CIRCULAR
ON
ISSUANCE OF LISTS OF INFECTIOUS DISEASES, RECIPIENTS AND SCOPE OF COMPULSORY
IMMUNIZATION
Pursuant to the Law on Prevention and Control of
Infectious Diseases No. 03/2007/QH12 dated November 21, 2007;
Pursuant to Decree No. 95/2022/ND-CP dated
November 15, 2022, of the Government, defining the functions, tasks, powers and
organizational structure of the Ministry of Health;
At the request of Director General of General
Department of Preventive Medicine;
The Minister of Health issues a Circular on
issuance of lists of infectious diseases, recipients and scope of compulsory
vaccines and biopharmaceuticals.

1. Those that have not been given injections or
have not yet received 3 injections of vaccines containing standard-dose
tetanus vaccine antigens (**) or have the unclear history of vaccination:
- First dose: Early injection during pregnancy
- Second dose: At least 1 month after first dose
- Third dose: During the next pregnancy and at
least 6 months after second dose;

2. Those who have been given 3 injections of

4. Those who have been given 3 dose injections of
vaccines containing standard-dose tetanus vaccine antigens and 2 repeated
dose injection: Early injection during pregnancy.

2. In case a person has not been vaccinated on
schedule, he/she must be given vaccination that is suitable for him/her and conforms
to instructions of the Expanded Program on Immunization as soon as possible.
3. Campaign-based or additional vaccination must
follow instructions of the Ministry of Health in specific cases.
Article 2. List of infectious
diseases, compulsory recipients of vaccines and biopharmaceuticals who are
susceptible to infectious diseases in or from affected areas.

Article 3. Scope of compulsory
immunization
1. Vaccines in the list under Clause 1 of Article 1
of this Circular shall be provided for children and pregnant women in Vietnam
under Expanded Program on Immunization.
2. The determination of scope of compulsory
immunization for individuals susceptible to infectious diseases in or from
affected areas under the list specified in Clause 1 of this Article shall be
proposed to the People's Committee of the province or city by the Department of
Health to decide or shall follow the direction of the Ministry of Health based
on epidemic situations, conditions for supply of vaccines and available
resources of each province.
Article 4. Effect
1. 1. This Circular comes into force from August 1,
2024.
2. Circular No. 38/2017/TT-BYT dated October 17,
2017, of the Minister of Health promulgating the lists of infectious diseases,
recipients and scope of compulsory immunization shall cease to be effective
from the date this Circular comes into force.

Director General of Department of Preventive
Medicine, Heads of units affiliated to and under the Ministry of Health;
Directors of Departments of Health of provinces and centrally affiliated cities
and relevant agencies, organizations and individuals are responsible for
implementing this Circular.
During the implementation process, agencies,
organizations and individuals must promptly report any difficulties or problems
that arise to the Ministry of Health (Department of Preventive Medicine) for
review and resolution./.
