ON MANDATORY DATA CONNECTION AND
SHARING AMONG AGENCIES WITHIN THE POLITICAL SYSTEM
Pursuant to the Law on
Organization of the Government No. 63/2025/QH15;
Pursuant to the Law on
Data No. 60/2024/QH15;
Pursuant to the Law on
Electronic Transactions No. 20/2023/QH15;
At the proposal of the
Minister of Public Security;
The Government promulgates
the Decree on mandatory data connection and sharing among agencies within the
political system.

Article
1. Scope
This Decree provides for
mandatory data connection and sharing activities among agencies within the
political system from the central level to the local level and the National
Data Architecture Framework, the National Data Governance and Management
Framework, and the Common Data Dictionary.
Article
2. Regulated entities
This Decree applies to ministries,
ministerial agencies, Governmental agencies, central agencies of political
organizations, the Supreme People’s Procuracy, the Supreme People’s Court, the
State Audit Office, the Office of the President, the Office of the National
Assembly, central agencies of the Vietnam Fatherland Front, People’s Committees
at all levels (hereinafter referred to as ministries, central agencies, and
local authorities), and agencies, organizations, and individuals directly
engaged in or related to data connection and sharing among databases and the
National Data Architecture Framework, the National Data Governance and
Management Framework, and the Common Data Dictionary.
Article
3. Interpretation of terms
1. Data audit means a systematic, independent and objective
process of evaluating data and activities of data management and data
utilization in order to ensure the completeness, accuracy, timeliness,
legality, security and traceability of data throughout the entire data
lifecycle, ensuring conformity and compliance with the National Data
Architecture Framework, the National Data Governance and Management Framework
and the Common Data Dictionary.
2. Common Data Dictionary means a system of documentation and
technical tools that uniformly define the names, descriptions, formats, units
of measurement, relationships and methods of use of data fields commonly used
among agencies and organizations within the political system in order to ensure
effective data connection, interoperability and sharing.
3. National master data means master data that are connected,
shared, utilized and commonly used among Party agencies, State agencies, the
Vietnam Fatherland Front Committee and socio-political organizations.
4. Sectoral master data means master data that are connected,
shared, utilized and used within the internal scope of Party agencies, State
agencies, the Vietnam Fatherland Front Committee and socio-political
organizations.

6. Data key means special data points that enable accurate
identification of a specific entity and standardize mechanisms for preventing
duplication; such data are standardized in terms of format, encoding,
description and classification; ensure scalability, integration and
interoperability; and are periodically updated and quality controlled in
accordance with master data governance procedures.
Article
4. General principles
1. Data connection and sharing must ensure timely and complete
execution for the proper purposes; ensure safety, security and conformity with
the scope of functions, duties and powers; and effectively serve public service
provision, governance, administration and data value utilization.
2. All mandatory data connection and sharing activities must be
conducted through the Data sharing and orchestration platform for monitoring,
traceability and performance evaluation.
3. Data sharing shall be conducted in accordance with the list
of mandatory databases, the list of mandatory data, technical standards and
mechanisms prescribed by competent authorities, ensuring uniformity, efficiency
and security across the entire system.
4. Data connection and sharing must fully comply with the
National Data Architecture Framework, the National Data Governance and Management
Framework and the Common Data Dictionary.
5. The database management authority shall publish information
on the data under its management, including data description information, data
scope, data quality, the managing authority and conditions for accessing data
in the online environment.
6. Data sharing among regulatory agencies shall not affect the
rights and responsibilities of related organizations and individuals and shall
not infringe upon the rights to privacy, personal secrets or family secrets
except where otherwise provided by law.
7. Data connected and shared must ensure up-to-date and
accurate information in accordance with the law.

Chapter
II
MANDATORY
DATA CONNECTION AND SHARING AMONG AGENCIES WITHIN THE POLITICAL SYSTEM AND
ENSURING READINESS FOR DATA CONNECTION AND SHARING
Article
5. National master data
1. Integration, synchronization and use of national master data
are mandatory for agencies and organizations within the political system when
building, updating or operating databases and information systems.
2. The source of national master data shall be established or
initialized on the principle of a single trusted data source. Each data element shall
have only one single trusted source.
3. Master data shall be established or initialized from the
data key set. The
Minister of Public Security shall publish the list of national master data on
the Common Data Dictionary system on the basis of agreement with agencies
within the political system.
4. The Ministry of Public Security shall issue master data keys
and build, manage, operate and update the list of national master data,
ensuring accuracy, consistency and technical interoperability.
Article
6. Sectoral master data
1. Ministries and central agencies shall identify, publish and
update their sectoral master data sets and integrate them into the Common Data
Dictionary system.

