DECISION
ON
APPROVAL OF THE SCHEME FOR DEVELOPMENT OF NATIONAL STATISTICS DATABASE
THE PRIME MINISTER
Pursuant to the Law on Government Organization
dated June 19, 2015; the Law on amendment to some articles of the Law on
Government Organization and the Law on Local Government Organization dated
November 22, 2019;
Pursuant to the Law on Statistics dated November
23, 2015; the Law on amendments to certain articles and Appendix on the list of
national statistical indicators of the Law on Statistics dated November 12,
2021;
Pursuant to the Law on Information Technology
dated June 29, 2006;
Pursuant to the Law on Cybersecurity dated

Pursuant to Decree No. 47/2020/ND-CP dated April
09, 2020 of the Government on management, connection and share of digital data
of regulatory agencies;
Pursuant to Decision No. 2014/QD-TTg dated
December 01, 2021 of the Prime Minister approving Vietnam Statistical
Development Strategy in 2021 - 2030 period, with a vision to 2045;
At the request of the Minister of Planning and
Investment in Document No. 9671/TTr-BKHDT dated December 17, 2023;
HEREBY DECIDES:
Article 1. The Scheme for development of the National statistics
database (hereinafter referred to as “Scheme”) is approved with the following
contents:
I. VIEWPOINTS
1. Development of the National statistics database
is an urgent and essential requirement to fundamentally and comprehensively
transform the production and use of statistics. It is an opportunity to address
bottlenecks and make breakthroughs in statistical work.
2. The National statistics database shall be
developed in conformity with the guidelines of the Communist Party of Vietnam
(hereinafter referred to as “CPV”), policies, laws of the State, especially the
Law on Statistics, and elaborating documents; in conformity, uniform, and in
harmony with the process of documentation and digital transformation of the
National statistical system contributing to the development of the digital
Government.
3. The National statistics database shall play a
key role in the activities of State statistics, serve as a central repository
for all important statistical data and information related to the
socio-economical situation of the country and of each province/city, ensure the
consistency of statistical data and information.

5. Development, completion, upgrade and development
of the National statistics database shall comply with each period of time to
avoid duplication, overlap, and waste; ensure suitability, efficiency, and
feasibility.
II. OBJECTIVES AND SCOPE:
1. General objectives
Develop, manage, use and update the National
statistics database in a centralized and uniform manner to provide
comprehensive, accurate, and timely statistical information in accordance with
requirements for management, direction, administration, formulation of
policies, socio-economical development of the CPV, National Assembly,
Government, ministries, central authorities and local authorities and the need
for using statistical information of domestic and international data users.
Contribute to upgrading Vietnam’s Statistics to an advanced level within the
ASEAN region by 2030 and a modern statistical system globally by 2045.
2. Specific objectives
a) Complete institution; formulate regulations,
guidelines for development, management, use and update of the National
statistics database
- By 2025: Develop the architecture of the National
statistics database and update the architecture of the e-Government of the
Ministry of Planning and Investment. Promulgate guidelines for development,
management, operation, update and use of the National statistics database;
provide connection and sharing data between databases of ministries, central
authorities, and local authorities, national databases with the National
statistics database.
- By 2030: Complete institution on data sources for
statistical work; connection, provision of statistical data and information, and
administrative data from ministries, central authorities, and local authorities
to the National statistics database.
b) Develop a synchronized and uniform information
technology infrastructure in accordance with requirements of the National
statistics database and statistics databases of ministries, central authorities
and local authorities

