DECISION
APPROVING THE ADJUSTED MASTER PLAN ON CONSTRUCTION OF NHON
TRACH NEW URBAN CENTER, DONG NAI PROVINCE, UP TO 2020
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on
Organization of the Government;
Pursuant to the November 26, 2003 Law on Construction and the Government's
Decree No. 08/2005/ND-CP of January 24, 2005, on construction planning;
At the proposal of the Construction Minister in Document No. 43/TTr-BXD of
August 9, 2006, approving the adjusted master plan on construction of Nhon
Trach new urban center up to 2020,
DECIDES:
Article 1.- To approve
the adjusted master plan on construction of Nhon Trach new urban center up to
2020 with the following principal contents:
1. Planning scope:
The planning scope covers the whole
administrative boundaries of Nhon Trach district with an area of 41, 089.1 ha.

- To be an industrial, trade-service, tourist,
education-training and scientific-technological center of Dong Nai province and
the southern key region, which will be developed to reach the criteria of grade
II city;
- To be an important traffic hub of the southern
key region;
- To occupy an important security and defense
position in the southern key region.
3. Population:
a/ By 2010, the population will reach around
265,000, including 150,000 urban inhabitants;
b/ By 2020, the population will stand at around
600,000, including 450,000 urban inhabitants.
4. Construction land size:
a/ By 2010, the urban construction land will be
around 10,000 ha, of which the civil construction land will be around 4,200 ha,
with the target of 160m2/person;
b/ By 2020, the urban construction land will be
around 22,700 ha, of which the civil construction land will be about 9,200 ha,
with the target of 155m2/person.

a/ Urban development direction: The land area is
surrounded by Road 25A and village road 19, the land area bordering on Dong Nai
and Long Tau rivers, in the direction of linking with District 2 and District 9
of Ho Chi Minh City; in the following main directions:
- The existing district center: To develop
concentrated urban quarters, the city center and the trade-service center;
- The northwestern area along Dong Nai river: To
develop an urban-tourist service zone and a university zone;
- The southwestern area: To develop urban areas,
rural residential areas, ports and industries in association with ports along
Long Tau river;
- The eastern area: To develop industrial parks
and rural residential areas;
- The southern and southeastern areas along Dong
Tranh and Thi Vai rivers, bordering on Can Gio district (Ho Chi Minh City) and
Phu My new urban center (Ba Ria-Vung Tay province) shall be developed into an
ecological zone for submerged forest conservation.
b/ Functional sub-zones:
- Urban areas (around 5,930 ha), including:
+ The residential area bordering on Road 25A to
the north, the belt expressway to the southwest, on the road leading to Ong Keo
industrial park to the southeast (with an area of about 1,500 ha and a
population of some 150,000);

+ The residential area south of Nhon Tranh industrial
park (with an area of about 1,700 ha and a population of around 160,000);
+ The northern residential area, lying close to
Dong Nai river, along the expressway from District 9 of Ho Chi Minh City to
Nhon Trach (with an area of around 950 ha and a population of some 80,000);
+ Dong Mu Rua residential area lying at the
cross of the belt road leading to highway 51 and the road leading to Phuoc An
port (with an area of around 150 ha and a population of about 15,000);
+ Hiep Phuoc residential area lying at the
eastern gate of the new urban center (with an area of about 130 ha and a
population of some 15,000);
+ Phu Huu residential area lying west of the new
urban center (with an area of about 200 ha and a population of around 15,000).
- Industrial parks and clusters (about 3,600
ha), including:
+ Nhon Trach industrial park (about 2,700 ha);
+ Ong Keo industrial park (about 800 ha);
+ Local industrial clusters south of Tuy Ha town
(about 100 ha).

+ The heart of Nhon Trach new urban center
(about 600 ha), including parks, public squares, administrative works, theater,
library, museum, trade, financial and banking transaction center;
+ The center north of the new urban center
(about 80 ha), including administrative office buildings, post offices,
cultural houses, health stations, trade-service works;
+ The center southeast of the new urban center
(about 90 ha), including administrative office buildings, post offices,
cultural houses, health stations, trade-service works;
+ The system of public centers of residential
quarters, including public offices, schools, kindergartens, health stations,
cultural houses, marketplaces, trade works, flower gardens, physical training
and sport and recreation and entertainment grounds', which are arranged in
residential zones.
- Specialized centers:
+ An education and training center (about 350
ha), with universities lying north of the new urban center, close to Dong Nai
river, lying in-between Dong Mon river and Ho Chi Minh City-Long Thanh-Dau Giay
expressway;
+ A trade center of the new urban center: To be
arranged in three areas, including the northern area bordering on Dong Nai
river in Long Tan commune (about 85 ha); the eastern area bordering on highway
51, on Road 25B (about 35 ha); the southeastern area on the road leading to
Phuoc An port (about 35 ha);
+ A physical training and sport center (about
150 ha): To be arranged near the cross section between the belt road and Road
25 C as well as road running from Cat Lai ferry;
+ Physical training and sport-cum-park zones in
urban residential areas, of around 50 ha each:

