days when inspected and qualified vehicles fall under any of following
circumstances:
a) Motor vehicles under warnings on
inspection management program according to Clause 12 Article 80 of Decree No.
100/2019/ND-CP
b) Motor vehicles currently subject
to application for region transition; motor vehicles issued with the
Certificate of technical safety and environmental protection for renovated
motor vehicles; manufactured and assembled motor vehicles that have been issued
with Inspection record for release; imported motor vehicles that have been
issued with the Certificate of technical safety and environmental protection
for imported motor vehicles; exported motor vehicles that have been issued with
the Certificate of technical safety and environmental protection for
manufactured and assembled motor vehicles (in case the Certificate of technical
safety and environmental protection for manufactured and assembled motor
vehicles, provide documents of manufacturers) that need to participate in
traffic to move to defined destination (are not required to submit documents
under Article 6 hereof when inspected).

4. Certificate of inspection must
be carried by vehicle users during traffic participation, Seal of inspection is
applied on the top right corner, on the inside of the front windshield of
automobiles; for trailers and semi-trailers, seal of inspection must be placed
on the chassis close to the license plate and covered by a transparent
protective layer.
5. If Certificate of inspection or
seals of inspection are missing or damaged, vehicle users must present vehicles
for re-inspection for re-issuance of Certificate of inspection and/or seals of
inspection.
6. Upon detecting documents
provided by vehicle users are fabricated or falsified; If issued Certificate of
inspection and seals of inspection are not suitable with inspected motor
vehicles, register authority must revoke and retrieve Certificate of inspection
and seals of inspection issued to said motor vehicles (if still valid) and
reports to Vietnam Register.
7. Certificate of inspection and
seals of inspection expire when:
a) Motor vehicles are issued with
new Certificate of inspection and seals of inspection;
b) Vehicle users have declared
missing Certificate of inspection or seals of inspection with register
authority;
c) Register authority have issued
notice on retrieval;
d) Motor vehicles are involved in
accidents to such an extent that technical safety and/or environmental
protection cannot be guaranteed as per the law.
dd) Register authority has verified
discrepancy between technical specifications on Certificate of inspection and
actual technical specifications of motor vehicles.

1. Register authority shall prepare
and send application for provision of inspection templates (in person or via
post service or via email) using Form under Annex XII attached hereto to
Vietnam Register from the 15th to the 20th of the last
month of each quarter.
2. Vietnam Register shall rely on
demands of register authority to send inspection templates via post or in
person to respective register authority from the 23rd to the 30th
of the last month of each quarter.
3. In case of applying for
additional provision, register authority shall prepare and send application for
additional provision of inspection templates (in person or via post service or
via email) using Form under Annex XII attached hereto to Vietnam Register.
Vietnam Register shall rely on demands of register authority to send inspection
templates via post service or in person to register authority within 15 days
from the date of in which Vietnam Register receives applications for additional
provision of inspection templates.
Article 11.
Reports on inspection affairs
1. Reports on inspection results
and reports on use of inspection templates:
a) Name of report: Report on
inspection results and report on use of inspection templates;
b) Required contents of report:
report number of inspected vehicles, including vehicles inspected outside of
the facilities (if any), number of templates used, number of templates
remaining;
c) Report producer: report
register;
d) Report recipient: Vietnam
Register for reports on inspection results, reports on use of inspection
templates, and reports on number of inspection templates; Departments of
Transport for reports on inspection results;

e) Deadline for submission: before
the 20th of each month;
g) Frequency of report production:
submit reports on a monthly basis;
h) Figure conclusion date: from the
15th of the previous month to the 14th of the reporting
month;
i) Schedule model for report
figures: under Annex XIII attached hereto.
2. Reports on expired automobiles,
reports on close-to-expired automobiles:
a) Name of report: Report on
expired automobiles, report on close-to-be expired automobiles:
b) Required contents of report:
report number of automobiles expired and number of automobiles close to be
expired;
c) Report producer: report
register;
d) Report recipient: Vietnam
Register and Departments of Transport;

