PROMULGATING
NATIONAL TECHNICAL REGULATION ON URBAN UNDERGROUND RAILWAY STRUCTURES
Pursuant to Decree No. 81/2017/ND-CP dated
August 8, 2022 of the Government on functions, tasks, powers, and
organizational structures of Ministry of Construction;
Pursuant to Decree No. 127/2007/ND-CP dated
August 01, 2007 of the Government elaborating the Law on Technical Regulations
and Standards;
At request of Director of the Science -
Technology and Environment Department,
The Minister of Construction promulgates
Circular on National technical Regulation on “Urban Underground Railway
Structures”, QCVN 08:2018/BXD.
Article 1. The National Technical Regulation on “Urban Underground
Railway Structures”, coded QCVN 08:2018/BXD is attached hereto.
Article 2. This Circular comes into force from March 15, 2019 and
supersedes the National Technical Regulation on “Urban Underground Railway
Structures, coded QCVN 08:2009/BXD, Part 1. The Underground” attached to
Circular No. 28/2009/TT-BXD dated August 14, 2009 of the Minister of
Construction.

Foreword
The QCVN 08:2018/BXD is compiled by the Institute
of Building Science and Technology, submitted by the Department of Science Technology
and Environment, inspected by the Ministry of Science and Technology, and
promulgated by Ministry of Construction under Circular No. 11/2018/TT-BXD dated
December 26, 2018 of the Minister of Construction.
This Regulation supersedes QCVN 08:2009/BXD Urban
Underground Railway Structures - Part 1. The Underground attached to Circular
No. 28/2009/TT-BXD dated August 14, 2009 of the Minister of Construction.

UNDERGROUND RAILWAY STRUCTURES
1. GENERAL PROVISIONS
1.1 Scope
This Regulation prescribes essential technical
requirements pertaining to fire safety, hygiene and environmental safety, and
other requirements applicable in construction, renovation, management, and
operation of underground railway structures.
This Regulation does not prescribe technical
requirements pertaining to planning for underground railway, arrangement of
operation, and technical equipment, instruments of underground railway.
1.2 Regulated entities
This Regulation applies to organizations and
individuals related to construction, renovation, management, and use of
underground railway structures.
1.3 Reference documents
The following reference documents are necessary for
the application of this Regulation. If reference documents are amended or
replaced, the new versions shall prevail.

Refers to a type of urban railway that is built
underground.

Refers to a passenger transport station where

Refers to a standalone structure or a structure
incorporated with other aboveground structures that houses equipment for
extracting air and is used in ventilation system.

2. TECHNICAL PROVISIONS
2.1 General provisions
2.1.1 Location of railway line and
underground railway stations shall conform to approved planning.
2.1.2 Basic parameters of structures and equipments
of railway line must be capable of facilitating transport capacity calculated
on the basis of the highest expected passenger load in various stages and in a
manner that takes into account long-term urban development.
2.1.3 Entrance to underground railway
structures shall be so designed to prevent water from entering tunnels at
exceedance probability compliant with historical data of meteorology,
hydrology, and hydrogeology and climate change forecast data during structures’
service life.

Minimum depth at which railway tunnel is built
shall take into account protection for constructions above and feasibility of
road construction.
2.1.5 Station on underground railway line
a) Stations shall be located at crowded areas where
connectivity to other modes of transportation such as other railway stations,
roads, waterways is convenient and close to city attractions according to
approved planning.
b) Where difference in elevation between waiting
area (ticket sale and check areas) and area where platform is located is
greater than 3,5 m, escalators must be installed to accommodate passenger’s
movement in addition to stairs.
Escalators shall be installed in adequate
quantities so as to channelize passengers at the highest load in evacuation
situations from the moment in which emergencies occur at stations and other
simultaneous unfavorable situations such as one of the escalators is out of
service or suspended due to unexpected reasons.
c) Stations must satisfy accessibility for people
with disabilities and the elderly in accordance with QCVN 10:2014/BXD.
d) Corridors in stations and tunnels that are more
than 100 m in length must be outfitted with moving sidewalk.
e) Commercial areas, display areas, and other items
serving passengers must not obstruct traffic, passenger services and not affect
metro administration/management technology.
2.1.6 Soil conditions must be studied in
advance at expected limit states in general areas affected by interaction
between metro construction and operation and geological environment. Surveying
depth must be at least 10 m below the tunnel invert; surveying width must be at
least 4 times the depth at which tunnel invert is located and calculated from
the edges of the tunnel.

