DECISION
APPROVING THE MASTER PLAN ON CONSTRUCTION OF CAN THO CITY UP
TO 2025
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on
Organization of the Government;
Pursuant to the November 26, 2003 Construction Law;
Pursuant to the Government's Decree No. 08/2005/ND-CP of January 24, 2005, on
construction planning;
At the proposals of the Construction Minister in Report No. 35/TTr-BXD of June
12, 2006, and of the People's Committee of Can Tho city in Report No.
61/TTr-UBND of December 16, 2005, regarding the approval of the master plan on
construction of Can Tho city up to 2025,
DECIDES:
Article 1.- To approve
the master plan on construction of Can Tho city up to 2025 with the following
principal contents:
1. Scope and scale:
The master plan covers the whole administrative
boundaries of Can Tho city with a total area of 139,000 hectares.

3. Population size:
- By 2015: The population of the whole city
shall be around 1,300,000, of which the population of the inner city shall be
around 700,000;
- By 2025: The population of the whole city
shall be around 1,600,000 - 1,800,000 of which the population of the inner city
shall be around 1,000,000 - 1,100,000;
4. Construction land area:
- By 2015: The urban construction land area
shall be around 14,750 hectares with a norm of 200 - 210 m2/person, of which
the land area for civil use shall be 4,296 hectares with a norm of 65 - 70
m2/person.
- By 2025: The urban construction land area
shall be around 22,000 - 23,000 hectares with a norm of 220 - 230 m2/person, of
which the land area for civil use shall be 8,300 - 8,500 hectares with a norm
of 80 - 85 m2/person.
5. Orientations for spatial
development and urban arichitecture and landscape:
a/ The city's main development directions shall
be as follows:
- To the northwest along Hau river: To develop
Thot Not urban - industrial - service zone, an urban - hi-tech zone north of O
Mon canal and a heavy-industry zone attached to the port south of O Mon canal;

- To the southwest: To develop an ecological
urban center attached to water nature conservation zones and orchards.
- To the west: To develop suburban agricultural
belts.
b/ Functional quarters:
- Residential quarters (on a total area of
around 5,400 - 5,800 hectares) include:
+ The existing residential quarters which need
to be renovated, embellished and strictly managed in terms of planning,
architecture and protection of historical relics and valuable landscape
architectures, covering the central urban area (with an area of 1,000 hectares
and a populaiton of around 250,000), including quarters already built in the
wards of Binh Thuy and Ninh Kieu districts in the inner city and along Hoa
Binh, April 30, February 3 and Tran Hung Dao roads and national highways 91 and
91 B; and the existing population quarters in Cai Rang, O Mon and Thot Not
(with an area of 450 hectares and a population of around 150,000).
+ Newly developed quarters which shall be built under
urban development projects with synchronous infrastructure systems and modern
architectures, including:
* The residential quarters along national
highway 91B, north of Cai Khe islet and in Binh Thuy district (with a total
area of 1,200 - 1,300 hectares and a total population of around 200,000), which
require the exploitation of land strips along Hau river bank and the building
of high-rises as vanishing points in the new faade of the city by Hau river;
* The residential quarters along Can Tho city
and the quarter south of new national highway 1A in Cai Rang district (with an
area of 700 - 800 hectares and a population of around 120,000 - 150,000), which
shall be largely located in Hung Phu, Hung Thanh and Phu An wards; and to
develop residential low-rises suitable with particular conditions of riverside
areas in combination with a number of high-rises as vanishing points in the
center and along Can Tho and Hau rivers;
* The residential quarter of O Mon urban and
heavy-industry zone shall be located to the south of O Mon river and the
southeast of national highway 91 (with an area of 850 hectares and a population
of around 120,000 - 150,000), where residential high-rises combined with
low-rises shall be developed;

