CIRCULAR
ASSESSMENT
TECHNIQUES OF HYDROGRAPHIC MATERIALS
Pursuant to Law on hydrometeorology dated
November 23, 20215;
Pursuant to Government’s Decree No.
38/2016/ND-CP dated May 15, 2016, detailing
a number of articles of the Law on Hydro-meteorology; Government’s Decree No.
48/2020/ND-CP dated April 15, 2020 amending a number of Articles of the
Government's Decree No. 38/2016/ND-CP dated May 15, 2016, detailing a number of
articles of the Law on Hydro-meteorology;
Pursuant to Decree No. 35/2025/ND-CP dated
February 25, 2025 defining the functions, tasks, powers and organizational
structure of the Ministry of Agriculture and Environment of Vietnam;
At the request of the Director of Vietnam
Meteorological and Hydrological Administration;
The Minister of Agriculture and Environment of
Vietnam promulgates a Circular on assessment techniques of hydrographic
materials.

Article 1. Scope
This Circular provides technical regulations on
quality assessment of hydrological monitoring materials at hydrological
stations within the national meteorological and hydrological station network.
Article 2. Regulated entities
This Circular applies to agencies, organizations,
and individuals relevant to the quality assessment of hydrological monitoring materials
at hydrological stations within the national meteorological and hydrological
station network.
Article 3. Interpretation of
terms
For the purposes of this Circular, terms used
herein shall be construed as follows:
1. Hydrological materials include original
records containing monitoring information data, adjustments, self-drawn
diagrams, and tables; reports on monitoring activities and information mediums
at hydrological stations.
2. Document inspection and control includes
reviewing the completeness, legitimacy, physical condition, and format of
materials; analyzing and comparing the results of monitoring, adjustments, and
modifications of materials on norms, standards, technical regulations to
identify errors or omissions during the process of monitoring, adjustment,
modification, data collection, and information processing; determining the
volume, capacity of materials at hydrological stations.
3. Assessment of quality of hydrological
materials refers to activity of determining the quality based on the
results of document inspection and control.

5. Temporal data rationality refers to the
rationality of one or multiple hydrological factors compared to data values at
the same monitoring location over different time periods.
6. Rationality according to monitoring factors means
examining hydrological monitoring data between factors at the same time at the
same location
7. Document errors refer to errors
occurring in monitoring, calculation, adjustment, and modification where works
and measurement instruments fail to meet technical regulations.
8. Standard point refers to the highest
point defined to evaluate the quality of hydrological materials.
9. Deduction point refers to points deducted
for errors or omissions.
10. Quality point is the difference between
the standard point and the total deduction points.
11. Non-automatic hydrological measurement
instruments (including: manual measurement instruments, semi-automatic
measurement instruments) refer to technical instruments for measurements, data transmission
of hydrological factors carried out by humans.
12. Automatic hydrological measurement
instruments refer to technical instruments, including: measurement
instruments/tools; measurement instruments/tools with measuring functions;
measurement systems for automatic measurements of hydrological factors.
13. Hydrological stations measuring with
non-automatic measurement instruments are the stations where all or some
hydrological factors at the station are measured and transmitted directly by
observers.

Article 4. Rules for assessment
of the quality of hydrological materials
1. Comply with standards, criteria, technical
regulations, and other relevant regulations.
2. Ensure accuracy, objectivity, completeness, and
comprehensiveness of the assessment contents.
3. For modified materials: Assessment should only
be conducted when the monitoring materials meet the requirements.
Chapter II
TECHNICAL REGULATIONS
FOR ASSESSING THE QUALITY OF HYDROLOGICAL MATERIALS
Article 5. Hydrological
materials to be assessed
1. Hydrological materials measured with
non-automatic measurement instruments:
a) Record book of hydrological factor monitoring
results;

d) Monthly report, quarterly report on station operations
and the records regarding inspection, maintenance, periodical replacement of
measurement instruments and inspection, troubleshooting at the station; reports
on special weather phenomena (if any);
dd) Data files.
2. Modified hydrological materials measured with
non-automatic measurement instruments:
a) Monitoring evaluation form, monitoring period;
b) Explanatory materials of modifications;
c) Monitoring and modification tables;
d) Relevant charts, drawings, process diagrams.
3. Hydrological materials measured with automatic
measurement instruments:

b) Report on the operation status of the automatic
station network;
c) Records of inspection, maintenance, and
replacement of periodic measurement instruments; records of inspection,
troubleshooting at the station according to technical regulations for the
operation of automatic hydrometeorological stations.

