DECISION
RATIFYING THE GENERAL PLANNING FOR THE NEW
DIEN NAM - DIEN NGOC URBAN CENTER IN QUANG NAM PROVINCE
THE PRIME MINISTER
Pursuant
to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Regulation on the management of urban planning issued together
with Decree No. 91/CP of August 17, 1994 of the Government;
At the proposal of the President of the People’s Committee of Quang Nam
province in report No. 258/TT-UB of March 19, 1998 and of the Minister of
Construction in Official Dispatch No. 2213/BXD-KTQH of December 22, 1998;
DECIDES:
Article 1- To approve the General Planning for the new Dien
Nam - Dien Ngoc urban center up to 2020 with the following main contents:
1. On the objective:
The General Planning for the new Dien Nam - Dien
Ngoc urban center aims to concretize the orientation of the general planning
for urban development of Vietnam up to the year 2020, to support the
development of Da Nang city and meet the need of investment in building the Da
Nang University (400 ha), the concentrated industrial zone of Dien Nam - Dien
Ngoc (420 ha) and the Tourism, Recreation and Vacation areas (more than 300 ha)
on the basis of making use of the strengths in natural conditions, landscapes
and climate of the area to form in this area an industrial, service,
educational, training, tourist and vacation center of Quang Nam and the Central
Vietnam region as a whole.

The land area selected for urban development
lies in the Da Nang - Hoi An plain with an exploitable acreage of about 2,700
ha forming part of the land areas of the three communes of Dien Nam, Dien Ngoc
and Dien Duong with the following boundaries:
- To the North bordering on Da Nang city (Non
Nuoc - Hoa Quy - Hoa Hai area);
- To the South bordering on the outlying area of
Hoi An town (Cam An and Cam Ha communes);
- To the East bordering on the East Sea;
- To the West bordering on the Da Nang - Hoi An
road;
The direction for the new urban development is:
to the North up to the boundary of Da Nang city, to the South up to the suburb
of Hoi An town, to the East hugging the section of Co Co river up to the coast,
and to the West up to the inter-provincial road between Da Nang city and Hoi An
town.
3. Population size:
Up to 2020 the population of the new urban
center of Dien Nam - Dien Ngoc is planned at around 150,000, about 50,000 for
the first phase up to 2005.
4. Plan for the use of land and urban landscape

The average urban land use index is 80m2/person,
of which land for communication is 23m2/person, land for trees, physical
culture and sports is 12m2/person and land for public utility works is
5m2/person.
b/ On the disposition of specialized areas:
- The concentrated industrial zone of Dien Nam -
Dien Ngoc with a projected acreage of 420 ha shall be located west of the urban
area near the Da Nang - Hoi An trunk road.
- The population area with a total acreage of
about 680 ha shall comprise 150 ha associated with the industrial zone, 300 ha
associated with the university area and 230 ha conserved as the Dien Duong
communal area of agriculture and fishery.
- The public center system: The main center of
the urban area shall have a projected acreage of 50 ha to be located beside the
trunk road bound for the sea. The population center with a projected area of 20
ha shall be located in three areas: Dien Nam, Dien Ngoc and Dien Duong. The
specialized areas shall comprise: the university training area including the Da
Nang University, the Quang Nam people-funded university with a projected area
of 400 ha located in the North of the urban area; the tourist center and golf
course with a projected land area of 300 ha located on either bank of Co Co
river along the sea coast; the sand dune area of Dien Duong commune including
the medical, treatment and convalescent establishments.
- The tree-and-water and physical culture and
sport area: covering 150 ha tree lines and park area along Co Co river, 30 ha
for trees in residential areas, along the streets and the fir tree forests and
sand dunes along the coast.
The reserve development area of about 300 ha to
be located south of the industrial area adjacent to the suburb of Hoi An town.
c/ On the architecture and landscape of the
urban area:
- The urban space shall include two areas: the
modern construction area comprising many high-rises adjacent to the
external-oriented communication lines west of the urban center, the industrial
zone and the training area; the ecological urban area lies chiefly to the East
of the urban center comprising the central area, the parks and the tourist area
to be constructed with low and scattered buildings. The urban space shall be
lower toward the sea and the South;

- To maintain for long preservation the villages
and hamlets of the agricultural and fishery population area of Dien Duong, and
to transform them into ecological villages adjacent to the old villages on the
outskirts of Hoi An.
5. On transport and infrastructure planning:
a/ On transport:
- External oriented transport comprises the
provincial roads linking with National Highway 1A, Da Nang city, Hoi An town
and Vinh Dien township; to dredge and clear the Co Co river in order to
organize a tourist river way. To use the Da Nang international airport and the
Chu Lai airport to cater for the urban area.
- The inner town transport system shall comprise
the urban trunk road with a roadbed width of 34-50 m, the area trunk road with
a roadbed width of 31 m, the area road with a roadbed width of 22.5m and the
residential area road with a roadbed width of 19.5m to be planned
proportionately with the terrain and natural water course with an area of 270
ha (including static communication). The inter-provincial bus station shall be
located to the West of the urban center near the Dien Ngoc crossroads with a
projected area of 2.5 ha.
b/ On preparations of land technique:
- Ground leveling:
The land area for urban construction planning
shall have a terrain height of from +4.0 to +7.0, which requires not too much
ground leveling but only partial leveling in each area. The limit height for
the specialized areas is +2.5 to +4.0.