2.1.8 External enclosing load-bearing
elements and internal load-bearing elements of railway structures and finishing
materials must satisfy strength, durability, fire safety, and integrity
requirements against various impacts of external environment.
2.1.9 Construction materials, structures,
and construction methods shall be determined so as to guarantee service life of
tunnel lining. Tunnel lining must be properly sealed, satisfactory to strength,
durability, safety, and integrity requirements, capable of accommodating normal
operation under various impacts of external environment.
2.1.10 Measures must be taken to prevent
surface runoff, groundwater, and other liquid from entering underground railway
structures. Solutions must be taken to prevent corrosion to underground railway
structures.
2.1.11 Monitoring work of underground
railway line must establish accurate markers for the purpose of ensuring
construction quality and monitoring deformation of existing buildings and
structures in construction area.
2.1.12 Geotechnical - environmental
monitoring in underground railway structures, geological environment, adjacent
underground railway structures, and aboveground structures must be carried out
during construction, operation, and use of underground railway structures.
2.1.13 Construction quality of underground
railway structures must be inspected in accordance with applicable laws. During
operation and use, underground railway structures must be monitored,
supervised, and evaluated in order to detect safety risks to the structures and
adjacent structures.
2.1.14 Underground railway structures and
technical system must undergo periodic maintenance and service or replacement
so as to maintain normal operation capacity of the system as per design
throughout service life of the structures.
2.1.15 Technical system of underground
railway structures shall be so designed to meet safety requirements and energy
effectiveness and efficiency.
2.1.16 Air quality monitoring system of
underground railway structures shall be continuously operating and
independently supervised in order to ensure safe air quality.

2.2 Ventilation of
underground railway structures
2.2.1 Ventilation and air-conditioning
system must be able to ensure air quality compliant with QCVN 05:2013/BTNMT and
QCVN 06:2009/BTNMT and employ appropriate treatment solutions such as
regeneration or closed-system ventilation and technical - technological
solutions serving such purposes.
2.2.2 Ventilation system must facilitate air
change and air velocity in work items of underground railway structures.
a) Minimum air exchange rate shall be 3 times/h.
b) Minimum air exchange volume is 30 m3/h
or 50 m3/h during peak hours for every passenger.
c) Maximum air velocity shall be:
- 15 m/s in main tunnels;
-8 m/s in vertical or horizontal tunnels;
- 5 m/s via vents;

e) Maximum carbonic (CO2) content at
crowded areas shall be 0,1% of volume.
2.2.3 Underground railway structures and
work items that are enclosed on the ground must be outfitted with system for
monitoring and examining air parameters as follows:
- Air temperature and humidity at one end of
station and machinery location;
- Air temperature at ticket lobbies and corridors
between stations;
- Carbonic (CO2) content at both ends of
platform, corridors between stations, and crowded areas;
- Carbon monoxide (CO), toxic gas, combustible gas
content at underground sections that intersect gas-filled stratums, gas pipes,
and machinery location.
2.2.4 Ventilation in tunnels must
incorporate other structural technical solutions in smoke extraction mode in
order to ensure effective smoke protection for means of egress in underground
stations, enclosed aboveground stations, structures connecting stations, in
railway tunnels, dead-end tunnels, side tunnels, and other enclosed aboveground
work items.
2.2.5 Localized ventilation equipment shall
be outfitted to provide smoke protection for underground stations of
underground railway structures. Controlling equipment of localized ventilation
must have its automatic control turned off in case of fire. For the purpose of
smoke compartmentalization, additional technical solutions such as pressurized
ventilation equipment and partitions above platform spaces (intermediate
spaces) of the station must be installed. Ventilation for smoke protection in
administrative, medical, operation, commercial areas, and other areas must
prevent smoke from entering means of egress throughout evacuation period from
underground railway stations to outside space.
2.2.6 Location, intake and extraction
direction of vents must satisfy fire safety and urban environment requirements.