a) Completeness of monitoring materials;

c) Works, measurement instruments;
d) Monitoring methods, sequences, calibration of
measurement instruments;

3. Hydrological materials measured with automatic
measurement instruments:
a) Completeness of materials, including:
completeness of submitted materials and automatic monitoring information/data
of the station; continuity, timeliness, and accuracy of automatic monitoring
and transmission of data from the station to the receiving agency;
b) Structures and types of automatic data

d) Calibration of measurement instruments;
dd) Rationality of data in terms of space, time,
and monitoring factors.
Article 7. Measures for
assessing the quality of hydrological materials:
1. Inspect and control hydrological materials.
2. Assess the quality of hydrological materials
using a scoring method, based on standard points, deduction points, and the
quality index of materials to classify into levels of good, satisfactory,
average, and poor. Where:
a) The standard point is calculated as 100 points,
determined for each quality assessment category of materials; the total
deduction points must not exceed the standard point in each category.
b) Deduction points are calculated for each error
or omission, determined based on the analysis and assessment of errors
according to contents specified in Article 6 and specified materials specified
in Article 5 of this Circular. When assessing the quality of an monitoring
factor containing calculation errors (chain reactions) that do not
significantly affect the overall quality, the deduction points are counted only
once;
c) The quality point (QP) of monitoring
materials/modified materials is calculated by subtracting the standard point
(SP) from the total deduction points (ΣDT);
d) The formula for calculating the quality point of
monitoring materials/modified materials is as follows:

dd) Report the results of the assessment of the
quality of hydrological materials.
Article 8. Assessment of the
quality of hydrological materials
1. Inspect the quantity and specifications of
hydrological materials according to regulations (specified in Appendix I
attached hereto)
2. Control the quality of hydrological materials
according to regulations (specified in Appendix II attached hereto)
3. Assess the hydrological materials measured with
non-automatic measurement instruments and modified materials:
a) Standard points for quality assessment
categories of monitoring hydrological materials measured with non-automatic
measurement instruments and modified materials are specified in Table 1 as
follows:

b) Prepare a report on assessment results of modified
materials according to the form in Appendix IV attached hereto
c) Prepare a report on assessment results of the
quality of hydrological materials using automatic measurement instruments
according to the form in Appendix V attached hereto;
d) Prepare monthly reports as stipulated in points
a and c of this Clause and submit them to the competent entity by the 28th of
the following month.
Article 9. Assessment and

1. Assessment of the quality of the
hydrological materials measured with non-automatic measurement instruments
and modified materials
The quality of hydrological materials measured with
non-automatic measurement instruments and modified materials shall be assessed
and classified in accordance with Table 5 as follows:

2. Circular No. 38/2016/TT-BTNMT dated December 15,
2016, issued by the Minister of Natural Resources and Environment shall cease
to have effect from the effective date of this Circular.
Article 11. Transition clauses
The organizations and individuals who have been
approved tasks for the quality assessment of hydrological materials of stations
within the national hydrometeorological station network before the effective
date of this Circular and have complied with Circular No. 38/2016/TT-BTNMT
dated December 15, 2016 of the Minister of Natural Resources and Environment
shall continue to carry out the tasks according to Decisions to approve the
tasks for quality assessment of hydrological materials of stations within the
national hydrometeorological station network. Any adjustments made after the
effective date of this Circular shall comply with this Circular.
Article 12. Implementation
1. The Director of Vietnam Meteorological and
Hydrological Administration shall disseminate and inspect the implementation of
this Circular.
2. Ministries, ministerial-level authorities,
People's Committees of provinces, and relevant agencies and organizations shall
implement this Circular./.