+ Complete the development of information
technology infrastructure of the National statistics database at the Ministry
of Planning and Investment (General Statistics Office of Vietnam (hereinafter
referred to as "GSO")) to be ready for connecting, receiving,
processing, transforming, integrating, and sharing statistical data and
information from the statistics databases of ministries, central authorities
and local authorities, and administrative data for statistical purposes.
+ 50% of the ministries, central authorities and
30% of authorities of provinces and central-affiliated cities will have
completed the information technology infrastructure for the statistics database
in accordance with the standards for statistical data and information.
- + By 2030: 100% of the ministries, central
authorities and authorities of provinces and central-affiliated cities will
have completed the information technology infrastructure for the statistics
database in accordance with the standards for statistical data and information
and connected to the technical infrastructure of the National statistics
database.
c) Develop and launch software programs for sharing
and using data, solutions for data security for the National statistics
database
- By 2025: Launch shared software for sharing and
using data in the National statistics database within the centralized
statistical system and some ministries, central authorities, and local
authorities.
- By 2030: Launch shared software for statistics
databases of 80% of the ministries, central authorities, and local authorities.
d) Connect, receive and integrate the statistics
databases of the ministries, central authorities, and local authorities into
the National statistics database
- By 2025:
+ 100% of the collected, consolidated and announced
statistical indicators will have been updated to the National statistics
database; 50% of ministries and central authorities will have been connected
and able to transfer data automatically.

+ 100% of the collected, consolidated and announced
province-, district-, commune-level statistical indicators will have been
updated to the National statistics database; 40% of local authorities will have
been connected and able to transfer data automatically.
- By 2030:
+ 100% of ministries and central authorities will
have been connected for automatic transfer of national statistical indicators,
survey data of the national statistical survey program assigned to ministries
and central authorities to the National statistics database.
+ 100% of local authorities will have been
connected for automatic transfer of province-, district-, commune-level
statistical indicators assigned to local authorities to the National statistics
database.
dd) Connect, receive and integrate administrative
data for statistical purposes from national databases, databases of ministries,
central authorities and local authorities into the National statistics
database.
- By 2025:
+ Over 30% of ministries, central authorities,
local authorities will have been connected and able to receive and integrate
administrative data into the National statistics database.
+ Complete the connection, receipt and integration
of data from the National database on population, National database on finance,
National database on business registration.
- + By 2030: Connect, receive and integrate
administrative data from all national databases , databases of ministries,
central authorities and local authorities.

- By 2025:

+ Statistical employees in the national statistical
system will have a clear understanding of their responsibility in providing
data to the National statistics database. The level of using statistical
information for work purposes is improved.
+ The satisfaction rate of users of statistical
information reaches over 85%.
- By 2030:
+ The public will have recognized the importance
and use the information of the National statistics database widely.
+ The satisfaction rate of users of statistical
information will reach over 95%.
3. Scope and duration for implementation of the
Scheme
a) Scope
The Scheme shall be implemented nationwide and
applied for the centralized statistical system, ministries, central
authorities, provinces and central-affiliated cities. The data collected,
updated and integrated into the National statistics database includes data and
databases prescribed in the Law on Statistics.

III. MAIN TASKS
1. Complete institution; formulate regulations,
policies, technical regulations on development and implementation of the
National statistics database
a) Amend the Law on Statistics and formulate the
Decree to establish a complete legal framework for collecting, connecting,
sharing, exploiting, and using new data sources for statistical work; establish
and issue regulations on connecting, integrating, and sharing data between
national databases, databases of ministries, central authorities, and local
authorities and the National statistics database to ensure information
security, data confidentiality; develop guidelines for using services,
utilities of the National statistics database.
b) Develop the architecture of the National
statistics database and update the architecture of the e-Government of the
Ministry of Planning and Investment. Develop a data model, data integration
framework, and operational procedures of the National statistics database to
ensure the link, connectivity, use and share of information with other
statistics databases and national databases; build a framework for integrating
large data and administrative data of ministries, central authorities, and
local authorities into the National statistics database.
2. Develop the information technology
infrastructure for implementation of the National statistics database
a) Develop information technology infrastructure at
the Ministry of Planning and Investment (GSO) to administer, operate, use, and
share the National statistics database to meet level-3 system information
security; at the same time, construct technical backup infrastructure to
support the simultaneous operation of the National statistics database, ensure
data backup capacity and disaster recovery capability.
b) Develop and expand information technology
infrastructure of statistics databases at ministries, central authorities, and
local authorities to ensure consistency, uniformity, and conformity with other
information systems of authorities and units; connect with the information technology
infrastructure at the Ministry of Planning and Investment (GSO) to serve the
update, share, and use of the National statistics database.
3. Develop the National statistics database at the
Ministry of Science and Technology (GSO)

