DECISION
PLAN FOR IMPLEMENTATION OF STAGE 2 OF SCHEME FOR
INTENSIFICATION OF VIETNAMESE PREPARATION FOR PRESCHOOL CHILDREN AND PRIMARY EDUCATION
STUDENTS IN ETHNIC MINORITY AREAS DURING 2016-2020, WITH AN ORIENTATION TOWARD
2025 BASED ON CHILDREN’S FIRST LANGUAGES

Pursuant to Decree No.
123/2016/ND-CP dated September 1, 2016 of the Government of Vietnam on
functions, tasks, entitlements, and organizational structure of Ministries and
ministerial agencies;
Pursuant to Decree No.
69/2017/ND-CP dated May 25, 2017 of the Government of Vietnam on functions,
tasks, entitlements, and organizational structure of the Ministry of Education
and Training of Vietnam;
Pursuant to Decision
No. 1008/QD-TTg dated June 2, 2016 of the Prime Minister of Vietnam on
approving the Scheme to Improve Vietnamese proficiency for preschool children
and primary education students in ethnic minority areas during 2016-2020, with
an orientation toward 2025;
Pursuant to Decision
No. 2077/QD-BGDDT dated June 19, 2017 of the Minister of Education and Training
of Vietnam on functions, tasks, entitlements, and organizational structure of
units of the Ministry of Education and Training of Vietnam assisting the
Minister in carrying out the state management function;
Pursuant to Decision
No. 99/QD-BGDDT dated January 6, 2021 of the Minister of Education and Training
of Vietnam on promulgating the plan for tasks in 2021 of units of the Ministry
of Education and Training of Vietnam;

HEREBY DECIDES:
Article 1. The Plan for Stage 2 of the implementation the scheme for
the intensification of Vietnamese preparation for preschool children and
primary education students in ethnic minority areas during 2016-2020, with an
orientation toward 2025 based on children’s first languages, is promulgated
together with this Decision.
Article 2. This Decision comes into force as of its date of signing.
Article 3. Chief Office, Director of the Early Childhood Education
Department, Director of the Primary Education Department, and directors of
relevant units shall implement this Decision./.

I. GOALS AND
REQUIREMENTS
1. To ensure a qualified
and effective implementation of Stage 2 of the Scheme following its set
objectives and tasks, develop language proficiency for preschool children and
primary education students of ethnic groups based on their first languages;
contribute to the improvement of the quality of education and increase of the
readiness for preschool children of ethnic groups to enter primary schools;
improve the quality of the general education in ethnic minority areas; contribute
to the preservation of languages, writing, and cultures of ethnic groups.
2. To mobilize every
possible resource to ensure an effective and practical implementation of the
Scheme.
II. Implementation
tasks: Comply with the Appendix
enclosed herewith.
III. IMPLEMENTATION
1. Ministry of
Education and Training of Vietnam: The
Early Childhood Education Department shall take charge of directing the
implementation of Stage 2 of the Scheme.
- Promulgate official dispatches
guiding the local implementation;
- Consult with the
Government and Prime Minister of Vietnam on the promulgation of regulations and
policies on the implementation of the Plan.
- Cooperate with
ministries, central authorities, relevant domestic and foreign organizations,
and People’s Committees of provinces with a large number of preschool children
of ethnic groups in implementing the Plan, carrying out private investment, and
mobilizing implementation resources;

2. People’s Committee
of provinces and centrally affiliated cities with children of ethnic
groups
- Direct education and
training departments to develop and implement the plan for Stage 2 of the
implementation of the Scheme in their areas;
- Allocate funding,
implement, and ensure the effectiveness of the local implementation of Stage 2
of the Scheme;
- Promulgate necessary
local regulations and policies on preschool children and primary education
students of ethnic groups and teachers directly teaching children of ethnic
groups based on children’s first languages; accelerate private investment with
other legal capital sources to gradually complete physical facilities of
schools and classes and equipment, toy, and learning materials in preschool and
primary education establishments, especially independent classes, daycare
groups, and sites to improve the quality of local education;
- Direct the provision of
advanced training in the improvement of Vietnamese based on children’s first
languages for managers and preschool teachers teaching children of ethnic
groups; provide teachers teaching children of ethnic groups with training in native
languages where they are working to apply bilingual education to improve
children’s Vietnamese based on their first languages.
- Direct the investment
in physical facilities and teaching equipment in conformity with the actual
situations of preschools and primary schools with children of ethnic groups.
3. Departments of
Education and Training in provinces and cities with children of ethnic groups
- Consult with People’s
Committees on the development and promulgation of the Plan for Stage 2 and its
implementation; closely cooperate with departments, divisions, and unions and
ensure the effective, practical, and on-schedule implementation of contents of
the Scheme. Direct education and training divisions to develop plans and
successfully implement the contents of the Scheme.
- Submit annual reports
to the Ministry of Education and Training of Vietnam simultaneously with the
academic year summary reports.

Funding for the
implementation of the Scheme shall be provided by the state budget from its
recurrent expenditures on education, other legally mobilized sources, and legal
sponsorships from communities and enterprises or sponsorships from foreign
countries and international organizations.
Provinces and cities
shall, based on the Plan, develop detailed plans to direct, implement, inspect,
supervise, and assess the implementation of Decision No. 1008/QD-TTg dated June
2, 2016 of the Government of Vietnam, ensuring an on-schedule implementation.
Difficulties arising
during the implementation of the Scheme shall be reported to the Ministry of
Education and Training of Vietnam (through the Early Childhood Education
Department) for guidance and settlement./.