+ In addition, a system of clinics, health
stations and specialized hospitals to be located in residential areas,
university campuses, sport complexes to directly provide daily healthcare to
people.
- A greenery, water surface and park system
(about 6,165 ha), including:
+ A park of the new urban center, parks of urban
population zones and residential areas (about 645 ha);
+ Parks and greenery areas along Dong Nai, Dong
Mon and Ong Keo rivers, of between 100m and 150 m wide;
+ Other parks: children park, water park,
cultural park;
+ Forest parks separating industrial parks from
urban residential areas, of between 150 m and 200 m wide;
- Eco-tourism resorts (about 2,000 ha),
including:
+ The urban eco-tourist resort of Ong Con islet
(about 750 ha);
+ Ong Keo tourist resort (about 250 ha);

+ Giong Ong San tourism-historical relic zone in
Phu Dong commune (about 150 ha);
+ Mo Coi Hill eco-tourism tourist resort in Phu

Cai river and the belt road running from District 9 of Ho Chi Minh City to Nhon
Trach (about 400 ha);

+ Rural residential area of Dai Phuoc and Phu
Dong communes, northwest of the new urban center (with an area of about 600 ha
and a population of some 30,000- 40,000).
+ Vinh Thanh commune residential area (with an
area of about 800 ha and a population of about 40,000- 50,000);
+ Phuoc Khanh commune residential area lying
west of the new urban center (with an area of about 320 ha and a population of
about 20,000);
+ The residential area of Long Tan and Phu Hoi
communes, lying north of the new urban center (with an area of about 600 ha and
a population of about 30,000- 35,000);

c/ Urban architecture and landscape:
- A landscape area: No construction will be
permitted in order to conserve nature and ecology, comprising the submerged
forest ecological zones south and southeast of the new urban center, lying
close to Dong Tranh and Thi Vai rivers;
- A new development area: To develop modern
architecture and high-rises in the heart of the new urban center;
- Landscape areas lying along Dong Nai, Nha Be,
Cai and Dong Mon rivers: To organize greenery and open water surface areas,
developing low-rises in combination with some high-rises in order to create
focal points for the urban center.
6. Planning orientations for
technical infrastructure development
a/ Traffic:
- Major targets:
+ The communication land area will be around
2,430 ha, including some 1,400 ha for outbound communication and 1,030 ha for
intra-urban center communication:
+ Urban communication land area ratio: 11.2%, including
1.7% for static communication:

+ Urban communication land norm: 22.8 m2/person.
- Outbound communication:
+ Land communication: Bien Hoa-Vung Tau
expressway lying east of Nhon Trach new urban center; Ho Chi Minh City's belt
road 2 running from District 9 through Can Gio rural district to the southwest
of the new urban center; inter-regional expressway linking Ho Chi Minh City's
belt road 2 with Bien Hoa-Vung Tau expressway;
+ Waterways: To build Phuoc An cargo port on Thi
Vai river, tourist ports on Dong Tranh and Dong Nai rivers and other ports to
be built under the planning on seaport group No. 5 already approved by the
Prime Minister;
+ Railway: To reserve land funds for the railway
line south of the inter-regional expressway;
+ To reserve land funds for development service
facilities associated with Long Thanh international airport.
- Inbound communication:
+ The main urban axes shall be arranged at the
interval of 1,000 m - 1,200 m between roads; the network of main roads to be
arranged in radial semi-circle shape,
+ At cross-sections between outbound
communication axes, expressways, railways and urban main axes, the
grade-crossing intersections shall be built to ensure speed and traffic safety.
At cross-sections between main urban thoroughfares: To expand level-crossing
intersections, and design greenery roundabouts and directional roundabouts:

b/ Land technical preparations:
- Ground leveling solutions:
+ The construction height is at least 2.3 m. The
minimum ground slanting degree is 0.4%.
+ For the new urban center, the ground shall be
leveled and filled up in conformity with the controlled construction height,
making full use of natural terrain, retaining rivers and canals to support
water drainage and create urban landscape.
- Water drainage solutions:
+ System: To select a separate rainwater
drainage system;
+ Basin: Along small basins of the systems of
rivers and canals including Mieu canal, Ong Huong canal, Dong Mon river, Dong
Nai river, Cai Sinh canal, Cay Giang canal, Ba Ky canal, Xom Thuoc water
stream, Bau Bong and Ong Keo water streams, La canal, Nhom canal, Chay canal,
La canal, Ong Mai canal, Cau Trai river, Cau Tau river and other small canals;
+ River bank protection boundary corridors shall
comply with the regulations on water boundary management.
c/ Water supply:

