APPROVING THE NATIONAL DATA STRATEGY UNTIL 2030

Pursuant to Resolution No.
52-NQ/TW dated September 27, 2019 of the Politburo on policies for proactive
participation in the Fourth Industrial Revolution;

Pursuant to Resolution No.
175/NQ-CP dated October 30, 2023 of the Government, approving the National Data
Center Project;
Pursuant to Decree No.
47/2020/ND-CP dated April 9, 2020 of the Government on the management,
connection, and sharing of digital data among state agencies;
Pursuant to Decree No. 59/2022/ND-CP
dated September 5, 2022 of the Government on electronic identification and
authentication;
Pursuant to Decree No.
13/2023/ND-CP dated March 17, 2023 of the Government on personal data
protection;
At the proposal of the Minister
of Information and Communications.
HEREBY DECIDES:
Article 1.
Approval of the National Data Strategy until 2030
(hereinafter referred to as the Strategy) is approved with the following
details:
I. PRINCIPLES
1. Data is a new resource and a key
factor in national digital transformation, creating new value to drive
socio-economic development, enhance national competitiveness, and serve the
public interest.

3. Innovating the governance and
administration approach of agencies within the state administrative system by
building a proactive administration that interacts with citizens and businesses
based on data. Shift the mindset from merely retrieving data to sharing,
integrating, and reusing data, from exclusive data ownership to shared data
utilization - ensuring that all stakeholders benefit from data-driven
governance. Inheritance, sharing, integration, reuse, and maximizing the
effectiveness of data are both a right and a responsibility of ministries,
sectors, and local authorities.
4. The data market is a
breakthrough factor. Efforts shall be made to gradually establish and expand
the data market, positioning it as the driving force for data development. This
includes the entire data value chain, such as collection, storage, enrichment,
processing, sharing, analysis, and distribution, etc. while also stimulating
digital transformation across sectors and industries.
5. Data development and utilization
must align with cybersecurity, information security, and personal data
protection requirements. Data exploitation and usage must adhere to principles
that safeguard the legitimate rights and interests of individuals, businesses,
and relevant stakeholders.
6. Ensuring national digital
sovereignty over Vietnam’s data. Policies and regulations governing
cross-border data management must maximize national interests while complying
with international agreements and treaties to which Vietnam is a party. Vietnam
must assert national digital sovereignty over the data of Vietnamese
individuals and data generated within the country.
7. Human resource development and
mastery of data processing and exploitation technologies are decisive factors
for the successful implementation of the Strategy. Priority shall be given to
training data scientists and experts in digital data processing while applying advanced
and modern technologies in data collection, analysis, and processing to drive
innovation in data science. This shall serve as a solid foundation for
Vietnam’s sustainable and inclusive development in the digital era.
II. VISION
Vietnam’s data ecosystem shall
unlock new opportunities for digital government, digital economy, and digital
society. Data shall comprehensively reflect all aspects of socio-economic
activities in the digital environment and serve as a key driver for enhancing
national competitiveness. It shall ensure the successful digital transformation
of Vietnam, making it a secure digital nation. Data shall contribute to
economic restructuring, helping Vietnam surpass the lower-middle-income level
to become an upper-middle-income country by 2030 and achieve high-income status
by 2045.
III. OBJECTIVES
BY 2030

b) Government cloud computing
platforms and Make in Vietnam mobile application platforms shall be 100% ready
to meet the demands for data storage, collection, connectivity, and sharing in
Vietnam, ensuring information security, cybersecurity, and data protection in
compliance with the security levels prescribed by the Law on Cybersecurity.
2. Data development for digital
government
a) 100% of national databases
listed as priority national databases for e-government development shall be
fully digitized, updated, and effectively deployed. These databases shall be connected
and shared with the integrated data repository at the National Data Center and
across the entire country.
b) All shared and sectoral
databases of ministries, sectors, and localities (excluding specialized
operational databases) that require connectivity, access, integration, or data
sharing with national databases or among themselves shall be 100% integrated
through data integration and sharing platforms.
c) 100% of ministerial- and
province-level state agencies shall open and provide high-quality open data
(free of duplication, redundancy, reprocessing, or additional collection
efforts), ensuring effective utilization. This data shall be available to
support state agencies in policy-making and decision-making and serve as a
foundation for artificial intelligence (AI) applications in digital economy and
digital society development.
d) 100% of administrative procedure
records and results shall be digitized; at least 80% of administrative
procedure results shall be reused and shared in accordance with regulations
(excluding specialized operational databases), ensuring that citizens and
businesses only need to provide their information once when using online public
services or completing administrative procedures.
dd) The processing results of
public officials and employees' tasks shall be integrated into document and
work management software of each agency. The rate of data utilization in
digital governance, performance monitoring, evaluation, and ranking of public
officials and employees shall reach at least 70%.
e) 100% of eligible administrative
procedures provided online shall leverage data utilization and artificial
intelligence (AI) to enhance the efficiency of the state administrative
apparatus and improve public services for citizens and businesses.
3. Development of data for the
digital economy and digital society

