109/2018/ND-CP dated August 29, 2018 of the Government of Vietnam on Organic
Agriculture;
Pursuant to Decision
No. 1819/QD-TTg dated November 16, 2017 of the Prime Minister of Vietnam
approving the Agriculture Restructuring Plan 2017 – 2020;
At the request of the
Minister of Agriculture and Rural Development of Vietnam
HEREBY DECIDES:
Article 1. Approval of
the “Organic Agriculture Development Project 2020 - 2030” with the following
contents:
I. VIEWPOINTS
1. The Organic Agriculture Development Project 2020 - 2030
(hereinafter referred to as “the Project”) aims to serve the Agriculture
Restructuring Project in the direction of increasing the value-added,
developing sustainably, implementing national objective programs, and promoting
the potential and strength of organic agriculture in regions and localities.
2. The development of organic agriculture must be in
association with objectives of environmental protection, biodiversity
development, and contribution to the development of tourism and service.

4. The development of organic agriculture must be implemented
at all scales and levels from households, cooperative groups, cooperatives, and
enterprises to create safe organic products and environments for farmers and
products and goods with high value-added.
5. The development of organic agriculture must mobilize the
participation of managers, scientists, international organizations, and
economic composition, especially enterprises, cooperatives, and households.
II. OBJECTIVES
1. General objectives
Develop a sustainable and
eco-friendly organic agriculture with high value-added and in association with
the circular economy of agriculture serving domestic consumption and
exportation. Produce products from organic agriculture certified to be suitable
for standards of organic agriculture of the region and the world; make Vietnam
a country with a level of organic agriculture production on par with advanced
countries in the world.
2. Specific objectives
a) By 2025
- The agricultural land area for organic production will
reach about 1,5-2% of the total area of agricultural land.
- The organic arable land area will reach about over 1% of
the total arable land with the main crops such as rice, vegetables of various
kinds, fruit trees, tea plants, black pepper, coffee trees, cashew trees,
coconut trees, etc.

- The area of organic aquaculture will reach about 0,5-1,5%
of the total area of aquaculture with a number of special aquatic species that
have economic value: brackish water shrimps, giant freshwater shrimps, native
aquatic species, etc.
- The production area of organic nutritional salts will
reach about 5-10% of the total production area of nutritional salts.
- Regarding herbal products and non-timber forest products
from the nature, the ratio of the organic output to the total output will reach
about 90 - 95%; regarding intensive farming (using the forest environment for
production), the ratio of organic output to the total output will reach about
75 - 80%.
- Improvement of the efficiency of organic production per
unit area; the value of products per hectare of organic cultivation and
aquaculture land will be 1,3 - 1,5 times higher than that of non-organic
production.
- Production and consumption of organic fertilizers in
Vietnam will reach 3 million tons by 2020 and gradually increase in the
following years, increasing the ratio of organic fertilizer products to the
total fertilizer products to 15% by 2025 and the number of permitted biological
plant protection drugs to over 30%.
b) By 2030
- The agricultural land area for organic production will
reach about 2,5 - 3% of the total area of agricultural land.
- The organic arable land area will reach about over 2% of
the total arable land with the main crops such as rice, vegetables of various
kinds, fruit trees, tea plants, black pepper, coffee trees, cashew trees,
coconut trees, etc.
- The percentage of organic livestock products will reach
about 2-3% of the total of organic livestock products produced in Vietnam.
Livestock products that will be certified organic according to their
prioritized strengths: Milk, honey products, swallow's nest products, poultry
and cattle meats, etc.