3. The Ministry of Public Security shall provide technical
guidance and conduct inspection and supervision of the establishment, update
and use of sectoral master data to ensure consistency and the capability for
system-wide data integration and traceability.
Article
7. Methods for mandatory data connection, sharing, utilization and use
1. Mandatory data connection and sharing among databases shall
be conducted uniformly and synchronously in compliance with the National Data
Architecture Framework, the National Data Governance and Management Framework
and the Common Data Dictionary.
2. Methods for mandatory data connection and sharing:
a) The information system
of the agency using and utilizing data connects with the information system of
the agency sharing data to query data through the Data sharing and
orchestration platform. The Data sharing and orchestration platform performs
authentication and authorization for data exchange between the two parties (on-demand data connection
and sharing);
b) The information system
of the data-sharing agency synchronizes part or all of its data to the
information system of the agency using and utilizing data through the Data
sharing and orchestration platform;
c) The information system
of the data-sharing agency synchronizes data to the National Integrated
Database through the Data sharing and orchestration platform for the purpose of
coordinating access for agencies using and utilizing data;
d) Data sharing is
packaged and stored on information storage media.
3. Agent Node is a component of the Data sharing and
orchestration platform that performs the function of securing connection points
serving data exchange and sharing among databases and information systems,
including:

b) Data sharing platforms
at ministries, central agencies and local authorities connect directly to the
Data sharing and orchestration platform through the Agent Node installed at
ministries, central agencies and local authorities;
c) Other forms of data
connection and sharing and other databases of ministries, sectors and local
authorities connect directly to the Data sharing and orchestration platform
through the Agent Node installed at ministries, sectors and local authorities;
d) The Agent Node connects
with the Data sharing and orchestration platform installed at ministries,
sectors and local authorities and is established, configured and installed by
the National Data Center.
Article
8. List of databases subject to mandatory connection and sharing
1. National databases must mandatorily connect, synchronize,
share and utilize data within the political system in compliance with the law
on data, the law on personal data protection and other relevant laws.
2. National databases and key sectoral databases prioritized
for deployment specified in Appendix I must mandatorily connect, synchronize
and share data to serve the utilization and use of shared data.
3. Databases of agencies within the political system must
mandatorily connect and share data in accordance with Appendix II enclosed with
this Decree.
4. The Ministry of Public Security shall update, adjust and
supplement the results of database connection and sharing in the Common Data
Dictionary system.

2. Data serving administrative procedure settlement, public
services and activities of direction and administration for ministries, central
agencies and local authorities must connect, share and synchronize with the
National Integrated Database for the Ministry of Public Security to coordinate
for ministries, central agencies and local authorities through the Data sharing
and orchestration platform.
3. Data within the scope of state secrets shall be connected
and shared in accordance with the law on protection of state secrets and the
law on cryptography.
Article
10. Ensuring infrastructure for data connection and sharing
1. The Data sharing and orchestration platform performs
coordination, integration and control of data flows among information systems
across the entire political system in the digital environment, ensuring
unified, seamless, secure and effective connection.
2. Data within the list subject to mandatory connection and
sharing must be conducted through the Data sharing and orchestration platform,
except in cases of direct connection between two agencies where agreement with
the Ministry of Public Security is required.
3. Data connection and sharing must comply with the law on data,
personal data protection, information security, cybersecurity and the following
provisions:
a) The entity responsible
for the information system participating in the process of data connection,
sharing, utilization and use shall be responsible for ensuring information
safety and security when data are managed, stored, processed and transmitted on
its system;
b) The agency utilizing
data shall ensure information safety and security when connecting to and
receiving shared data in accordance with the regulations of the data-providing
agency and the provisions of law.