- Micro data archive and raw data collection
including data generated during data collection from statistical surveys of the
Ministry of Planning and Investment (GSO), administrative data, data from statistical
surveys of ministries, central authorities, local authorities, and other data
sources (big data, open data).
- General data archive including consolidated
statistical data, information, analysis and statistical forecasts.
b) Normalize database
- Develop procedures for normalization of database
and statistical metadata for data within the framework of the Scheme in
accordance with international standards and Vietnamese standards.
- Develop and uniformly use the System for
management of statistical metadata in the National statistics database,
statistics databases of ministries, central authorities, local authorities.
c) Develop tools for connecting, receiving, and
integrating data of administrative data, statistics databases of ministries,
central authorities, local authorities, and national databases into the
National statistics database.
4. Develop statistics databases of ministries,
central authorities, and local authorities
a) Depending on the needs, ministries, central
authorities and local authorities shall proactively develop the scheme to
develop and expand statistics databases, administrative databases with the
ability to integrate with other information systems at authorities and units in
accordance with data standards and data security regulations to ensure the
connectivity and share of statistical data and information with the National
statistics database. The statistics databases of ministries and central
authorities include national statistical indicators implemented by the
ministries and central authorities, statistical indicators of the ministries
and central authorities. The statistics databases of local authorities include
statistical indicators of the provincial, district, and commune levels.
b) The statistics databases of ministries, central
authorities, and local authorities shall comply with the technical requirements
for connectivity and share of data between ministries, central authorities,
local authorities, and the National statistics database in accordance with the
objectives of the Scheme.

a) Develop tools for use and share of shared data
- Automatic and semi-automatic statistical data
mining tool which allows users to mine data and conduct in-depth analysis according
to their needs
- Visualization tools in various formats for
presenting information quickly and clearly which can be used in other
applications.
- Data sharing tools for providing statistical
information and data from the National statistics database.
b) Develop the information system in accordance
with the requirements for publishing and disseminating information of the
National statistics database to serve the direction and administration of
leaders at all levels and the needs of users.
c) Develop solutions to ensure the information
security of the National statistics database and databases of authorities and
units during connection and data sharing with the National statistics database.
d) Manage and operate the National statistics
database 24/7. Implement data archive and security measures for the National
statistics database.
6. Provide training and improve the capacity of
statistical employees to carry out the management, operation, and use of the
National statistics database
a) Provide training, refresher training, and
professional training in statistical science, data science, law on statistics,
and information technology to perform the tasks of establishing, developing,
managing, maintaining, operating, and using the National statistics database.

c) Learn from foreign countries, intensify
cooperation with countries and international organizations to learn
experiences, resources, and techniques to implement the Scheme.
IV. MEASURES
1. Measures for completing institution
- Review the current document system, consolidate,
and evaluate any shortcomings, limitations, difficulties, and obstacles
encountered during implementation of the National statistics database.
- Research documents, real-life situations, and
experiences domestically and internationally on formulation of legislative
documents to create a legal framework for formulating, managing, using, and
updating the National statistics database.
- Propose amendments to the Law on Statistics and
promulgate guidelines to create a legal framework for the operation of the
National statistics database.
2. Measures for cooperating with ministries,
central authorities and local authorities
- Intensify cooperation between ministries, central
authorities, local authorities and the Ministry of Planning and Investment
(GSO) in formulating and managing data sources to implement the connection and
integration of the national database, statistics databases, and administrative
database into the National statistics database.
- Provide high-quality statistical utilities and
services to ministries, central authorities, and local authorities.

