QUYẾT ĐỊNH

PHÊ DUYỆT ĐỀ ÁN “ĐẢM BẢO AN TOÀN THỰC PHẨM, NÂNG CAO CHẤT LƯỢNG NÔNG LÂM THỦY SẢN GIAI ĐOẠN 2021-2030”

Căn cứ Nghị định số 15/2017/NĐ-CP ngày 17/02/2017 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Bộ Nông nghiệp và Phát triển nông thôn;

Căn cứ Nghị quyết số 14/NQ-BCSĐ ngày 14/12/2021 của Ban cán sự Đảng bộ Nông nghiệp và PTNT về tăng cường sự lãnh đạo của Đảng đối với công tác quản lý chất lượng và đảm bảo an toàn thực phẩm nông lâm thủy sản giai đoạn 2021-2030;

Theo đề nghị của Cục trưởng Cục Quản lý chất lượng nông lâm sản và thủy sản.

QUYẾT ĐỊNH:

Điều 1. Phê duyệt Đề án “Đảm bảo an toàn thực phẩm, nâng cao chất lượng nông lâm thủy sản giai đoạn 2021-2030” (sau đây gọi tắt là “Đề án”) bao gồm các nội dung như sau:

I. QUAN ĐIỂM, MỤC TIÊU

1. Quan điểm

- Bảo đảm chất lượng, an toàn thực phẩm nông lâm thủy sản chính là bảo vệ sức khỏe, và quyền lợi của nhân dân, là nhiệm vụ thường xuyên cần tập trung chỉ đạo của các cấp ủy đảng, chính quyền thuộc Bộ, ngành; là trách nhiệm và quyền lợi của các tổ chức, cá nhân sản xuất, kinh doanh thực phẩm và của mỗi người dân;

- Bảo đảm an toàn thực phẩm, nâng cao chất lượng gắn với truy xuất nguồn gốc theo chuẩn mực quốc tế, được thực hiện từ gốc, tại từng công đoạn và trong toàn bộ trong chuỗi giá trị ngành hàng nông lâm thủy sản;

- Huy động các nguồn lực xã hội nâng cấp cơ sở hạ tầng, phát triển hợp tác, liên kết sản xuất với tiêu thụ, ứng dụng công nghệ cao, chuyển đổi số để nâng cao chất lượng, an toàn thực phẩm nông lâm thủy sản;

- Tập trung nguồn lực hoàn thiện thể chế, chính sách pháp luật, tiêu chuẩn, quy chuẩn kỹ thuật; tăng cường năng lực thực thi pháp luật; đổi mới, chuẩn hóa, đẩy mạnh áp dụng biện pháp quản lý tiên tiến phù hợp tư duy phát triển kinh tế nông nghiệp đáp ứng yêu cầu tái cơ cấu ngành, hội nhập kinh tế quốc tế.

2. Mục tiêu

a) Mục tiêu chung

Góp phần bảo vệ sức khỏe và quyền lợi của nhân dân; nâng cao chất lượng, giá trị và khả năng cạnh tranh của sản phẩm nông lâm thủy sản của Việt Nam tại thị trường trong nước và quốc tế.

b) Mục tiêu cụ thể

● Giai đoạn 2021-2025

- Diện tích trồng trọt, diện tích nuôi thủy sản, số cơ sở chăn nuôi được chứng nhận Thực hành nông nghiệp tốt - GAP (như VietGAP hoặc tương đương) tăng 10%/năm;

- 100% cơ sản xuất, kinh doanh nông lâm thủy sản được chứng nhận đủ điều kiện bảo đảm an toàn thực phẩm hoặc ký cam kết tuân thủ quy định an toàn thực phẩm;

- Tỷ lệ cơ sở sơ chế, chế biến thực phẩm nông lâm sản và thủy sản được chứng nhận HACCP, ISO 2200 (hoặc tương đương) tăng tương ứng 10%/năm và 15%/năm;

- Tỷ lệ sản phẩm chế biến sâu (làm sẵn, ăn liền) tăng 10%/năm;

- Tỷ lệ mẫu thực phẩm nông lâm thủy sản được giám sát vi phạm các quy định an toàn thực phẩm giảm 10%/năm;

- Tỷ lệ tiêu chuẩn, quy chuẩn kỹ thuật về chất lượng an toàn thực phẩm nông lâm thủy sản tương đương tiêu chuẩn quốc tế đạt 80%;

- 100% các địa phương kiện toàn hệ thống quản lý chất lượng nông lâm sản và thủy sản phù hợp với phân công, phân cấp;

- 100% cán bộ quản lý chất lượng, an toàn thực phẩm nông lâm thủy sản các cấp được bồi dưỡng, cập nhật hàng năm về chuyên môn nghiệp vụ.