b) Develop and complete 100% of industrial,
trade, and energy sector datasets, including: data on the national electricity
production, transmission, and consumption network, supporting the optimal
operation of the power system and the modernization of dispatching, operation,
communication, control, and automation for both domestic and regional power
grids; data on industrial production, supply chains, and logistics centers,
covering the entire production process from raw materials to finished products;
data on logistics centers, transportation, and warehousing; data on the
commercial market, consumer behavior, and advertising demand of brands in the
Vietnamese market to optimize the production and consumption process for
manufacturers, develop efficient distribution channels, and closely monitor
market demand, etc.
c) 90% of cultural heritage sites,
national monuments, and special national monuments shall be digitized and fully
archived, forming digital libraries and heritage repositories, have a digital
presence on online platforms so that all citizens and tourists can easily
access, search, and explore information in the digital environment; 100% of
scenic spots and tourist destinations nationwide will be digitized, stored, and
widely shared, in combination with the development of integrated digital
tourism platforms to promote and advance Vietnam’s tourism industry, making it
a truly key economic sector with sustainable growth.
d) 100% of social insurance
databases for workers shall be completed. Standardized electronic labor
records, integrated with lifelong learning data and vocational training data
(including both school-based training and on-the-job training, experience
accumulation at agencies, organizations, and enterprises), will be implemented
and completed for 100% of workers covered by social insurance.
dd) 100% of open datasets on
workforce, labor market, job demand, and corresponding qualification and skill
requirements will be provided and continuously updated with accuracy and
timeliness. These datasets will serve as the foundation for implementing labor
market forecasting solutions and tracking labor and employment fluctuations.
Workers will have access to labor market and job demand data and will
automatically receive job recommendations when they become unemployed.
e) Teaching materials, curricula,
and learning resources shall be digitized and integrated into online education
platforms, ensuring that 100% of learners and educators can effectively engage
in online learning; digital resources shall fully support the national general
education curriculum and at least 40% of higher education programs.
g) 100% of geospatial data in the
natural resources and environment sector will be digitized, standardized, and
interconnected for data sharing among government agencies. This data will be
provided in the form of map services and made accessible for integration with
information systems in sectors that utilize geospatial data services for
connectivity and efficient utilization.
h) 100% of automated monitoring
data on industrial zone discharges and environmental pollution hotspots will be
connected in real-time to the centralized monitoring center of the natural
resources and environment sector. This will enable data analysis and early
warnings for potential environmental incidents.
i) 100% of public transportation
infrastructure data, traffic vehicle data, as well as warehouse and logistics
center data, will be digitized and updated in a timely manner. This will help
address challenges in the transportation sector and support the development of
an integrated supply chain, freight forwarding, and logistics system.
k) 95% of healthcare data will be
structured and managed in alignment with the central-to-local administrative
hierarchy to develop and complete the national healthcare database as well as
specialized healthcare databases.

