HƯỚNG DẪN TRIỂN KHAI ĐÀO TẠO TRÌNH ĐỘ TIẾN SĨ, TRÌNH ĐỘ THẠC SĨ CHO GIẢNG VIÊN CÁC CƠ SỞ GIÁO DỤC ĐẠI HỌC THEO QUYẾT ĐỊNH SỐ 89/QĐ-TTG NGÀY 18 THÁNG 01 NĂM 2019 CỦA THỦ TƯỚNG CHÍNH PHỦ PHÊ DUYỆT ĐỀ ÁN NÂNG CAO NĂNG LỰC ĐỘI NGŨ GIẢNG VIÊN, CÁN BỘ QUẢN LÝ CÁC CƠ SỞ GIÁO DỤC ĐẠI HỌC ĐÁP ỨNG YÊU CẦU ĐỔI MỚI CĂN BẢN, TOÀN DIỆN GIÁO DỤC VÀ ĐÀO TẠO GIAI ĐOẠN 2019 – 2030

Căn cứ Luật Giáo dục số 43/2019/QH14 ngày 14 tháng 6 năm 2019; Luật Giáo dục số 123/2025/QH15 ngày 10 tháng 12 năm 2025 của Quốc hội sửa đổi, bổ sung một số điều của Luật Giáo dục;

Căn cứ Luật Giáo dục đại học số 125/2025/QH15 ngày 10 tháng 12 năm 2025 của Quốc hội;

Căn cứ Nghị định số 37/2025/NĐ-CP ngày 26/02/2025 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Bộ Giáo dục và Đào tạo;

Căn cứ Quyết định số 89/QĐ-TTg ngày 18 tháng 01 năm 2019 của Thủ tướng Chính phủ phê duyệt Đề án Nâng cao năng lực đội ngũ giảng viên, cán bộ quản lý các cơ sở giáo dục đại học đáp ứng yêu cầu đổi mới căn bản, toàn diện giáo dục và đào tạo giai đoạn 2019 - 2030;

Theo đề nghị của Vụ trưởng Vụ Giáo dục Đại học;

Bộ trưởng Bộ Giáo dục và Đào tạo ban hành Thông tư Hướng dẫn triển khai đào tạo trình độ tiến sĩ, trình độ thạc sĩ cho giảng viên các cơ sở giáo dục đại học theo Quyết định số 89/QĐ-TTg ngày 18 tháng 01 năm 2019 của Thủ tướng Chính phủ phê duyệt Đề án Nâng cao năng lực đội ngũ giảng viên, cán bộ quản lý các cơ sở giáo dục đại học đáp ứng yêu cầu đổi mới căn bản, toàn diện giáo dục và đào tạo giai đoạn 2019 - 2030.

Chương I

NHỮNG QUY ĐỊNH CHUNG

Điều 1. Phạm vi điều chỉnh và đối tượng áp dụng

1. Thông tư này hướng dẫn việc tổ chức triển khai đào tạo trình độ tiến sĩ, trình độ thạc sĩ cho giảng viên các cơ sở giáo dục đại học theo Quyết định số 89/QĐ- TTg ngày 18 tháng 01 năm 2019 của Thủ tướng Chính phủ phê duyệt Đề án Nâng cao năng lực đội ngũ giảng viên, cán bộ quản lý các cơ sở giáo dục đại học đáp ứng yêu cầu đổi mới căn bản, toàn diện giáo dục và đào tạo giai đoạn 2019 - 2030 (sau đây viết tắt là Đề án), bao gồm: những quy định chung; đối tượng và tiêu chuẩn nhận kinh phí hỗ trợ từ Đề án; quyền và trách nhiệm của người học; yêu cầu và tiêu chí xét chọn ngành, cơ sở đào tạo; trách nhiệm và quyền hạn của cơ sở đào tạo, cơ sở cử đi và tổ chức thực hiện Đề án.

2. Thông tư này áp dụng đối với các cơ sở giáo dục đại học, các tổ chức và cá nhân có liên quan đến thực hiện mục tiêu, nhiệm vụ đào tạo trình độ tiến sĩ, trình độ thạc sĩ cho giảng viên các cơ sở giáo dục đại học trong phạm vi Đề án.

Điều 2. Giải thích từ ngữ

1. Cơ sở cử đi là cơ sở giáo dục đại học trong nước (không bao gồm những cơ sở giáo dục đại học tư thục có vốn đầu tư nước ngoài) có nhu cầu nâng cao năng lực đội ngũ giảng viên ở trình độ tiến sĩ trong phạm vi Đề án.

2. Cơ sở đào tạo là cơ sở giáo dục đại học, viện nghiên cứu, tổ chức giáo dục trong nước và ở nước ngoài được cấp có thẩm quyền của nước sở tại cho phép tổ chức đào tạo và cấp bằng tiến sĩ, bằng thạc sĩ; đáp ứng quy định của Thông tư này, được Bộ Giáo dục và Đào tạo xét chọn và công bố trong phạm vi Đề án.

3. Giảng viên cơ hữu là nhà giáo cơ hữu được tuyển dụng và thực hiện chế độ làm việc toàn thời gian tại duy nhất cơ sở giáo dục đại học cử giảng viên đi học theo Đề án.

4. Giảng viên nguồn là những người đã trúng tuyển hoặc đang theo học chương trình đào tạo trình độ tiến sĩ trong nước, nước ngoài hoặc liên kết trong nước và nước ngoài nhưng không thuộc đối tượng của Đề án Đào tạo giảng viên có trình độ tiến sĩ cho các trường đại học và cao đẳng giai đoạn 2010 - 2020 (theo Quyết định số 911/QĐ- TTg ngày 17 tháng 6 năm 2010 của Thủ tướng Chính phủ), cam kết trở thành giảng viên các cơ sở giáo dục đại học tại Việt Nam.

5. Người học là giảng viên cơ hữu, giảng viên nguồn đáp ứng quy định của Thông tư này, được cơ sở cử đi tuyển chọn và được Bộ Giáo dục và Đào tạo phê duyệt cấp kinh phí hỗ trợ từ Đề án trong thời gian theo học các chương trình đào tạo tiến sĩ, thạc sĩ, trong đó người học tiến sĩ là người học chương trình đào tạo tiến sĩ, người học thạc sĩ là người học chương trình đào tạo thạc sĩ.

Điều 3. Trình độ, ngành đào tạo và hình thức đào tạo

1. Trình độ và ngành đào tạo trong phạm vi Đề án bao gồm:

a) Đào tạo trình độ tiến sĩ tất cả các ngành; ưu tiên những ngành được xác định cần tập trung đào tạo trong chiến lược phát triển nhân lực trình độ cao của Việt Nam ở từng thời điểm cho đến năm 2030 và trong giai đoạn tiếp theo;

b) Đào tạo trình độ thạc sĩ các ngành thuộc lĩnh vực nghệ thuật và nhóm ngành thể dục, thể thao.

2. Hình thức đào tạo bao gồm:

a) Đào tạo tập trung toàn thời gian trong nước;

b) Đào tạo tập trung toàn thời gian ở nước ngoài;

c) Liên kết đào tạo trình độ tiến sĩ một phần thời gian học tập trung trong nước và một phần thời gian học tập trung ở nước ngoài, trong đó thời gian đào tạo ở nước ngoài tối đa không quá 02 năm.