2.2.8 Separation distance from aboveground
ventilation stations to main roads and streets, enclosed parking garages,
commercial areas, and windows of adjacent structures and buildings must not be
lower than 25 m; to refueling stations, storage facilities of oil and oil
products, gas, wood materials, gas and oil pipes, oil processing and chemical
industry work items must not be lower than 100 m.
In respect of crowded urban areas, separation
distance of working ventilation stations under 2.2.8 can be lowered as long as
air quality according to QCVN 05:2013/BTNMT and QCVN 06:2009/BTNMT are met,
urban environment requirements pertaining to noise and vibration according to
QCVN 26:2010/BTNMT and QCVN 27:2010/BTNMT are met, and requirements pertaining
to structure construction, operation, and maintenance are met.
2.2.9 Distance between the ground and the
bottom of vents must not be lower than 2 m. Vents must also be positioned above
flood level where prone to flooding.
2.2.10 Where vents of tunnels are installed
in structures, the vents must be located at a minimum height of 2 m on the
roof.
2.2.11 Vents shall be so designed to prevent
unlawful access of humans, animals, and other foreign objects.
2.3 Water supply and drainage
of underground railway structures
2.3.1 Underground railway structures must be
outfitted with internal water supply and drainage system or separate systems
for tap water, water for firefighting, and water for technology. Localized
wastewater treatment system shall be taken into consideration in underground
railway structures so that wastewater is treated before being discharged into local
drainage system.
2.3.2 Technical requirements of supply and
drainage system for tap water and technology water shall conform to standards
applicable to water supply and drainage in structures and buildings. Technical
requirements of firefighting water supply system shall conform to 2.5.20
hereof.
2.3.3 Underground railway structures shall
be outfitted with system for collecting and draining water that permeates the
ceiling with damaged waterproofing, during firefighting, during cleaning, and
during operation of technology equipment.

2.4.1 Electricity supply for underground
railway structures shall be done safely according to QCVN01:2008/BCT and QCVN
QTĐ 8:2010/BC pertaining to electricity safety. Cables used in electrical grids
must be non-combustible cables.
2.4.2 Electricity supply for underground
railway structures must be provided by two independent sources of city power
system and shall be so determined that in case one power source is interrupted,
the system still receives adequate electricity.
2.4.3 Order of priority for power supply:
a) Special type: communication, train control,
remote and automatic control of emergency electricity and lighting equipment.
b) Type I: load network, elevators, tunnel lighting
network, automatic fire alarm, fire suppression, smoke extraction, water
drainage, protection devices and automatic payment devices.
c) Type II: power grid for lighting at stations,
d) Type III: ventilation equipment in tunnels and
other equipment.
2.4.4 Measures shall be taken to inspect and
protect underground railway structures and prevent current-induced corrosion.
2.4.5 Ensure the highest level of automation
of equipment operation, examine stipulated working modes, issue warning signals
for noncompliance with working modes of controlling devices. Electrical
equipment must be outfitted with localized control scheme, remote control
scheme, and automatic measurement.

2.4.7 Service lighting and emergency
lighting systems must be separate. Working lighting at passenger areas in
stations can be uniform or localized.
2.4.8 Standard illuminance on a horizontal
plane at passenger areas at stations and connecting tunnels is prescribed under
Schedule 1. Permissible deviation of these values shall range between -10% to
+20%.

2.4.9 Emergency lighting shall be installed
at passenger areas, production areas, recreational areas, and in tunnels. Illuminance
of emergency lighting shall equal 5% of standard value for service areas to a
minimum of 2 Lux for passenger areas and 0,5 Lux for tunnels.
2.5 Fire safety, prevention,
and firefighting in underground railway structures
2.5.1 Fire safety, prevention, and
firefighting systems used in underground railway structures must be operational
throughout the incipient stage, growth stage, and firefighting stage of a fire
and must allow safe access to fire areas and automatic, remote firefighting.
2.5.2 Fire-resistance rating of fire
partitions and load-bearing structures must be higher than the free-burn period
with reasonable safety coefficient depending on the type of structural element
and occupancy of structures or structure parts.
2.5.3 Consideration shall be taken in order
to minimize the use of combustible materials in structure elements and
equipment of underground railway structures. Floor, wall, and partitions on
means of egress must be non-combustible materials. All doors installed in
underground railway structures must be fire-rated doors.
2.5.4 Underground railway structures shall
be outfitted with automatic firefighting devices and fire alarm systems capable
of accurately identifying target and location of fire.
2.5.5 All structural elements of underground
areas of underground railway structures must be compliant with fire risk grade
K0 according to QCVN 06:2010/BXD.
2.5.6 All aboveground lobbies of stations,
buildings, and structures affiliated to stopping stations and aboveground
building with other occupancies shall have minimum fire resistance grade of II
and minimum structural fire risk class of S1.
2.5.7 Fire-resistance rating of structural
elements of underground railway structures shall be compliant with Schedule 2.

