RESOLUTION
ADOPTING
THE 2011 LAW- AND ORDINANCE-MAKING PROGRAM, ADJUSTING THE 2010 LAW- AND
ORDINANCE-MAKING PROGRAM, AND SUPPLEMENTING THE LAW-AND ORDINANCE-MAKING
PROGRAM OF THE XIITH NATIONAL ASSEMBLY
THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF
VIETNAM
Pursuant to the 1992
Constitution of the Socialist Republic of Vietnam, which was amended and
supplemented under Resolution No. 51/2001/QH10;
Pursuant to Law No. 30/2001/QH10 on Organization of the National Assembly,
which was amended and supplemented by Law No. 83/ 2007/QH11;
Pursuant to Law No. 17/2008/QHI2 on Promulgation of Legal Documents;
After examining the National Assembly Standing Committee's Report No.
328/TTr-UBTVQH12 of May 25, 2010, on the tentative 2011 law- arid
ordinance-making program, and considering opinions of National Assembly
deputies,
RESOLVES:
Article 1. To add to the
law- and ordinance-making program of the XIIth National Assembly
(2007-2011) the following draft laws:
1. The draft Law Amending and
Supplementing a Number of Articles of the Law on Election of Deputies to the
National Assembly and the Law on Election of Deputies to People's Councils;
2. The draft Law on People's
Public Security Forces (amended).

1. To transfer the Bill on the
Capital from the program for passage at the 7,h session to the program for
comment at the 8th session;
2. To remove the Bill on
Vietnam's Seas from the program for passage at the 7th session;
3. To remove (amended) draft of
the Labor Code, the Bill on Trade Union (amended), the Bill on Access to
Information and the Bill on Public Investment from the program for comment at
the 7Ul session:
4. To turn the Bill on
Securities (amended) under the program for comment at the 8th session into the
Bill Amending and Supplementing a Number of Articles of the Securities Law for
passage at the 8lh session; to turn the Bill on Insurance Business (amended)
under the program for comment at the 8"' session into the Bill Amending
and Supplementing a Number of Articles of the Law on Insurance Business for
passage at the 8th session;
5. To add the Bill Amending and
Supplementing a Number of Articles of the Law on Election of Deputies to the
National Assembly and the Law on Election of Deputies to People's Councils to
the program for passage at the 8th session;
6. To remove the Bill on
Foreigners' Entry into. Exit from, and Residence in, Vietnam from the program
for comment at the 8th session.
Article 3. To adopt the 2011
law- and ordinance-making program as follows:

Article 4.
1. The National Assembly
Standing Committee and the Government shall direct the implementation of the
law- and ordinance- making program after it has been adopted; assure the
stability of the program, adjust it only in case of extreme necessity and
comments of National Assembly deputies are required for the program adjustment.
2. The Government shall early
assign agencies to draft bills newly added to the program, consolidate drafting
boards already set up; ensure funds and other necessary conditions for
implementation of the program; and promptly promulgate documents guiding the
implementation of laws and ordinances.

4. The Council for Ethnic
Minorities and Committees of the National Assembly shall take the initiative in
coordinating with drafting agencies and submitting agencies and organizations
in the drafting, verification of. study and revision of bills before submitting
them to the National Assembly and the National Assembly Standing Committee for
consideration and passage.
5. National Assembly delegations
and deputies shall study and consult experts and concerned branches; and debate
and comment bills and draft ordinances for their finalization.
6. The National Assembly Office
shall coordinate with the Government Office and concerned agencies and
organizations in working out proper programs of operation of the National
Assembly Standing Committee, the Government and competent agencies for
successfully implementing the law- and ordinance-making program adopted by the
National Assembly, assuring the quality and progress.
This Resolution was adopted on June 19, 2010, by the XIIth
National Assembly of the Social Republic of Vietnam at its 7th
session. -