Điều 4. Chính sách hỗ trợ người học

1. Nội dung và mức chi kinh phí hỗ trợ người học thực hiện theo Thông tư số 30/2022/TT-BTC ngày 03 tháng 6 năm 2022 của Bộ trưởng Bộ Tài chính hướng dẫn cơ chế tài chính thực hiện Đề án.

2. Kinh phí hỗ trợ cấp cho người học theo thời gian đào tạo chính thức của cơ sở đào tạo, không bao gồm thời gian kéo dài theo quy định của cơ sở đào tạo. Nếu người học đã nhập học chính thức trước khi được Bộ Giáo dục và Đào tạo ban hành Quyết định phê duyệt hỗ trợ kinh phí từ Đề án, kinh phí được cấp từ ngày Quyết định có hiệu lực.

Chương II

ĐỐI TƯỢNG VÀ TIÊU CHUẨN NHẬN KINH PHÍ HỖ TRỢ ĐỀ ÁN, QUYỀN VÀ TRÁCH NHIỆM CỦA NGƯỜI HỌC

Điều 5. Đối tượng và tiêu chuẩn nhận kinh phí hỗ trợ từ Đề án

1. Giảng viên cơ hữu, giảng viên nguồn được nhận kinh phí hỗ trợ từ Đề án khi đáp ứng các yêu cầu sau:

a) Là công dân Việt Nam; tuổi không quá 45 (tính theo năm) trong năm cơ sở cử đi đề nghị Bộ Giáo dục và Đào tạo phê duyệt hỗ trợ kinh phí từ Đề án để đi học; không trong thời gian bị xem xét, xử lý kỷ luật hoặc thi hành kỷ luật từ khiển trách trở lên; không thuộc trường hợp không được xuất cảnh, nhập cảnh theo quy định của Luật Xuất cảnh, nhập cảnh của công dân Việt Nam số 49/2019/QH14 ngày 22 tháng 11 năm 2019; Luật số 23/2023/QH15 ngày 24/6/2023 sửa đổi, bổ sung một số điều của Luật xuất cảnh, nhập cảnh của công dân Việt Nam và Luật Nhập cảnh, xuất cảnh, quá cảnh, cư trú của người nước ngoài tại Việt Nam của Quốc hội.

b) Đi học chương trình đào tạo tiến sĩ lần đầu tiên;

c) Đáp ứng yêu cầu đầu vào của chương trình đào tạo, được cơ sở đào tạo tiếp nhận vào học chính thức trong năm đăng ký đi học hoặc đang theo học chương trình đào tạo tiến sĩ và thời gian học tập còn tối thiểu 18 tháng tại thời điểm cơ sở cử đi đề nghị Bộ Giáo dục và Đào tạo phê duyệt hỗ trợ kinh phí từ Đề án để đi học;

d) Chưa nhận hoặc chưa cam kết nhận học bổng toàn phần từ ngân sách Nhà nước hoặc từ các nguồn kinh phí khác cho việc học tập, nghiên cứu ở trình độ tiến sĩ tính đến thời điểm đăng ký tham gia Đề án.

2. Đối tượng nhận kinh phí hỗ trợ từ Đề án để đi học thạc sĩ phải là giảng viên cơ hữu giảng dạy những ngành đào tạo thuộc lĩnh vực nghệ thuật và nhóm ngành thể dục, thể thao của các cơ sở cử đi thuộc khối văn hóa, nghệ thuật và thể dục, thể thao.

Điều 6. Quyền và trách nhiệm của người học

1. Người học có các quyền sau:

a) Được cấp kinh phí hỗ trợ của Đề án theo quy định tại Điều 4 Thông tư này;

b) Được cơ sở cử đi tạo điều kiện, bố trí thời gian để hoàn thành chương trình đào tạo và tiếp nhận trở lại đối với giảng viên cơ hữu hoặc tuyển dụng làm giảng viên cơ hữu đối với giảng viên nguồn;

c) Được nhận thêm hỗ trợ tài chính từ các tổ chức, cá nhân khác trong quá trình học tập, nghiên cứu trong trường hợp khoản hỗ trợ tài chính này không phải là học bổng toàn phần, đồng thời không có mâu thuẫn giữa quyền lợi và trách nhiệm của người học được nhận hỗ trợ kinh phí của Đề án với quyền lợi và trách nhiệm của người học được nhận hỗ trợ tài chính theo quy định của các tổ chức, cá nhân này;

2. Người học có các trách nhiệm sau:

a) Tuân thủ quy định và chịu sự quản lý của cơ sở đào tạo trong thời gian học tập, nghiên cứu; báo cáo cơ sở cử đi tiến độ, kết quả học tập và nghiên cứu sau khi kết thúc mỗi kỳ học, năm học trong thời gian đào tạo và khi tốt nghiệp chương trình đào tạo;

b) Hoàn thành chương trình đào tạo và được cấp bằng tiến sĩ, bằng thạc sĩ theo quy định của cơ sở đào tạo;

c) Trong thời gian học tập, nghiên cứu hoặc chậm nhất trong 12 tháng sau khi tốt nghiệp, người học tiến sĩ phải công bố kết quả nghiên cứu liên quan trực tiếp tới đề tài luận án, được minh chứng bằng ít nhất 02 công bố khoa học đối với người học tập trung toàn thời gian ở nước ngoài, hoặc ít nhất 01 công bố khoa học đối với người học ở các hình thức còn lại trong các ấn phẩm thuộc danh mục Web of Science hoặc Scopus (sau đây viết tắt là WoS/Scopus) với tư cách là tác giả chính hoặc tác giả liên hệ, có ghi tên cơ sở cử đi. Riêng đối với người học tiến sĩ các ngành thuộc lĩnh vực nghệ thuật và nhóm ngành thể dục thể thao có thể thay thế công bố khoa học bằng 01 giải thưởng chính thức của các cuộc thi quốc gia hoặc quốc tế được Bộ Văn hóa, Thể thao và Du lịch công nhận và đề nghị Bộ Giáo dục và Đào tạo công bố;

d) Tự bảo đảm tài chính để hoàn thành chương trình đào tạo đối với những nội dung chi ngoài quy định tại Điều 4 Thông tư này;

đ) Thực hiện trách nhiệm của người học theo pháp luật của nước sở tại và theo quy định hiện hành đối với công dân Việt Nam khi học tập, nghiên cứu ở nước ngoài;

e) Trở về công tác tại cơ sở cử đi sau khi tốt nghiệp và làm việc tối thiểu trong thời gian đã cam kết với cơ sở cử đi;

g) Thực hiện bồi hoàn kinh phí hỗ trợ đã nhận từ Đề án nếu không thực hiện đầy đủ các trách nhiệm quy định tại Điều này.