c/ On water supply:
- Water for daily life:
By 2005: 100 liters/person/day
By 2020: 130 liters/person/day
- Industrial water: to be determined according
to the industrial project.
Water of other types: to be supplied according
to norms.
- Rate of water supply per population:
80% of the population by 2005;
85% of the population by 2020;

- Water sources: In the first phase water shall
be taken from on-the-spot surface water sources of the Vinh Dien river system.
- Water supply network: A pumping station with
capacity of 85,000 m3/day shall be installed at the intersection of Vinh Dien
and Thanh Quyt rivers, a water processing plant with the same capacity shall be
installed at the beginning of the network near the industrial zone and near the
Da Nang - Hoi An trunk road with an acreage of about 4-5 ha. The pipeline shall
have a diameter of f700 and the system of distribution pipelines shall have a
diameter of from f100 to f700.
d/ On electricity supply:
- The civil load shall be 53,332 KW (6,000 KW
for the first phase) and electric capacity of the industrial load shall be
120,000 KW (69,207 KW for the first phase). The total load shall be 173,332 KW;
- Electric source: from 220/110 KV stations -
2 x 250 MVA at Cau Do;
- Electric grid includes: Grid 110 KV from
220/110 KV station at Cau Do, to stretch a double line cable of 110 KV reaching
110/22 KV of the new urban center (including stations in both the North and the
South); grid 22KV and grid 0.4 KV designed according to the close circuit
underground cable.
e/ On water drainage and environmental
sanitation:

- Average discharge of waste water is projected
at 120 liters/person/day, total discharge is 14,500 m3/day.
- To build separate systems of sewers, 12
pumping stations and 2 concentrated water treatment stations. Waste water after
treatment at the Northwest station shall be discharged into Vinh Dien river, at
the South-West station shall be discharged into Co Lu stream and into Thu Bon
river;
- Living and industrial garbage shall be buried
with the prescribed technique (to be treated in the long run) at the 20 ha
dumping ground on the hills of Dai Hiep commune, Dai Loc district.
- The cemetery is projected to be built on the
hills in Dai Phuoc commune, Dai Loc district, about 20 km from the town center
on the road to the Central Highlands on an acreage of 40 ha. In the coming years
the remaining land at the cemetery in the South of the town shall continue to
be used as burial ground.
6. Planning for first phase construction:
In order to achieve the goal of forming an urban
population center in the first period and at the same time to develop the
infrastructure to meet the need of the activities of the Dien Nam - Dien Ngoc
industrial zone and the university training area, priority of designing and
implementation should be concentrated on the following projects of investment
in transformation and construction:
- The project of investment in building the
infrastructure of the industrial zone and the university training area;
- The project of building the civilian area of
the new urban center comprising administrative works, public welfare works such
as culture, education, public health for the people in the urban center,
workers of the industrial zone and officials and public employees and students
of the university training area.
- The projects of residential apartment
buildings and low houses on a total acreage of 150 ha.

- The project of building the water supply
system, electric supply system, the communications system, rain water drainage
and waste water discharge system for the industrial zone, the university
training area and the urban residential area.
Article 2.- The People’s
Committee of Quang Nam province shall coordinate with the Ministry of
Construction and the related ministries and branches in organizing the
implementation of the general planning for the new Dien Nam - Dien Ngoc urban
center:
1. To ratify the designing dossier of the
general planning for the new Dien Nam - Dien Ngoc urban center up to 2020 after
reaching agreement with the Ministry of Construction;
2. To organize the publicization of the general
planning for the new Dien Nam - Dien Ngoc urban center up to 2020 so that the
people may know, inspect and implement; to organize the elaboration and
implementation of the detailed planning of the specialized areas in the urban
center and the projects of investment as currently prescribed with a view to
drawing up the annual and long-term plans for the realization of the common
planning;
3. To issue the Regulation on management of
architecture and the planning of construction of the new Dien Nam - Dien Ngoc
urban center after reaching agreement with the Ministry of Construction;
4. To mobilize the funding sources in the
country and abroad in various forms to carry out the investment projects for
the construction of the new Dien Nam - Dien Ngoc urban center.
Article 3.- This Decision takes effect 15 days after its
signing.
The President of the People’s Committee of Quang Nam province, the Ministers of
Construction, Defense, Planning and Investment, Agriculture and Rural
Development, Finance, Communications and Transport, Industry, Science,
Technology and Environment, Education and Training and the General Director of
the General Land Administration shall have to implement this Decision.
