DECISION
RATIFYING
THE COMMON PLANNING FOR THE HA TIEN PROVINCIAL CAPITAL AND BORDER-GATE ECONOMIC
ZONE, KIEN GIANG PROVINCE
THE PRIME MINISTER
Pursuant to the Law on
Organization of the Government of September 30, 1992;
Pursuant to the Regulation on Urban Planning Management issued together with
Decree No. 91/CP of August 17, 1994 of the Government;
At the proposals of the President of the People’s Committee of Kien Giang province at Report No.
18/TT-UB of June 17, 1999 and the Minister of Construction at Report No.
44/TTr-BXD of December 30, 1999,
DECIDES:
Article 1.- To approve the common planning for the Ha Tien
provincial capital and border-gate economic zone in Kien Giang province for the
period 2000-2020 with the following main contents:
1. Character:
The Ha Tien provincial capital
and border-gate economic zone is an important economic, cultural and social
center of Kien Giang province; an international border-gate zone catering for
the economic and cultural exchanges, and political and diplomatic relations
between Vietnam and Cambodia and the countries in the ASEAN; a trade, service,
tourist and industrial center holding an important position for national
security and defense.

The Ha Tien provincial capital
and border-gate economic zone lies on the Gulf of Thailand close to the border
with Cambodia. It includes areas of My Duc commune, Phao Dai ward, To Chau
ward, Dong Ho ward, Binh San ward and Ha Tien provincial capital.
The scope of the common planning
covers 1,600 hectares, determined as follows:
- Bordering Kampot province of
Cambodia to the North;
- Bordering Thuan Yen Bay to the
South;
- Bordering Phu My commune to
the East and Southeast;
- Bordering Rach Gia Bay to the
West and Southwest.
3. Population size:
- Population in 1999: 37,000
inhabitants, of whom 25,000 live in the inner city;
- Estimated population by
2020:120,000 inhabitants, of whom 100,000 live in the inner city;

b/ Specialization of land areas:
- The population area covers
about 320.4 ha comprising Dong Ho ward, Binh San ward, To Chau ward, My Duc
commune and Phao Dai ward;
- The system of public service
works of the provincial capital covers 262.72 ha comprising administrative,
cultural, educational, public health and sport areas and tree plantings shall
be located in Dong Ho ward, Binh San ward, To Chau ward and My Duc commune;
- The area catering for the Ha
Tien border-gate economic zone covers 65.24 ha comprising:
+ Constructions of various
agencies such as Border Guard, Customs, International Quarantine Control,
Representative Offices, showrooms, duty-free shops...covering about 15.43 ha
shall be located in the Xa Xia border-gate area and Bai No in My Duc commune,
Phao Dai ward.
+ International and domestic
trade facilities, such as international exhibition fairs, service and
transaction offices, representative offices, banking offices, showrooms,
hotels, restaurants, storehouses... covering about 18.54 ha shall be located in
Dong Ho ward, Binh San ward, My Duc commune and Phao Dai ward.

- Industrial zone covering 83.0
ha shall be located in Dong Ho ward and Binh San ward comprising factories for
processing farm, forest and sea products...
- Ecology preservation and
tourist forests covering about 304.46 ha shall be located in To Chau ward and
Phao Dai ward comprising the Thach Dong tourist area, Tam Phu Nhan Mount and
Mui Nai.
5. Draft plan for development of technical infrastructures:
The technical infrastructures of
the provincial capital and the border-gate economic zone of Ha Tien - Kien
Giang must be built harmoniously and completely and step by step modernized in
the following direction:
a/ In communications:
- National Highway 80 passing
through Ha Tien provincial city shall have a breadth of 40.0 m;
- The provincial highway 28 from
Mui Nai to Thach Dong shall have a breadth of 40.0 m;
- Inner city roads shall have a
breadth of 15.0-33.0 m;
- A main bridge shall be built
to link the mainland with Dong Ho in the sea and from Mui Kim Du to Phao Dai.
Another bridge is planned to be built and to link with national highway 80;

+ The Bai No sea port is planned
to be located in Nui Den with cargo passage capacity of 3,000-5,000 tons/year.
+ The river port is planned to
be located at the industrial zone near Muong Dao canal with a planned capacity
of around 600 tons/year.
In addition, a tourist river
port is planned for the Tran Hau port area, and a fishing port shall be built
on the shore in To Chau ward.
- The Ba Ly airport shall be
kept intact;
- The bus station shall be
located near To Chau Mount in the new administrative center of the town; the
truck station shall be located at the bonded warehouse of My Duc commune; the
tourist car and bus parking ground shall be located in Mui Nai area.
b/ Land and technical
preparations:
- Minimum height design for
ground foundation:
+ 0.97 m at the new
administrative center and in the expansion from the People�s Committee office
of the town to Muong Dao canal and part of Phao Dai ward;
+ 0.1 m at the Mui Nai tourist
area;

- Total volume of earthwork:
about 3,707,911 m3.
- Drainage:
+ For the urban population are
separation of rain water and waste water drainages through underground culverts
or concrete covered canal;
+ These two drainage systems
shall be made into a single system in the rural population area but the water
must be processed by biological ponds before discharge into the canal,
c/ Electric supply:
- Total capacity required by
2020 shall be 35,999 KW fed by the medium voltage 22 Kv line of the national
grid.
d/ Water supply:
- Total required volume of water
by 2020 shall be 10,000 m3/day;
In the first stage, water shall
be supplied through the transformation and upgrading of the Tam Phu Nhan
reservoir with a capacity of 120,000 m3 and two lotus ponds with combined
capacity of the lake estimated at 60,000 m3.

e/ Processing of waste water and
environmental hygiene:
- Waste water shall be
thoroughly processed by the biological lake and biological basin method;
- Garbage shall be gathered and
processed in the northern area close to the border with Cambodia, covering
about 15 ha.
- The cemetery shall be located
on mountain slope on the road from Mui Nai to the river port at Phao Dai ward,
covering about 5 ha.
6. Planning of construction for
the first phase:
Priority shall be given to the
construction of the infrastructure of the Ha Tien border-gate area, the
international trade area and the concentrated industrial zone.
Article 2.- The People’s Committee of Kien Giang province shall have:
1. To announce the common plan
so that organizations and individuals know and carry it out; to draw up the
dossier of planting red-line marker posts, draw up and approve the detailed
plans and investment projects as currently prescribed. To issue the Regulation
on management of the construction according to the Common Planning of the
provincial town and border-gate economic port zone of Ha Tien.
2. To coordinate with the
related ministries and branches in studying policies and measures to mobilize
sources of capital for development of the Ha Tien town and border-gate economic
zone according to the approved planning.

The president of the People’s Committee of Kien
Giang province, the Minister of Construction and the ministers and heads of
ministerial-level agencies, the heads of the agencies attached to the
Government, and related organizations shall have to implement this Decision.