* The residential quarter of Phong Dien
ecological urban center shall be located on Can Tho river bank in My Khanh,
Giai Xuan and Nhon Nghia communes (with an area of 350 hectares and a
population of around 70,000); where residential low-rises shall be developed;
* The residential quarter in Thot Not - Lo Te
area (with an area of 600 hectares and a population of around 100,000 -
120,000).
- Industrial, warehouse and port zones (on a
total area of 3,000 - 3,800 hectares), include:
+ Hung Phu 1 and Hung Phu 2 industrial parks
attached to Cai Cui port (on an area of around 600 - 700 hectares);
+ O Mon industrial and port zone: To develop
heavy-industry associated with power and cement plants (on an area of around
800 - 900 hectares);
+ Northern O Mon hi-tech park (on an area of
around 400 hectares);
+ Thot Not industrial - port warehouse zone on
Hau river banks and along Cai San canal (on an area of around 1,000 - 1,200
hectares);
+ The port and goods warehouse system consisting
of an international port in Cai Rang, a port for industrial parks in Tra Noc
and Thot Not; and a tourist port in Ninh Kieu (on a total area of around 300
hectares).
There shall also be a total reserve land area of
around 4,000 hectares in Hau river and Co Do agricultural farms for industrial
and urban development when necessary.

+ Regional centers (on a total area of around
400 - 500 hectares), including:
* Financial, insurance, banking, commercial and
tourist service centers (on a total area of around 150 hectares), which shall
be located in the centers of Ninh Kieu and Binh Thuy districts; and in new
urban centers to the south of Can Tho river and Hau river islets;
* A regional sport center (on an area of around
120 hectares), which shall be located along national highway 91B in Binh Thuy
district;
* Tay Do cultural center (on an area of around
120 hectares), which shall be located in new urban center south of Can Tho
river in Cai Rang district;
* Regional commercial centers, which shall be
located in Cai Rang, Ninh Kieu and Thot Not districts;
* A regional health center, which shall be
located along national highway No. 91B, combined with the building of
specialized hospitals in hi-tech urban centers;
* Eco-tourist resorts, which shall be located in
Binh Thuy and Phong Dien districts.
+ Administrative, cultural, commercial service
centers (on a total area of around 120 hectares), which shall be located in
Ninh Kieu district and a new urban center south of Can Tho river.
+ Central areas of urban centers (on a total
area of around 100 - 120 hectares), which shall be located in southern Can Tho
urban center, O Mon urban and heavy-industry zone, O Mon urban and hi-tech
zone, Thot Not urban, industrial and service zone and Phong Dien ecological
urban center.

- Greenery and water surface areas and parks (on
a total area of around 3,000 hectares), including:
+ Urban parks (on a total area of around 700 -
800 hectares), which shall be located along Hau and Can Tho riverbanks and in
urban centers;
+ Con Au, Con Son and Tan Loc island eco-tourist
resorts (on a total area of around 1,300 hectares);
+ An eco-tourist resort consisting of orchards,
lakes, rivers and canals (on an area of around 250 - 300 hectares) shall be
located in Phong Dien ecological urban center;
+ Golf courses (on a total area of around 500 -
600 hectares), which shall be located in O Mon, Cai Rang and Binh Thuy
districts.
There shall also be a greenery and park system
within eco-tourist resorts and islands.
+ Suburban areas, which shall function as areas
for development of satellite towns, buffer zones, ecological zones, and for
tourist development, include:
* Establishments for research and trial
production of rice, cash crops, fruit trees, and poultry, cattle, shrimp and
fish breeds (on a total area of around 200 hectares);
* Townships being district centers and
vicinities of Vinh Thanh and Thanh An townships (Vinh Thanh district); Co Do
and Thoi Lai townships (Co Do district).

- Areas for conservation of architectural
heritages, historical and cultural relics and areas where development is restricted
(the inner city): To reduce the construction density, increase the greenery
areas and raise the average height of construction works; to conserve and
embellish valuable architectural works; to protect landscapes along Hau and Can
Tho rivers, and Cai Rang, O Mon, Binh Thuy and Tra Noc canals.
- Newly built areas: To develop modern and
high-rise architectures in combination with green spaces along national
highways 91, 91B, Mau Than - Tra Noc airport road and in new residential
quarters.
- Areas for landscape protection: Not to
construct works. It is necessary to conserve nature and ecological areas, and
conserve ecological garden areas near rivers and canals and combined with
agricultural belts.
- Landscapes along Hau river: To organize
greenery and water surface areas in combination with a number of high-rises as
vanishing points of the city.
6. Planning orientations for
technical infrastructure development
a/ Communication
- Major targets:
+ The total land area reserved for communication
shall be around 4,090 hectares, of which the area for outbound roads shall be
around 2,210 hectares and the area for urban communication shall be around
1,880 hectares.
+ The ratio of urban communication land shall be
20 - 22%, of which the area for stationery communication shall be around 3 -
4%.

