DECISION
ON
APPROVAL OF PROGRAM FOR DEVELOPMENT OF SUPPORTING INDUSTRIES IN 2025
THE MINISTER OF INDUSTRY AND TRADE
Pursuant to Decree No. 40/2025/ND-CP dated
February 26, 2025, of the Government on the functions, tasks, powers and
organizational structure of the Ministry of Industry and Trade;
Pursuant to Decision No. 68/QD-TTg dated January
18, 2017 of the Prime Minister on approval of Program for development of
supporting industries from 2016 to 2025;
Pursuant to Decision No. 71/QD-TTg dated January
17, 2024 of the Prime Minister on amendments to Decision No. 68/QD-TTg dated
January 18, 2017 of the Prime Minister on approval of Program for development
of supporting industries from 2016 to 2025;
Pursuant to Decision No. 10/2017/QD-TTg dated
April 03, 2017 of the Prime Minister on issuance of Regulations on management
and execution of the Program for development of supporting industries;
Pursuant to Decision No. 1403/2017/QD-TTg dated
May 28, 2020 of the Minister of Industry and Trade on issuance of Regulations
on planning and organizing the execution and management of the Program for
development of supporting industries;

Pursuant to Decision No. 2373/QD-TTg dated
November 09, 2022 of the Minister of Industry and Trade on amendments to some
articles of Decision No. 1403/2017/QD-TTg dated May 28, 2020;
Pursuant to Decision No. 3042/QD-TTg dated
November 15, 2024 of the Minister of Industry and Trade on establishment of
Appraisal Council of the Program for development of supporting industries in
2025;
Pursuant to Decision No. 3696/QD-TTg dated
December 31, 2024 of the Minister of Industry and Trade on assignment of
estimates of state budget revenue and expenditure in 2025;
Pursuant to Report No. 1976/CN-CNHT dated
December 31, 2024 of the Vietnam Industry Agency on appraisal results of Scheme
for registration of participation in the Program for development of supporting
industries in 2025;
At the request of Director General of Vietnam
Industry Agency.
HEREBY DECIDES:
Article 1. Approval of List of Schemes and funding for execution of the
Program for development of supporting industries in 2025 (hereinafter referred
to as “the Program”) specified in the Appendix attached hereto.
Article 2. Responsibilities of
the Vietnam Industry Agency
- Manage, supervise, and inspect the execution of
Schemes of presiding agencies;

- Sign and settle contracts for the execution of
schemes with presiding agencies;
- For cases making adjustments to the schemes or
adding/cancelling schemes during the execution of the Program, review, approve
or propose the approval of such matters in accordance with the Regulations of
the Program;
- Organize the acceptance and assessment of the
execution results of the schemes;
- Settle and finalize the funding for execution of
schemes in accordance with applicable regulations for presiding agencies that
are not affiliates of the Ministry of Industry and Trade (such expenditures
shall be provided through the estimate account of the Vietnam Industry Agency).
Article 3. Responsibilities of the Department of Planning, Finance and
Business Management
The funding for execution of schemes shall be
finalized by the administrative divisions, service providers that are
affiliates of the Ministry of Industry and Trade in accordance with applicable
regulations.
Article 4. Responsibilities of presiding agencies
- Execute scheme in accordance with the regulations
on planning and organizing the execution and management of the Program for
development of supporting industries and applicable regulations; effectively
and efficiently use the provided funds.
- Submit periodic reports or reports upon request
of the agency managing the Program, provide all of the document and accurate
information about the progress of the schemes; promptly report to competent
authority any problems that arise during the execution (if any).

Article 5. This Decision comes into force from the date on which it is
signed.
The Chief of Office, Director Generals of Vietnam
Industry Agency, Director General of Department of Planning, Finance and
Business Management, Heads of relevant agencies are responsible for
implementing this Decision./.
