CIRCULAR
NATIONAL TECHNICAL REGULATION ON ROAD MOTOR VEHICLES
DRIVING TEST CENTER
Pursuant to Law on Road Traffic Order and Safety No.
36/2024/QH15 (amended by Law No. 118/2025/QH15);
Pursuant to the Law on Standards and Technical
Regulations No. 68/2006/QH11 amended by the Law No. 35/2018/QH14 and Law No.
70/2025/QH15;
Pursuant to Decree No. 22/2026/ND-CP dated July 16,
2026 of the Government elaborating some articles and measures for enforcement
of Law on Standards and Technical Regulations;
Pursuant to Decree No. 02/2025/ND-CP dated February
18, 2025 of the Government on functions, responsibilities, jurisdiction and
organizational structure of the Ministry of Public Security amended by Decree
No. 11/2025/ND-CP;
At the request of the Director General of the Bureau
of Traffic Police;
The Minister of Public Security promulgates the Circular
on National Technical Regulation on road motor vehicles driving test center.

Article 2. Effect
1. This Circular comes into force from July 01, 2026,
except for clause 2 of this Article.
2. This Regulation attached to this Circular shall
comply with the following regulations:
a) The following Sections: 2.4.3.6 regarding
facilities, means, and equipment for the medical room; 2.5.3.2 regarding driving
test supervising computers; 2.5.4 regarding electronic identification and
authentication equipment and application software shall be implemented from
January 01, 2027;
b) The following Sections: 2.1.13.5 regarding the
practical driving test for handling simulated traffic situations for Category
A1 and Category A licenses; 2.3.3 regarding equipment and software for the
practical driving test for handling simulated traffic situations on the road
for Category A1 and Category A licenses.
Article 3. Implementation
1. The Director General of the Bureau of Traffic
Police is responsible for supervising, inspecting, and urging the
implementation of this Circular.
2. Heads of units affiliated to ministerial
authorities; Directors of police authorities of provinces and cities; relevant
organizations and individuals are responsible for implementing this Circular.

This Regulation applies to
organizations and individuals engaging in construction and use of driving test
centers.
The following referenced
documents are necessary for the application of this Regulation. For the
referenced documents, the latest edition including any amendments (if any)
shall apply.
1.3.1. Law on Road Traffic
Order and Safety.
1.3.2. Laws on amendments to
some articles of 10 Laws related to security and order.
1.3.3. Decree No. 37/2026/ND-CP
dated January 23, 2026 of the Government elaborating some articles and measures
for enforcement of Law on Quality of Products and Goods.
1.3.4. Decree No. 94/2026/ND-CP
dated March 31, 2026 of the Government on driver training and driving test
activities.
1.3.5. QCVN 11:2026/BCA
National Technical Regulation on surveillance camera using Internet protocol -
baseline cybersecurity requirements.
1.3.6. Circular No.
14/2026/TT-BKHCN dated April 09, 2026 of the Minister of Science and Technology
on declaration of conformity to standards, declaration of conformity to
regulations and assessment method for conformity to standards and technical
regulations.
For the purposes of this
Regulation, the terms below shall be construed as follows:

1.4.2. Driving test result data
means the results of the driving test components compiled in real time by the
driving test management software from the driving test servers.
1.4.3. Driving test
surveillance images means images of the driving test process recorded by the
surveillance camera system.
1.4.4. Vehicle travel distance
means the minimum distance traveled by the driving test vehicle with the
longest test route to complete all practical driving test exercises in the
driving test yard.
1.4.5. API (Application
Programming Interface) means middleware that enables the driving test
administration software running on the driving test servers to connect with the
driving test supervision software running on the test supervising computer.
2.1.1. The yard has sufficient
dimensions to accommodate the layouts of all driving test exercises in
accordance with the classification of the driving test center as prescribed in
the Decree on driver training and driving test activities of the Government.
2.1.2. The yard is divided into
separate areas including the driving test yard for Category A1, A and B1
licenses; the driving test yard for Category B, C1, C, D1, D2 and D licenses;
and the driving test yard for Category BE, C1E, CE, D1E, D2E and DE licenses.
2.1.3. The yard shall ensure
that driving test vehicles travel only in the forward direction along the
designated traffic lanes, do not turn across other traffic lanes (except at
intersections with traffic signals), do not cross lane markings when changing
direction, and do not repeat any section of the route that has already traveled
in the forward direction.
2.1.4. No trees or other
obstructions that may hinder or interfere with the observation and supervision
of driving test examiners in the control room shall be planted or placed on median
strips in the driving test yard.
2.1.5. Area of the driving test