e) Deadline for submission: before
January 20 each year for reports on expired vehicles and before August 20 each
year for reports on close-to-be expired vehicles;
g) Frequency of report production:
submit reports on an annual basis;
h) Figure conclusion date: from
January 1 of reporting year for reports on number of expired vehicles, and from
January 1 of the following year for reports on number of close-to-be expired
vehicles.
i) Schedule model for report
figures: under Annex XIV attached hereto.
3. Submit irregular reports at
request of competent agencies.
Article 12.
Storage of inspection documents and data
Register authority must manage and
store vehicle dossiers, inspection documents, and inspection data. Documents
must be stored adequately, properly, and in a manner that allows easy monitor
and examination.
1. Vehicle dossiers are printed and
arranged into separate sets based on number of vehicle dossiers. Vehicle
dossiers consist of:
a) Record for vehicle dossier
preparation;

c) Certificate of technical safety and
environmental protection for renovated motor vehicles (for renovated motor
vehicles);
d) Photos of motor vehicle
appearance according to Point d Clause 1 Article 8 hereof (including cases
where renovated motor vehicles alter technical specifications and/or overall
appearance);
dd) Copies of first Certificate of
inspection after producing vehicle dossiers or after altering technical
specifications;
e) Copies of vehicle registration
documents for first-time inspection when producing vehicle dossiers or after
changing vehicle registration;
g) Documents relating to revision
of administration information and technical specifications during use of motor
vehicles (if any).
h) Documents relating to verifying
conformity on the basis of data on vehicle registration or vehicle registration
authority for motor vehicles requiring verification as per the law.
2. Inspection documents of each
motor vehicle shall be arranged into separate sets based on number of notice
for document tracking and stored by each day together with copies of notice on
daily assignment, prints of reports on daily inspection results. Inspection
documents consist of:
a) Notice for document tracking,
inspection records; for cases where re-inspection is conducted within the
working day, inspection records shall be kept in the same inspection documents;
b) Copies of: documents on vehicle
registration, Certificate of inspection, seals of inspection issued anew for
motor vehicles. Cases where seals of inspection are not issued, store templates
of seals of inspection;

d) Copies of inspection results of
tracking devices, surveillance cameras via website;
dd) Copies of photographs of cargo
bays; photographs of passenger compartment from the front of the vehicle and
from the rear of the vehicle in case of passenger automobiles with more than 9
seats (including driver’s seat).
3. Produce records of documents and
templates to monitor storage and reporting affairs, including:
a) Log for issuance of Certificate
of inspection, seals of inspection using form under Annex XV attached hereto;
b) Log for revision of records for
vehicle dossier preparation using form under Annex XVI attached hereto;
c) Record on assignment for
inspection tasks using form under Annex XVII attached hereto;
d) Log for management of records
for vehicle dossier preparation using form under Annex XVIII attached hereto.
4. Inspection data shall be stored
at register authority and on database of inspection management program at
Vietnam Register.
5. Damaged templates shall be
stored by types, serial numbers of templates, and on a monthly basis, templates

a) Vehicle dossiers and logs for
management and issuance during preparation of vehicle dossiers: stored at
register authority that produces vehicle dossiers throughout use period of
motor vehicles. Vehicles that have expired their useful life shall be disposed
after 3 years (36 months) from the expiry date.
b) Inspection documents and logs
for management and issuance during inspection; photos of motor vehicles
entering into inspection: stored at register authority that conducts inspection
and disposed after 3 years (36 months) from date of inspection.
c) Motor vehicles entering into
inspection must be recorded throughout inspection process on inspection lines
and storage period at register authority. IP surveillance camera footage during
inspection period at inspection lines must be stored at register authority
using video format for at least 30 days from the date of inspection.
d) Photos of motor vehicles
entering into inspection according to Clause 7 Article 7 hereof must be stored
under .JPEG format and classified by date of inspection within 3 years (36
months) from the date of inspection.
Chapter IV
RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
Article 13.
Responsibilities of vehicle users
In addition to works mentioned in
this Circular, vehicle users are responsible for:
1. Maintaining technical safety and
environmental protection status of vehicles as per standards when participating
in road traffic.