Điều 7. Quy định đối với người học trong quá trình đào tạo

1. Người học có nguyện vọng chuyển ngành đào tạo hoặc chuyển cơ sở đào tạo không vì lý do bị kỷ luật hoặc bị buộc thôi học phải có đơn đề nghị và được cơ sở cử đi chấp thuận. Kinh phí hỗ trợ của Đề án tiếp tục được cấp cho người học nếu đáp ứng những yêu cầu sau:

a) Ngành, cơ sở đào tạo chuyển đến đáp ứng yêu cầu của Đề án;

b) Mức kinh phí hỗ trợ người học đối với ngành học tại cơ sở đào tạo chuyển đến bằng hoặc thấp hơn mức kinh phí người học được hỗ trợ khi theo học ngành học tại cơ sở đào tạo chuyển đi. Tổng kinh phí người học được hỗ trợ khi theo học tại ngành, cơ sở đào tạo chuyển đến bằng tổng kinh phí người học được hỗ trợ khi theo học tại ngành, cơ sở đào tạo chuyển đến theo quy định tại Điều 4 Thông tư này trừ đi số kinh phí đã nhận khi theo học ngành, cơ sở đào tạo chuyển đi. Trong trường hợp mức chi theo ngành hoặc cơ sở đào tạo chuyển đến cao hơn, người học tự bảo đảm phần kinh phí chênh lệch nhưng phải thực hiện đầy đủ trách nhiệm của người học theo quy định tại Điều 6 Thông tư này.

2. Kinh phí hỗ trợ sẽ dừng cấp cho người học trong trường hợp người học vi phạm pháp luật dẫn đến bị truy cứu trách nhiệm hình sự, bị kết án tù giam hoặc bị buộc thôi học do vi phạm quy định của cơ sở đào tạo trong quá trình học tập, nghiên cứu.

3. Căn cứ vào đề nghị của cơ sở cử đi, Bộ Giáo dục và Đào tạo xem xét, quyết định đối với những nội dung quy định tại Điều này.

Chương III

YÊU CẦU VÀ TIÊU CHÍ XÉT CHỌN NGÀNH, CƠ SỞ ĐÀO TẠO; TRÁCH NHIỆM VÀ QUYỀN HẠN CỦA CƠ SỞ ĐÀO TẠO, CƠ SỞ CỬ ĐI

Điều 8. Yêu cầu và tiêu chí xét chọn ngành, cơ sở đào tạo

1. Ngành, cơ sở đào tạo cho Đề án phải đáp ứng những yêu cầu sau:

a) Đối với cơ sở đào tạo trong nước:

Ngành đào tạo ở trình độ tiến sĩ phải đáp ứng một trong những yêu cầu sau:

- Chương trình đào tạo thuộc lĩnh vực xếp hạng của thế giới theo bảng xếp hạng đại học quốc tế uy tín từng được Bộ Giáo dục và Đào tạo công nhận trong 05 năm gần nhất;

- Chương trình đào tạo đang hoạt động đào tạo theo quy định của Bộ Giáo dục và Đào tạo tại thời điểm cơ sở đào tạo đăng ký đào tạo cho Đề án và đã có ít nhất 03 nghiên cứu sinh tốt nghiệp và được cấp bằng trong vòng 05 năm gần nhất;

Ngành đào tạo ở trình độ thạc sĩ có chương trình đào tạo đang hoạt động đào tạo theo quy định của Bộ Giáo dục và Đào tạo tại thời điểm cơ sở đào tạo đăng ký đào tạo cho Đề án và đang tổ chức đào tạo liên tục tối thiểu trong 05 năm gần nhất.

b) Đối với cơ sở đào tạo ở nước ngoài:

Chương trình đào tạo ở trình độ tiến sĩ đáp ứng một trong những yêu cầu sau:

- Chương trình đào tạo nằm trong nhóm 500 tốt nhất của những bảng xếp hạng ngành hoặc lĩnh vực đào tạo có uy tín của thế giới (được Bộ Giáo dục và Đào tạo công nhận) ít nhất 01 lần trong 05 năm gần nhất tính đến năm Bộ Giáo dục và Đào tạo phê duyệt người học được nhận kinh phí hỗ trợ từ Đề án;

- Chương trình đào tạo được Bộ Giáo dục và Đào tạo chấp thuận dựa trên đánh giá về chất lượng đào tạo và nghiên cứu được cộng đồng học thuật quốc tế công nhận, truyền thống hợp tác đào tạo cho Việt Nam.

- Ngành, cơ sở đào tạo thuộc lĩnh vực nghệ thuật, thể dục và thể thao (bao gồm cả trình độ tiến sĩ và thạc sĩ) được Bộ Văn hóa, Thể thao và Du lịch công nhận chất lượng đào tạo và đề nghị Bộ Giáo dục và Đào tạo công bố.

c) Đối với chương trình liên kết đào tạo: Chương trình đủ điều kiện hoạt động đào tạo theo quy định của Bộ Giáo dục và Đào tạo tại thời điểm cơ sở đào tạo đăng ký đào tạo cho Đề án và đáp ứng yêu cầu quy định tại điểm a, điểm b khoản 1 Điều này.

2. Những ngành đào tạo của cơ sở đào tạo trong nước đáp ứng quy định tại điểm a khoản 1 Điều này được Bộ Giáo dục và Đào tạo xét chọn và công khai kết quả xét chọn căn cứ vào những tiêu chí xếp theo thứ tự ưu tiên như sau:

a) Chương trình đào tạo thuộc ngành, lĩnh vực đào tạo có vị trí xếp hạng cao trong các bảng xếp hạng quốc tế;

b) Chương trình đào tạo có đội ngũ giảng viên có trình độ và chuyên môn cao thể hiện ở số lượng giáo sư, phó giáo sư, số lượng công bố quốc tế, hoặc số đề tài cấp nhà nước, hoặc giải thưởng quốc gia, quốc tế tính trên một giảng viên;

c) Cân đối về cơ cấu ngành hoặc lĩnh vực và theo vùng, miền đối với các cơ sở đào tạo trong nước đáp ứng đủ điều kiện bảo đảm chất lượng.

Điều 9. Trách nhiệm của cơ sở đào tạo

1. Các cơ sở đào tạo trong nước có trách nhiệm:

a) Xây dựng quy định chi tiết về tuyển sinh và tổ chức đào tạo đối với người học trong phạm vi Đề án trên cơ sở quy chế tuyển sinh và đào tạo trình độ tiến sĩ hiện hành của Bộ Giáo dục và Đào tạo, quy định của cơ sở đào tạo và những quy định liên quan tại Thông tư này;

b) Tổ chức tuyển sinh, tiếp nhận, quản lý và hỗ trợ người học hoàn thành nhiệm vụ học tập, nghiên cứu trong quá trình đào tạo; phân công những giảng viên có kinh nghiệm và uy tín khoa học để giảng dạy và hướng dẫn người học;

c) Cung cấp thông tin cho cơ sở cử đi và cơ quan có thẩm quyền về kết quả học tập và tiến độ học tập của người học khi có yêu cầu;

d) Thông báo cho cơ sở cử đi khi người học vi phạm hoặc không tuân thủ quy định của cơ sở đào tạo;

đ) Từ chối tiếp nhận, xử lý vi phạm hoặc cho thôi học khi người học không đáp ứng được yêu cầu về chuyên môn hoặc không tuân thủ quy định của cơ sở đào tạo;

e) Chủ trì và phối hợp với cơ sở cử đi quyết định việc cử người học tham dự hội thảo, hội nghị hoặc thực tập ngắn hạn ở nước ngoài để hỗ trợ nghiên cứu, hoàn thiện báo cáo hoặc bài báo khoa học liên quan đến đề tài luận án công bố trong các ấn phẩm thuộc danh mục WoS/Scopus;

g) Lưu trữ các văn bản, tài liệu liên quan theo quy định của Thông tư này và các quy định hiện hành có liên quan khác.