partners

2. Cross-border data sharing must meet the following principles:
a) Compliance with the law
on data, information network security and protection of national sovereignty;
b) Ensuring access
control, authorization of use, logging and security throughout the entire data
sharing process.
3. Ministries, central agencies and local authorities
conducting cross-border data connection and sharing must update the results on
the Common Data Dictionary system; in cases of transfer and processing of core
data or important data, such activities shall comply with the law on data.
Article
12. Data connection and sharing within ministries, central agencies and local
authorities
1. Heads of ministries, central agencies and local authorities
shall direct the management, connection and sharing of data within their
management scope in accordance with the guidance of the Ministry of Public
Security, ensuring conformity and compliance with the National Data
Architecture Framework, the National Data Governance and Management Framework
and the Common Data Dictionary.
2. Specialized units responsible for digital transformation and
information technology of ministries, central agencies and local authorities
shall:
a) Provide guidance on the
management, connection and sharing of data within their management scope;
b) Monitor, urge, evaluate
and inspect the connection and sharing of data among agencies and units
internally, and advise the heads in resolving difficulties and obstacles in
data management, connection and sharing;

Article
13. Supervision of data processing activities
1. Principles for supervision of data processing activities:
a) Mandatory data
connection and sharing activities among agencies within the political system
must be continuously supervised, publicly disclosed and traceable;
b) Supervision shall be
carried out through technical systems and management mechanisms prescribed by
competent regulatory agencies;
c) Handling of violations
must ensure objectivity, transparency, proper authority and proportionality to
the nature and severity of violations.
2. The Ministry of Public Security shall take charge and
cooperate with relevant agencies in conducting inspection and evaluation of
compliance with connection standards, technical standards, ensuring information
safety and the progress of mandatory data connection, sharing, utilization and
use, and compliance with regulations on cybersecurity, information security,
the law on data and personal data protection; operate the technical system for
supervision of data connection and sharing, except for the case prescribed in
Clause 3 of this Article.
3. Party agencies, the National Assembly, the Vietnam
Fatherland Front and the Ministry of National Defense shall conduct supervision
of data connection and sharing activities within the scope of their assigned
functions and duties or cooperate with the Ministry of Public Security in
performing such supervision.
4. Results of assessment of the level of data connection and
sharing among databases serve as a basis for database ranking and evaluation of
the level of completion of tasks related to digital transformation,
administrative reform and development of digital government of each agency, and
shall be periodically published and updated on the National Data Portal and
sent to relevant agencies.

2. Data audit includes Data audit includes examination of data completeness,
accuracy and timeliness; assessment of the capability for data sharing,
interoperability and reuse; inspection of compliance with technical standards,
technical regulations and current legal provisions; and assessment of access
control, data protection and data backup procedures.
3. Data governance activities prescribed in the National Data
Governance and Management Framework must be subject to data audit by competent
authorities.
4. The Ministry of Public Security shall take charge of conducting
periodic and ad hoc data audits for data of ministries, central agencies and
local authorities, except for data audits within the management scope of the
Ministry of National Defense.
5. Results of data audit constitute one of the criteria for
evaluating the level of data maturity and the effectiveness of data governance
of each agency and organization, including compliance audit, data quality audit
and data governance capability audit.
Article
15. Database ranking
1. Database ranking shall be conducted annually.
2. Criteria for database ranking include:
a) The rate of data within
the mandatory list that have been connected and shared in accordance with
regulations and within the prescribed time limit;
b) The level of data use internally
and sharing of data with competent third parties;

d) Data quality
(completeness, accuracy, update, standardization in accordance with the Common
Data Dictionary);
dd) The level of
compliance with technical standards, information security, personal data
protection and data rights;
e) Effectiveness of
technical operation and capability for supervision and automatic warning of
data sharing activities;
g) Results of data audit;
h) The value of data
utilized and used.
3. Databases shall be classified into the following three
categories:
a) Category A (Excellent): Meeting all criteria and
exceeding the evaluation indicators;
b) Category B
(Satisfactory): Meeting
the criteria and fulfilling the evaluation indicators;
c) Category C
(Unsatisfactory): Failing to meet the criteria or failing to fulfill the
evaluation indicators.