2.5.8 Connecting structural elements of corridors
in aboveground sections (or elevated sections) and enclosed aboveground
stations must have minimum fire risk class K0 and minimum fire-resistance
rating R45.
2.5.9 Fire-resistance rating of structure of
cable channels in stations and electrical substations, ventilation cable
channels below platform must be at least R45; of channel covers at platform
area must be at least EI15.
2.5.10 Partitions in cable tunnels shall
consist of Ch1 materials with minimum fire-resistance rating of EI45.
Cable tunnels and chambers of stations must contain
at least one partition.
Partitions shall consist of Ch1 materials. Entrance
and exit of tunnels and partitions must consist of Ch2 materials or higher with
minimum fire-resistance rating of EI30. All fire compartments shall be
outfitted with automatic fire alarm system.
2.5.11 Where lobbies of stations are
adjacent to or within buildings used for other occupancies, they must be
physically separated by walls and floor consisting of Ch1 materials and
containing direct exit that leads outside.
2.5.12 Underground spaces shall be outfitted
with fire-rated doors of which minimum fire-resistance rating is:

b) Doors on partitions between corridors over
sections not greater than 60 m in length: EI15;
c) Doors on other partitions: EI15.
2.5.13 Materials of which fire risk
properties are higher than Ch1, BC1, SK1, ĐT1 must not be used for drainage
surfaces in passenger areas of stations.
2.5.14 Third rail covers shall consist of Ch1
materials.
2.5.15 Structural elements and floors of
station structures shall be covered by non-combustible materials.
Walls and floors on means of egress must be
plastered or tiled by non-combustible materials or coated by non-combustible
paint.
Separate structural elements, plastering and tiling
layers of walls, ceiling of stations can utilize materials of which fire risk
properties are not lower than Ch1, BC1, SK2, ĐT2 if adequate basis is provided.
2.5.16 In respect of station areas
frequented by employees, flooring materials must not have fire risk properties
lower than Ch2, BC2, LT2, SK2, ĐT2.
In respect of recreational areas and production
areas and other areas not frequented by employees, flooring materials shall be
non-combustible materials.

2.5.18 Seats on platform shall consist of
non-combustible materials; seat surface shall consist of materials of which
fire risk properties are not lower than Ch2, SK2, ĐT2.
2.5.19 Floors of ventilation cable
compartments in escalator compartments must be properly sealed and must have
minimum fire-resistance rating of REI 45. Exits of ventilation channels that
lead to ground level must be at least 15 m away from lobby entrance.
2.5.20 A minimum of two fire hydrants shall
be connected to city water system and installed at most 100 m away from
entrance of shallow-sitting stations and at most 20 m away from aboveground
lobbies or entrance to lobbies of deep-sitting stations.
NOTE: Deep-sitting stations are stations that are
usually built via covered excavation method. Shallow-sitting stations are
stations that are usually built via open excavation method.
2.5.21 Fire hydrants shall be installed in
vicinity of train stop areas where spacing between hydrants is not greater than
100 m. The aforementioned requirement also applies to areas in vicinity of
buildings. These hydrants shall be outfitted with light indicators.
2.5.22 For the purpose of supplying water
for firefighting in vicinity of train parking stations, external water sources
(water tanks) can be used as long as they are always available for use.
2.5.23 Underground buildings, structures,
and spaces shall be outfitted with automatic fire alarm and firefighting
systems in accordance with Schedule 3.
Areas on station pathways (dead-end paths) and
areas where trains stop at night shall be outfitted with localized firefighting
systems.