- The production area of organic nutritional salts will
reach about over 10% of the total production area of nutritional salts.
- Regarding herbal products and non-timber forest products

about 95 - 98%; regarding intensive farming (using the forest environment for
production), the ratio of organic output to the total output will reach about
80 - 85%.
- The value of products per hectare of organic cultivation
and aquaculture land will be 1,5 - 1,8 times higher than that of non-organic
production.
III. TASKS
1.
Development of concentrated areas of
organic agriculture production and key organic products.
Prioritize the use of
areas with favorable land and climate conditions for each tree and animal
species for organic production; prioritize the selection of crops, livestock,
and tree species that are well-adapted to soil conditions, resistant to pests,
and have a market for organic product consumption.
Form production areas of
native and typical products that have the potential for branding and product
geographical indications for investment in organic production.
a) Organic cultivation
areas
To determine areas of
organic agriculture production suitable for key products such as rice,
vegetable of various kinds, fruit trees, tea plants, black pepper, coffee
trees, coconut trees, cashew trees, etc., it is necessary to have a plan to
convert areas producing such key products to organic production areas.

- Organic vegetable plantation area: the cultivated area will
reach about 10 thousand hectares by 2025 and over 20 thousand hectares by 2030.
- Organic fruit tree plantation area: the cultivated area
will reach about 10 -12 thousand hectares by 2025 and about 20 - 25 thousand
hectares by 2030.
- Organic rice plantation area: the cultivated area will
reach about 1,5 - 2 thousand hectares by 2025 and about 3 - 5 thousand hectares
by 2030.
- Organic rice plantation area: the cultivated area will
reach about 1,5 - 2 thousand hectares by 2025 and about 3 - 4 thousand hectares
by 2030.
- Organic coffee tree plantation area: the cultivated area
will reach about 6 - 8 thousand hectares by 2015 and about 12 - 15 thousand
hectares by 2030.
- Organic cashew tree plantation area: the cultivated area
will reach about 1 - 1,5 thousand hectares by 2025 and about 2 - 3 thousand hectares
by 2030.
- Additionally, other concentrated plantation areas of
organic trees, such as organic coconut tree plantation area will reach about
2-4 thousand hectares and concentrated organic cocoa plantation areas will
reach about 100 hectares, etc.
b) Organic livestock
areas
Develop organic livestock
production areas of key products, such as milk, honey products, swallow
products, poultry and cattle meats, etc., especially organic buffalo and cow
breeding areas must be associated with grasslands and cultivated areas for
organic forage production.

- Organic pig breeding areas: the herd of pigs will reach 250
- 400 thousand heads by 2025 and about 600 - 800 thousand heads by 2030.
- Organic poultry breeding areas: the herd of poultry will
reach 5 - 8 million heads by 2025 and about 8 - 12 million heads by 2030, of
which the organic herd of poultry will be 9 - 10 million.
- Organic bees keeping areas: the organic honey output will
reach about 5 - 8 thousand tons.
c) Organic aquaculture
areas
Develop organic
aquaculture areas with key products such as brackish water shrimps, giant
freshwater shrimps, native aquatic species, etc. Develop organic aquaculture
areas in association with the Vietnamese market and importation. The
concentrated organic aquaculture area with the water surface area for organic
aquaculture will reach about 60 - 80 thousand hectares.
d) Organic nutritional

production areas will reach about 1,7 - 2 thousand hectares.
dd) Areas of production
and utilization of natural products
Construct and develop
certified organic production areas from areas of production and utilization of
natural products (natural forests, lakes, rivers, and streams).

- Develop joint models based on the value chain between
enterprises and cooperatives producing, processing, and conducting the business
of organic products in concentrated production areas, creating large-scale
goods regarding key products.
- Encourage production forms at the scale of cooperatives,
enterprises, or cooperative groups for the production of products of native
specialties and products utilized from nature with high value-added and
traditional value.
- Promote the movement of constructing organic gardens in
association with waste collection, organic fertilizer making, and construction
of green, clean, and beautiful environments in new rural communes.
3.
Research on the development and
application of technology in organic agriculture
- Develop and complete technical processes in the direction
of applying high technology combined with promoting native knowledge and
organic production in association with the value chain for key products to
improve productivity and quality and reduce input costs and greenhouse gas
emissions.
- Research on the development and application of biological
products, bio-organic fertilizers, and biological control agents to improve
productivity and quality of products and replace antibiotics in livestock and
aquaculture; biological products for agricultural environment remediation
- Research and assess the status of soil fertility and
nutritional needs for key crops for sustainable organic agriculture production.
- Preserve, restore, utilize, develop, and construct
geographical indications and cooperative labels for the native and endemic tree
and animal species with comparative advantage and high economic value.
- Research and develop products from organic agriculture with
high quality and typical biological values, ensuring competitiveness and
meeting the needs of people’s health protection.