4. Ensuring information security
and cybersecurity
100% of national databases, shared
and specialized databases, and critical databases of ministries, sectors, and
localities will be secured based on a tiered security framework and a
four-layer protection model. Additionally, cybersecurity measures will be
implemented for information systems in accordance with legal regulations on
cybersecurity.
IV. NATIONAL
PRIORITY TASKS
1. Institutional and policy
development
a) Conduct research and develop a
Law on Digital Technology Industry, defining data ownership models, data asset
rights, and data trading policies, recognizing data as a legally protected
asset and establishing a data market.
b) Develop a Decree on electronic
transactions within state agencies and information systems for e-transactions;
a Decree on electronic signatures and trust services, a Decree on the list of
national databases.
c) Develop a Decree on the trading
and exchange of proprietary and copyrighted data, establishing a data market;
define categories of data eligible for trading, exchange, and transfer.
d) Establish obligations and
responsibilities for digital platform operators and electronic transaction
systems in data collection, storage, usage, connection, sharing, and trading.
dd) Develop standards, regulations,
storage requirements, connection and sharing protocols, and anonymized data
policies. Issue guidelines on data quality management.

g) Design incentive policies to
promote businesses in the data industry, including data governance consulting,
platform development, and data management services; prevent market dominance
and manipulation by organizations or enterprises holding large volumes of
Vietnamese data.
h) Develop and issue principles for
responsible data usage and guidelines on AI safety in the public sector to
ensure comprehensive human oversight in all AI applications. This initiative
aims to balance the benefits of AI across sectors and all aspects of social
life, while ensuring an AI approach aligned with ethical standards.
2. Development of national data
infrastructure
a) Develop large-scale national and
regional data centers following green standards, ensuring connectivity with the
Vietnam National Internet Exchange (VNIX) in alignment with the National
Information and Communications Infrastructure Plan; ensure that data is
synchronized, interoperable, and has backup capabilities to drive the
development of the big data industry; guarantee continuous and stable data
access and utilization, even in cases of international internet disconnection
or outages.
b) Consolidate, integrate, and
optimize the existing data centers operated by businesses, ministries,
agencies, and local authorities, ensuring cost-effective investment in data
infrastructure.
3. Development of national data
a) Focus on completing national
databases that are prioritized for implementation to lay the foundation for
e-government development (including national databases on Population, Land,
Business Registration, Finance, Insurance, and public officials and employees).
Additionally, develop data in sectors listed under key tasks and solutions for
digital economy and digital society development, as approved in Decision No.
411/QD-TTg dated March 31, 2022 of the Prime Minister, to support
socio-economic development. Ensure that data is generated in a machine-readable
format, enabling seamless sharing, extraction, and utilization with ease.
Maintain stable data collection channels and enhance data fields in national
databases through the public service system; ensure real-time updates to guarantee
high-quality data aligned with the principles of accuracy, completeness,
cleanliness, and liveliness ("đúng, đủ, sạch, sống"). This will
enable the extraction of valuable new data to support government
decision-making and socioeconomic development.
b) Integrate and synchronize data
from national databases and ministerial and local databases into the National
Data Center.
c) Establish interconnected shared
and sectoral databases that link to national databases, supporting the
provision of public services.

dd) Research and implement new data
analysis and processing technologies to support government decision-making at
all levels, including the Prime Minister, ministries, and local authorities,
and to promote socio-economic development.
e) Establish digital knowledge
repositories for vocational skills training, enabling workers to access digital
learning materials to upskill and meet labor market demands, thereby enhancing
workforce productivity.
4. Development of data connectivity
and sharing
a) Establish seamless data
connectivity across state agencies, maximizing the efficiency of national
digital platforms, including: The National Data Exchange Platform (NDXP), IoT
device platform, and National Document Interconnection Hub are established to
connect, integrate, and share data across information systems and databases of
ministries, sectors, and localities nationwide.
b) Ensure seamless
interoperability, openness, and data sharing between the national population
database and other national and specialized databases.
5. Development of the data market
a) Develop a proposal for establishing
a data market, along with legal regulations for piloting data exchange
platforms, including: (i) Setting up platforms for data trading and exchange;
(ii) Developing data brokerage models; (iii) Expanding data service markets
(including data auditing, analysis, management, labeling, etc.).
b) Include products and solutions
for data collection, processing, exchange, enrichment, and visualization
(transforming data into charts or graphics for easier understanding and
analysis) in the List of High Technologies Prioritized for Investment and
Development and the List of Encouraged High-Tech Products.
6. Ensuring information security
and cybersecurity for data