5. Based on the ranking levels prescribed in Clause 3 of this
Article, results of task performance and commendation achievements shall be
considered and evaluated for collectives and individuals of relevant agencies
and units.
6. The Ministry of Public Security shall develop and promulgate
the Database ranking index for data connection and sharing; organize
independent evaluation or cooperate with relevant functional agencies in
evaluating data connection and sharing and publish annual evaluation and
ranking results on the National Data Portal for databases specified in Appendix
I and Appendix II enclosed with this Decree.
7. Ministries, central agencies and local authorities shall
conduct evaluation of data connection and sharing based on the Database ranking
index for data connection and sharing promulgated by the Ministry of Public
Security and publish the ranking evaluation results of databases under their
management scope, except for the databases prescribed in Clause 6 of this
Article.
Article
16. Costs for data sharing and use
1. Data sharing among databases of ministries, central agencies
and local authorities serving the objectives of state management, supervision,
direction and administration, administrative reform and provision of public
services shall not be subject to any charges in any form, except where
otherwise provided by law.
2. In cases where data sharing is conducted for commercial
purposes or for utilization of value-added data, the data-managing authority
shall have the right to propose financial schemes and data utilization in accordance
with the law.

NATIONAL
DATA ARCHITECTURE FRAMEWORK, NATIONAL DATA GOVERNANCE AND MANAGEMENT FRAMEWORK,
COMMON DATA DICTIONARY

17. National Data Architecture Framework

2. The National Data Architecture Framework ensures
synchronized and uniform data connection, sharing, utilization and use without
duplication; supports effective integration among core data layers, sectoral
data and open data; and ensures scalability, technical compatibility, data
safety and data security throughout the sharing process.
3. The National Data Architecture Framework includes:
a) The overall
architecture of the foundational data layer, including master data, classified
data, linked data, analytical data and open data;
b) Modeling of data layers
by function, including storage, sharing, utilization and analysis of data serving
direction and administration and provision of public services;
c) Identification of the
Data sharing and orchestration platforms and data connectivity between information
systems and databases at the ministry level, central level and local level with
the National Data Center.
4. The National Data Architecture Framework ensures the
principle of uniformity from the central level to the local level, ensuring
that data are utilized and used under a single, synchronized and consistent
framework across agencies within the political system.
Article
18. National Data Governance and Management Framework
1. The National Data Governance and Management Framework is a system
of principles, mechanisms, procedures and organizational structures to ensure
that the collection, storage, connection, sharing, utilization, opening and
protection of national data are conducted in a uniform and effective manner.
2. The National Data Governance and Management Framework
includes:

b) Data lifecycle
management procedures;
c) Mechanisms for
coordination, sharing and authorization for data utilization;
d) A system of technical
standards for security, safety and data protection;
dd) A model for
inspection, supervision, data audit, and evaluation of data effectiveness,
safety and quality.
3. The National Data Governance and Management Framework
provides for a layered and classified data governance and management model;
specialized units for data governance and management under such layered and
classified model; and compliance provisions and procedures to ensure that data
are uniform and interoperable among ministries, central agencies and local
authorities.
Article
19. Common Data Dictionary
1. The Common Data Dictionary comprises a set of definitions,
data structures, semantic models and data standardization rules.
2. The Common Data Dictionary system is established and updated
as a technical basis enabling different information systems and databases to
interoperate, share and use data synchronously; standardize administrative
information, identification codes, sectoral data catalogs and shared data; and
support data quality control, prevention of semantic conflicts and avoidance of
data duplication during the connection process.
3. The Common Data Dictionary provides for the overall model of
the Dictionary system, core data vocabularies and sector-based vocabularies,
and data system modeling to ensure the capability for connection and sharing
among systems and databases and international integration.

IMPLEMENTATION
Article
20. Responsibilities of the Ministry of Public Security
1. Provide guidance on mandatory data connection and sharing
activities, ensuring compliance with the National Data Architecture Framework,
the National Data Governance and Management Framework and the Common Data
Dictionary.
2. Coordinate in a uniform manner the management, connection,
sharing, utilization and protection of data across the entire political system,
ensuring synchronization, effectiveness, non-duplication and compliance with
the law.
3. Supervise, inspect and handle violations in cases of failure
to conduct or delay in conducting data connection and sharing in accordance
with the law.
4. Take charge of inspecting and evaluating mandatory data
connection, sharing, utilization and use and compliance with the law on data
connection and sharing; operate the technical system for supervision of data
connection and sharing.
5. Conduct preliminary reviews, final reviews and annual
assessment of the results of rolling out data connection, sharing, utilization
and use; propose commendation for collectives and individuals with outstanding
achievements or handle violations.
Article
21. Responsibilities of ministries, central agencies and local authorities
1. Take charge and cooperate with the Ministry of Public
Security in promulgating the list of sectoral master data, the list of open
data, and the list of shared data (from the database design stage), data
strategies, digital transformation strategies within their management scope,
detailed data governance and management frameworks, and technical procedures
for data access, data retrieval and data storage.