2. Cơ sở đào tạo ở nước ngoài quản lý người học trong quá trình đào tạo; phối hợp, cung cấp thông tin về tiến độ và kết quả học tập của người học cho cơ sở cử đi khi có yêu cầu và theo quy định của cơ sở đào tạo, của pháp luật nước sở tại.

Điều 10. Trách nhiệm của cơ sở cử đi

1. Xây dựng kế hoạch đào tạo giảng viên theo Đề án từng năm và đến năm 2030 phù hợp với chiến lược phát triển đội ngũ giảng viên của cơ sở.

2. Bồi dưỡng tạo nguồn; hỗ trợ giảng viên về ngoại ngữ và những kỹ năng khác đáp ứng điều kiện tuyển sinh của các cơ sở đào tạo trong và ngoài nước nhằm tăng cường khả năng hoàn thành nhiệm vụ học tập và nghiên cứu của giảng viên.

3. Xây dựng và ban hành quy định chi tiết của cơ sở về việc cử giảng viên đi học tập, nghiên cứu theo Đề án, bao gồm quy định về yêu cầu chuyên môn và năng lực nghiên cứu tối thiểu đối với giảng viên có nguyện vọng đi học theo Đề án, quy định về quyền và trách nhiệm của người học nếu cơ sở có yêu cầu cao hơn đối với giảng viên đi học theo quy định tại Điều 6 của Thông tư này, mẫu hợp đồng đào tạo giảng viên nguồn, quy trình tổ chức xét chọn giảng viên đi học và quy định về việc bồi hoàn kinh phí hỗ trợ của Đề án trong trường hợp người học không thực hiện cam kết với cơ sở cử đi. Quy định của cơ sở phải đảm bảo phù hợp với các quy định hiện hành có liên quan tại các văn bản quy phạm pháp luật.

4. Tổ chức xét chọn công khai, minh bạch và bảo đảm công bằng; chịu trách nhiệm giải trình về quy trình xét chọn giảng viên cơ hữu, giảng viên nguồn đi đào tạo đúng đối tượng và đủ điều kiện; giải quyết những phát sinh thuộc thẩm quyền trong quá trình triển khai Đề án tại cơ sở.

5. Hỗ trợ người học liên hệ hoặc kết nối người học với những cơ sở đào tạo trong và ngoài nước đáp ứng quy định tại Điều 8 của Thông tư này.

6. Phối hợp với cơ sở đào tạo quản lý, hỗ trợ người học trong quá trình học tập và nghiên cứu, bao gồm việc xem xét những đề nghị thay đổi của người học trong quá trình đào tạo, phối hợp với cơ sở đào tạo trong việc cử người học tham dự hội thảo, hội nghị hoặc thực tập ngắn hạn ở nước ngoài; tuyển dụng giảng viên nguồn, phân công công tác đối với giảng viên cơ hữu đã tốt nghiệp chương trình đào tạo trong thời gian tối đa 12 tháng kể từ thời điểm người học hoàn thành chương trình đào tạo và đôn đốc người học thực hiện đầy đủ trách nhiệm, nghĩa vụ đã cam kết.

7. Thực hiện chế độ báo cáo, lưu trữ văn bản, tài liệu liên quan theo quy định hiện hành và theo quy định của Thông tư này; quản lý thông tin về người học, cập nhật thông tin về người học và những thay đổi trong quá trình đào tạo vào hệ thống cơ sở dữ liệu về Đề án theo hướng dẫn của Bộ Giáo dục và Đào tạo.

8. Thực hiện hoặc hỗ trợ thủ tục chi trả kinh phí cho người học theo quy định tại Điều 4 Thông tư này; chịu trách nhiệm về số liệu, thông tin liên quan tới người học trong quá trình học tập, nghiên cứu; thu hồi chi phí hỗ trợ đào tạo người học đã nhận của Đề án hoặc bồi hoàn chi phí đào tạo cho Nhà nước trong trường hợp không tuyển dụng, bố trí công tác cho người đã tốt nghiệp.

9. Thực hiện những hoạt động khác liên quan trong phạm vi Đề án.

Chương IV

TỔ CHỨC THỰC HIỆN

Điều 11. Đăng ký đào tạo cho Đề án

1. Đối với hình thức đào tạo toàn thời gian trong nước, những cơ sở đào tạo đáp ứng yêu cầu tại điểm a khoản 1 Điều 8 của Thông tư này gửi văn bản đăng ký về Bộ Giáo dục và Đào tạo trước ngày 30 tháng 9 hằng năm, trong đó mô tả việc đáp ứng các yêu cầu quy định tại điểm a khoản 1 Điều 8 của Thông tư này kèm theo các minh chứng, đồng thời cam kết thực hiện đầy đủ các trách nhiệm quy định tại Điều 9 của Thông tư này qua hệ thống cơ sở dữ liệu chuyên ngành về giáo dục đại học.

2. Đối với hình thức liên kết đào tạo, cơ sở đào tạo trong nước có chương trình liên kết đáp ứng yêu cầu quy định tại điểm c khoản 1 Điều 8 của Thông tư này gửi văn bản đăng ký về Bộ Giáo dục và Đào tạo trước ngày 30 tháng 9 hằng năm qua hệ thống cơ sở dữ liệu chuyên ngành về giáo dục đại học, trong đó mô tả việc đáp ứng các yêu cầu quy định tại điểm c khoản 1 Điều 8 của Thông tư này kèm theo các minh chứng, đồng thời cam kết thực hiện đầy đủ các trách nhiệm quy định tại Điều 9 của Thông tư này.

3. Bộ Giáo dục và Đào tạo công bố danh sách ngành, cơ sở đào tạo trong nước; tên bảng xếp hạng đáp ứng yêu cầu của Đề án trước ngày 30 tháng 10 hàng năm.

Điều 12. Xây dựng kế hoạch đào tạo, phê duyệt hỗ trợ kinh phí và Quyết định cử cá nhân đi học

1. Căn cứ nhu cầu nâng cao trình độ giảng viên, cơ sở cử đi xây dựng kế hoạch xét chọn và cử giảng viên cơ hữu, giảng viên nguồn đi học theo Đề án của năm kế tiếp, gửi số lượng người học theo mẫu tại Phụ lục I kèm theo Thông tư này về Bộ Giáo dục và Đào tạo trước ngày 15 tháng 4 hằng năm, đồng thời cập nhật vào hệ thống cơ sở dữ liệu về Đề án theo hướng dẫn của Bộ Giáo dục và Đào tạo.

2. Căn cứ số lượng người học do các cơ sở cử đi đăng ký, Bộ Giáo dục và Đào tạo xây dựng kế hoạch đào tạo của năm kế tiếp, lập dự toán kinh phí và gửi Bộ Tài chính theo quy định tại Thông tư số 30/2022/TT-BTC ngày 03 tháng 6 năm 2022.