- Deploy pilot implementations of organic agriculture
production models in association with the value chain for certain key products,
specialties with advantages of localities, and models of research on the
application of technology transfer of organic agriculture production and
certification of products meeting organic standards are attached hereof;
gradually expand the implementation of the mentioned models.
4.
Human resource training and development
- Improve the capacity of officials at various levels who are
managing, inspecting, and supervising certifying organizations and products
from organic agriculture.
- Improve the capacity of organic product certification for
certifying organizations.
- Provide training for enterprises and individuals that
produce and trade organic products.
- Increase education on organic agriculture for general
students and students of vocational schools, colleges, and universities in the
field of agriculture, forestry, and fishery.
- Improve the human resource quality for organic production,
increase the training of specialists in organic agriculture (at central and
local levels), improve the training quality, and establish in-depth training
facilities in organic agriculture as designated by state management agencies.
5.
Development of certifying organizations,
completion of the systems of standards and regulations, and technical processes
- Support and facilitate the establishment and development of
organizations certifying products from organic agriculture in accordance with
Vietnamese standards.

- Organizations certifying products from organic agriculture
in Vietnam shall strictly implement the management and supervision of
organizations and individuals engaged in organic agriculture production they
certified.
- Develop standards, regulations, and technical processes for
the production and management of organic agriculture.
6.
Increase in the processing, consumption,
and exportation of organic products
- Prioritize the processing of urban products including
dishes, foods, beverages, herbal drugs, cosmetics, etc. to enhance the
value-added.
- Develop joint models based on the value chain of products
from organic agriculture from production to processing and consumption,
applying high technologies for deep processing and refining to create
high-value products from organic agriculture with Vietnamese brands.
- Provide support in developing brands, promoting products,
and developing the market for Vietnamese products from organic agriculture.
- Encourage enterprises to put products from organic
agriculture into the system of supermarkets, convenience stores, and safe
product supply chains.
7.
Development of input supplies serving the
development of organic agriculture
- Disclose the list of input supplies that meet the standards
of organic agriculture.

- Diversify product sources for organic livestock and
aquaculture feeds such as green feeds, silage, dried feeds, fish powder, etc.,
to develop organic livestock and aquaculture. Develop and use breeds and
organic input supplies in organic aquaculture.
IV. IMPLEMENTATION
SOLUTIONS
1.
Improvement of the effectiveness and
efficiency of enforcement of laws on organic agriculture
a) Development of
concentrated organic agriculture production areas
- Administrative divisions shall, based on their local
ecological conditions, products with advantages, and consumer markets, develop
organic agriculture development projects, assess land and water sources,
develop mechanisms and policies on supporting and orienting the development of
concentrated organic agriculture production areas, and mobilize enterprises,
cooperatives, and people with organic production needs to invest in production.
- Develop a distribution system based on the value chain from
production and processing in association with the consumer market of organic
products (combined with ecological tourism and agriculture) according to the
characteristics of regions, thereby summarizing successful lessons to complete
technical processes, training, and transfer.
- Increase the use of existing, recycled, and closed-cycle
materials in production areas, creating a premise for the development of stable
organic agriculture (via the use of products from cultivation as livestock,
aquaculture feeds, and provision of materials for making organic fertilizers
for cultivation).
- Identify areas with potential and strengths in the production
of products from organic agriculture to encourage enterprises, cooperatives,
and the people with organic production needs to investment production.
b) Input management of
organic production