2.5.25 Underground spaces of stations and
adjacent structures of tunnels shall be outfitted with rudimentary firefighting
equipment.
2.5.26 Primary storage facilities for
combustible materials shall be located in aboveground sections of underground
railway structures.
Secondary storage facilities for oil and combustible
paint shall be located at the same elevation as walkways for walking passengers
and machine rooms for escalators.
2.5.27 Smoke protection measures installed
on means of egress in stations and connecting structures of stations must
facilitate evacuation of passengers and employees and prevent smoke from
entering tunnels adjacent to stations at which trains park and adjacent
stations.
Means of egress that lead to lobbies of underground
stations with 3 floors (or more) containing production, operation, sanitary,
recreational, and other service spaces shall be outfitted with smoke protection
measures for employees.
2.5.28 Smoke protection measures for means
of egress in train tunnels shall be:
- Direction of air flow shall be the opposite from
that of evacuation and shall be unchanged in sections where direction of air
flow can easily be altered if people in the area evacuate in one direction
relative to the source of fire.
- If people in the area evacuate in two directions
relative to the source of fire, reduce air velocity in tunnels to 0,5 m/s.
For the purpose of providing smoke protection for
stations and tunnels, tunnel ventilation equipment and localized ventilation
equipment shall be installed. For the purpose of smoke compartmentalization, special
ventilation equipment and partitions above platform spaces (intermediate
spaces) of the station must be installed.

a) For stations:
- Fire breaks out in the first, the middle, or the
last carriage on any rail at station;
- Fire breaks out in escalator compartments or
machine rooms of escalators and in lobbies;
- Fire breaks out in connecting escalators.
b) For train tunnels: fire breaks out in trains.
2.5.30 Ventilation for smoke protection in
administration, medical, commercial spaces and other spaces must be able to
prevent smoke from entering means of egress throughout period in which people
evacuate from stations to outside spaces.
2.6 Emergency exit
2.6.1 Ensure thorough evacuation from
underground railway structures in case of fire and other emergencies. Means of
egress shall be outfitted with means for limiting dangerous impact of fire on
humans and must not contain obstacles that may obstruct evacuation process.

b) Structures for changing trains to stations of
other railway lines or according to a)
2.6.3 Length of dead-end sections of spaces
and structures (corridors, cable tunnels, ventilation channels) shall not be
greater than 25 m.
2.6.4 Quantity and total length of exits
from spaces, floors of buildings and structures hall be determined by the
highest number of people to be evacuated and separation distance between
locations frequented by employees to the nearest emergency exits.
2.6.5 For the purpose of evacuating people
from platform spaces, a minimum of two separate exits shall be required.
2.6.6 In respect of stations where transit
stations are incorporated with common lobbies, ensure separate operating
capability of the stations and prevent the presence dangerous factors in case
of fire at any station.
2.6.7 In respect of recreational and
production rooms, width of corridors and stairs shall not be lower than:
a) 1,2 m for corridors;
b) 1 m for stair stringer width;
c) 0,8 m for open stairs between levels in
auxiliary stations.

2.6.8 Where trains stop in-between stations
to allow passengers to evacuate, means of egress shall be positioned on one
side of single-tube train tunnels or on both sides of double-tube train
tunnels.
Width of means of egress from tunnels at a height
of 1,5 m from walking surface shall not be lower than 0,7 m.
2.6.9 For the purpose of evacuating
passengers, means of egress that run along train tunnels towards adjacent
stations shall be installed and accompanied by instruction signs indicating
direction and distance to the nearest stations. Width of means of egress shall
be 0,6 m to 0,9 m; elevation of walking surface shall match that of approach platform;
minimum clear height shall be 2 m; handrails shall be installed on the side of
tunnel linings.
2.6.10 Secondary exits on tunnel sections
that are in-between stations or areas of refuge shall be outfitted with
pressurizing buffer spaces where air pressure in case of fire is not lower than
20 Pa, separate fire safety systems, and separate rescue system.
NOTE: Area of refuge refers to a separate
underground space where passengers can remain in case of dangerous situations
in train tunnels. Such area shall be outfitted with separate fire safety,
lighting, communication, ventilation, drainage system.
2.6.11 Volume of area of refuge shall be
determined by the highest number of passengers at any operating stage at a
standard rate of 1 m2 per person.
Calculated duration where passengers remain at
areas of refuge shall be at least 7 hours. Each area of refuge shall be so
designed as a separate fire compartment.
2.7 Information and
communication in underground railway structures
2.7.1 Underground railway structures shall
be outfitted with automatic operation information and conversation information
stations, systems.