● Giai đoạn 2026-2030

- Diện tích trồng trọt, diện tích nuôi thủy sản, số cơ sở chăn nuôi được chứng nhận Thực hành nông nghiệp tốt - GAP (như VietGAP hoặc tương đương) tăng 15%/năm;

- Duy trì 100% cơ sản xuất, kinh doanh nông lâm thủy sản được chứng nhận đủ điều kiện bảo đảm an toàn thực phẩm hoặc ký cam kết tuân thủ quy định an toàn thực phẩm;

- Tỷ lệ cơ sở sơ chế, chế biến thực phẩm nông lâm sản và thủy sản được chứng nhận HACCP, ISO 2200 (hoặc tương đương) tăng tương ứng 15%/năm và 20%/năm;

- Tỷ lệ sản phẩm chế biến sâu (làm sẵn, ăn liền) tăng 15%/năm;

- Tỷ lệ mẫu thực phẩm nông lâm thủy sản được giám sát vi phạm các quy định an toàn thực phẩm giảm 10%/năm;

- Tỷ lệ tiêu chuẩn, quy chuẩn kỹ thuật về chất lượng an toàn thực phẩm nông lâm thủy sản tương đương tiêu chuẩn quốc tế đạt 100%;

- Duy trì 100% cán bộ quản lý chất lượng, an toàn thực phẩm nông lâm thủy sản các cấp được bồi dưỡng, cập nhật hàng năm về chuyên môn nghiệp vụ.

II. NHIỆM VỤ

1. Đầu tư nâng cấp cơ sở hạ tầng, phát triển các vùng sản xuất nguyên liệu tập trung, quy mô lớn; nâng cấp hệ thống chợ đầu mối/trung tâm cung ứng, chợ bán lẻ nông lâm thủy sản, hoàn thiện chuỗi giá trị nông lâm thủy sản

- Đầu tư nâng cấp cơ sở hạ tầng đủ điều kiện sản xuất kinh doanh nông lâm thủy sản đảm bảo chất lượng, an toàn, gia tăng giá trị;

- Xây dựng các vùng sản xuất hàng hóa tập trung, quy mô lớn áp dụng tiêu chuẩn sản xuất bền vững (như VietGAP, GlobalGAP, hữu cơ, sinh thái, tuần hoàn..); số hóa vùng trồng, vùng nuôi, cơ sở sơ chế, chế biến, bán buôn, bán lẻ nông lâm thủy sản;

- Xây dựng và phát triển mô hình chợ đầu mối/trung tâm cung ứng gắn kết với vùng nguyên liệu, hợp tác xã và liên kết với siêu thị, trung tâm thương mại, cửa hàng tiện ích, chợ dân sinh cấp phường, xã đảm bảo chất lượng, an toàn thực phẩm.

2. Triển khai hiệu quả hoạt động tuyên truyền, phổ biến pháp luật và thông tin, truyền thông về chất lượng, an toàn thực phẩm nông lâm thủy sản

- Triển khai đồng bộ các hoạt động tuyên truyền, phổ biến các quy định pháp luật, tiêu chuẩn, quy chuẩn kỹ thuật về chất lượng, an toàn thực phẩm của Việt Nam và thị trường nhập khẩu cho tất cả các đối tượng tham gia chuỗi sản xuất, kinh doanh nông lâm thủy sản;

- Tổ chức giám sát, đánh giá và truyền thông nguy cơ an toàn thực phẩm theo chuẩn mực quốc tế phục vụ quản lý chất lượng và đảm bảo an toàn thực phẩm cho người dân và doanh nghiệp;

- Xây dựng, vận hành cơ sở dữ liệu thống kê báo cáo chất lượng an toàn thực phẩm trong toàn ngành nông nghiệp và phát triển nông thôn;

- Biểu dương, nhân rộng các mô hình, điển hình tiêu biểu trong sản xuất, chế biến thực phẩm nông lâm thủy sản chất lượng, an toàn; công khai tổ chức, cá nhân vi phạm pháp luật bị xử lý theo quy định.