+ Daily-life water: Inner city areas: 150
liters/person/day; suburban areas: 120 liters/person/day:
+ Industrial park water: 50 m3/ha/day;
- Water demand: The total water volume for
daily-life and industrial production will be around 350,000 m3/day by 2020;
- Water sources:
+ To use Dong Nai river water for supply to
Thien Tan water plant 2 through Nhon Trach pressure station with a capacity of
260,000 m3/day which will rise to around 300,000-350,000 m3/day in the future;
+ The underground water plant of Nhon Trach
industrial park I (with a capacity of 8,000 m3/day);
+ The underground water plant of Dong Nai Water
Supply and Construction Company (with a capacity of 20,000 m3/day).
d/ Electricity supply:
- Electricity supply norms:

+ Electricity supplied for public works in inner
city areas: To be equal to 40% of the daily-life electricity norms;
+ Electricity supplied for industrial parks: 250
kW/ha.
- Load by 2020: Around 1, 307, 090 kW;
- Electricity sources: The national electricity
grids through the 220 kV high-voltage transmission line from Phu My power
plant; Formosa power plant (300 MW); and the gas-operated power plant (3,000
MW) at Dong Tranh and Long Tay rivers T junction (in Ong Keo industrial park).
e/ Waste water drainage and environmental
sanitation:
- Waste water drainage norms: The daily-life
waste water to be equal to 80% of the water supply norm; industrial waste
water: 40m3/ha;
- Daily-life waste water:
+ The total daily-life waste water volume will
be around 80,000 m3/day by 2020;
+ The total industrial waste water volume will
be around 144,000 m3/day by 2020:

+ Long Tho commune and Dong Mu Rua areas: Waste
water will be gathered to a pumping station with a capacity of 5,000 m3/day
near the belt road before it is pumped to treatment station No. 1;
+ Long Tan and Phu Hoi communes' area: Waste
water will be gathered to treatment station No. 2 at the foot of the bridge
spanning Dong Nai river (with a capacity of 5,000 m3/day);
+ Hiep Phuoc commune area: Waste water will be
gathered to treatment station No. 3 north of the urban residential area (with a
capacity of 5,000 m3/day), and, after treatment, will be discharged into Ba Ky
canal:
+ The area covering Dai Phuoc commune and part
of Vinh Thanh commune close to Ong Keo canal: Waste water will be gathered to
treatment station No. 4 near Cau Trai river (with a capacity of 4,000 m3/day);
+ For other basins along Ong Keo canal in Phu
Huu and Phuoc Khanh communes, and the areas along Dong Mon river in Phuoc Thien
commune: Waste water will be treated locally.
- Industrial wastewater:
+ Wastewater from factories and workshops in
inner city areas are required to be locally treated up to hygienic standard B
before being discharged into the urban sewage systems. In industrial parks,
concentrated treatment facilities will be built. Wastewater will be treated
locally by each factory then treated at concentrated treatment stations. After
treatment, wastewater must reach hygienic standard A before being discharged into
the environment;
+ Hospital wastewater: To be locally treated and
disinfected before being discharged into the urban water drainage systems.
- On environmental sanitation:

+ Cemetery: In the immediate future, the 20 ha-
cemetery in Long Tho commune will be used, which will be relocated to an area
20-30 km away from the urban center.
7. Measures to protect river
and water environment and waterscape:
- To strictly control daily-life and industrial
waste water before it is discharged into rivers and canals;
- To plant trees and protect greenery strips
along rivers and canals, creating open spaces for the new urban center;
- To strictly control forms of eco-tourism along
rivers and on islets.
8. First-phase construction
planning and investment priority programs and projects:
- Investment in technical infrastructure of the
2,700-ha Nhon Trach industrial park;
- Investment in urban residential areas and public
and urban service facilities;
- Investment in physical training and sport,
education and training, medical and trade centers;

Article 2.- The
People's Committee of Dong Nai shall:
1. Publicize the adjusted master plan on
construction of Nhon Trach new urban center up to 2020 for knowledge and
implementation by organizations and individuals; organize the implementation of
the master plan according to current provisions of law.
2. Promulgate a Regulation on management of
construction under the master plan on construction of Nhon Trach new urban
center.
3. Organize the formulation and approval of the
master plan, detailing plannings and projects on investment in Nhon Trach new
urban center according to law.
4. Coordinate with the Transport Ministry in
determining the locations, route direction and scale of outbound communication
works in Nhon Trach new urban center.
5. Closely manage the construction land fund,
work out appropriate land use plans with capital sources and capabilities of
investors, avoiding improper land use and ensuring efficient exploitation of
the land fund for the development of the new urban center.
Article 3.- This
Decision takes effect 15 days after its publication in "CONG BAO."
The president of the People's Committee of Dong
Nai province, the Construction Minister, concerned ministers and heads of
ministerial-level agencies, heads of government-attached agencies, organizations
and individuals shall implement this Decision.