+ The urban communication land norm shall be 19
- 21 m2/person.
- Outbound communication
+ Road communication: Roads shall include
national highway 1A (the section running through Can Tho city, which shall be
80 m wide); national highway 80 (the sections running through population
quarters, which shall be 45 m wide); national highway 91B extended southward
(the section south of Hau river, which shall be 80 m wide); and an expressway
linking national highway 80 and road N2 running through An Giang province (of a
width of 95 m).
+ Waterways shall include an international waterway
navigation route on Hau river; and regional waterway navigation routes,
including Cai San canal, Can Tho river, Xa No, O Mon and Thot Not canals.
+ Railways: To build railways on the bridge
spanning Hau river in O Mon district, the flyover crossing national highway
91C, running to Long Xuyen, Ca Mau and linking with Cai Cui port.
+ Airways: Tra Noc airfield shall be upgraded
and expanded into an international airport.
- Intra-municipal communication
+ Roads:
* Urban main axes:

Transversal axes: To renovate and complete the
existing main axes, such as Hoa Binh boulevard, April 30, Tran Phu, Hung Vuong,
Tran Hung Dao and February 3 roads (of a width of between 30 m and 40 m); to
build the extended section of Nguyen Van Cu road (of a width of 34 m) and
transversal axes (of a width of between 51 m and 53 m).
Regional main axes linking urban functional
quarters (of a width of between 30 m and 35 m).
* Crossings between outbound communication axes,
expressways, railways and urban main axes shall be grade crossings.
At traffic junctions between main urban
thoroughfares: To expand level crossings or design traffic roundabouts.
* To build a new car terminal of the city in the
area of the crossing between national highway 1A and expressway, expected to be
in Cai Rang district (on an area of around 15 - 20 hectares). The existing car
terminals in the inner city shall be converted into bus stations. To build in
such new urban centers as O Mon, Thot Not and Lo Te T-junction inter-provincial
car terminals-cum-bus stations.
* To locate parking lots at the city's public
places.
+ Waterways: To dredge canals to ensure smooth
navigation of waterway means of transport with a tonnage of 5 tons or more. The
main passenger ship landing stage shall be located in the existing Can Tho
ferry landing area. The tourist ship landing stage shall be located in Ninh
Kieu wharf. To renovate the existing cargo and passenger ship landing stages
and build new ones on the city's main river fairways and in riverside and
canalside urban population quarters.
b/ Ground-leveling:
- For the existing urban centers: The elevation
of construction ground shall be suitable to each area or each urban functional quarter,
including the inner city, areas near rivers where surface water is well
drained, ground is not inundated and no landslide occurs. The minimum ground
slope shall be 0.4%.

- Materials for embankments shall be sand
exploited from Hau river; to excavate earth to build lakes and dredge lakes,
rivers and canals.
c/ Rainwater drainage:
- System: Separate rainwater drainage systems
shall be built.
- Basins: Rainwater shall be drained to small
basins connected to the system of canals.
- Boundaries of riverbank protection corridors
shall be compliant with regulations on management of waterway boundaries.
d/ Water supply
- Water consumption demand:
+ Total water volume supplied for daily life
shall be 200,000 - 250,000 m3/day.
+ Total water volume supplied for industrial use
shall be 80,000 - 90,000 m3/day.

+ To use surface water sources of Hau and Can
Tho rivers. To use underground water sources for areas far from surface water
sources.
+ Major projects include Can Tho water plant I
(of a capacity of 40,000 m3/day); Can Tho water plant II (of an increased
capacity of 60,000 m3/day); Tra Noc water plant (of an increased capacity of
60,000 m3/day); Thot Not water plant (of an increased capacity of 20,000
m3/day). To build Hung Phu water plant (of a capacity of 60,000 m3/day), Hung
Thanh water plant (of a capacity of 40,000 m3/day) and Thuan Hung water plant
(of a capacity of 40,000 m3/day). In the future, when Thot Not area is
developed on an industrial area of 1,000 hectares, one more water plant of a
capacity of 40,000 - 50,000 m3/day shall be built.
e/ Power supply:
- The power load shall be 530,200 kW by 2025.
- Power sources: Power shall be supplied from
the national power grid through Tra Noc and O Mon power plants and from the
southern high-voltage power grid.
- Power networks: To maintain the existing 22 kV
and 0.4 kV power distribution networks; to renovate, upgrade and lay
underground power transmission lines in new urban centers and the inner city.
f/ Wastewater drainage and environmental
sanitation
- Daily-life wastewater:
+ In the inner city: To build one treating
station in Hung Phu area for discharge to Hau river and another in Long Tuyen
commune for discharge to Binh Thuy river.