3. Nghiên cứu, chuyển giao, tập huấn ứng dụng khoa học công nghệ, chuyển đổi số đảm bảo năng suất, chất lượng, an toàn thực phẩm và truy xuất nguồn gốc

- Hỗ trợ nghiên cứu, chuyển giao, tập huấn ứng dụng khoa học công nghệ, đặc biệt ưu tiên các tiến bộ kỹ thuật liên quan đến nâng cao chất lượng giống, áp dụng các công nghệ sản xuất “xanh, sạch” theo hướng nông nghiệp hữu cơ, sinh thái, nông nghiệp tuần hoàn, tiết kiệm tài nguyên và giảm phát thải, nâng cao chất lượng, giá trị sản phẩm nông lâm thủy sản;

- Tập huấn, hướng dẫn kỹ thuật cho người dân và doanh nghiệp nâng cấp điều kiện đảm bảo chất lượng, an toàn thực phẩm; thực hành nông nghiệp tốt (VietGAP, GlobalGAP, nông nghiệp hữu cơ, sinh thái, tuần hoàn…); thiết lập, vận hành hệ thống tự kiểm soát chất lượng, an toàn thực phẩm tại cơ sở cùng với sự tham gia giám sát của cộng đồng.

4. Phát triển thị trường nông lâm thủy sản chất lượng, an toàn

- Phổ biến thông tin thị trường, quy định về chất lượng an toàn thực phẩm các thị trường trong và ngoài nước để người sản xuất, người tiêu dùng nắm rõ, hiểu đúng, làm đúng;

- Tăng cường đàm phán, ký kết thỏa thuận thừa nhận lẫn nhau về chất lượng, an toàn thực phẩm nhằm mở rộng thị trường xuất khẩu nông lâm thủy sản chất lượng, an toàn. Thiết lập và vận hành cơ chế tham gia hiệu quả các hoạt động của các tổ chức quốc tế: Codex, Ủy ban SPS của WTO;

- Hỗ trợ, hướng dẫn người dân, doanh nghiệp xây dựng nhãn hiệu, thương hiệu, tổ chức truyền thông quảng bá, kết nối và xúc tiến thương mại sản phẩm trong và ngoài nước.

5. Tăng cường năng lực thực thi chính sách pháp luật, đảm bảo an toàn thực phẩm, nâng cao chất lượng nông lâm thủy sản

- Hoàn thiện thể chế, chính sách, pháp luật, tiêu chuẩn, quy chuẩn kỹ thuật về chất lượng, an toàn thực phẩm theo chuẩn mực, thông lệ quốc tế và phù hợp với thực tiễn;

- Kiện toàn tổ chức và đảm bảo nguồn lực cho bộ máy từ trung ương đến cấp xã; đào tạo, bồi dưỡng cập nhật thường xuyên pháp luật, kiến thức, kỹ năng thực thi pháp luật cho cán bộ thực thi pháp luật; chuẩn hóa các hoạt động quản lý Nhà nước: giám sát, thẩm định, chứng nhận, thanh tra, điều tra, xử lý vi phạm…;

- Tập trung đầu tư cơ sở vật chất, trang thiết bị tiên tiến, hiện đại cho các phòng kiểm nghiệm, phòng kiểm nghiệm kiểm chứng của Ngành về chất lượng, an toàn thực phẩm nông lâm thủy sản;

- Đẩy mạnh cải cách hành chính, ứng dụng tiến bộ khoa học công nghệ, công nghệ thông tin, chuyển đổi số trong thực thi công vụ;

- Tổ chức các chương trình giám sát, đánh giá nguy cơ và áp dụng các biện pháp phòng ngừa rủi ro về an toàn thực phẩm. Tăng cường công tác thanh tra, kiểm tra xử lý nghiêm vi phạm pháp luật về chất lượng, an toàn thực phẩm nông lâm thủy sản;

- Đẩy mạnh xã hội hóa công tác khảo nghiệm, kiểm nghiệm, kiểm định, chứng nhận, giám định phục vụ quản lý nhà nước về chất lượng, an toàn thực phẩm nông lâm thủy sản.