b) Focus on implementing four-layer
security protection models for all national database systems to safeguard
network security.
7. Training and development of
human resources
a) Develop professional training
programs in universities, focusing on data science, big data analytics and
processing, cybersecurity, and data management.
b) Collaborate with businesses and
international organizations to provide practical learning opportunities,
technical exchanges, and access to the latest global data technologies and
methodologies.
c) Increase investment in data
research and development, including support for advanced and innovative data
research projects.
d) Accelerate the implementation of
digital university models to swiftly meet the growing demand for data-related
human resources in the near future.
V. PRIORITY
TASKS FOR MINISTRIES, SECTORS, AND LOCALITIES
1. Development of regulations and
policies

jurisdictions, ministries, ministerial-level agencies, Governmental agencies,
and People's Committees of provinces and centrally affiliated cities

b) Publish the Big data list and
Big data development plan within their respective sectors and localities.
c) Develop standards for each type
of big data within their sectors and localities; establish technical
regulations for data structure, access, and usage policies for national and
ministerial/local databases.
d) Develop technical guidelines for
connecting, integrating, and sharing data across national databases,
specialized databases, and information systems. Implement AI applications and
advanced data analytics to enhance data analysis and processing capabilities in
ministries, sectors, and localities.
2. Development of data
infrastructure
a) Initiate ministerial and local
data portals in accordance with Decree No. 42/2022/ND-CP , integrating them with
the National data portal. Maximize the utilization of existing digital
government network infrastructure at ministries, sectors, and localities;
prioritize service leasing solutions during the implementation of the Data
portal.
b) Develop, reinforce, and improve
data collection and transmission infrastructure at ministerial and local
levels. Develop Internet of Things (IoT) infrastructure to support sectoral and
specialized applications in the implementation of digital government, aligning
with the development of smart cities, intelligent transportation, smart
agriculture, and resource and environmental monitoring, etc. at ministries,
sectors, and localities. Maximize integration with existing infrastructure
investments from organizations and individuals to ensure efficient deployment,
avoid redundancy, and prevent waste.
c) Maintain connectivity between
state agency cloud platforms at ministerial and local levels with the
Government cloud platform, as guided by the Ministry of Information and
Communications; and also ensure interoperability with enterprise cloud
platforms that meet operational requirements, standards, and technical
regulations for Digital Government to ensure data storage, interoperability,
and seamless sharing of shared data across ministries, sectors, and localities.
3. Development of data
a) Collect, consolidate, and
enhance master data and shared databases within ministerial and local databases;
specialized databases to support digital government services at state agencies
of ministries and local governments.

c) Development of big data sources
and data lakes at ministries, sectors, and localities Collect, utilize, and
enrich big data generated from activities at ministries, sectors, and
localities.
d) Digitize administrative records
and resolution results in compliance with regulations; collect and develop data
to support the decision-making processes of the Government, the Prime Minister,
and leaders at ministries, sectors, and localities.
4. Development of data connectivity
and sharing
a) Complete the data integration
and sharing platforms at the ministerial, sectoral, and local levels, ensuring
seamless interconnectivity with the national data integration and sharing
platform.
b) Cooperate in building regional
big data sets to integrate, share, and optimize common data resources among
provinces and cities with similar characteristics and advantages; Establish
value chains based on the interregional data utilization to drive economic
development.
c) Localities shall share their big
data with ministries, sectors, and other localities, gradually incorporating big
data into all aspects of political, economic, and social life.
d) Ministries, sectors, and
localities shall issue regulations and guidelines within their state management
scope to facilitate open, interconnected, and shared data access for
businesses; consider support mechanisms to encourage businesses and citizens to
open and share valuable data; promote the development of open and shared data
sets for the common good of society.
dd) Enable data-sharing across
ministries, sectors, and localities for use in administrative procedures;
online public services; and government decision-making and governance upon
request.
VI. SOLUTIONS

