APPLICATION
OF TECHNOLOGY IN HIGHER EDUCATION AND VOCATIONAL EDUCATION
Pursuant to the Law on Higher Education No. 125/2025/QH15;
Pursuant to the Law on Vocational Education No. 124/2025/QH15;
Pursuant to the Law on Digital Transformation No. 148/2025/QH15;
Pursuant to the Law on Artificial Intelligence No. 134/2025/QH15;

The Minister of Education and Training of Vietnam hereby promulgates the
Circular on the application of technology in higher education and vocational
education.
Chapter I
GENERAL PROVISIONS
Article 1. Scope
This
Circular provides for the application of technology in higher education and vocational
education, including the principles, contents, and conditions for ensuring the
application of digital technology, artificial intelligence, and other relevant
technologies in training, scientific research, governance, and the provision of
services for learners at higher education institutions and vocational education
institutions.
Article 2. Regulated entities
This
Circular applies to:
1.
Higher education institutions; other educational institutions specified in
Clause 2 Article 2 of the Law on Higher Education 2025; junior colleges; and
intermediate schools (hereinafter collectively referred to as “educational
institutions”).
2.
Organizations and individuals participating in training, scientific research,
management, and support activities at educational institutions.

Article 3. Interpretation of terms
For
the purpose of this Circular, the following terms shall be construed as follows:
1.
Application of technology in higher education and vocational education means
the use of digital technology, artificial intelligence, and other related
technologies, such as virtual reality, cloud computing, and big data, to
support and improve the effectiveness of training, testing, assessment,
scientific research, governance, and service provision within educational
institutions.
2.
Digital governance system means an information system established and operated
in a digital environment to support the management, administration, and
decision-making activities of an educational institution.
3.
Learning management system means a technology system established and operated
in a digital environment to organize, manage, and support teaching and learning
activities, including the management of learning content, interaction between
lecturers and learners, and the monitoring and management of learning processes
and outcomes.
4.
Digital learning resources means digitized educational resources serving
training, testing, assessment, and scientific research activities, including
electronic lectures, textbooks, reference materials, open educational
resources, question banks, learning data, and other digital resources.
5.
Virtual assistant means software that applies digital technology to interact
with users through natural language or other forms of communication to assist
in answering inquiries, providing advice, supplying information, or supporting
the performance of certain tasks within its designed functional scope.
6.
Digital education model means a model of an educational institution that
operates primarily on digital technology platforms and digital data,
implementing comprehensive digital transformation of educational activities
within the institution in a digital environment.
7.
System interoperability means the capability of different information systems
within an educational institution to connect, share, and use each other's data
synchronously in accordance with prescribed standards.

The
application of technology in educational institutions shall comply with the
following principles:
1.
Ensure the autonomy of educational institutions, together with self-control,
transparency, and accountability, in compliance with relevant laws.
2.
Ensure that the application of technology places learners at the center, serves
the implementation of training programs, satisfies learning outcome standards,
and maintains quality assurance conditions as prescribed. Technology and
artificial intelligence are supporting tools and shall not replace the
professional or academic responsibilities of educational institutions,
lecturers, and learners.
3.
Be associated with the creation, development, management, and effective
utilization of data to support governance, administration, analysis,
forecasting, and the improvement of the operational effectiveness of
educational institutions.
4.
Comply with the digital architecture promulgated by competent authorities;
ensure connectivity, interoperability, and data sharing; and avoid fragmented,
isolated, and duplicated investments in the application of technology.
5.
Ensure information safety, data security, cybersecurity, and personal data
protection; apply technology and artificial intelligence responsibly, in
compliance with ethical principles, and ensure academic integrity.
Article 5. Contents of technology application in
educational institutions
The
application of technology shall be implemented comprehensively across all
activities of educational institutions. This Circular specifically provides for
the following principal groups of activities:
1.
Training and scientific research activities, including the organization of
teaching, learning, testing, assessment, and the development and utilization of
learning resources; as well as the organization, management, implementation,
publication, and dissemination of scientific research results.