3. Trên cơ sở tổng dự toán đã được thẩm định và phê duyệt, trong trường hợp cần thiết, Bộ Giáo dục và Đào tạo có thể yêu cầu các cơ sở cử đi điều chỉnh số lượng người học được nhận kinh phí hỗ trợ từ Đề án theo mẫu tại Phụ lục I kèm theo Thông tư này, báo cáo Bộ Giáo dục và Đào tạo trước ngày 01 tháng 01 và cập nhật vào hệ thống cơ sở dữ liệu về Đề án.

4. Cơ sở cử đi báo cáo Bộ Giáo dục và Đào tạo danh sách giảng viên được xét chọn đi học trước ngày 30 tháng 3 hàng năm theo mẫu tại Phụ lục II kèm theo Quyết định phê duyệt danh sách giảng viên được xét chọn đi học của cơ sở và cập nhật danh sách giảng viên vào hệ thống cơ sở dữ liệu về Đề án.

5. Khi người học có thông báo trúng tuyển từ cơ sở đào tạo, cơ sở cử đi gửi văn bản đề nghị Bộ Giáo dục và Đào tạo phê duyệt hỗ trợ kinh phí từ Đề án kèm theo thông báo trúng tuyển của người học. Văn bản đề nghị của cơ sở cử đi phải ghi đầy đủ thông tin về người học, tên chương trình đào tạo, tên lĩnh vực đào tạo, tên cơ sở đào tạo và nước đến học. Đối với người học ở nước ngoài, tên chương trình đào tạo, tên lĩnh vực đào tạo, tên cơ sở đào tạo phải ghi bằng tiếng Việt và tiếng Anh. Thông báo trúng tuyển của người học phải được dịch ra tiếng Việt, có dấu xác nhận của cơ sở cử đi. Thông báo trúng tuyển có thể là thông báo trúng tuyển có điều kiện và điều kiện là người học có sự đảm bảo về tài chính để đi học từ Đề án.

Trong vòng 15 ngày làm việc kể từ khi nhận được văn bản đề nghị của cơ sở cử đi kèm theo thông báo trúng tuyển của người học qua hệ thống eoffice của Bộ Giáo dục và Đào tạo hoặc theo dấu đến của bưu điện, Bộ Giáo dục và Đào tạo ban hành Quyết định phê duyệt hỗ trợ kinh phí từ Đề án đối với người học hoặc thông báo bằng văn bản đối với những trường hợp không được phê duyệt.

6. Quyết định cử cá nhân đi học:

a) Đối với người học trong nước hoặc học theo chương trình liên kết đào tạo, thủ trưởng cơ sở cử đi ra quyết định cử đi học và hoàn thiện hồ sơ tài chính của người học.

b) Đối với người học ở nước ngoài, Bộ Giáo dục và Đào tạo ra quyết định cử đi học. Cơ sở cử đi gửi văn bản đề nghị Bộ Giáo dục và Đào tạo ra quyết định cử đi học kèm theo thông báo trúng tuyển không có điều kiện của người học về Bộ Giáo dục và Đào tạo. Thông báo trúng tuyển phải được dịch ra tiếng Việt, có dấu xác nhận của cơ sở cử đi.

Trong vòng 10 ngày làm việc kể từ khi nhận được văn bản đề nghị của cơ sở cử đi qua hệ thống cơ sở dữ liệu chuyên ngành về giáo dục đại học, Bộ Giáo dục và Đào tạo ra Quyết định cử cá nhân đi học, gửi cơ sở cử đi để hoàn thiện hồ sơ tài chính của người học.

7. Trong vòng 06 tháng kể từ khi người học được Bộ trưởng Bộ Giáo dục và Đào tạo phê duyệt hỗ trợ kinh phí từ Đề án, người học phải nhập học chính thức vào cơ sở đào tạo. Quá thời hạn này, nếu người học không nhập học chính thức tại cơ sở đào tạo sẽ bị loại khỏi danh sách phê duyệt quy định tại khoản 5 Điều này.

Điều 13. Bảo lưu kết quả xét chọn theo Quyết định phê duyệt của cơ sở cử đi

1. Người học được bảo lưu kết quả xét chọn của cơ sở cử đi tính từ ngày Quyết định phê duyệt danh sách người học được xét chọn được ban hành đến ngày ghi trong thông báo trúng tuyển của cơ sở đào tạo như sau:

a) Tối đa 09 tháng đối với người học tập trung toàn thời gian trong nước và người học các chương trình liên kết đào tạo trình độ tiến sĩ;

b) Tối đa 12 tháng đối với người học tập trung toàn thời gian ở nước ngoài.

2. Trong thời hạn bảo lưu kết quả xét chọn, người học được đề nghị với cơ sở cử đi cho phép điều chỉnh lĩnh vực đào tạo hoặc nước đến học.

Điều 14. Chế độ báo cáo và kiểm tra

1. Chậm nhất trước ngày 20 tháng 12 hằng năm, cơ sở cử đi báo cáo tiến độ học tập của người học theo mẫu tại Phụ lục III kèm theo Thông tư này, Bộ Giáo dục và Đào tạo tổng hợp qua hệ thống cơ sở dữ liệu chuyên ngành về giáo dục đại học.

2. Cơ sở cử đi, cơ sở đào tạo trong nước có trách nhiệm định kỳ kiểm tra nội bộ, giám sát và tự đánh giá việc tổ chức thực hiện những quy định tại Thông tư này.

3. Bộ Giáo dục và Đào tạo định kỳ tổ chức kiểm tra việc thực hiện Thông tư này tại các cơ sở cử đi và cơ sở đào tạo trong nước.

Điều 15. Hiệu lực thi hành và quy định chuyển tiếp

1. Thông tư này có hiệu lực thi hành từ ngày 15 tháng 8 năm 2026 và thay thế Thông tư số 25/2021/TT-BGDĐT ngày 08 tháng 9 năm 2021 của Bộ trưởng Bộ Giáo dục và Đào tạo hướng dẫn triển khai đào tạo trình độ tiến sĩ, trình độ thạc sĩ cho giảng viên các cơ sở giáo dục đại học theo Quyết định số 89/QĐ-TTg ngày 18 tháng 01 năm 2019 của Thủ tướng Chính phủ phê duyệt Đề án Nâng cao năng lực đội ngũ giảng viên, cán bộ quản lý các cơ sở giáo dục đại học đáp ứng yêu cầu đổi mới căn bản, toàn diện giáo dục và đào tạo giai đoạn 2019 - 2030.

2. Những đối tượng đã được Bộ Giáo dục và Đào tạo phê duyệt hỗ trợ kinh phí từ Đề án theo quy định tại Thông tư số 25/2021/TT-BGDĐT tiếp tục thực hiện những quy định tại Thông tư số 25/2021/TT-BGDĐT cho đến khi hoàn thành chương trình đào tạo.