2.1.5.2. For Type 2 driving
test center, the area shall be not less than 18.000 m2.
2.1.5.3. For Type 3 driving
test center, the area shall be not less than 3.600 m2.
2.1.6. Vehicle travel distance
2.1.6.1. For Type 1 driving
test center, the vehicle travel distance shall be not less than 1,2 km.
2.1.6.2. For Type 2 driving
test center, the vehicle travel distance shall be not less than 0,8 km.
2.1.7. The traffic lanes in the
driving test year shall have a minimum width of 3,5 m. The traffic lanes and
the driving test exercise layouts shall be surfaced with asphalt concrete or
cement concrete, and the surface shall satisfy the following quality
requirements:
2.1.7.1. For traffic lanes and
driving test exercise layouts surfaced with asphalt concrete, the minimum
modulus of elasticity shall be 110 MPa.
2.1.7.2. For traffic lanes and
driving test exercise layouts surfaced with cement concrete, the minimum
compressive strength shall be 30 MPa.
2.1.7.3. The drainage system of
the driving test year shall ensure that no water accumulates on the traffic
lanes or the driving test exercise layouts during rainfall.

2.1.9. The boundary markings
for the driving test exercise layouts shall be white, 0,1 m in width, and
located at least 0,1 m from the curb of the driving test exercise layout.
2.1.10. The curbs of the
driving test exercise layouts shall have a minimum height of 0,15 m, except for
the driving test exercise layouts for Category A1 and A licenses.
2.1.11. The marker posts in the
driving test yard shall be painted in alternating white and red bands. Each
band shall be 0,15 m in length. The posts shall have a diameter of 20 mm to 25
mm and a height of 1,6 m. The base of each marker post shall be made of metal
or concrete, and shall ensure that the post remains securely fixed and stable.
2.1.12. The dimensions of each
driving test exercise layout shall be determined according to technical
specifications of the driving test vehicle with a permissible construction
tolerance of 5%. Where the driving test vehicle is replaced or a driving test
exercise layout is used for more than one vehicle category, the deviation
between the dimensions of the driving test exercise layout calculated on the
basis of technical specifications of the replacement vehicle or the vehicle
sharing the layout and the actual dimensions of the driving test exercise
layout shall not exceed 10%.

2.1.13.5. Simulated traffic
situation driving test exercise for Category A1 and A licenses (Figure 5)
The boundary markings of the
test layout shall be painted white and be 0,1 m in width.
The start line, finish line,
and vehicle stop lines shall be painted white, be 0,2 m in width, and shall extend
across the full width of the roadway.
The simulated pedestrian
crossing markings shall be painted white. Each marking shall be 0,5 m in length
and 0,2 m in width, and spaced 0,4 m apart.
The traffic sign posts and
traffic signs shall comply with the National Technical Regulation on Road Traffic
Signs and Signals.
Direction indicators include
green LED displays indicating the direction to be followed with minimum
dimensions of 0,5 m in length × 0,7 m in width. They shall be installed so that
the bottom edge of each indicator is 1,6 m to 1,8 m above the road surface.
Traffic signals include
red-and-green traffic signals with a minimum signal lens diameter of 0.2 m.
They shall be installed so that the bottom edge of each signal is 1,6 m to 1,8
m above the road surface.

Obstacles shall be 1,0 m in
length × 1,0 m in width × 0,9 m in height comprising four marker posts that are
painted in alternating red and white bands. Each of them shall be 0,9 m in
height interconnected by horizontal rails, and constructed from resilient
material (plastic, rubber, or other material with equivalent resilience).
The two rails and railway
sleepers forming the simulated railway crossing shall be constructed of
material painted white and be 0,1 m in width.
2.1.14. Driving test exercises
for Category B1 licenses (Figure 6)
The driving test exercise shall
have a zigzag layout consisting of four parallelograms that are connected
consecutively in alternating directions with the following dimensions:
BCM (m): Width at
the apex of the zigzag layout: BCM = bM + 0,6 (m).
bM (m): Width of the
motor vehicle used for the driving test.
LCM (m): Horizontal
length of the parallelogram: LCM = 1.5aM.
aM (m): Overall
length of the motor vehicle used for the driving test.

rear tire on the co-driver's side of the driving test vehicle, expressed in meters.

driving test vehicle, expressed in meters.