a) Ministries, ministerial-level
agencies, Governmental agencies, and province-level People’s Committees shall
direct and guide the implementation of data development strategies within their
respective ministries, sectors, and localities.
b) IT and digital transformation
units at ministries, Governmental agencies, and the Department of Information
and Communications of provinces shall review and expand their mandates to
include data-related responsibilities; act as focal points for monitoring the
development of data infrastructure and data-related initiatives, without
creating additional bureaucratic structures.
c) Establish a personnel network to
support the implementation of the Strategy from the central to local levels.
Each government agency shall designate a leader as the focal point for data
management, responsible for organizing and overseeing data development
activities within their respective agency or unit. This role shall be
integrated with a network of data officers across agencies, organizations,
enterprises, associations, and professional groups to ensure synchronized
implementation of the Strategy across all sectors and fields.
2. Capacity building and training
a) Implement initiatives for public
awareness, knowledge dissemination, and digital data education, Organize
Massive Open Online Courses (MOOCs) to provide large-scale training for
citizens on basic digital data knowledge and personal data management; provide
training on working with and utilizing data, enabling citizens to participate
and develop skills to ensure high-quality data development.
b) Strengthen training and capacity-building
for data officers in government agencies and state-owned enterprises; develop
training programs to enhance expertise in data management, analysis, storage,
connectivity, and sharing. Through training courses and workshops for data
specialists, establish a core workforce that can disseminate knowledge and
skills in data development across ministries, sectors, localities, and
businesses.
3. Training and development of
human resources
a) Implement projects on training
and developing the digital data workforce.
b) Research and develop educational
programs for data science and data industry development; integrate data science
into university, college, and vocational training programs across all fields of
information technology, engineering, economics, and social sciences, from basic
to advanced levels, to cultivate a skilled workforce in the data sector.
Establish and enhance big data science centers and laboratories within
universities and research institutes; foster a community of data scientists across
various fields.

4. Research and development
a) Conduct research and master
technologies for data analysis and processing; develop artificial intelligence
models and blockchain algorithms for open data and big data, tailored to
Vietnam’s characteristics and needs.
b) Foster the growth of an open big
data community, develop an open-source ecosystem, and comprehensively enhance
technical research capabilities to advance cutting-edge big data technologies.
c) Establish a collaborative
environment for research and development in data science and big data among
government agencies, ministries, and localities, as well as with universities,
research institutions, and businesses. Engage in international data-related
programs and projects. Build a research community that connects data scientists
with organizations and businesses in need of data solutions, addressing
specific challenges faced by these entities. Promote data science research
among university and college students.
5. Public-private partnership
a) Establish a healthy, secure, and
legally compliant data market environment to promote data services and create
more job opportunities for citizens.
b) Implement a model in which the
government and businesses commission research centers and technology companies
to analyze and process data for business orientation and decision-making
support.
c) Develop public data collection
and analysis tools to assist small and medium-sized enterprises (SMEs);
research and support digital technology enterprises in developing Make in
Vietnam digital transformation platforms that enrich data and foster a diverse
Vietnamese data ecosystem.
d) Develop a community data space
by integrating and contributing data from government agencies, businesses, and
citizens, aiming to establish data repositories, open datasets, shared big
data, and sample datasets to support the development of artificial intelligence
solutions and applications.

a) Strengthen international
cooperation activities to learn from global experiences in data management,
governance, and utilization, as well as cross-border data exchange. Facilitate
data sharing and exchange within the legal framework in selected areas of
mutual interest and demand.
b) Invite foreign experts and
Vietnamese experts residing abroad to Vietnam for consulting, research, and
training on data and data governance.
c) Actively engage in international
cooperation for data development; proactively participate in activities with
international organizations, propose data development initiatives, and take the
lead in areas where Vietnam has strengths. Actively contribute to the
development of new legal frameworks, data standards, governance frameworks, and
international principles on data in alignment with Vietnam’s objectives and
interests.
d) Support certain countries in
data development to strengthen international cooperation while promoting and
creating export opportunities for Vietnam’s data products and services. Enhance
investment promotion activities in fields related to data exploitation.
7. Measurement, monitoring, and
evaluation of implementation
a) Incorporate data development
evaluation indicators into the Digital Transformation Index (DTI) at all three
levels: provincial, ministerial, and national. These indicators should assess
various aspects, including the implementation of open data by government
agencies, the progress of building national databases, the capacity for data
connectivity and sharing, and the development of big data sets.
b) Annually publish the results of
data development evaluation indicators alongside the digital transformation
index. These results will serve as a basis for monitoring, urging, and ranking
ministries, sectors, and localities based on their level of data development
and the implementation outcomes of the Strategy.
VII. FUNDING
1. The funding for implementation
will be allocated from the state budget according to the current budgetary
decentralization framework, integrated capital sources, and other lawful
funding sources (if available).

