DECISION
PROMULGATING ACTION PLAN FOR ASSURANCE OF FOOD QUALITY AND
SAFETY, INCREASED PROCESSING AND DEVELOPMENT OF AGRICULTURE, FORESTRY AND
FISHERY MARKETS IN 2024
MINISTER OF AGRICULTURE AND RURAL
DEVELOPMENT OF VIETNAM
Pursuant to the
Government's Decree No. 105/2022/ND-CP dated December 22, 2022 on functions,
tasks, powers and organizational structure of the Ministry of Agriculture and
Rural Development;
Pursuant to the
Directive No. 17-CT/TW dated October 21, 2022 of Central Secretariat of the
Communist Party of Vietnam on strengthening food security and safety in new
circumstance;
Pursuant to the
Decision No. 4509/QD-BNN-CCPT dated October 30, 2023 of the Ministry of
Agriculture and Rural Development on promulgation of Plan for implementation of
Decision No. 426/QD- TTg dated April 21, 2023 of the Prime Minister on
promulgation of Plan to implement Directive No. 17-CT/TW dated October 21, 2022
of Central Secretariat of the Communist Party of Vietnam on strengthening food
security and safety in new circumstance.

Article 2. This Decision comes into force from the date of signing.
Article 3. Heads of agencies and units affiliated to the Ministry of
Agriculture and Rural Development, Heads of Food Safety Management Boards,
Directors of Food Safety Departments, Directors of Departments of Agriculture
and Rural Development of provinces and central- affiliated cities, Heads of
relevant agencies and units shall be responsible for implementation of this
Decision./.

I. PURPOSES AND
REQUIREMENTS

2. Unify directions provided by central and local authorities,
thereby ensuring close, effective and prompt cooperation among ministries,
central and local authorities, relevant agencies and organizations in
consultation, proposal and organization of performance of tasks and solutions
set out in projects, programs and plans for food quality and safety, processing
and development of markets.
II. RESULTS AND
TARGETS TO BE ACHIEVED
1. Regarding
improvement in regulatory institutions and increase in capacity
- 100% of legislative
documents, standards and regulations will be completed according to the
assigned plan;
- All local authorities
will review and improve systems for managing quality and processing, and
developing agriculture, forestry and fishery markets within their jurisdiction;
- Over 85% of officials
in charge of management of food quality and safety, processing and development
of agriculture, forestry and fishery markets at all levels will undergo
professional training and refresher training on an annual basis.
2. Regarding food
safety
- The percentage of
establishments producing and trading agriculture, forestry, fishery products
that meet food safety requirements will reach 99,1%;
- The percentage of small
and separate establishments producing and trading agriculture, forestry,
fishery products that sign commitments to comply with regulations on food
safety will reach 93,0%;

- The percentage of
establishments pre-processing and processing agriculture, forestry, fishery
products that achieve HACCP, ISO 2200 certification (or equivalent) will
increase by 10% (compared to that in 2023);
- The percentage of
livestock and poultry slaughtered in a concentrated and industrial manner will
reach 20%;
- The farming area, the
aquaculture area, the quantity of husbandry facilities granted GAP certificates
(VietGAP, GAHP and equivalent) will increase by 10% (compared to those in
2023);
- The quantity of
biopesticides registered for inclusion in the List of approved plant protection
chemicals in Vietnam and the amount of biopesticides used will increase by 20%
(compared to those in 2023)
- The quantity of safe
agriculture-food supply chains will increase by 10% (compared to that in 2023).
3. Regarding quality,
branding, geographical indications and organic agriculture
- The accumulative number
of OCOP products given 3-star rank or higher in 2024 will be at least 11.500
products;
- The quantity of
agriculture, forestry and fishery products ranked by the National Brand Program
will increase by 10% (compared to that in 2023).
- The agricultural land
area for organic production will reach 1,0% of the total area of agricultural
land; the organic arable land area will reach 1.0% of the total area of arable
land; the percentage of organic livestock products will reach 1.0% of the total
of organic livestock products produced in Vietnam; the area of organic
aquaculture will reach 0.5% of the total area of aquaculture; the production
area of organic nutritional salts will reach 1.0% of the total production
area of nutritional salts;

4. Regarding processing
and development of markets
- The growth rate of
added value in the aquaculture product processing industry will be 7,5%; the
growth rate of added value of processed livestock products will be 3,5%;
- The post-harvest loss
rate of main agriculture products will decrease by 1,0%/year;
- The quantity of
products and enterprises allowed to export aquaculture, forestry and fishery
products to markets where licenses are required will increase by 10% (compared
to that in 2023).
- The total export turnover
of aquaculture, forestry and fishery products will reach 54,0 billion USD;
III. KEY TASKS IN 2024
1. Complete legal policies, standards, technical regulations
in order to ensure food quality and safety and promote processing and
development of markets.
2. Consolidate organizational apparatus; arrange and improve
the quality of human resources and enhance technical infrastructure so as to
ensure food quality and safety, increased processing and development of
markets.
3. Promote the application of information technology and
digital transformation to assurance of food quality and safety, increased
processing and development of markets.

5. Ensure food quality and safety, increased processing and
development of markets, thereby meeting demands for domestic consumption and
export.
6. Proactively inspect, check, supervise, promptly detect, and
strictly handle establishments and products that fail to comply with
regulations on food quality and safety.
IV. FUNDING SOURCES
1. State budget provided for food safety, trade promotion and
market development.
2. State budget allocated for Programs, Plans and Projects
which serve the development of the Industry, and projects on establishment of
standards and regulations.
3. Support funding from international organizations and
projects.
4. Private capital from legal sources.

- Authorities are
assigned to preside over and assume responsibilities for development of plans
to perform each specific task in an effective and punctual manner.
- Authorities are
assigned to preside over submission of monthly reports (before 22nd
of each month), 6-month reports (before June 15th) and annual
reports (before December 15th) on implementation results to the
Ministry of Agriculture and Rural Development (through Quality, Processing and
Market Development Department). Completed tasks, tasks which have not yet been
completed, reasons and proposed solutions for further performance shall be
specified in these reports;
- The Quality, Processing
and Market Development Department shall preside over monitoring and urging
implementation of monthly, 6-month and annual plans and sending reports to the
Ministry of Agriculture and Rural Development.
b) Food Safety Management
Boards, Departments of Agriculture and Rural Development, Food Safety
Departments of provinces and central- affiliated cities:
- Develop plans for
assurance of food quality and safety, increased processing and development of
agriculture, forestry and fishery markets in 2024 in their provinces and cities
and submit them to competent authorities for approval; organize implementation
of these plans in an effective and punctual manner;
- Direct affiliates to
strictly implement these plans in provinces and cities under their management;
- Send monthly reports
(before 22nd of each month), 6-month reports (before June 15th)
and annual reports (before December 15th) on implementation results
to People's Committees of provinces and cities and the Ministry of Agriculture
and Rural Development (through Quality, Processing and Market Development
Department). Completed tasks, tasks which have not yet been completed, reasons
and proposed solutions for further performance shall be specified in these
reports;
2. Preliminary and
final reviews
The Ministry of
Agriculture and Rural Development presides over organizing preliminary and
final reviews to assess results of the implementation of the plan; unifying
solutions and measures to overcome difficulties in and obstacles to the
implementation, thereby serving as the basis for implementation of the plan in
the next phase.