- Strictly manage input supplies used in organic production,
such as fertilizers, plant protection drugs, veterinary drugs, preservatives,
additives, etc.
- Manage the water source used for organic agriculture production,
such as water for trees, water for livestock, aquaculture, etc.
- Manage culture processes of organic trees and caring
processes of organic livestock and aquaculture.
c) Management of products
from organic agriculture
- Vietnamese products from organic agriculture, when
circulating on the market, must be certified and have labels, origin tracing
stamps, and product logos corresponding to the certified standards.
- State management agencies shall inspect facilities that
produce and trade organic products and the quality of products from organic
agriculture according to regulations to ensure the quality is suitable for
certified standards when such products are circulating on the market.
- Establishment of an origin tracing system of organic products
at each stage of production, processing, and consumption.
2.
Completion of institutions, mechanisms,
and policies on organic agriculture development
- Continue to implement the existing mechanisms and policies:
Implement promulgated mechanisms and policies on organic agriculture (implement
Clauses 1, 2, 3 Article 16 and Clauses 1, 2, 3, 4, 5 Article 17 Chapter VI of
Decree No. 109/2018/ND-CP dated August 29, 2018 of the Government of Vietnam on
policies on encouragement to develop organic agriculture).

- Develop new mechanisms and policies, especially for
encouraging enterprises to invest in organic agriculture and facilitating
creative and innovative entrepreneurship enterprises to invest in organic
agriculture.
3.
Promotion of scientific research,
technology transfer, and international cooperation
- Increase international cooperation in conducting scientific
research and applying technology transfer serving the production of input
supplies for organic agriculture production.
- Develop the Program of Science and Technology for Organic
Agriculture Development 2020 - 2030.
4.
Development and expansion of organic
agriculture location models
- Support and encourage private enterprises to participate in
establishing prestigious certifying organizations in Vietnam and invest in the
development of research and technology transfer models for producing and
processing organic products.
- Develop models of agricultural extension for production and
processing in association with the consumption of products from organic
agriculture; complete technical processes, training, and technology transfer
for farmers.
- Develop organic agriculture models based on a closed value
chain link from production – processing – consumption of organic products and
extend such models in the fields of cultivation, livestock, forestry, fishery,
and salt.
- Develop models of training and improvement of human
resource quality for organic agriculture.

- Implement communication to improve the awareness and
knowledge of the community regarding organic agriculture.
- Disseminate, universalize, guide, and implement standards,
policies, and laws on organic agriculture to create confidence for consumers in
using products from organic agriculture; improve the awareness of enterprises,
producers, and managers regarding strict compliance with processes of
production, supervision, and certification to promote organic agriculture
development.
- Support communication campaigns to raise consumers'
awareness of products from organic agriculture.
V. BUDGET FOR PROJECT
IMPLEMENTATION
1. Capital source:
- Private investment capital of enterprises, sponsorship,
aid, and other legal mobilized capital from organizations and individuals
inside or outside of Vietnam as prescribed by law.
- Budget capital via supporting the development of plans,
projects, technical advice, and infrastructure of Ministries and central
authorities integrated from national objective programs, socio-economic
development programs, the budget for science and technology, agricultural
extension, ODA projects, and relevant science and technology programs.
- Other legal capital sources.
2. Management and use of budget from the state budget for
implementing tasks of projects shall comply with the Law on State Budget of
Vietnam and relevant regulations.

1. Ministry of Agriculture and Rural Development of Vietnam
The Ministry of
Agriculture and Rural Development of Vietnam is the focal agency and shall:
- Take charge and cooperate with Ministries, central
authorities, and administrative divisions in implementing the Project;
proactively integrate objectives and tasks of the Project into national
objective programs and projects of relevant Ministries, central authorities,
and administrative divisions.
- Take charge of proposing and developing necessary
mechanisms and policies related to organic agriculture.
- Take charge of selecting and identifying elements to
complete pilot models of local organic agriculture production according to the
approved list; designate units capable of conducting research, certifying, and
linking value chains to participate in implementing pilot models; develop
implementation plans and gradually extend the mentioned models.
- Organize dissemination, universalization, training, and
guidance on content related to the Project.
- Organize the inspection, supervision, and assessment and
annually submit reports on the implementation of the Project to the Prime
Minister of Vietnam.
2. Ministry of Health of Vietnam shall:
- Research and apply products from organic agriculture with
high nutritional quality and typical biological values, satisfying the needs of
people's health protection and disease prevention.

