DECISION
GRANTING APPROVAL FOR 2023 PLAN FOR POWER SUPPLY AND OPERATION
OF NATIONAL POWER SYSTEM
THE MINISTER OF INDUSTRY AND TRADE
Pursuant to the
Government’s Decree No. 96/2022/ND-CP dated August 18, 2017 defining the
functions, tasks, powers and organizational structure of the Ministry of
Industry and Trade;
Pursuant to the Law on
Electricity dated December 03, 2004 and Law on Amendments to some Articles of
the Law on Electricity dated November 20, 2012;
Pursuant to the
Government’s Decree No. 137/2013/ND-CP dated October 21, 2013
elaborating some Articles of the Law on Electricity and Law on Amendments to
some Articles of the Law on Electricity;
Pursuant to the
Circular No. 40/2014/TT-BCT dated November 05, 2014 of the Minister
of Industry and Trade stipulating the procedure for dispatching of national
power system;
Pursuant to the
Circular No. 25/2016/TT-BCT dated November 30, 2016 of the Minister
of Industry and Trade stipulating electricity transmission system;

Pursuant to the
Circular No. 31/2019/TT-BCT dated November 18, 2019 of the Minister
of Industry and Trade on amendments to some Articles of the Circular
No. 28/2014/TT-BCT dated September 15, 2014 of the Minister of Industry
and Trade stipulating the procedure for handling faults in national power
system, Circular No. 40/2014/TT-BCT dated November 05, 2014 of the Minister of
Industry and Trade stipulating the procedure for dispatching of national power
system and Circular No. 44/2014/TT-BCT dated November 28, 2014 of the Minister
of Industry and Trade stipulating the operating procedure in the national
electricity system;
At the request of the
Vietnam Electricity in the Document No. 6155/EVN-KH+PC+TTD+KTSX dated November
01, 2022 on 2023 plan for power system operation; Document No. 6542/EVN-KH
dated November 18, 2022 on additions to the 2023 plan for power system
operation; Document No. 7490/EVN-KH+TTD+KTSX+PC dated December 30, 2022 on 2023
plan for power system operation;
At the request of the
Director General of the Electricity Regulatory Authority,
HEREBY DECIDES:
Article 1. The 2023 plan for power supply and operation of national
power system submitted by the Vietnam Electricity (hereinafter referred
to as “EVN” in the Document No. 7490/EVN-KH+TTD+KTSX+PC dated December 30, 2022
on 2023 plan for power system operation is approved. To be specific:
1. Total electricity
production of power plants (at the generator terminals) and imported
electricity nationwide in 2023 is 284,5 billion kWh, including 137,1 billion
kWh in the dry season and 147,4 billion kWh in the rainy season.
2. Basic input indicators
used to formulate the 2023 plan for power supply and operation of national
power system consist of GDP growth rate and commercial power which are
provided in the Appendix 1 to this Decision.
3. Amounts of electricity
traded among power plants (according to the power purchase agreement and
electricity price scheme) shall be determined according to relevant regulations
on electricity prices and electricity market. Electricity-generating units
shall proactively carry out its electricity generation work, including ensuring
available capacity of generating sets and arranging primary fuel sources (coal,
gas, oil) for monthly electricity generation in 2023.
4. EVN is totally
responsible for the accuracy, reasonableness and validity of input
data/indicators and calculation results in the 2023 plan for power supply and
operation of national power system, ensuring that it honors the commitments in
the signed commercial contract/agreement for power purchase and fuel supply,
especially the commercial contracts/agreements with power plant projects
invested in the form of Build - Operate - Transfer (BOT) and totally
responsible for any dispute according to the terms or for any legal and
financial liability unfavorable to Vietnam.

1. EVN shall:
a) Bring into full
play its leading role and assume primary responsibility for supplying
electricity for socio-economic development and people's lives and livelihoods,
ensuring good quality, stability, reliability and safety; promptly request
competent authorities to address the issues beyond their competence;
b) Stick to and continuously
update actual changes to power demand, conditions for operation of the power
system and electricity market, ensure safe, stable and reliable operation and
supply of electricity for the national power system in 2023. In the event of
any abnormal effect on the assurance of electricity supply security, promptly
report it the Ministry of Industry and Trade for consideration and direction;
c) Direct its affiliated
units to prepare plans to ensure power supply to major political and cultural
events and holidays in 2023;
d) Develop an appropriate
method for operation and appropriate mobilization of power generation sources
(including sources of renewable energy) in the national power system to ensure
adequate supply of electricity in a transparent, fair and cost-effective manner
that is appropriate to the technical infrastructure of the power grid system
and conformable with regulations of law;
dd) Focus on the
management and maintenance of generating sets to ensure their safe and
stable operation; ensure safe operation of the power grid system, especially
the 500 kV North- South transmission system; arrange a suitable
power service schedule, use sources of water from hydropower reservoirs in an
economical manner, improve the availability of power sources, especially in the
peak dry season in the North; cooperate with electricity users, especially
large electricity users in developing scenarios and plans to execute the demand
response program where necessary to ensure the security of the power system.
2. Vietnam National Oil
and Gas Group (VPN) shall:
a) Direct affiliated
units to prioritize the supply of gas for electricity generation; Closely
cooperate with field owners and investors in gas power plants and the EVN in
adopting solutions in the process of implementing the plan to supply and
prioritize the mobilization of gas for electricity generation to meet
the electricity demand, ensure optimum efficiency of the gas-to-power
chain and protect national interests;
b) Strengthen the
effective cooperation with relevant units in fulfilling the commitments under
the signed commercial contract/agreement for power purchase and fuel supply.