3. Conduct data connection and sharing with the Ministry of
Public Security and relevant information systems in accordance with the law,
the guidance of this Decree and other relevant laws.
4. Direct subordinate units to roll out in a synchronized
manner, ensuring schedule and quality of data connection, sharing, utilization
and use.
5. Review the current status of databases and public services
under their management, public services being provided and existing information
systems in order to cooperate with the National Data Center in rolling out and
ensuring uniformity.
6. Conduct data standardization, data cleansing and
re-structuring of public service provision procedures, and connect and utilize
data associated with the needs of units.
7. The entity responsible for the information system participating
in the process of data connection, sharing, utilization and use shall be
responsible for ensuring information safety and cybersecurity before and
throughout the process of data connection and sharing.
8. Conduct preliminary reviews and final reviews of data
connection and sharing activities among databases within their management scope
and update results through the Common Data Dictionary system for the Ministry
of Public Security to consolidate.
Article
22. Responsibilities of the National Data Center
1. Build, manage and operate the Data sharing and orchestration
platform and provide technical support to ministries, central agencies and
local authorities in rolling out mandatory data connection and sharing.
2. Take charge of developing and submitting to competent
authorities for promulgation and for amendments, supplementation and updates to
the National Data Architecture Framework, the National Data Governance and
Management Framework and the Common Data Dictionary. Build a system for managing
the National Data Architecture Framework, the National Data Governance and
Management Framework and the Common Data Dictionary. Provide guidance to
agencies on rollout appropriate to each level and sector.

4. Provide technical guidance on connection, and periodically
supervise and inspect the performance of data connection and sharing; regularly
and periodically update and upgrade the Agent Node servers and the Data sharing
and orchestration platform system, ensuring information security and safety and
optimization during data utilization.
5. Take charge and cooperate with relevant agencies in
conducting inspection and evaluation of compliance with connection standards,
technical standards, ensuring information safety and the progress of mandatory
data connection, sharing, utilization and use, and compliance with regulations
on cybersecurity, information security and the law on data for units conducting
direct connection through the Data sharing and orchestration platform; operate
the technical system for supervision of data connection and sharing.
Propose handling measures
for cases of failure to conduct or incomplete performance of obligations for
data connection and sharing.
6. Advise the leadership of the Ministry of Public Security in
developing and promulgating the Database ranking index for data connection and
sharing; organize independent evaluation or cooperate with relevant functional
agencies in evaluating data connection and sharing and publish annual
evaluation and ranking results on the National Data Portal.
Chapter
V
IMPLEMENTATION
PROVISIONS
Article
23. Entry into force
1. This Decree comes into force as of the date of signing for
promulgation.
2. Decree No. 47/2020/ND-CP dated April 9, 2020, of the
Government, on management, connection and sharing of digital data of regulatory
agencies, ceases to be effective as of the effective date of this Decree.

“1. The Prime Minister
shall promulgate the National Data Governance and Management Framework for
common application to regulatory agencies that connect and share data with the
National Data Center.
2. The database management authority that connects and shares
data with the National Data Center shall develop a detailed data governance and
management framework applicable to databases under its management, ensuring
conformity with the National Data Governance and Management Framework.”.
Article
24. Transitional provisions
1. Ministries, central agencies and local authorities shall
conduct data standardization and promulgate the list of sectoral master data,
the list of open data and the list of shared data in accordance with the
National Data Architecture Framework, the National Data Governance and
Management Framework and the Common Data Dictionary for databases specified in
Appendix I to this Decree before December 31, 2025.
2. For databases and information systems that have been
standardized in accordance with this Decree, data connection and sharing must
be conducted through the Data sharing and orchestration platform. The remaining databases and
information systems shall complete data standardization in accordance with this
Decree before December 31, 2026.
3. No later than December 31, 2026, mandatory data connection
and sharing among agencies within the political system shall be conducted
uniformly through the Data sharing and orchestration platform.
Article
25. Responsibilities for implementation
1. The Minister of Public Security shall provide guidance,
inspect and urge the implementation of this Decree.
2. Ministers, heads of ministerial agencies, heads of
Governmental agencies and Presidents of the People’s Committees of provinces
and centrally-affiliated cities shall, within the scope of their functions and
powers, provide guidance and implement this Decree.

National database on land