- Regularly inspect and supervise products from organic
agriculture circulating on the market according to the prescribed period.
- Research, survey, and develop products of traditional
medicine and health protection food from organic herbs.
3. The Ministry of Natural Resources and Environment of
Vietnam shall:
- Take charge and cooperate with Ministries, central
authorities, and administrative divisions in assessing and identifying regions
eligible for organic production; promulgate regulations on implementation of
requirements for the effective use, utilization of natural resources,
environmental protection, and biodiversity, and integrate the work of
preservation into the development of organic agriculture development areas.
- Research and propose measures to promote the reuse of
wastes discarded by-products as production materials, limiting disposal,
wastefulness, and environmental pollution.
4. Ministry of Industry and Trade of Vietnam shall:
- Implement state management of organic food business and
other organic products under its management as per regulation; implement market
management of organic products as per regulation.
- Carry out the functions of inspection and supervising
products from organic agriculture circulating on the market.
5. Ministry of Science and Technology of Vietnam shall:

- Take charge and cooperate with the Ministry of Agriculture
and Rural Development of Vietnam in approving tasks of scientific research and
technology transfer and models of organic agriculture development locations in
National Science and Technology Programs.
6. Ministry of Finance of Vietnam shall:
- Take charge and cooperate with the Ministry of Agriculture
and Rural Development of Vietnam, the Ministry of Science and Technology of
Vietnam, and relevant Ministries and central authorities in guiding mechanisms
and policies on support for organic agriculture development.
- Allocate the budget for the regular performance of tasks of
projects in accordance with regulations of the Law on State Budget of Vietnam
and relevant regulations.
7. The Ministry of Planning and Investment of Vietnam shall:
Take charge and cooperate
with relevant Ministries and central authorities in balancing and allocating
the budget for the implementation of programs and projects as prescribed by the
Law on Public Investment of Vietnam and Law on State Budget of Vietnam, and
guiding the integration of capital sources to ensure the investment
effectiveness.
8. The State Bank of Vietnam shall:
Cooperate with the
Ministry of Agriculture and Rural Development of Vietnam in reviewing and
developing mechanisms and policies to support Agricultural Authorities in
implementing this Project.
9. Vietnam Organic Agriculture Association shall:

10. Tasks of other agencies and organizations
Other Ministries, central
authorities, and professional associations and organizations shall, based on
their functions and tasks, proactively cooperate with the Ministry of Agriculture
and Rural Development of Vietnam, administrative divisions, and relevant
agencies in implementing the Plan, mobilizing and providing dissemination for
people and enterprises to encourage them to participate in the production and
consumption of organic products and link the value chain of organic
agriculture.
11. People’s Committees of provinces and centrally affiliated
cities shall:
- Identify products with advantages, key fields, and regions
with advantages in organic production, and cooperate with the Ministry of
Agriculture and Rural Development of Vietnam in developing plans and projects
for organic agriculture development that satisfy requirements and comply with
agricultural standards.
- Develop specific local mechanisms and policies on land,
infrastructure, breeds, organic production technology, etc. for the development
of organic agriculture.
- Allocate budget from the local budget and mobilize legal
capital sources to implement organic agriculture development plans in their
areas.
- Regularly inspect the implementation of the local organic
agriculture development project, annually summarize and submit reports on the
performance of local projects to the Ministry of Agriculture and Rural
Development of Vietnam for summary and submission of reports to the Government
of Vietnam.
Article 3.
Implementation provisions
- This Decision comes into force as of its date of signing.