Chapter II
APPLICATION OF TECHNOLOGY IN TRAINING AND SCIENTIFIC RESEARCH
ACTIVITIES
Article 6. Application of technology in training activities
1.
Educational institutions shall proactively apply digital technology and
artificial intelligence in training activities to improve the quality and
effectiveness of training, while ensuring institutional autonomy associated
with accountability, as well as compliance with the law.
2.
The application of technology shall be implemented, as appropriate, through the
following training methods:
a)
Face-to-face training supported by digital technology;
b)
Fully online training;
c)
Blended training combining online and face-to-face instruction;
d)
Personalized training based on data and artificial intelligence;

3.
The application of technology in training shall be implemented in the following
principal activities:
a)
Developing, managing, and implementing training programs;
b)
Organizing teaching, learning, and interaction between lecturers and learners;
c)
Managing the learning process and monitoring learners' learning progress and
learning outcomes;
d)
Supporting personalized learning, academic advising, and career guidance;
dd)
Analyzing learning data to improve training programs and teaching methods.
4.
The application of technology in training shall satisfy the following minimum
requirements:
a)
Have a learning management system in place that satisfies training operational
requirements and technical and technological standards, and at a minimum
provides the following functions: learner identity authentication; management
and maintenance of audit logs for the entire learning process; support for
testing, assessment, and fraud prevention; assurance of data traceability,
verifiability, and accountability; support for the disclosure and management of
the use of artificial intelligence; assurance of connectivity and data sharing
with training management systems and education databases as prescribed;
compliance with requirements on information security, personal data protection,
and educational quality accreditation. The head of the educational institution
shall organize the assessment and acceptance testing of the learning management
system before it is put into operation.
b)
Make sure that technology-based training ensures training quality, training
programs, learning outcome standards, assessment methods, and quality assurance
conditions in accordance with the higher education and vocational education
laws.

d)
Conduct periodic assessments to implement appropriate adjustments to ensure the
effectiveness of technology-enabled training methods.
dd)
Ensure that the use of artificial intelligence must support, but not replace,
the role of lecturers; must not distort learning outcomes; must comply with
academic integrity requirements; and must be subject to control, supervision,
and transparency mechanisms.
5.
The Ministry of Education and Training of Vietnam shall encourage, provide
guidance on, and promote the development of shared training support platforms
for use by educational institutions.
Article 7. Application of technology in learner testing and
assessment
1.
Educational institutions shall proactively apply digital technology and
artificial intelligence in learner testing and assessment to ensure accuracy,
objectivity, transparency, and fairness; ensure consistency with the learning
outcome standards of the training program; and ensure institutional autonomy
associated with accountability and compliance with the law.
2.
The application of technology shall be implemented, as appropriate, through the
following methods:
a)
Face-to-face testing and assessment supported by technology;
b)
Online testing and assessment;
c)
Blended testing and assessment combining face-to-face and online methods;

dd)
Other appropriate technology-enabled methods.
3.
The application of technology in testing and assessment shall be implemented in
the following principal activities:
a)
Developing and managing question banks and examination papers;
b)
Organizing testing, assessment, and grading;
c)
Supervising the testing and assessment process;
d)
Storing, managing, and utilizing assessment data; analyzing learning outcomes
and assessing learners' competencies.
4.
The application of technology in testing and assessment shall ensure that:
a)
A testing and assessment management system is available or integrated into the
learning management system;
b)
Testing and assessment results generated in the digital environment are stored
and capable of being retrieved and verified to serve inspection, examination,
and accountability in accordance with regulations;

