DECISION
PROMULGATION
OF CRITERIA AND LIST OF NATIONAL SHARED DIGITAL PLATFORMS AT AGENCIES UNDER THE
POLITICAL SYSTEM

Pursuant to the Law on Government Organization dated February 18, 2025;
Pursuant to the Law on Organization of Local Government dated June 16,
2025;
Pursuant to the Law on Data dated November 30, 2024;
Pursuant to the Law on Digital Transformation dated December 11, 2025;

Article 1. Criteria and list issued together with the
Decision:
1.
Criteria for national shared digital platforms at agencies under the political
system (hereinafter referred to as “national shared digital platforms”),
specified in the Appendix I.
2.
List of national shared digital platforms, specified in the Appendix II.
Article 2. Principles of development and use of national
shared digital platforms
1.
National shared digital platforms shall be regularly maintained, operated,
upgraded, and improved to meet practical requirements and enhance technological
development.
2.
After national shared digital platforms are officially put into operation,
agencies and organizations must not invest in, build, procure, lease services
for, or expand the scope for development of platforms, systems or software that
have functions, objectives, and scope of use similar to those of national
shared digital platforms included in the list issued together with this
Decision, except for cases where specific requirements for national defense,
security, cipher, or requirements prescribed by specialized laws are required.
3.
Regarding national shared digital platforms that have not yet been put into
operation according to development plans approved by competent authorities,
agencies and organizations may continue to maintain their existing systems or
lease services to meet practical requirements until the national shared digital
platforms are officially put into operation.

b)
Organize review and assessment of demands for use and shared professional
operations of ministries, central and local authorities; ensure that digital
platforms meet use requirements without any duplication and overlap.
c)
Determine the scope of development, users, responsibilities of ministries,
central and local authorities, and mechanism for cooperation in building and
operating national shared digital platforms; promptly provide guidance and
solutions to difficulties and obstacles arising during the development process.
d)
Develop investment, procurement and lease of services to build, complete, and
operate national shared digital platforms.
dd)
Issue or request competent authorities to issue, and publish regulations on the
scope of use, users, professional operations, services, features, and functions
of national shared digital platforms; prompt make adjustments when necessary.
e)
Publish architecture, and requirements for connection, integration, and sharing
of data of national shared digital platforms.
g)
Before national shared digital platforms are officially put into operation,
monthly report to the Government’s Steering Committee in charge of development
of science, technology, innovation, and digital transformation (via the
Ministry of Science and Technology) on the status, progress, and results of
development.
h)
After national shared digital platforms are officially put into operation,
annually make assessments of the efficiency in operation and use of national
shared digital platforms; propose plans to upgrade, complete and expand the
scope of use when necessary.
2.
Agencies and organization under the political system:
a)
Cooperate with management agencies in building, completing, developing and
operating national shared digital platforms.

3.
The Ministry of Science and Technology shall preside over providing guidance on
the implementation of this Decision; monitor, urge, and assess the progress in
deployment of national shared digital platforms; periodically review and propose
adjustments to the criteria and list of national shared digital platforms to
meet practical requirements; send consolidated reports to the Government’s
Steering Committee in charge of development of science, technology, innovation,
and digital transformation on difficulties and obstacles beyond their
jurisdiction during the development process.
4.
The Ministry of Public Security shall preside over providing guidance, and
cooperate with managing agencies to ensure cyber safety and security; provide
information technology infrastructure at the National Data Center to serve the
development of digital platforms; and connect, interconnect, and keep data
confidential for national shared digital platforms in accordance with the law.
5.
The Ministry of Finance shall cooperate with the Ministry of Science and
Technology and relevant ministries and central authorities to send consolidated
reports to competent authorities for consideration and allocation of funding
for building, upgrading, completing, and operating national shared digital
platforms in accordance with the law on state budget.
Article 4. Effect
1.
This Decision takes effect from the date it is signed for promulgation.
2.
The Decision No. 2618/QD-BKHCN dated September 11, 2025 of the Ministry of Science
and Technology shall be annulled.
Article 5. Organization of implementation
Ministers,
Heads of ministerial-level agencies, Chairpersons of People's Committees of
provinces and cities, and heads of relevant agencies and organizations shall be
responsible for the implementation of this Decision.