3.Chánh Văn phòng, Vụ trưởng Vụ Giáo dục Đại học, Thủ trưởng các đơn vị có liên quan thuộc Bộ Giáo dục và Đào tạo; Giám đốc các đại học, học viện; Hiệu trưởng các trường đại học; Viện trưởng các viện nghiên cứu có đào tạo tiến sĩ; Hiệu trưởng hoặc Giám đốc các cơ sở giáo dục khác được phép hoạt động đào tạo trình độ tiến sĩ; các tổ chức, cá nhân có liên quan chịu trách nhiệm thi hành Thông tư này./.

CIRCULAR

ON GUIDELINES FOR IMPLEMENTATION OF DOCTORAL AND MASTER’S DEGREE TRAINING FOR LECTURERS OF HIGHER EDUCATION INSTITUTIONS UNDER DECISION NO. 89/QD-TTG DATED JANUARY 18, 2019 OF THE PRIME MINISTER ON APPROVAL OF THE SCHEME FOR IMPROVEMENT OF CAPACITY OF LECTURERS AND MANAGEMENT OFFICERS OF HIGHER EDUCATION INSTITUTIONS IN CONFORMITY WITH REQUIREMENTS FOR FUNDAMENTAL AND COMPREHENSIVE REFORM OF EDUCATION AND TRAINING FOR 2019 - 2030 PERIOD

Pursuant to the Law on Education No. 43/2019/QH14 dated June 14, 2019; the Law on Education No. 123/2025/QH15 dated December 10, 2025 of the National Assembly on amendments to some articles of the Law on Education;

Pursuant to the Law on Higher Education No. 125/2025/QH15 dated December 10, 2025 of the National Assembly;

Pursuant to Decree No. 37/2025/ND-CP dated February 26, 2025 of the Government on functions, tasks, powers and organizational structure of the Ministry of Education and Training;

Pursuant to Decision No. 89/QD-TTg dated January 18, 2019 of the Prime Minister on approval of the scheme for improvement of capacity of lecturers and management officers of higher education institutions in conformity with requirements for fundamental and comprehensive reform of education and training for 2019 - 2030 period;

At the request of the Director General of the Department of Higher Education;

The Minister of Education and Training promulgates the Circular on guidelines for implementation of doctoral and master’s degree training for lecturers of higher education institutions under Decision No. 89/QD-TTg dated January 18, 2019 of the Prime Minister on approval of the Scheme for improvement of capacity of lecturers and management officers of higher education institutions in conformity with requirements for fundamental and comprehensive reform of education and training for 2019 - 2030 period.

GENERAL REGULATIONS

Article 1. Scope and regulated entities

1. This Circular provide guidelines for the implementation of doctoral and master’s degree training for lecturers of higher education institutions under Decision No. 89/QD-TTg dated January 18, 2019 of the Prime Minister on approval of the Scheme for improvement of capacity of lecturers and management officers of higher education institutions in conformity with requirements for fundamental and comprehensive reform of education and training for 2019 - 2030 period (hereinafter referred to as "Scheme") including: general regulations; beneficiaries and standards for receiving financial support under the Scheme; rights and responsibilities of learners; requirements and criteria for selection of fields of study and educational institutions; responsibilities and powers of higher education institutions, nominating institutions, and entities responsible for implementing the Scheme.

2. This Circular applies to higher education institutions, organizations and individuals related to targets and tasks regarding doctoral and master’s degree training for lecturers of higher education institutions under the scope of the Scheme.

Article 2. Definitions

1. Nominating institution means a domestic higher education institution (excluding private higher education institutions with foreign investment) that has a need to improve the doctoral qualifications of its lecturers within the scope of the Scheme.

2. Training institution means a higher education institution, research institute, or educational organization in Vietnam or abroad that is allowed by the competent authority of the host country to provide doctoral and master's degree programs and confer doctoral and master's degrees in accordance with requirements in this Circular; and is selected and announced by the Ministry of Education and Training within the scope of the Scheme.

3. Full-time lecturer means an educator who is recruited and employed on a full-time basis at only one higher education institution which nominates the lecturer to participate in training in accordance with this Scheme.

4. Prospective lecturer means a person who has been admitted to or is currently enrolled in a domestic, overseas or joint domestic–overseas doctoral program but is not a beneficiary of the Scheme for doctoral training for university and college lecturers for 2010 - 2020 period (in accordance with Decision No. 911/QD-TTg dated June 17, 2010 of the Prime Minister), and who commits to becoming a lecturer at a higher education institution in Vietnam.

Article 3. Levels, fields of study and methods of training

1. Levels and fields of study under the Scheme include:

a) Doctoral degree training shall be provided in all fields. Priority shall be given to priority fields under Vietnam's strategy for the development of highly qualified human resources at each stage until 2030 and in subsequent periods;

b) Master's degree training shall be provided in fields regarding the arts, and physical education and sports.

2. Methods of training include:

a) Full-time and on-campus training in Vietnam;

b) Full-time and on-campus training abroad;

c) Joint doctoral training involving a period of full-time study in Vietnam and a period of full-time study abroad if the period of study abroad does not exceed 02 years.

Article 4. Policies for support for learners

2. Financial support shall be provided to learners only for the official duration of the training program prescribed by the training institution and shall not cover any extension period as prescribed by the training institution. Where a learner has officially enrolled in the program before the Ministry of Education and Training issues the Decision on approval of financial support as prescribed by the Scheme, such financial support shall be provided only from the effective date of that Decision.

Chapter II

BENEFICIARIES AND STANDARDS FOR RECEIVING FINANCIAL SUPPORT UNDER THE SCHEME; RIGHTS AND RESPONSIBILITIES OF LEARNERS

Article 5. Beneficiaries and standards for receiving financial support under the Scheme

1. Full-time lecturers and prospective lecturers are eligible to receive financial support under the Scheme if they satisfy the following requirements:

a) Be a Vietnamese citizen; be no more than 45 years of age (calculated by calendar year) in the year in which the nominating institution requests the Ministry of Education and Training to approve financial support under the Scheme for the applicant's studies; not be under disciplinary review or subject to reprimand or higher disciplinary activities; and not be subject to any restriction on exit from or entry into Vietnam as prescribed in the Law on Exit and Entry of Vietnamese Citizens No. 49/2019/QH14 dated November 22, 2019 and Law No. 23/2023/QH15 dated June 24, 2023 on amendments to some articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam of the National Assembly.

b) Be undertaking a doctoral degree program for the first time;

c) Satisfy admission requirements of the doctoral program and be officially admitted by the training institution in the year of application for support, or already be enrolled in a doctoral degree program with at least 18 months of study remaining at the time the nominating institution requests the Ministry of Education and Training to approve financial support under the Scheme;

d) Not have received, and not have committed to receive a full scholarship funded by the State budget or from any other funding source for doctoral study or research as of the date of registration for participation in the Scheme.