d)
Artificial intelligence is used in a supportive and controlled manner, without
replacing the role of lecturers, and in a transparent manner consistent with
academic integrity requirements.
Article 8. Application of technology in scientific research
1.
Educational institutions shall proactively apply digital technology and
artificial intelligence in scientific research activities, including the
management and implementation of science and technology tasks; data collection,
processing, and analysis; simulation, testing, and product development;
publication, sharing, and research collaboration; and the management and
utilization of research data and research results.
2.
The application of technology in scientific research shall ensure that:
a)
Research data are managed, stored, shared, and utilized in accordance with
regulations;
b)
The scientific validity, authenticity, transparency, and verifiability of
research processes and research results are ensured;
c)
Institutional autonomy is ensured in association with accountability, in
compliance with the laws on science and technology, intellectual property, and
other relevant regulations;
d)
The use of artificial intelligence is transparent and verifiable, does not
alter the scientific nature of the research, complies with academic integrity
requirements, and is subject to control and supervision in accordance with the
internal regulations of the educational institution and the laws of the State;
dd)
Mechanisms are in place to prevent, detect, and handle fraud, falsification,
data manipulation, or the misuse of technology, while safeguarding the lawful
rights and interests of relevant parties.

1.
Digital learning resources shall be used in training, testing, assessment, and
scientific research activities at educational institutions and in
technology-enabled training modes.
2.
Educational institutions are responsible for developing and using digital
learning resources, including open educational resources, ensuring that:
a)
They are of high quality, scientifically sound, up to date, and consistent with
the learning outcome standards of the training program;
b)
They are appraised, managed, used, and updated in accordance with internal
regulations;
c)
They are accessible, shareable, reusable, and interoperable in accordance with
applicable standards and technical regulations, while ensuring convenience and
inclusiveness for learners, as well as the security, confidentiality, and
integrity of the learning resources;
d)
The use of digital technology and artificial intelligence in the development,
updating, and utilization of learning resources ensures accuracy, transparency
regarding their origin, and quality control;
dd)
The development, use, and sharing of learning resources, including open
educational resources, comply with the law on intellectual property and other
relevant regulations; clearly define ownership rights, rights of use, and
conditions for the utilization of learning resources; and safeguard the lawful
rights and interests of authors, educational institutions, learners, and other
relevant parties.
Article 10. Ensuring academic integrity in application of
technology
1.
The application of digital technology and artificial intelligence in training, testing,
assessment, and scientific research shall ensure honesty, objectivity, and
transparency; respect intellectual property rights; accurately reflect
learners' competencies and research results; ensure verifiability and
accountability; and shall not distort outcomes. Digital technology and
artificial intelligence shall serve solely as supporting tools and shall not
replace the academic responsibilities of learners, educators, and researchers.

a)
Using technology, including artificial intelligence, to commit fraud in
learning, testing, assessment, or scientific research;
b)
Copying, conducting plagiarism, or committing unauthorized use of materials,
data, digital learning resources, or research results;
c)
Falsifying or manipulating data, research results, or learning information;
d)
Having another person perform, or performing on behalf of another person,
learning, testing, assessment, or research tasks;
dd)
Failing to disclose, or incompletely disclosing, the use of technology or
artificial intelligence where required under the internal regulations of the
educational institution and the laws of the State;
e)
Other acts violating academic integrity as prescribed by law and the
regulations of the educational institution.
3.
Responsibilities of relevant parties
a)
Educational institutions shall promulgate internal regulations on academic
integrity, clearly defining violations, preventive measures, handling
procedures, and the responsibilities of relevant parties; organize
dissemination, communication, and awareness-raising activities concerning
academic integrity; and adopt appropriate measures to prevent, detect, and
handle violations.
b)
Learners, lecturers, and relevant parties shall comply with regulations on
academic integrity; maintain honesty in academic activities; disclose the use
of technology and artificial intelligence as prescribed; and assume
responsibility for their learning, teaching, and research outputs.

APPLICATION OF TECHNOLOGY IN GOVERNANCE OF EDUCATIONAL
INSTITUTIONS, SERVICE PROVISION, AND LEARNER SUPPORT
Article 11. Application of technology in governance of
educational institutions
1.
The application of technology in the governance of educational institutions
shall be implemented comprehensively across management and administrative
activities, with priority given to the following principal activities:
a)
Management of organizational structure, personnel, finance, assets, and
facilities;
b)
Governance of training programs, training quality assurance, scientific
research, and educational activities;
c)
Governance of learner development and lecturer development;
d)
Governance and assessment of the operational effectiveness of educational institutions
and their affiliated units; analysis, forecasting, decision support, and
strategic development planning;
dd)
Provision of information, reporting, disclosure, transparency, and
accountability.
2.
The application of technology in governance shall ensure that:

Consistency and synchronization in management and administration are ensured;
c)
Analysis, forecasting, assessment, and improved decision-making quality are supported;
d)
Governance efficiency, transparency, and accountability are enhanced;
dd)
Compliance with the law, information security, and data protection are ensured.
3.
The digital governance system shall ensure integration and interoperability,
support unified management, and provide accurate and timely information and
data for governance, administration, supervision, assessment, and
decision-making.
4.
Educational institutions shall develop and promulgate a digital architecture and
digital education model as the basis for implementing technology applications
in governance, training, scientific research, and service provision.
5.
The Ministry of Education and Training of Vietnam shall promulgate guidance on
the implementation of the digital architecture and digital education model;
promulgate criteria for assessing the level of digital transformation and other
relevant regulations to organize the implementation of technology applications
in higher education and vocational education.
Article 12. Application of technology in provision of
digital services
1.
Educational institutions shall provide, in the digital environment, services
within their scope of management, including training services, administrative
services, counseling services, career guidance services, learner support
services, and other services as prescribed by law. Technology shall be applied
primarily in the following service provision activities:

b)
Updating, disclosing, and providing information for learners, lecturers, state
management authorities, and relevant parties;
c)
Enabling inquiry, registration, certification, payment, and use of services in
the digital environment;
d)
Integrating and enabling system interoperability of data among units within the
educational institution and with relevant information systems and databases in
accordance with regulations;
dd)
Monitoring and assessing service usage, service quality, and user satisfaction.
2.
The provision of services in the digital environment shall ensure that:
a)
Services are public, transparent, convenient, timely, and learner-centered;
b)
Organizations and individuals are not required to re-submit valid information
or data already available in connected and shared digital systems as prescribed;
c)
Accessibility is ensured for learners, including persons with disabilities and
other groups requiring support;
d)
Mechanisms are in place to receive and process feedback, recommendations, and
complaints, and provide accountability regarding service quality.

Article 13. Application of technology in learner support
and development
1.
Educational institutions shall apply technology to support learners throughout
their learning and development journey, from admissions, enrollment, learning,
personal development, scientific research, internships, career guidance, and
graduation, to employment connections and alumni support.
2.
The application of technology in learner support shall be implemented in the
following principal activities:
a)
Developing and managing electronic learner records; supporting the monitoring
of learners' learning and personal development;
b)
Providing learning services, administrative services, certification services,
registration services, cashless payment services, and other support services in
the digital environment;
c)
Providing career guidance, employment, entrepreneurship, psychological
counseling, and other necessary support services in the digital environment;
d)
Establishing online communication, interaction, and support channels between
learners, educational institutions, lecturers, and relevant units;
dd)
Applying data analytics and artificial intelligence to identify support needs,
predict risks, and provide personalized support for learners.
3.
The application of technology in learner support shall ensure that:

b)
Privacy, personal data protection, and the lawful rights and interests of
learners are respected; transparency and non-discrimination are ensured in the
use of data and artificial intelligence for support, counseling, and recommendations;
c)
Cooperation mechanisms are established among units within the educational
institution to provide comprehensive support for learners; and mechanisms are
in place to receive feedback and assess learner satisfaction to improve the
quality of support.
4.
Educational institutions shall develop learner support systems and channels in
the digital environment, including digital service portals, digital platforms,
and virtual assistants, ensuring the capability to promptly receive and process
learners' requests and to connect and interoperate with the institution's
training, governance, and service systems.
Article 14. Development of education databases
1.
Educational institutions shall develop centralized databases to:
a)
Serve the governance and administration of educational institutions in the
digital environment;
b)
Serve state management of higher education and vocational education;
c)
Improve the quality of training, testing, assessment, and scientific research;
d)
Establish a data foundation for analysis, forecasting, and the application of
digital technology, including artificial intelligence; and promote innovation
and digital transformation in higher education and vocational education.