VIII.
IMPLEMENTATION
1. Ministries, ministerial-level
agencies, and Governmental agencies
a) Take responsibility for
organizing the implementation of the Strategy within their assigned functions
and duties, in accordance with the prevailing legal framework. Incorporate data
development tasks into annual digital transformation plans and actively
participate in coordinated efforts on data development as directed by the Prime
Minister.
b) Based on the specific
circumstances of each ministry and sector, determine whether to develop and
issue a dedicated data strategy or integrate data development strategies into
digital transformation initiatives, projects, and plans. This should be done in
alignment with the National Data Strategy, ensuring: Detailing solutions and
tasks in the National Data Strategy while ensuring compatibility with the
conditions, needs, and development orientations of each ministry or sector.
Focusing on two key areas: (i) Developing digital identity databases for
managed entities to facilitate government administration and ensure nationwide
consistency and seamlessness, and (ii) Leveraging big data resources to enhance
decision-making, improve governance, and strengthen state management
capabilities.
c) Implement the development and
enhancement of data infrastructure within their respective ministries and
sectors. Take the lead in digitization and data development in relevant fields,
ensuring consistent implementation across localities. Complete and maintain
datasets identified as national database priorities that serve as the foundation
for digital government development, as designated by the Government. This
includes critical datasets outlined in the E-government development strategy
towards digital government for 2021–2025, with an orientation toward 2030.
d) Develop a ministerial-level data

dd) Assign the ministry’s
specialized unit responsible for information technology and digital
transformation as the focal point for data development. This unit will advise
the ministry's Digital Transformation Steering Committee on data-related
matters, oversee the development and strengthening of the ministry’s data
center infrastructure, and promote data collection and enrichment.
Additionally, it will manage and utilize sectoral data effectively, ensuring
integration and interoperability with national databases.
e) Organize annual training
programs to enhance the skills of data management and analysis personnel, as
well as provide data literacy training for officials and public employees.
g) Allocate an annual budget for
research and development, particularly in fields related to data science and
information technology.

international cooperation initiatives in data development to enhance global
partnerships while promoting Vietnam’s data-related products and services. Facilitate

2. Ministry of Information and
Communications
Take the lead in coordinating with
ministries, sectors, localities, associations, and enterprises in managing,
monitoring, and supervising the implementation of the Strategy, with a focus on
the following areas:
a) Provide guidance and support to
ministries, sectors, and localities in developing and implementing their
respective data development strategies/plans and the execution of component
strategies.
b) Monitor, supervise, and evaluate
the implementation of the Strategy; act as the focal point for consolidating
the implementation status and annually report to the Prime Minister and the National
Committee on Digital Transformation; conduct a mid-term review of the Strategy
by 2025 and identify priority tasks and projects for the subsequent phase until
2030.
c) Lead the development of
regulatory frameworks and policies as part of the national key tasks specified
in Section IV of the Strategy.
d) Take charge of and collaborate
with ministries, sectors, and localities in establishing criteria and
guidelines to support the formulation of open data lists and priority big data development
plans within their respective jurisdictions. These data initiatives will serve
both governmental decision-making and public and business sector data
utilization needs.
dd) Provide guidance and
collaborate with ministries, sectors, localities, and enterprises to promote
the development of national data infrastructure, national data assets, national
data centers, and regional data centers in alignment with the Strategy’s
objectives and the national information and communication infrastructure development
plan.
e) Integrate the tasks of
"Public awareness and knowledge dissemination on digital data" and
"Training and development of digital data human resources" into the
national project “Enhancing awareness, popularizing skills, and developing
digital transformation human resources by 2025, with an orientation toward
2030” to optimize resource mobilization for the effective execution of the
Strategy.

h) Develop and incorporate data
development assessment indicators into the Digital Transformation Index (DTI)
to evaluate data development progress across ministries, sectors, and

a) Develop and enhance the Government

enable seamless data sharing and real-time decision-making support for the
Government, the Prime Minister, and local administrations.
b) Develop and refine the National
public service portal to ensure stable, secure, and uninterrupted operation;
coordinate with ministries, agencies, and localities to implement solutions for
integrating the National public service portal with ministry- and
province-level administrative procedure resolution systems, national databases,
and specialized databases to facilitate efficient administrative processing and
online public service delivery.
c) Provide guidance on digitizing
records, documents, and administrative procedure outcomes; organize the storage
and exploitation of digitized data to support administrative procedure
resolution and online public service provision in accordance with legal
requirements.
4. Ministry of Public Security
a) Implement and supervise
compliance with legal regulations on personal data protection.