Article 6. Rights and responsibilities of learners

1. Learners have the following rights:

a) Receive financial support under the Scheme in accordance with Article 4 of this Circular;

b) Be provided by the nominating institution with necessary conditions and time to complete the training program; be reinstated in the case of full-time lecturers or recruited as full-time lecturers in the case of prospective lecturers;

c) Receive additional financial support from other organizations or individuals during the study and research if such support does not constitute a full scholarship and does not create any conflict between the learner's rights and obligations as prescribed by the Scheme and those arising from the financial support provided by such organizations or individuals;

2. Learners have the following responsibilities:

a) Comply with the laws, and be subject to the management of the training institution throughout the period of study and research; and report to the nominating institution on the progress and results of study and research upon completion of each academic semester or academic year during the training period, as well as upon graduation from the training program;

b) Complete the training program and be granted the doctoral or master's degree in accordance with regulations of the training institution;

c) During the study and research, or within 12 months after graduation, a doctoral learner shall publish research results directly related to the doctoral dissertation which is proved by at least 02 scientific publications for learners undertaking full-time study abroad, or at least 01 scientific publication for learners in all other methods of study in publications in the Web of Science or Scopus databases (hereinafter referred to as "WoS/Scopus") as the first author or corresponding author with the name of the nominating institution duly acknowledged as the author's affiliation. For doctoral learners in fields of arts, and physical education and sports, the scientific publication requirement may instead be satisfied by obtaining 01 official award in a national or international competition recognized by the Ministry of Culture, Sports and Tourism and published by the Ministry of Education and Training;

dd) Fulfill responsibilities of a learner in accordance with the laws of the host country and the applicable regulations on Vietnamese citizens undertaking study and research abroad;

e) Return to work at the nominating institution after graduation and serve there for at least the period committed to under the agreement with the nominating institution;

g) Reimburse the financial support received under the Scheme if the learner fails to fulfill responsibilities prescribed in this Article.

Article 7. Regulations on learners during the training

1. A learner wishing to change his/her field of study or transfer to another training institution for reasons other than disciplinary action or expulsion shall submit a written request and obtain the approval of the nominating institution. He/she is still eligible for financial support under the Scheme if he/she satisfies the following requirements:

a) The new field of study and the training institution to which the learner transfers to satisfy the requirements of the Scheme;

b) The level of financial support for the learner's field of study at the new training institution must be equal to or lower than the level of financial support provided for the field of study at the former training institution. The total financial support available to the learner after the transfer shall be equal to the amount of financial support to which the learner would have been entitled for the new field of study and training institution in accordance with Article 4 of this Circular minus the amount of financial support that is already received while studying in the former field of study and at the former training institution. Where the level of financial support for the new field of study or training institution is higher, the learner shall bear the additional cost. However, he/she shall fulfill all responsibilities of learners prescribed in Article 6 of this Circular.

2. Financial support shall be discontinued if the learner commits a violation resulting in criminal prosecution, is sentenced to imprisonment, or is expelled from the training institution for violating its regulations during the study or research.

3. According to the proposal of the nominating institution, the Ministry of Education and Training shall consider and make decisions on the matters prescribed in this Article.

REQUIREMENTS AND CRITERIA FOR SELECTION OF FIELDS OF STUDY AND EDUCATIONAL INSTITUTIONS; RESPONSIBILITIES AND POWERS OF HIGHER EDUCATION INSTITUTIONS, NOMINATING INSTITUTIONS

Article 8. Requirements and criteria for selection of fields of study and educational institutions

1. The fields of study and training institutions for the Scheme shall satisfy the following requirements:

a) Regarding domestic training institutions:

A doctoral field of study shall satisfy at least one of the following requirements:

- The training program is included in the global ranking according to the prestigious world university rankings that has been recognized by the Ministry of Education and Training at least once within the preceding 05 years;

- The training program must be in operation in accordance with regulations of the Ministry of Education and Training at the time that the training institution registers the program under the Scheme, and must have graduated and awarded doctoral degrees to at least three 03 doctoral candidates within the preceding 05 years;

For a master's degree program, the field of study must have a training program that is in operation in accordance with regulations of the Ministry of Education and Training at the time that the training institution registers the program under the Scheme, and the program must have been offered continuously for at least the preceding 05 years.

b) Regarding foreign training institutions:

- The training program is ranked among the world's top 500 programs in a prestigious international field ranking as recognized by the Ministry of Education and Training at least once during the 05 years preceding the year in which the Ministry of Education and Training approves the learner's receipt of financial support under the Scheme;

- The training program is approved by the Ministry of Education and Training on the basis of an evaluation of its internationally recognized quality in education and research, as well as training cooperation with Vietnam.

- Fields of study and training institutions in arts, and physical education and sports (at both doctoral and master's levels) shall be recognized by the Ministry of Culture, Sports and Tourism as satisfying training quality standards and proposed to the Ministry of Education and Training for announcement.

c) For joint training programs: The program shall be eligible to operate in accordance with regulations of the Ministry of Education and Training at the time that the training institution registers the program under the Scheme, and shall satisfy requirements prescribed in points a and b, clause 1 of this Article.

2. Fields of study offered by domestic training institutions that satisfy the requirements prescribed in point a, clause 1 of this Article shall be selected by the Ministry of Education and Training. The selection results shall be publicly announced and based on the following criteria (listed in order of priority):

a) The training program is offered in a field that holds a high position in international rankings;

b) The training program has highly qualified lecturers as demonstrated by the number of professors and associate professors, the number of international publications, the number of State-level research projects, or the number of national and international awards per lecturer;

c) There is an appropriate balance in the distribution of fields of study, as well as geographic regions among domestic training institutions that satisfy quality requirements.

Article 9. Responsibilities of training institutions

a) Develop detailed regulations on admission and organization of training for learners under the Scheme in accordance with the Ministry of Education and Training's applicable regulations on doctoral admissions and doctoral training, regulations of the training institution, and this Circular;

b) Organize admissions, receive, manage and provide support to learners in completing their study and research throughout the training period; and assign experienced lecturers with established academic standing to teach and supervise the learners;

c) Provide the nominating institution and competent authorities with information on the learner's academic progress and study results upon request;

d) Notify the nominating institution if a learner violates or fails to comply with regulations of the training institution;

dd) Refuse admission, take disciplinary action against, or dismiss a learner from the training program where the learner fails to satisfy professional requirements or does not comply with regulations of the training institution;

e) Take charge and cooperate with the nominating institution in deciding on the learner's participation in overseas conferences, seminars or short-term research placements to support research activities, and the completion of reports or scientific papers related to the doctoral dissertation for publication in journals or other publications in the WoS/Scopus databases;

g) Archive documents and materials in accordance with this Circular and relevant applicable laws.

2. Overseas training institutions shall manage learners throughout the training period; upon request, cooperate with and provide nominating institutions with information on the learner's academic progress and study results in accordance with regulations of training institutions and laws of the host country.

Article 10. Responsibilities of nominating institutions

2. Develop and prepare a pipeline of prospective candidates; provide lecturers with support in foreign language proficiency and other necessary skills to satisfy admission requirements of domestic and overseas training institutions in order to improve their capacity to complete their study and research.

3. Formulate and promulgate institutions’ detailed regulations on the nomination lecturers for study and research under the Scheme including minimum academic and research competency requirements for lecturers who wishes to participate in accordance with the Scheme; regulations on the rights and obligations of learners where institutions impose requirements higher than those prescribed in Article 6 of this Circular; the sample training contract for prospective lecturers; procedures for selecting lecturers for nomination; and regulations on the reimbursement of financial support under the Scheme in cases where learners fail to fulfill their commitments to nominating institutions. Institutions’ regulations shall comply with applicable laws.

