DECISION
ON APPROVAL FOR
MASTER PLAN FOR NGHI SON ECONOMIC ZONE DEVELOPMENT
THE PRIME MINISTER
Pursuant to the Law on Government organization
dated December 25, 2001;
Pursuant to the Law on Construction dated
November 26, 2003;
In consideration of requests in the Document
No.06/TTr-BXD dated January 19, 2007 by the Minister of Construction and the
Document No.4698/UBND dated November 06, 2006 by the People’s Committee of
Thanh Hoa.
HEREBY DECIDES
Article 1. To approve the master plan for
development of Nghi Son Economic Zone, Thanh Hoa province (hereinafter referred
to as “Nghi Son EZ”) by the year 2015 as follows:

Nghi Son EZ with the total area of 18,611.8 ha
covers 12 communes of Tinh Gia district, Thanh Hoa province. The boundary is
defined as follows:
- Adjacent to Nguyen Binh and Binh Minh communes,
Tinh Gia District, Thanh Hoa Province to the North.
- Adjacent to Quynh Luu district, Nghe An province
to the South.
- Adjacent to China sea to the East.
- Adjacent to Nhu Thanh district, Thanh Hoa province
to the West.
2. Characteristics:
- Nghi Son EZ is an integrated economic zone
specializing in various fields and sectors such as industry – commerce -
service – tourism – agro- forestry and fishery:
+ Key industries: oil refining, petrochemical
industry and chemical industry;
+ Large-scale industries: steel industry,
mechanics, automotive industry, shipbuilding, electricity, building materials,
consumer goods, processing and exportation, and other industries and services
in relation to Nghi Son deep-water ports.

3. Population projection:
- By 2015: Approximately 140,000 people
- By 2025: Approximately 200,000 people
4. Functional areas:
a) Non-tariff zones (approx. 500 ha)
b) Tariff zones (approx. 18,100 ha) including the
following subzones:
- Residential subzones
+ In the East of the national highway 1A: define
the boundary and scale of new urban complexes and existing residential areas
for renovation, enhance technical infrastructures and invest in social
infrastructure to meet the modern urban standards and remain standard distance
from the oil refinery;
+ In the West of the national highway 1A: construct
new urban complexes for relocation, site clearance, worker accommodation, rural
areas, ecological tourist attractions and other functional sub-zones.

- Industrial sub-zones
+ In the East of the national highway 1A: cover a
total industrial land area of 2,050 ha including seaports (500 ha); petrol
industry clusters (450 ha), Nghi Son 1 and Nghi Son 2 (300 ha); cement plants
with the capacity of 4.3 million tonnage/year (110 ha), shipbuilding area (100
ha), thermal plants in the South (350 ha) and small-scale industry area
(240ha);
+ In the West of the national highway 1A: cover an
agricultural land with the area of 1,050 ha including Cong Thanh cement cluster
with the capacity of 2.8 million tonnage per year ( approx. 50 ha); warehouses,
areas for building material production and new industry in Truong Lam commune
(1,000 ha).
- Resorts for health tourism, marine
tourism, rural tourism and sightseeing tourist attractions.
- Ecological sub-zones including green
parks, protection forests, coastal plants and landscape buffers.
- Functional sub-zones including shopping
malls in bonded warehouse areas and urban complexes; and vocational schools.
c) Key technical infrastructures including existing
technical infrastructures and expected infrastructures needing for The Nghi Son
EZ development such as: Nghi Son deep-water ports, dedicated ports for cement
plants and oil refineries and petrochemical plants, and integrated ports; civil
airports, works for water and electricity supply, waste water treatment plants,
solid waste treatment plants, etc.
5. Technical infrastructures planning:
The technical infrastructure shall be constructed
according to the development objectives and standpoints to meet the population
demands and ensure urban landscape, safety and environmental sanitation. To be

- External traffic systems:
+ Dedicated ports for cement plants and oil
refineries and petrochemical plants, integrated ports and fishing ports shall
be constructed in accordance with the port planning by the Ministry of
Transport;
+ National roads and railways shall be constructed
to connect The Nghi Son EZ with Ho Chi Minh highway. The civil airport shall be
located in the South of Thanh Hoa province.
- Traffic systems in Nghi Son EZ:
the traffic network shall be completed in accordance with the approved planning
for The Nghi Son EZ development; and waterways on Bach Lang river and trunk
roads in the Economic Zone shall be studied.
b) Oil pipelines:
The location of oil pipelines shall be determined
and shall satisfy technical requirements, fire, and explosive and environment
safety under the regulations of laws.
c) Construction site preparation:
- Determine reasonable height clearance of
construction areas.
- Study proposed measures against Acts of God;
determine safety distance of coastal works.

d) Water supply: propose measures for protecting
water in Yen My and Dong Chua lakes
dd) Electricity supply: use electricity from
national grids, propose electrical lines and power stations according to the
development period of the Economic zone.
e) Drainage and urban environmental sanitation:
- Propose the drainage and environmental sanitation
measures for minimizing the environmental, soil and air pollution.
- Determine the location and scale of wastewater
treatment plants and solid waste treatment plants, cemeteries and burial
technologies; propose drainage networks and environmental protection measures.
- Propose modern technologies for solid waste
treatment and industrial/municipal wastewater treatment on the basis of
effectiveness according to natural terrain and landscape.
g) Telecommunication infrastructures: synchronize
and modernize the infrastructures and ensure that it satisfies the
international standards.
6. Planning documents:
Documents on the planning for The Nghi Son EZ
development by 2025 shall be made in accordance with the Government’s Decree
No.08/2005/ND-CP on construction dated January 24, 2005 and the Circular
No.15/2005/TT-BXD guiding the formulation, assessment and approval for the
construction planning dated August 19, 2005.

- 02/2007: Approval for the master plan draft.
- From 02/2007 to 06/2007: Completion of assessment
documents and reports
- 08/2007: Submission for approval for the final
master plan.
Article 2. Implementation organizations

- Planning-making authority: Nghi Son EZ management
board
- Assessing authority: Ministry of Construction
- Applicants: Ministry of Construction and People’s
Committee of Thanh Hoa province
- Approval authority: The Prime Minister

- Formulate plans for The Nghi Son EZ development
by the year 2025.
- Introduce the construction management regulations
and carry out the construction of The Nghi Son EZ in accordance with the
approved plan.
Article 4. This Decision enters into forces
after 15 days from the date of its signature.
The Minister of Construction, Minister of
Development and Planning, Minister of Finance, Minister of Commerce, Heads of
Ministerial-level agencies, Heads of Governmental agencies, the President of
the People’s Committee’s of Thanh Hoa province and relevant entities shall be
responsible for the implementation of his Decision./.