Rqv: Minimum turning radius of
the driving test vehicle that is measured along the track of the outer front
wheel, expressed in meters.
2.1.15.1. Start and finish test
exercise (Figure 7)
A line perpendicular to the
longitudinal centerline of the roadway in accordance with specifications for a
"Stop Line" shall be marked on the road surface. The word
"START" or "FINISH" shall be marked on the road surface in
front of the line.
The test vehicle shall stop
before the start line, wait for the signal, and perform starting procedures
before commencing the start test exercise.
The test vehicle shall cross
the finish line to finish the driving test exercise.

2.1.15.2. Pedestrian crossing
yield test exercise (Figure 8)
At the pedestrian crossing, a
"Stop Line" and a "Pedestrian Crossing" road marking
(transverse type) shall be provided together with the "STOP" sign and
the "Pedestrian Crossing" sign. The test vehicle shall stop and yield
to pedestrians.

2.1.15.3. Hill start test
exercise (Figure 9)
A "Stop Line" shall
be marked at least 6 m from the foot of the slope, and a "STOP" sign
shall be installed on an uphill section 15 m in length with a 10% gradient.
"Steep Ascent" and "Steep Descent" warning signs shall also
be installed. The test vehicle shall stop and perform a hill start.

2.1.15.4. Wheel track and
right-angle turn test exercise (Figure 10)

exercise (Figure 12)
The layout consists of two semicircular
curves connected in opposite directions that form an S-shaped course with the
following dimensions:
Bqc (m): Width of the winding
road: Bqc = 2,2b.
Rn (m): Radius of the outer
circular curve: Rn = Rqv + 1,2 (m).
Rtr (m): Radius of the inner
circular curve: Rtr = Rn − Bqc.
Sqc (m): Center-to-center
distance between the two semicircular curves; Sqc = Rn + Rtr.

The parking area is located on
the right-hand side of the lane (in the direction of vehicle travel) and is
marked with a "Parking" sign with the following dimensions:

2.1.15.9. Perpendicular parking
test exercise for Category C, D1, D2, and D licenses (Figure 15)
The parking area is located on
the right-hand side of the lane (in the direction of vehicle travel) with the
following dimensions:
Lg (m): Length of the parking
area: Lg = 5a/3.
Rg (m): Width of the parking
area: Rg = 5b/4.

2.1.15.10. Railroad crossing
stop test exercise (Figure 16)
Two railroad rails shall be
installed on the road surface to simulate an unprotected railroad crossing
where a road intersects a railway without crossing barriers or traffic control
personnel. A "Stop Line" shall be marked at least 5.0 m from the
outermost rail, and the "Unprotected Railroad Crossing",
"Railroad Crossing", and "STOP" signs shall be installed.
The test vehicle shall stop before crossing the railway.

2.1.15.11. Gear shifting on a
level road test exercise (except for vehicles with automatic transmission) (Figure
17)
On a straight roadway section
with a minimum length of 100 m, the supplementary sign "Begin Upshifting
and Accelerating" shall be installed at least 20 m from the start of the
section. The supplementary sign "Begin Downshifting and Decelerating"
shall be installed 25 m beyond the first sign, and the supplementary sign
"End of Downshifting and Decelerating" shall be installed 25 m beyond
the second sign.

2.1.15.12. Hazard response test
exercise
Within the driving test yard,
in addition to prescribed test exercises, hazardous situation locations shall
be provided (five locations for a Type 1 Test Center and three locations for a
Type 2 Test Center) to require the candidate to brake and stop the vehicle,
activate the hazard warning lights, deactivate the hazard warning lights, and
then restart the vehicle within the prescribed time limit.
2.1.15.13. Driving test
exercise for Category BE, D1E, D2E, and DE licenses (Figure 18)
The layout consists of a path
passing through five posts, designated A, B, C, D, and E, with the distances AB
= BC = CD = DE = LCF = 1.4aE.

2.1.15.14.2. Parallel parking
test exercise (Figure 20)
In the direction of vehicle
travel, a parallel parking area shall be provided with the following
dimensions:

2.2.1. In addition to complying
with requirements prescribed in Section 2.2 of this Regulation, the test
vehicle shall also comply with clause 1, Article 35 of the Law on Road Traffic
Order and Safety, and the Decree on driver training and driving test of the
Government.
2.2.2. Test vehicle for
Category A1 licenses: A two-wheeled motorcycle with an engine displacement of
70 cm3 to 125 cm3, or an electric motor output of 6 kW to
11 kW.
2.2.3. Test vehicle for
Category A licenses: A two-wheeled motorcycle with an engine displacement of
more than 200 cm3, or an electric motor output of more than 11 kW.
2.2.4. Test vehicle for
Category B1 licenses: A three-wheeled motorcycle with an engine displacement of
105 cm3 or greater, or an electric motor output of more than 9 kW
that is equipped with a reverse gear having an overall length not exceeding 3,0
m, an overall width not exceeding 1,5 m, a wheelbase not exceeding 2,3 m, and a
minimum turning radius that is measured by the path of the front wheel not
exceeding 3,5 m.
2.2.5. Test vehicle for
Category B licenses: A passenger car with 3 to 8 seats (excluding the driver's
seat) having an overall length of at least 4,2 m, an overall width of at least
1,6 m, a wheelbase of at least 2,4 m, and a minimum turning radius that is
measured by the path of the outer front wheel of at least 4,9 m.
2.2.6. Test vehicle for
Category C1 licenses: A truck with a gross vehicle weight of 4.000 kg to 7.500
kg, having an overall length of at least 5,4 m, an overall width of at least
1,7 m, a wheelbase of at least 2,7 m, and a minimum turning radius that is
measured by the path of the outer front wheel of at least 5,7 m.

2.2.8. Test vehicle for
Category D1 licenses: A passenger vehicle (including a bus) with more than 8
seats (excluding the driver's seat) and up to 16 seats (excluding the driver's
seat), or a vehicle designed or modified to have fewer seats than another
vehicle of the same type while having equivalent overall dimensions to the
model with the maximum seating capacity, having an overall length of at least
5,2 m, an overall width of at least 1,9 m, a wheelbase of at least 3,1 m, and a
minimum turning radius that is measured by the path of the outer front wheel of
at least 6,1 m.
2.2.9. Test vehicle for
Category D2 licenses: A passenger vehicle (including a bus) with more than 8
seats (excluding the driver's seat) and up to 29 seats (excluding the driver's
seat), or a vehicle designed or modified to have fewer seats than another
vehicle of the same type while having equivalent overall dimensions to the
model with the maximum seating capacity, having an overall length of at least
6,2 m, an overall width of at least 2,0 m, a wheelbase of at least 3,1 m, and a
minimum turning radius that is measured by the path of the outer front wheel of
at least 7,0 m.
2.2.10. Test vehicle for
Category D licenses: A passenger vehicle (including a bus) with more than 40
seats (excluding the driver's seat), or a vehicle designed or modified to have
fewer seats than another vehicle of the same type while having equivalent
overall dimensions to the model with the maximum seating capacity, having an
overall length of at least 8,9 m, an overall width of at least 2,4 m, a
wheelbase of at least 4,2 m, and a minimum turning radius that is measured by
the path of the outer front wheel of at least 7,9 m.
2.2.11. Test vehicle for
Category CE licenses: A tractor unit towing a semi-trailer that has an overall
length of at least 6,4 m and an overall width of at least 2,48 m.
2.2.12. Test vehicles for
Category BE, C1E, D1E, D2E, and DE licenses: A vehicle with technical
specifications corresponding to the test vehicle of the respective category (B,
C1, D1, D2, and D) towing a trailer with a designed gross weight of at least
5000 kg.
2.3.1. Theory testing equipment

transmitting and receiving data to and from equipment installed on test
vehicles and on the test yard for reporting penalties and deducting points for penalties
shall ensure sufficient bandwidth and speed to accurately evaluate at least 10
vehicles tested simultaneously on the yard without interference.

stably report penalties and score results; fully and publicly announce all penalties
committed by candidates during the test.

system to select candidate identification numbers, issue commands for
candidates to execute, and record as well as deduct points for non-automated
violations such as: traffic rule violations; excessive vehicle swaying beyond
the designated lane; severe vehicle jerking; non-compliance with the examiner's
commands; and improper handling of situations resulting in accidents. The
system shall be arranged on the display screen of the scoring equipment and on
an extension keyboard that is convenient for the examiner to score and provide
safety override control for the candidate. Issuing a test completion command
shall not be permitted when the candidate has not completed the minimum test
distance (except in cases where the candidate fails the practical driving test
on road).