+ In hi-tech urban centers: To build separate
treating stations.
+ In ecological garden urban centers: Depending
on different terrains, to apply the measure of excavating lakes for biological
treatment.
+ In townships: To build stations for treating
daily-life wastewater before discharging it into canals.
- Industrial wastewater:
+ Wastewater of plants and factories located in
the city must be locally treated to reach the B-limit hygiene standards before
being discharged into urban water drainage system.
+ In industrial parks: Wastewater must be
locally treated in each factory and in the concentrated clarifying station to
reach the A-limit hygiene standards before being discharged into the
environment.
+ Hospital wastewater shall be locally treated
and sterilized before being discharged into the urban water drainage system.
- Environmental sanitation:
+ Regarding daily-life solid waste: To locate the
treating facilities in service of the inner city in Truong Thanh commune (15 km
from the city center, on an area of 120 hectares, which may be subsequently
expanded to 200 hectares). To locate the treating facilities in service of
suburban districts in Thanh Loc commune, Thot Not district (on an area of 20
hectares, which may be subsequently expanded to 50 hectares).

7. Measures to protect the
environment and the riverside landscape:
- To strictly control daily-life and industrial
wastewater before it is discharged into rivers and canals;
- To plant and protect greenery strips along
rivers and canals, creating open spaces for the city;
- To control the exploitation of different types
of eco-tourism in the estuary and islet areas.
8. The first-stage construction
planning and programs and projects prioritized for investment:
a/ Major infrastructure investment projects:
- Upgrading and expansion of Tra Noc airfield
into an international airport;
- Building of an archwise section linking
national highway 1A with national highway 80;
- Building of Can Tho - Xa No - Vi Thanh road;

b/ The inner city:
- To commence the construction of urban
technical infrastructure projects, including building of outbound traffic
routes, and upgrading of inbound traffic routes; technical preparation, water
supply, wastewater drainage and environmental sanitation in the inner city;
- To renovate the existing urban centers,
especially the city center, and concurrently develop new urban centers along
national highway 91 B.
c/ The new urban center south of Can Tho river:
- To build Tay Do cultural center;
- To develop Cai Cui port and Cai Cui industrial
park;
- To execute projects on housing development.
d/ Urban and heavy-industry zone:
- To develop Tra Noc industrial park, phase II,
and new urban centers attached to the industrial park.

f/ Phong Dien ecological urban center:
- To upgrade the archwise roads and extended
Nguyen Van Cu road;
- To study and elaborate a detailed planning and
projects on development of ecological tourist resorts.
g/ Thot Not urban, industrial and service zone:
- To expand and develop Thot Not industrial park
and commercial center in Lo Te T-junction;
- To form a new urban center attached to the
industrial park.
h/ Suburban areas:
- To renovate and upgrade infrastructures of
district capitals and other townships of suburban districts, creating
conditions for connecting rural areas and urban centers;
- To renovate and upgrade population quarters
and clusters.

1. Publicize the master plan on construction of
Can Tho city up to 2025 so that all organizations and individuals can know and
implement it; and organize the implementation of the master plan according to
the provisions of law.
2. Promulgate the Regulation on construction
management under the approved master plan on construction of Can Tho city up to
2025.
3. Organize the elaboration and approval of
detailed plannings and investment projects according to the provisions of law.
4. Coordinate with the Transport Ministry in
determining locations, directions and sizes of outbound communication works in
the city.
5. Strictly manage the construction land fund
and work out land use plans suitable with capital sources and capabilities of
investors, avoiding the situation of occupying and using land for improper
purposes and ensuring the efficient exploitation of the city's development land
fund; manage and use land in strict compliance with the provisions of land law.
Article 3.- This
Decision shall take effect 15 days after its publication in "CONG
BAO."
The president of the People's Committee of Can
Tho city, the Construction Minister, other ministers, heads of
ministerial-level agencies, heads of government-attached agencies, and
concerned organizations and individuals shall have to implement this Decision.