Create a shared database accessible to the public for comprehensive health
information retrieval; digitize health records and electronic medical records,
ensuring seamless connectivity between healthcare agencies and between
healthcare agencies and individuals to facilitate medical inquiries, health
monitoring, and treatment.
c) Promote the implementation of
digital healthcare platforms, focusing on the following key platforms: (1)
Remote medical consultation and treatment support platform;; (2) Vaccination
management platform; (3) Electronic health record platform; (4) Commune health
station management platform; (5) Hospital information management and electronic
medical record management platform.
d) Develop big data on clinical
symptoms of various diseases, healthcare big data from personal Internet of
Medical Things (IoMT) devices, and AI-powered virtual health assistants for
individual health monitoring. These datasets will support medical and
pharmaceutical research and aid in developing disease treatment protocols.
Establish a centralized national repository for storing and transmitting
medical imaging data and laboratory test results, ensuring comprehensive
information-sharing and utilization across healthcare facilities and relevant
government agencies. Leverage artificial intelligence technologies and big data
on clinical symptoms and medical expertise to enhance healthcare services.
6. Ministry of Education and
Training
a) Promote the integration of data
science and data analysis courses into various academic disciplines; strengthen
data science research at universities and teacher training colleges.
b) Implement the digitization of
educational data to establish a digital learning resource system, training
programs, and digital textbooks. Develop a unified digital learning platform
accessible across all educational levels. Enrich general knowledge repositories
through new initiatives or integration with the Vietnamese knowledge
digitalization project.

areas; land and soil data, geographical indications; weather data, production
processes, disease prevention for crops, livestock, and aquaculture; data on
agricultural production and market consumption (via digital platforms); data
from IoT devices used in smart agriculture; data monitoring and detecting
agricultural diseases; data on forest dynamics, deforestation, and wildfire
alerts via satellite imagery; data on irrigation infrastructure, reservoirs,
and canal systems; data on fishing, aquaculture, and vessel monitoring.
b) Develop and implement digital
agricultural data platforms, including:
- Agricultural data architecture
platform. Organize the implementation of digital platforms connecting farmers
with agricultural experts and provide open datasets on agricultural, forestry,
and fishery production. These datasets include production processes,
technologies, and disease prevention methods for crops, livestock, and
aquaculture; production experiences and shared support from farmers and
businesses; and a list of strategic products with competitive advantages.
- Develop and effectively utilize
digital agricultural data platforms. These platforms will be used to collect,
update, and provide data on the origin of agricultural products, agricultural
production status, and the consumption of agricultural products from
cooperatives and agribusinesses, as well as real-time data contributed by
farmers directly participating in the supply chain.
c) Apply big data/data, artificial
intelligence, and remote sensing technologies to aggregate, analyze, evaluate,
and extract insights from agricultural data platforms. These applications will
support statistical analysis, forecasting, decision-making in agricultural
production, agricultural market development, and early warnings for natural
disasters and disease outbreaks.

and Environment
a) Implement the digitization and
development of big data in the field of natural resources and environment,
including: the national geospatial database; national land database; remote
sensing; meteorology and hydrology; climate change; environmental management;
emission sources; biodiversity; water resources; geology and minerals; marine
and island resources and environment; and environmental monitoring.
b) Gradually improve national
monitoring systems for the environment, meteorology and hydrology, land resources,
and water resources through IoT devices to develop big data for the natural
resources and environment sector.
c) Research and apply IoT data
analysis and processing technologies to support decision-making for
environmental incident prevention and response, environmental protection,
sustainable land use, disaster forecasting and early warning, and climate
change adaptation.
d) Develop and enhance the national
geospatial data infrastructure and national digital mapping platform.
9. Ministry of Culture, Sports, and
Tourism
a) Digitize and develop data on
Vietnamese ethnic groups, cultural villages, cultural spaces of different
regions, the country, and its people to make them widely accessible online,
supporting the promotion and development of Vietnamese culture. Build and
enrich a large cultural and artistic data repository for Vietnam’s ethnic
communities.
b) Ensure the integration and
synchronization of cultural and artistic databases with national databases and
the Digital Vietnamese Knowledge System Project. Apply Geographic Information
System (GIS) technology for the management, preservation, and promotion of
cultural heritage.
c) Implement the digitization of
cultural heritage and establish a digital library for national heritage sites,
special national heritage sites, and intangible cultural heritage listed in the
National Cultural Heritage Inventory. Collect and manage digital data on
cultural heritage, national monuments, intangible cultural heritage,
traditional customs, and the resilience of the Vietnamese people. Strengthen
and improve data for the development of programs and projects to preserve and
promote the values of intangible cultural heritage and uphold Vietnamese
cultural and traditional values.