- Evaluate and supervise the implementation of the
Scheme at the ministries, central authorities and local authorities as
prescribed by the general guidelines.
3. Measures for developing information technology
infrastructures
- Develop information technology infrastructures in
conformity with the roadmap and plan of Resolution No. 175/NQ-CP dated October
30, 2023 of the Government approving the National Data Center project.
- Handle human-related data as prescribed in
Resolution No. 175/NQ-CP dated October 30, 2023 of the Government approving the
National Data Center project.
- The ministries, central authorities, and local
authorities shall inherit the information technology infrastructure at the
current authorities and units, upgrade and expand it (based on practical
requirements) to ensure safety, security, readiness, and flexibility during the
implementation of the Scheme.
- Secure the information in accordance with
guidelines of the Ministry of Information and Communications and security
standards of the Government Cipher Committee, regulations of the Government on information
security and cybersecurity.
4. Measures for application of technical and
technological science
- Apply advanced technologies and data science to
develop the National statistics database in accordance with the Government's
technology orientation with the following characteristics: centralized data
management, integration and archive of data from multiple sources and under
multiple formats, provision of data visualization tools, provision and
interaction with other systems via application programming interfaces,
assurance of information security.
- Develop shared tools for all ministries, central
authorities and local authorities to save on investment costs, allow flexible
data management and exchange.

- Use a Platform for integration and share of
national data and a Platform for integration and share of data or ministerial
and provincial levels to share statistical information.
5. Measures for improvement of capabilities and
awareness
a) Improvement of capabilities
- Develop contents, plans for training, refresher
training and professional training in statistical science, data science, law on
statistics, and information technology in accordance with the tasks of
establishing, developing, managing, maintaining, operating, and using the
National statistics database.
- Develop guidelines, provide technical support,
and training for all ministries, central author, local authorities,
organizations, and individuals involved in the Scheme.
- Disseminate the lessons learned from the
implementation of the Scheme.
b) Measures for improvement of awareness
- Develop communication programs on mass media to
promote the significance and importance of the Scheme, and the responsibilities
of relevant during implementation of the Scheme.
- Organize conferences to summarize and report on
the results of the Scheme, exchange experience among ministries, central
authorities, and local authorities.

6. Measures for international cooperation and
mobilization of the participation of enterprises and experts
a) International cooperation
- Learn from foreign countries via international
conferences, seminars, and surveys on developing statistics databases.
- Cooperate with other countries, international
organizations in statistical work.
- Apply experience on technology and statistical
work of international experts during formulation of regulations, policies,
standards, measures and projects to implement the Scheme.
b) Mobilization of the participation of enterprises
and experts
- Mobilize capable enterprises, organizations, and
individuals to participate in developing utilities, shared tools, products, and
services providing statistical data and other related contents under the Scheme
as prescribed by the law.
- Mobilize experts, consulting organizations to
participate in formulating mechanisms, policies, system design, plan,
architectural models, and other related contents about development and
implementation of the Scheme.
V. FUNDING FOR IMPLEMENTATION

1. The State budget shall provide funding for
implementation of the Scheme in accordance with the law. Central government
funds shall cover tasks led by ministries and central authorities. The local
government funds shall cover tasks led by local authorities..
2. Other legal donation, aids and other legal
funding sources (if any).
VI. IMPLEMENTATION
1. The Ministry of Planning and Investment:
The Ministry of Planning and Investment (GSO) shall
take charge in implementation of general contents and programs of the Scheme;
formulate and perform tasks prescribed in Appendix attached to this Decision
and the following main tasks:
a) Take charge in formulating the comprehensive
plan and framework for supervising and evaluating the implementation and the
results of the Scheme.
b) Take charge in implementation of the
development, management, use, update and operation of the National statistics
database in accordance with the objectives of the Scheme.
c) Formulate and promulgate within jurisdiction
documents on data standards, data security, information security during
connection and update of data to the National statistics database and vice
versa.
d) Deploy tools to connect, integrate national databases,
administrative database, statistics databases of ministries, central
authorities, and local authorities to receive and update data in real-time to
the National statistics database; tools for using the National statistics
database.