Conversation information generally facilitates
coordination and control of train operation and services.
All controlling information shall be recorded by
recording devices.
2.7.3 Information stations shall contain
information in form of conversation, electric meters, speakers, monitoring
screens for the purpose of examining train operation, adjusting passenger
flows, control order from control stations regarding passenger evacuation in
case of fire and communication of control stations and other figureheads with
employees at stations and vicinity of stations.
2.8 Environmental protection
in construction and operation of underground railway structures
2.8.1 Environmental conditions inside
underground railway structures shall satisfy requirements pertaining to air
environment (cleanliness, composition and concentration of gas, dust, smoke,
temperature, humidity, velocity of air), lighting, noise, vibration depending
on occupancy of work items, quantity and duration of stay of passengers and
employees in underground railway structures.
NOTE: Air environment quality, lighting, noise, and
vibration shall conform to standards and technical regulations applicable to
structures.
2.8.2 In respect of underground stations
occupied by employees and passengers, mechanical ventilation system with
minimum air change rate of 3 times/h shall be required. In crowded areas, air
change shall be determined by calculation so that volume of air supplied is not
lower than 60 m3/h/person and emergency smoke extraction ventilation
system shall be so designed to ensure safe evacuation for humans.
NOTE: Crowded areas are rooms of which area equals
to or exceeds 50 m2 and density of temporary or regular occupants
exceeds 1 person/m2.
2.8.3 Technical requirements pertaining to
noise and vibration protection for underground railway structures and
surrounding structures, environment shall conform to environment regulations
under technical standards applicable to structures.

2.8.5 Underground railway structures must
not damage/infringe upon existing water works and hydrogeology conditions of
nearby areas.
2.8.6 Solutions must be taken in order to
protect houses and urban structures during construction and operation of
underground railway lines.
2.8.7 Solutions must be taken in order to mitigate
noise and vibration of stations and buildings located along railway lines,
during train operation, during escalator operation, and during operation of
other equipment of underground trains.
2.8.8 Examination pertaining to
environmental protection, noise and vibration for houses and public structures
shall be conducted during operation and use of underground trains.
2.8.9 Solutions must be taken in order to
protect and examine effectiveness of current-induced corrosion preventive
measures during operation of underground trains.
3. REGULATIONS ON MANAGEMENT
3.1 Investment projects and construction
design dossiers for construction or renovation of underground railway
structures shall be companied by presentation regarding compliance with QCVN
08:2018/BXD.
3.2 Inspection of projects and design
dossiers of underground railway structures; examination, commissioning, and
operation of underground railway structures; maintenance operation shall
conform to this regulation and be carried out in accordance with applicable
construction investment laws. In special cases, the Ministry of Construction
shall only allow replacement to provisions hereunder if adequate technical
dossiers are submitted to the Ministry of Construction. Such technical dossiers
must include alternative design solutions that utilize technical documents
(technical standards, technical regulations) of developed countries and must be
inspected and approved by competent field-specific authorities.
4. ORGANIZING IMPLEMENTATION

4.2 Local construction authorities are
responsible for arranging examination for compliance with QCVN 08:2018/BXD in
construction investment and management, operation of underground railway
structures in their jurisdiction in accordance with applicable regulations on
construction investment.
4.3 In respect of projects approved and
commenced before the effective date of QCVN 08:2018/BXD, approved framework of regulations
and standards shall prevail. In respect of projects approved but not commenced
before the effective date of QCVN 08:2018/BXD, implementation of these projects
shall conform to QCVN 08:2018/BXD.
4.4 Difficulties that arise during
implementation of this document shall be reported to Science - Technology and
Environment Department (the Ministry of Construction).