electricity sector, utilizing them to design and implement an intelligent power

and consumption management, especially for clean and environmentally friendly
energy sources.
c) Utilize AI for market
regulation, production planning, and distribution management of goods and
services within the ministry’s jurisdiction, leveraging big data for market
monitoring.
12. Ministry of Planning and
Investment
a) Lead efforts in coordinating
data sharing between the national business registration database and other
national databases in collaboration with relevant ministries, sectors, and
local authorities.

Technology
a) Establish the national science and
technology database, integrating it with the national population database and
other relevant national and sectoral databases.
b) Develop a shared data platform
for scientific and technological research. Collaborate with ministries,
sectors, and localities to encourage contributions to this platform, fostering
an environment where the scientific community can contribute, access, and share
research data. This initiative will support the development of data analysis
models, machine learning, and AI in line with the National strategy on
research, development, and application of artificial intelligence by 2030.
c) Develop a phased roadmap for
digitizing scientific and technological data. Apply AI and data mining to
generate analytical reports, assess sectoral impacts, and formulate solutions
to support policy-making, governance, and strategic decision-making.
15. Ministry of Labor, Invalids and
Social Affairs
a) Develop and establish a
labor-market and social security database. Prioritize the implementation of an
integrated digital labor record system connected to social insurance and
unemployment insurance data. This system will be linked with vocational
training and lifelong learning data, creating a comprehensive labor-market
database. Additionally, complete the social security database, including data
on social protection beneficiaries, poverty reduction programs, children, and
persons with meritorious services.

and persons with meritorious services data on the Ministry of Labor, Invalids,
and Social Affairs' data portal. Prioritize open data accessibility and develop
an AI-powered intelligent consultation system to provide policy-related guidance
for organizations, individuals, and businesses. Implement accessible
information solutions to enhance data access for vulnerable groups and persons
with disabilities.
d) Promote the inclusion of data
science and data analytics courses in the curricula of vocational colleges,
technical schools, and vocational education centers.
16. People’s Committees of
provinces
a) Be responsible for implementing
the Strategy, ensuring alignment with local socio-economic development plans.
b) Based on the specific circumstances
of each locality, decide whether to develop and issue a separate implementation
plan/strategy for the national data strategy or integrate its objectives into
local digital transformation plans. Ensure that local plans detail and align
with the solutions and tasks of the national data strategy while reflecting
local conditions, needs, and development directions. Actively participate in
coordinated activities under the direction of the Prime Minister and the
Ministry of Information and Communications.
c) Assign the Department of
Information and Communications as the focal agency for data development,
responsible for advising the People’s Committee and the local digital
transformation steering committee on data-related matters. Oversee the
establishment and strengthening of the local data center infrastructure and
contribute to data collection and big data enhancement. Serve as the key agency
for managing, monitoring, and ensuring effective local data usage and
integration with national databases.
d) Implement the development and
enhancement of local data infrastructure. Build local databases alongside the
implementation of digital public service platforms. Establish digital platforms
for data analysis and processing, leveraging existing information systems and
databases to avoid redundant investment and maximize the use of available data.
These efforts will support effective data utilization and provide insights into
political, economic, and social developments at the local level.
dd) Actively mobilize resources and
integrate related activities from other programs within the locality to achieve
the Strategy’s objectives.
e) Consolidate and report on the
Strategy’s implementation within the local digital transformation progress
report. Submit these reports to the Ministry of Information and Communications
by December 31 each year for compilation and reporting to the Prime Minister.