e) Consolidate the implementation plans of the
Scheme of ministries, central authorities, and local authorities; conduct
inspections, supervision, evaluation of the implementation process;
periodically report to the Prime Minister on the implementation of the Scheme;
propose adjustments, supplements to the Scheme (if necessary); organize the
review and summary of the Scheme implementation.
g) Mobilize domestic and foreign resources to
implement the Scheme; cooperate with the Ministry of Finance in compiling and
reporting to the competent authority for budget allocation in the mid-term
public investment plan to implement the Scheme in accordance with the Law on
State Budget, Law on Public Investment, and relevant guidelines.
2. The Ministry of Finance shall:
a) Take charge, compile and report to the competent
authority for allocation of recurrent expenditures in the annual budget
preparation of ministries and central authorities to implement the Scheme in
accordance with the Law on State Budget and relevant guidelines.
b) Take charge and cooperate with the Ministry of
Planning and Investment in allocating regular expenditure to maintain
operations for providing, updating, archiving, operating, and ensuring the
information security of the National statistics database when the Scheme is
completed.
3. The Ministry of Information and Communications
shall:
a) Cooperate with the Ministry of Planning and Investment
(GSO) in formulating standards, policies, technical regulations on data and
information technology infrastructure to serve management, operation, use,
connection and share of the National statistics database.
b) Cooperate with the Ministry of Public Security
and Government Cipher Committee in supervising and responding to emergency
cases; ensuring safety, information security, and cybersecurity for the
National statistics database.
c) Cooperate with the Ministry of Planning and
Investment (GSO) in dissemination of contents related to the Scheme.

a) Implement contents related to the Scheme within
their jurisdiction.
b) Develop detailed implementation plan for the
Scheme at the units in accordance with the comprehensive plan for
implementation of the Scheme.
c) Cooperate with the Ministry of Finance and the
Ministry of Planning and Investment in budget preparation and allocation of
fundings for implementation of contents related to the Scheme as prescribed in
the Law on State Budget and the Law on Public Investment. Mobilize resources
domestically and internationally to implement the Scheme at the units.
d) Develop, manage and update the databases of
ministries and central authorities in accordance with regulations on data
standards and data security; share databases managed by ministries and central
authorities with the National statistics database for statistical purposes; use
data and information from the National statistics database to support
management, administration, and implementation of tasks of ministries and
central authorities.
dd) Develop, expand and upgrade the information
technology infrastructure in accordance with technical requirements of the
Scheme to implement the statistical database of the units, ensure stable and
secure operation.
e) Cooperate with the Ministry of Planning and
Investment (GSO) in formulating and deploying tools for connection to the
National statistics database.
g) Conduct annual inspection, evaluation and report
the implementation process of the Scheme at the authorities and units, submit
to the Ministry of Planning and Investment (GSO) for consolidation and report
to the Prime Minister.
5. Supreme People's Procuracy and Supreme People's
Court shall:
Take charge and cooperate with the Ministry of
Planning and Investment (GSO) in connecting and sharing databases managed by
the units with the National statistics database for statistical methods; use
the data and information of the National statistics database for management,
administration and implementation of tasks of the units.

Scheme at provinces/cities in accordance with the comprehensive plan for
implementation of the Scheme.
b) Take charge and cooperate with the Ministry of
Planning and Investment in performing tasks related to the Scheme at
provinces/cities. Direct departments and units within provinces/cities to
implement contents related to the Scheme.
c) Ensure funding for the performance of the tasks
of the Scheme led by local authorities in accordance with the Law on State
Budget and relevant guidelines. Mobilize resources domestically and
internationally to implement the Scheme at provinces/cities.
d) Develop, manage and update the databases of
local authorities in accordance with regulations on data standards and data
security; share databases managed by local authorities with the National
statistics database for statistical purposes; use data and information from the
National statistics database to support management, administration, and
implementation of tasks of local authorities.
dd) Develop, expand and upgrade the information
technology infrastructure in accordance with technical requirements of the
Scheme to implement the statistical database of provinces/cities, ensure stable
and secure operation.
e) Cooperate with the Ministry of Planning and
Investment (GSO) in formulating and deploying tools for connection to the
National statistics database.
g) Conduct annual inspection, evaluation and report
the implementation process of the Scheme at provinces/cities, submit to the
Ministry of Planning and Investment (GSO) for consolidation and report to the
Prime Minister.
Article 2. This Decision takes effect from the date on which it is
signed.
Article 3. Ministers, Heads of ministerial authorities, Heads of
governmental authorities, Presidents of People's Committees of provinces and
central-affiliated cities, related organizations and persons are responsible to
implement this Decision./.