4. Organize the selection process in an open, transparent and equitable manner; be accountable for the selection process and ensure that full-time lecturers and prospective lecturers nominated for training under the Scheme are eligible and satisfy all prescribed requirements; resolve, within their authority, any issues arising during the implementation of the Scheme.

5. Assist learners in contacting, or facilitate their connection with domestic and overseas training institutions in accordance with Article 8 of this Circular.

6. Cooperate with training institutions in managing and supporting learners throughout their study and research including considering learners' requests for changes during the course of training; cooperate with training institutions in assigning learners to participate in overseas seminars, conferences or short-term research placements; recruit prospective lecturers; assign tasks to full-time lecturers who have completed their training programs within 12 months from the completion of training programs; ensure that learners fulfill their responsibilities and obligations.

7. Comply with reporting and archiving requirements in accordance with applicable regulations and this Circular; manage information related to learners; update information on learners including any changes arising during the course of training in the Scheme's database system in accordance with guidelines of the Ministry of Education and Training.

8. Make or assist the disbursement of financial support to learners in accordance with Article 4 of this Circular; be responsible for the accuracy of data and information related to learners throughout their study and research; recover training support funds received by learners under the Scheme, or reimburse the State for the training costs where institutions fail to recruit or assign tasks to individuals who have completed the training program.

9. Carry out other activities within the scope of the Scheme.

Article 11. Registration of training programs under the Scheme

1. For full-time domestic training programs, training institutions that satisfy the requirements prescribed in point a, clause 1, Article 8 of this Circular shall submit an application for registration to the Ministry of Education and Training by 30 September annually. The application shall describe that institutions satisfy the requirements prescribed in point a, clause 1, Article 8 of this Circular, be accompanied by proofs, and include a commitment to fully perform responsibilities prescribed in Article 9 of this Circular. The application shall be submitted via the database system on higher education.

2. For joint training programs, domestic training institutions offering joint programs that satisfy requirements prescribed in point c, clause 1, Article 8 of this Circular shall submit an application for registration to the Ministry of Education and Training via the database system on higher education by 30 September annually. The application shall describe that institutions satisfy the requirements prescribed in point c, clause 1, Article 8 of this Circular, be accompanied by proofs, and include a commitment to fully perform responsibilities prescribed in Article 9 of this Circular.

3. Before 30 October each year, the Ministry of Education and Training shall publish the list of fields of study and domestic training institutions, as well as the names of the ranking systems recognized as satisfying requirements of the Scheme.

Article 12. Development of training plans, approval of financial support, and Decisions on the nomination of individuals for study

1. According to the need to improve the capacity of lecturers, nominating institutions shall develop a plan for selection and nomination of full-time lecturers and prospective lecturers to participate in the Scheme in the following year. The institutions shall submit the proposed number of learners using the form in Appendix I of this Circular to the Ministry of Education and Training before 15 April annually, and shall simultaneously update such information in the database system on the Scheme in accordance with guidelines of the Ministry of Education and Training.

2. According to the number of learners registered by nominating institutions, the Ministry of Education and Training shall formulate the training plan for the following year, prepare the corresponding budget estimate, and submit it to the Ministry of Finance in accordance with Circular No. 30/2022/TT-BTC dated June 03, 2022.

3. On the basis of the total budget estimate as appraised and approved, the Ministry of Education and Training may request nominating institutions to adjust the number of learners to receive financial support under the Scheme. Such adjustments shall be made using the form in Appendix I of this Circular, submitted to the Ministry of Education and Training before January 01, and updated in the database system on the Scheme.

4. Nominating institutions shall submit to the Ministry of Education and Training before March 30 annually the list of learners that are selected for study using the form in Appendix II of this Circular and institutions’ decision on approval of the list, and shall update the list in the database system on the Scheme.

Within 15 working days from the receipt of nominating institutions’ written request and learners’ admission notice submitted via the Ministry of Education and Training's eOffice system or by post, the Ministry of Education and Training shall issue a Decision on approval of the provision of financial support under the Scheme for learners, or shall notify nominating institutions in writing of any case that is not approved.

6. Regarding the Decision on the nomination of an individual for study:

a) For learners undertaking domestic study or participating in joint training programs, heads of nominating institutions shall issue the Decision on the nomination of the learner for study and complete the learner's financial documents.

b) For learners undertaking overseas study, the Ministry of Education and Training shall issue the Decision on the nomination of the learner for study. Nominating institutions shall submit to the Ministry of Education and Training a written request for issuance of such decision attached with learners’ unconditional admission notice. The admission notice shall be translated into Vietnamese and bear the certification stamp of nominating institutions.

Within 10 working days from the receipt of nominating institutions’ written request submitted via the database system on the higher education, the Ministry of Education and Training shall issue the Decision on the nomination of an individual for study and send it to nominating institutions for completion of learners’ financial documents.

7. Within 06 months from the date on which the Minister of Education and Training approves the provision of financial support under the Scheme, learners must be officially enrolled in training institutions. If learners fail to complete formal enrollment within this period, they shall be removed from the list of approved beneficiaries prescribed in clause 5 of this Article.

Article 13. Reservation of selection results under the approval decision of nominating institutions

1. Learners may reserve selection results approved by nominating institutions from the date on which the Decision on approval of the list of selected learners is issued until the date prescribed in the admission notice issued by training institutions. To be specific:

a) Learners enrolled in full-time domestic training programs and learners participating in joint doctoral training programs may reserve their selection results for a maximum period of 09 months;

2. During the period in which the selection results are reserved, learners may request nominating institutions’ approval to change the field of study or the destination country of study.

Article 14. Reporting and inspection regimes

1. Before 20 December annually, nominating institutions shall submit a report on learners' academic progress using the form in Appendix III of this Circular. The Ministry of Education and Training shall summarize such reports via the database system on higher education.

2. Nominating institutions and domestic training institutions are responsible for conducting periodic internal inspections, supervising and conducting self-evaluation of the implementation of this Circular.

3. The Ministry of Education and Training shall conduct inspections of the implementation of this Circular at nominating institutions and domestic training institutions.

Article 15. Effect and transitional provision

1. This Circular takes effect from August 15, 2026 and replaces Circular No. 25/2021/TT-BGDDT dated September 08, 2021 of the Minister of Education and Training on guidelines for implementation of doctoral and master’s degree training for lecturers of higher education institutions under Decision No. 89/QD-TTg dated January 18, 2019 of the Prime Minister on approval of the scheme for improvement of capacity of lecturers and management officers of higher education institutions in conformity with requirements for fundamental and comprehensive reform of education and training for 2019 - 2030 period.

2. Entities who have been approved by the Ministry of Education and Training to receive financial support under the Scheme in accordance with Circular No. 25/2021/TT-BGDDT shall comply with regulations of Circular No. 25/2021/TT-BGDDT until they complete their training programs.

3. The Chief of Office; Director General of Department of Higher Education; heads of units related to the Ministry of Education and Training; directors of parent universities and academies; principals of universities; directors of research institutes offering doctoral training; principals or presidents of other educational institutions allowed to provide doctoral training; relevant organizations and individuals are responsible for implementing this Circular./.