3. Providing and declaring accurate
information relating to inspection affairs, administration information, and
technical specifications of motor vehicles, and providing relevant documents to
register authority.
4. Preserving Certificate of
inspection and seals of inspection.
5. Returning Certificate of
inspection and seals of inspection when register authority issues notice on
revocation.
Article 14:
Responsibilities of Vietnam Register
1. Organizing and providing
specialized guidelines for motor vehicle inspection according to this Circular.
2. Developing, managing, providing
guidelines on consistent use of inspection management program, national
database on inspection; receiving and managing data on inspected motor vehicles
of register authority.
3. Inspecting and supervising
inspection works of register authority regularly, periodically, and
irregularly. Dealing with violations of register personnel, professional
personnel, and register authority as per the law, and issuing notice on
violation resolution results to local Departments of Transport.
4. Issuing and removing warnings on
inspection management program for motor vehicles failing to meet conformity in
terms of administration information, technical specifications, and cases under
Clause 12 Article 80 of Decree No. 100/2019/ND-CP dated December 20, 2019 of
the Government.
5. Printing, managing, issuing, and
guiding use of templates, inspection certificates, and disposal of damaged,
expired templates.

inspection works.
2. Providing and exchanging
information, figures relating to motor vehicle inspection.
3. Dealing with violations in
register affairs with heads, register personnel, and professional personnel
within their competence.
4. Cooperating with Vietnam
Register in performing state management regarding motor vehicle inspection and
performing other tasks within their competence.
Article 16.
Responsibilities of register authority
1. Conducting inspection and
issuing Certificate of inspection as per the law. Heads of register authority,
inspection line personnel, register personnel, and professional personnel
conducting inspection must be responsible for inspection results.
2. Publicizing procedures,
contents, standards, regulations, fees, charges, and working time.
3. Complying with storage,
reporting regimes as per the law.
4. Securing login accounts for
website of Vietnam Register and updating warning data from Vietnam Register as
per the law.

6. Complying with inspection and
supervision of the authority. Submitting reports on implementation of
inspection conclusion to Vietnam Register and Departments of Transport.
7. Managing, providing templates
and inspection certificates as per the law; disposing damaged templates as per
guidelines of Vietnam Register.
8. Inspecting, maintaining, and
repairing to maintain accuracy and functionality of inspection equipment and
tools as per the law; fully recording in log for equipment management using
form under Annex XIX attached hereto. Reporting to Vietnam Register and local
Departments of Transport when inspection lines or equipment ceases to function.
9. Using inspection management
software and equipment control software with the correct version publicized by
Vietnam Register.
10. Managing and supervising
inspection affairs.
11. Receiving application for
inspection (via phone calls, websites) of motor vehicles.
12. Developing annual and long-term
training plans for register personnel and professional personnel to improve
motor vehicle inspection capacity.
13. Providing accurate information
relating to motor vehicles during inspection period for other register
authorities if requested.
14. Sending and updating documents
relating to change in administration information, technical specifications of
motor vehicles according to Clause 4 and Clause 5 Article 8 hereof.

16. Listing, confirming in notice
of template provision, and sending to Vietnam Register within 10 working days
from the date on which inspection templates sent by Vietnam Register are
received.
17. Verify conformity on database
on vehicle registration or vehicle registration authority for liquidated motor
vehicles.
Chapter V
IMPLEMENTATION
Article 17.
Entry into force
1. This Circular comes into effect
from October 1, 2021 and replaces Circular No. 70/2015/TT-BGTVT dated November
9, 2015 of Minister of Transport.
2. Certificates of inspection and
seals of inspection provided to motor vehicles by register authority before the
effective date hereof remain valid for the entire effective period.
3. If documents referred to in this
Circular are amended or issued anew, the new versions shall prevail.