2.3.5.2.5.2. Cameras on on-road
test vehicles shall comply with QCVN 11:2026/BCA - National Technical
Regulation on Internet Protocol Surveillance Camera Devices - Basic
Cybersecurity Requirements.
2.3.5.2.6. Utilize the
vehicle's power supply; the voltage level shall conform to the rated voltage
level of the vehicle, and the equipment shall be capable of reverse polarity
protection in accordance with Table 6 of this Regulation.
2.3.5.2.7. Possess the
capability to automatically capture photos of the candidate at random at least

of the test vehicle shall announce start signals, completion signals,
penalties, commands from the examiner, and the candidate's test results during
the test and immediately upon completion of the section (within 3 seconds).
2.3.5.2.10. Feature a wireless
connection to automatically receive the candidate list for the practical
driving test on road from the server located in the control room; capture and
transmit data regarding test results, driving distance, penalties, and
candidate photographs to the server located in the control room. The system
shall operate stably and independently of the distance from the test vehicle to
the driving test center. Data shall be automatically transmitted online to the
server in the control room once every 30 seconds for public display on screens in
the test center waiting area. Results may be printed when necessary. In the
event of a lost connection to the server due to network interruption, the equipment
shall automatically resend all previously recorded data to the server
immediately after the network connection is restored or when the test vehicle
returns to the test center.
2.3.5.2.11. An printer shall be
installed in the test vehicle to automatically print the candidate's results
immediately upon completion.
2.3.5.2.12. Connect with
external software via at least one of the following methods: RF; COM port

support the automatic printing of results of the candidate upon completion of
the test, or re-printing of test results of the candidate at the driving test
center. Test results of the candidate shall display the candidate's full name,
identification number, test start time, test end time, total score, deducted
point, and final evaluation.
2.3.5.3.6. The candidate's test
shall include photos automatically captured during the testing process that
clearly indicate the test start time and the total distance traveled by the
candidate.
2.3.5.3.7. The software shall
ensure functions for locating the test vehicle and displaying its location on a
digital map in real time; as well as capturing, storing, and transmitting data
regarding the travel route and completion status of test sections during the
driving test on road to the Bureau of Traffic Police for management and
supervision in accordance with the laws.
2.4.1. Construction area:

2.2. Requirements for
connection security
a) Transmission security via
HTTPS
All servers of driving test
centers participating in the transmission and the driving test surveillance
software of the Bureau of Traffic Police shall use the HTTPS protocol to ensure
data encryption during transmission and reception, authenticate servers, and
mitigate risks of data leakage, interception, or tampering on the transmission
line.
b) Security via site-to-site
IPSec VPN
- Each driving test centers
shall register a list of IP addresses that are configured with access control
via a site-to-site VPN using a static IP address in Vietnam with the Bureau of
Traffic Police. Unregistered IP addresses will not be able to transmit data.
- Whenever there is a change or
addition of IP addresses, driving test centers shall notify the Bureau of
Traffic Police.
c) JWT Security
JWT (JSON Web Token) shall be
used for logging in and transmitting data to the driving test surveillance
software of the Bureau of Traffic Police.

username and password of the data transmission account via the login function

- Perform periodic status
checks (busy/ready) on the receiving system to avoid overloading transmission
lines and servers.
- Maintain monitoring and
control mechanisms during data transmission to prevent large-scale duplicate
data submissions.
- The server of the Bureau of
Traffic Police may temporarily lock access accounts if a driving test center
transmits data contrary to the laws, sends invalid/dummy data, or generates
abnormal data volumes over an extended period that degrades system performance.

- Prior to transmission, the

fully synchronized, the data payload is valid, and the transaction code has not
been previously used for another transaction.
- The two systems shall perform
bidirectional data exchange using a request-response mechanism. Depending on
the specific operation, either the driving test software or the surveillance

Step 4. Iterative data transmission and error monitoring
- The driving test software
shall repeat Step 2 and Step 3 until the data transmission is complete.
Additionally, the driving test software shall have a warning mechanism for
failed data transmissions and perform hourly check on all errors. Errors shall
be rectified promptly to avoid prolonged errors that could affect candidates as
well as the aggregation and reporting of the Bureau of Traffic Police. The
Bureau of Traffic Police shall log these errors to evaluate connection quality,
transmission stability, and the compliance of driving test centers.
- The retransmission is only
permitted for recoverable errors such as timeouts, connection losses, or busy
system status. When retransmitting, the original transaction code shall be
strictly preserved, and an exponential backoff retry interval with a maximum
attempt limit shall be applied. If the receiving system has partially accepted
a data batch, only the failed or unreceived records shall be retransmitted.
Step
5. Data reconciliation
At the end of each test or at
the end of the day, the driving test center shall reconcile the number of
received, error, pending, and unreceived records from each driving test
software; compile a list of discrepancies; and process them until fully
resolved.
The API groups below are
described based on required operations and the mandatory data groups to be
exchanged. Endpoints, technical fields, data types, technical constraints,
request/response examples, and technical error codes are prescribed in the
detailed API documentation upon integration.