APPENDIX I
CRITERIA
FOR NATIONAL SHARED DIGITAL PLATFORMS
(Enclosed with the Prime Minister's Decision No. 1132/QD-TTg dated June 24,
2026)
I. Criteria for identification of national shared digital platforms used
across sectors and fields (Criteria for identification of Group A platforms)
1.
Being digital platforms as prescribed in clause 5, Article 3 of the Law on
Digital Transformation, meeting the minimum requirements for digital systems
stipulated in Article 8 of the Law on Digital Transformation.
2.
Being operated nationwide and used to solve shared, inter-sectoral, and
inter-field problems in an unlimited manner within the jurisdiction of a
ministry, central or local authority.
3.
Fulfilling objectives of providing shared services for all ministries, central
and local authorities, agencies under the political system, enterprises,
organizations, and individuals, or serving as service infrastructure for
development and operation of multiple information systems, digital platforms,
and digital services of agencies, ministries, central and local authorities;
maintaining connection, interconnection, and sharing of data, reducing
duplicate investments, and improving efficiency in management to serve citizens
and enterprises.
4.
Developing national shared digital platforms towards openness and flexibility;
openly and publicly publishing standards and technical regulations to allow
agencies, organizations, and enterprises to jointly participate in development
and provision of services on digital platforms as prescribed in clause 2,
Article 26 of the Law on Digital Transformation.

II. Criteria for identification of national shared digital platforms for
certain sectors and fields (Criteria for identification of Group B platforms)
1.
Being digital platforms as prescribed in clause 5, Article 3 of the Law on
Digital Transformation, meeting the minimum requirements for digital systems
stipulated in Article 8 of the Law on Digital Transformation.
2.
Being operated nationwide and used to solve problems of a specific sector or field
associated with specialized professional processes, specialized databases, or
specialized law.
3.
Fulfilling objectives of providing specialized services for all ministries,
central and local authorities, agencies under the political system, enterprises,
organizations, and individuals to uniformly implement professional processes,
manage and provide services, and access data within the scope of a sector or
field; maintaining connection, interconnection, and sharing of data, reducing
duplicate investments, and improving efficiency in management to serve citizens
and enterprises.
4.
Being capable of connecting to, reusing, and inheriting services of Group A
shared platforms to develop specialized services; avoiding duplicated
functionalities and separating from Group A national shared platforms.
5.
Developing national shared digital platforms towards openness and flexibility;
openly and publicly publishing standards and technical regulations to allow
agencies, organizations, and enterprises to jointly participate in development
and provision of services on digital platforms as prescribed in clause 2,
Article 26 of the Law on Digital Transformation.
6.
Being capable of connecting and sharing data with other digital platforms and
information systems in accordance with regulations; and at the same time,
providing necessary data, metrics, and technical interfaces for state
management agencies in charge of digital transformation to conduct online
supervision, measurement, and assessment of operation and efficiency in use of
platforms.
Based
on the criteria for shared digital platforms, agencies under the political
system shall propose the Prime Minister to consider deciding to update the list
of national shared digital platforms.

regulation and sharing platform of the national data center
Data
regulation and sharing platform is infrastructure connecting, integrating,
sharing, and regulating data between the national data center and agencies,
organizations, and individuals, and providing the following main components:

National data integration component which performs the functions of
collection and integration of data from data-managing agencies into the
national general database in real-time or periodically.

National data allocation component which performs the function of allocation
of data from the national general database to data-using agencies when
requested or proactively.
-
National data sharing component which performs connection, supervision and
intermediary functions to allow agencies to exchange data directly with
each other after authentication and registration of data and data exchange
services.

National Data Exchange Platform (NDXP) is an intermediary system serving the
purposes of connecting and sharing data among agencies under the political
system in accordance with Article 42 of the Law on Electronic Transactions.
The
role of the system is prescribed in Article 20 of Decree No. 194/2025/ND-CP