3.
The development and management of databases must ensure that:
a)
Data are classified, standardized, digitized, and managed in a unified manner;
and are capable of being connected, interoperable, shared, and reused within
educational institutions;
b)
Accuracy, completeness, timeliness, and updatability are ensured;
c)
They are appropriate for the governance of educational institutions, state
management, and the improvement of education quality;
d)
They comply with the law on data.
4.
Education databases must connect and share data with national databases,
sectoral databases, and relevant information systems in accordance with
regulations.
5.
The Ministry of Education and Training of Vietnam shall promulgate the Data
Architecture Framework, Data Governance and Management Framework, and Education
Sector Data Dictionary; and provide guidance on connection and data sharing
with the education sector database for implementation by educational
institutions.
Chapter IV
CONDITIONS FOR ENSURING APPLICATION OF TECHNOLOGY IN HIGHER
EDUCATION AND VOCATIONAL EDUCATION

1.
The development of digital competence and artificial intelligence competence in
educational institutions shall comply with the regulations of the Ministry of
Education and Training of Vietnam on the digital competence framework for
learners and educators, and relevant competence standards and guidelines.
2.
The development of digital competence and artificial intelligence competence
must ensure that:
a)
Learners, the contingent of educators, and education administrators satisfy requirements
for digital competence, artificial intelligence competence, and academic
integrity in the digital environment as prescribed;
b)
Digital competence development is organized flexibly through integration into
training, testing, assessment, scientific research, governance, and service
provision activities;
c)
Digital competence primarily serves the implementation of training programs and
innovation in effective, safe, and responsible teaching, learning, testing, and
assessment methods, in compliance with academic integrity requirements; and is
an important competence for professional development;
d)
Digital competence development activities are carried out regularly and
continuously, and updated in line with technological development and practical
requirements.
Article 16. Development of digital infrastructure
1.
Digital infrastructure in educational institutions shall be developed in a
synchronous and unified manner, with the capability for integration,
interoperability, and data sharing, ensuring the effective implementation of
technology application activities in training, testing, assessment, scientific
research, governance, service provision, and learner support in accordance with
this Circular.
2.
The development of digital infrastructure must ensure that:

b)
Effective investment is ensured, and duplication is avoided; technical
infrastructure, information systems, digital platforms, and data are
synchronized; and stable and continuous operation, scalability, upgradeability,
and recoverability in the event of incidents are ensured.
3.
Investment in, development, management, maintenance, and operation of digital
infrastructure must comply with information safety and cybersecurity laws, and
measures must be in place to prevent, detect, remedy, and promptly handle
incidents.
Article 17. Data governance and cybersecurity
1.
Educational institutions shall implement data governance to ensure that data
are created, updated, stored, shared, and utilized effectively to serve
governance, training, scientific research, service provision, and learner
support.
2.
Data governance must ensure that:
a)
Responsibilities for data creation, management, utilization, and use are
clearly assigned;
b)
Data are managed in a centralized and unified manner; accuracy, completeness,
timeliness, synchronization, and shared usability are ensured;
c)
Mechanisms are in place to control rights to access, utilize, edit, and share
data according to authority; and requirements for the protection of personal
data and important data are satisfied;
d)
The traceability, supervision, and control of data use are ensured.

a)
Determining the level and protection requirements applicable to information
systems in accordance with the law;
b)
Applying technical measures, management measures, monitoring, warning,
prevention, detection, and incident handling measures;
c)
Organizing data backup, redundancy, and recovery, and maintaining continuous
system operation;
d)
Periodically assessing, inspecting, and reviewing risks, vulnerabilities, and
the effectiveness of protection measures;
dd)
Cooperating with competent authorities and relevant parties in incident
response and remediation, handling violations, and protecting data.
Article 18. Internal institutional framework for
application of technology in educational institutions
1.
Educational institutions shall promulgate and organize the implementation of
internal regulations to institutionalize the application of technology in
training, testing, assessment, scientific research, development of digital
learning resources, governance, and service provision.
2.
Internal regulations include relevant rules, regulations, processes, and
guidelines, which may be promulgated separately or integrated into one or
several documents, in accordance with the conditions of the educational
institution.
3.
Internal regulations must satisfy at least the following requirements:

b)
Standardize processes and implementation methods;
c)
Clearly define the responsibilities of units and individuals;
d)
Establish mechanisms for control, supervision, assessment, and risk management;
dd)
Ensure academic integrity, technology ethics, personal data protection,
information security, cybersecurity, and handling of violations;
e)
Include regulations or a code of conduct on the use of artificial intelligence
in training, testing, assessment, scientific research, governance, and service
provision, appropriate to the conditions of the educational institution;
g)
Ensure that internal regulations are reviewed and updated in line with
practical requirements and technological development.
4.
Educational institutions shall develop and organize the implementation of
strategies and plans for technology application appropriate to their
development strategies and practical conditions, including:
a)
A technology application strategy, promulgated separately or integrated into
the development strategy of the educational institution, identifying the
vision, long-term objectives, development orientations, and several key tasks
and solutions;
b)
A medium-term technology application plan, for a period of 5 years,
concretizing the strategy into objectives, tasks, solutions, and resource needs
by stage;

5.
Technology application strategies and plans must ensure continuity and
interoperability; clearly identify objectives, tasks, and solutions; be
associated with resources and implementation organization; and include
mechanisms for monitoring, assessment, and appropriate adjustment.
Article 19. Ensuring resources for implementation of
technology applications in educational institutions
1.
Educational institutions shall take the initiative in allocating, mobilizing,
and utilizing resources to implement technology applications, in accordance
with their promulgated technology application strategies and plans and the law.
2.
Resources for implementing technology applications include:
a)

Educational institutions shall proactively develop and implement mechanisms and
policies for mobilizing resources, including:

b)
Mobilizing private resources, sponsorships, grants, public-private partnership
(PPP) models, and other lawful forms of cooperation;
c)
Strengthening cooperation among the State, educational institutions, and
enterprises in technology research, development, transfer, deployment, and
utilization of technology applications, in association with training,
scientific research, and innovation.
4.
The mobilization, management, and utilization of resources shall ensure
efficiency, economy, avoidance of duplication and fragmentation, transparency,
openness, accountability, and compliance with relevant laws.
Chapter V
IMPLEMENTATION
Article 20. Responsibilities of educational institutions
1.
Organize the implementation of technology applications within their institutions
in accordance with this Circular; formulate implementation roadmaps and
allocate resources to ensure feasibility, effectiveness, and suitability to the
institution's practical conditions.
2.
Develop digital infrastructure in a synchronized manner, ensuring the
capability for integration, system interoperability, and data sharing in
accordance with regulations; and ensure the conditions necessary for developing
digital competence and artificial intelligence competence for staff members,
lecturers, and learners.
3.
Promulgate and organize the implementation of internal regulations to
institutionalize the application of technology in training, scientific
research, governance, and service provision activities.

1.
Organizations and enterprises providing digital technology platforms, digital
technology solutions, and artificial intelligence solutions for higher
education and vocational education shall be responsible for complying with
technical regulations, data standards, requirements for information safety,
cybersecurity, and personal data protection; ensuring connectivity and data
sharing capabilities; maintaining service continuity; and carrying out data
transfer in accordance with agreements, the internal regulations of educational
institutions, and relevant laws.
2.
Lecturers, learners, and parties participating in academic activities shall
comply with regulations on academic integrity; maintain honesty in learning,
teaching, and scientific research; and disclose the use of technology and
artificial intelligence where required.
Article 22. Implementation provisions
1.
This Circular comes into force as of August 15, 2026.
2.
Circular No. 15/2018/TT-BGDDT dated July 27, 2018 of the Minister of Education
and Training of Vietnam and Circular No. 30/2023/TT-BGDDT dated December 29,
2023 of the Minister of Education and Training of Vietnam shall cease to have
effect from the effective date of this Circular.
3.
The Chief of the Office, the Director of the Department of Science, Technology
and Information, heads of units under the Ministry of Education and Training of
Vietnam, Directors of universities and academies, Principals of colleges,
Principals of junior colleges, Directors of Departments of Education and Training,
and relevant organizations and individuals shall implement this Circular./.