a) Proactively make a
production plan to prioritize the adequate and continuous supply of coal in
correct quantities, of good quality and correct type to coal-fired thermal
power plants according to the terms of the signed contract to ensure
electricity generation in 2023;
b) Continue to
effectively perform the tasks assigned by the Prime Minister in the Directive
No. 29/CT-TTg dated December 02, 2019 on continuing to strengthen the state
management of coal production and trading and supply of coal for electricity generation;
c) Strengthen the
effective cooperation with relevant units in fulfilling the commitments under
the signed commercial contract/agreement for power purchase and fuel supply.
4. Investors in thermal
power plants shall:
a) Continue to
effectively perform the tasks assigned by the Prime Minister in the Directive
No. 29/CT-TTg dated December 02, 2019 on continuing to strengthen the state
management of coal production and trading and supply of coal for electricity
generation;
b) Take responsibility
for arranging primary fuel sources throughout the operation of the plants;
regularly review and forecast the demand for primary fuel for electricity
production in order to develop and implement a plan to ensure the adequate and
stable supply for the operation of the power plants;
c) Strengthen the
inspection and improvement of equipment and repair of defects so as to increase
the operational reliability and generating sets’ capacity for electricity
generation.
5. Departments of
Industry and Trade of provinces and central-affiliated cities shall:
a) Cooperate with power
corporations and power companies within their provinces in strengthening the
dissemination of the Prime Minister’s Directive No. 20/CT-TTg dated May 07,
2020 and organize and supervise electricity saving by local electricity
users;

c) Supervise
power corporations and power companies supplying power to and handling
complaints of electricity users.
6. The Petroleum and Coal
Department shall:
a) Urge and direct the
VPN to closely cooperate with field owners and investors in gas power plants
and the EVN in considering and proposing solutions in the process of
implementing the plan to supply and mobilize gas for electricity generation to
ensure optimum efficiency of the gas-to-power chain and protect national
interests;
b) Preside over
thoroughly tackling issues related to the distribution of gas sources in a
manner that harmonizes the interests of electricity users and ensures adequate
supply of gas for electricity generation;
c) Urge and direct coal
providers and investors in coal-fired thermal power plants to strictly
implement the tasks assigned in the Directive No. 29/CT-TTg dated December 02,
2019 on continuing to strengthen the state management of coal production and
trading and supply of coal for electricity generation;
d) Direct Vinacomin and
Dong Bac Corporation to formulate a plan to ensure supply of coal to power
plants in a stable and long-lasting manner.
7. The Department of
Energy Efficiency and Sustainable Development shall:
a) Preside over and
cooperate with the Electricity and Renewable Energy Authority, Electricity
Regulatory Authority and Petroleum and Coal Department in implementing the
tasks assigned by the Ministry of Industry and Trade in the Prime Minister’s
Directive No. 20/CT-TTg dated May 07, 2020;
b) Strengthen, speed up
and closely cooperate Departments of Industry and Trade of provinces and
central-affiliated cities in executing the national program for economical and
efficient use of energy, energy and electricity saving programs and projects
nationwide to contribute to ensuring power supply in 2023.

a) Closely monitor and
supervise the fulfillment of the obligation to adhere to the terms/commitments
of the relevant units in the commercial contracts/agreements of the power plant
projects invested in the form of Build - Operate - Transfer (BOT); handle within
its competence and immediately report to competent authorities any issues that
arise and do not cause any legal and financial liabilities that are unfavorable
to Vietnam;
b) Monitor, supervise and
promptly resolve within their competence or propose a plan to resolve
difficulties during investment in and construction of power generation
facilities and power grids to ensure stable operation of power generation
sources and power grids, contributing to supply of power for the national power
system in 2023 and the next years;
c) Update, review and
expedite the execution of power generation and power grid projects, especially
the power generation projects specified in the Appendix 2 to this Decision in
order to ensure the operation of power generation sources and power grids to
achieve the progress specified in the approved planning, thereby contributing
to supply of power to the national power system in 2023 and the next years.
9. The Office of the
National Steering Committee for Power Development shall:
Cooperate with the
Electricity and Renewable Energy Authority, the Electricity Regulatory
Authority and relevant units in expediting the resolution of difficulties in
order to accelerate progress of new power generation and power grid works to
put them into operation, especially the power generation projects specified in
the Appendix 2 to this Decision so as to ensure power supply in 2023 and the
next years.
10. The Electricity
Regulatory Authority shall:
a) Inspect, supervise and
urge units to ensure safe, stable and reliable operation and supply of power to
the national power system, especially on holidays and in important political
and cultural events in 2023;
b) Carry out
periodic inspection and supervision of implementation of the power supply plans
by EVN, EVNNPT, electricity-generating units and power corporations in 2023,
especially in dry season; Direct and supervise the execution of demand side
management and demand response programs to contribute to ensuring stable and
reliable supply of power to the national power system;
c) Regularly monitor the
supply and demand balancing within the national power system, report and
propose to the Ministry of Industry and Trade the management solutions and
other necessary solutions.
