CIRCULAR
AMENDING AND
SUPPLEMENTING CIRCULAR No.71-TC/TCT OF OCTOBER 10, 1997 ON THE COLLECTION,
REMITTANCE AND MANAGEMENT OF THE POST AND TELECOMMUNICATIONS PERMIT GRANTING
FEES
In furtherance of Decree No.12 of March 11, 1996
of the Government on the functions, tasks, powers and organizational structure
of the General Department of Post and Telecommunications; and Decision
No.158/CT of May 18, 1991 of the Chairman of the Council of Ministers (now the
Prime Minister) on the collection of fees for assigning and protecting radio
frequencies; the Ministry of Finance issued on October 10, 1997 Circular No.71-TC/TCT
guiding the regime of collection, remittance and management of the post and
telecommunications permit granting fees.
After a period of implementation and in order to
make it suitable to the practical situation, the Ministry of Finance now guides
the amendments and supplements to fee table issued together with Circular
No.71-TC/TCT of October 10, 1997 guiding the regime of collection, remittance
and management of the post and telecommunications permit granting fees, as
follows:
1. To supplement Item 1 of the table of fee
amounts to be collected for "granting of permits for the establishment of
specialized wireless telecommuni-cations networks", each has 10 stations,
as follows:
a) For an intra-provincial network: 1,500,000
VND
b) For an inter-provincial network under the
management of 01 regional post office: 2,500,000 VND
c) For an inter-regional network under the
management of 02 provincial/municipal post offices: 5,000,000 VND

a) Intra-provincial/municipal networks:
- For a switchboard with a capacity of up to 16
numbers: 300,000 VND
- For a switchboard with a capacity of from over
16 to 32 numbers: 600,000 VND
- For a switchboard with a capacity of from over
32 to 64 numbers: 900,000 VND
- For a switchboard with a capacity of from over
64 to 128 numbers: 1,200,000 VND
- For a switchboard with a capacity of over 128
numbers: 1,500,000 VND
b) Intra-regional networks under the management
of a provincial/municipal post office:
- For a switchboard with a capacity of up to 128
numbers: 1,900,000 VND
- For a switchboard with a capacity of from over
128 to 1,024 numbers: 2,200,000 VND

c) Inter-regional networks:
- For a switchboard with a capacity of up to 128
numbers: 3,000,000 VND
- For a switchboard with a capacity of from over
128 to 1,024 numbers: 3,500,000 VND
- For a switchboard with a capacity of over
1,024 numbers: 4,000,000 VND
d) For international telecommunication network:
10,000,000 VND
3. To amend Item 7 of the table of fee amounts
for "expertise of exported and imported post and telecommunications
equipment": 0.1% of the value of the lot of goods, lump-sum collection at
the time of expertise with the minimum amount being 150,000 VND and the maximum
amount not exceeding 20,000,000 VND.
4. To amend Item 9 of the table of fee amounts
for "granting of permits for the export and import of postage
stamps": 0.1% of the value of the lot of goods, with the minimum amount
being 100,000 VND and the maximum amount not exceeding 1,000,000 VND.
5. To amend Item 10 of the table of fee amounts
for "the technical-quality expertise of telecommunications networks before
their hook-ups with the national network", as follows:
a) Specialized networks:

- For a switchboard of a capacity of from over
16 to 34 numbers: 3,000,000 VND
- For a switchboard of a capacity of from over
34 to 64 numbers: 4,000,000 VND
- For a switchboard of a capacity of from over
64 to 128 numbers: 4,500,000 VND
- For a switchboard of a capacity of over 128
numbers: 5,000,000 VND
* Nationwide networks:
- For a switchboard of a capacity of up to 16
numbers: 12,500,000 VND
- For a switchboard of a capacity of from over
16 to 34 numbers: 13,000,000 VND
- For a switchboard of a capacity of from over
34 to 64 numbers: 13,500,000 VND

128 to 1,024 numbers: 14,500,000 VND
- For a switchboard of a capacity of over 1,024
numbers: 15,000,000 VND
This Circular takes effect 15 days after its
signing. The other provisions of Circular No.71-TC/TCT of October 10, 1997 of
the Ministry still apply.
Any problems arising in the course of
implementation should be promptly reported to the Ministry of Finance for
consideration and settlement.