III. CÁC NHÓM GIẢI PHÁP

1. Hoàn thiện cơ chế chính sách; lồng ghép nhiệm vụ đầu tư nâng cấp cơ sở hạ tầng đủ điều kiện sản xuất kinh doanh nông lâm thủy sản chất lượng, an toàn vào các kế hoạch, đề án, chương trình cơ cấu lại ngành nông nghiệp và xây dựng nông thôn mới 2021-2025

- Rà soát hoàn thiện cơ chế chính sách đầu tư, tín dụng, huy động các nguồn đầu tư công, ODA, đối tác công tư (PPP)… trong nâng cấp cơ sở hạ tầng (hệ thống thủy lợi, điện lưới, đường giao thông, kho bãi…); các vùng trồng trọt, chăn nuôi, nuôi trồng thủy sản, cảng cá; khu giết mổ, sơ chế, chế biến tập trung, chợ đầu mối/đấu giá…đủ điều kiện sản xuất kinh doanh nông lâm thủy sản theo quy định của Việt Nam và chuẩn mực quốc tế về chất lượng, an toàn thực phẩm;

- Ưu tiên ngân sách đầu tư nâng cấp điều kiện đảm bảo chất lượng, an toàn thực phẩm vùng trồng trọt, chăn nuôi, nuôi trông thủy sản, cảng cá, khu giết mổ, sơ chế, chợ đầu mối/đấu giá, chợ dân sinh tại một số vùng sản xuất nông nghiệp trọng điểm hoặc đô thị tiêu thụ khối lượng lớn nông lâm thủy sản;

- Hoàn thiện quy định và tổ chức cấp mã số vùng trồng, vùng nuôi, cơ sở sơ chế, chế biến, kinh doanh nông lâm thủy sản trên diện rộng đảm bảo chất lượng, an toàn thực phẩm và truy xuất nguồn gốc.

2. Phối hợp, huy động các nguồn lực nhà nước và xã hội trong đảm bảo chất lượng, an toàn thực phẩm nông lâm thủy sản

- Tăng cường phối hợp giữa các cơ quan, đơn vị trong Bộ, giữa các Bộ ngành, giữa cơ quan trung ương và địa phương trong đảm bảo chất lượng, an toàn thực phẩm; kiện toàn tổ chức bộ máy và nguồn lực theo phân công, phân cấp theo hướng đủ tổ chức, nguồn lực triển khai nhiệm vụ được phân công phân cấp;

- Phối hợp chặt chẽ, nâng cao vai trò của tổ chức kinh tế hợp tác, các tổ chức chính trị - xã hội, hiệp hội ngành hàng trong xây dựng, hoàn thiện, tuyên truyền, phổ biến chính sách pháp luật về chất lượng an toàn thực phẩm; truyền thông quảng bá sản phẩm đối với thị trường trong nước và quốc tế;

- Nâng cấp và triển khai Chương trình phối hợp với Mặt trận tổ quốc, Hội Nông dân, Hội Liên hiệp phụ nữ Việt nam….trong phổ biến, giáo dục, vận động và giám sát sản xuất kinh doanh nông lâm thủy sản chất lượng an toàn;

- Phối hợp với các tổ chức chính trị xã hội, các hiệp hội ngành hàng trong đào tạo, tập huấn cho hộ nông dân, tổ chức kinh tế hợp tác trong tự kiểm soát và giám sát cộng đồng về chất lượng, an toàn thực phẩm; về xây dựng nhãn hiệu, thương hiệu, truyền thông quảng bá sản phẩm chất lượng, an toàn;

- Rà soát, sửa đổi chính sách pháp luật tạo điều kiện tối đa cho các tổ chức, doanh nghiệp đăng ký tham gia các dịch vụ kiểm nghiệm, tư vấn, giám định, chứng nhận cho người dân và doanh nghiệp cũng như được chỉ định cung ứng dịch vụ phục vụ quản lý nhà nước về chất lượng, an toàn thực phẩm nông lâm thủy sản.

3. Đổi mới công tác đào tạo, tập huấn, chuyển giao khoa học công nghệ, khoa học quản lý đảm bảo an toàn thực phẩm, nâng cao chất lượng nông lâm thủy sản

- Xây dựng trình ban hành và tổ chức thực hiện Chương trình nghiên cứu khoa học công nghệ và đổi mới sáng tạo nâng cao chất lượng, an toàn thực phẩm nông lâm thủy sản;

- Hợp tác với các Viện, Trường, các tổ chức quốc tế chuyên ngành, các dự án quốc tế trong nâng cao chất lượng đào tạo nguồn nhân lực quản lý chất lượng, an toàn thực phẩm (chương trình đại học, sau đại học);

- Phối hợp với các Viện, Trường,Trung tâm khuyến nông quốc gia và các tổ chức nghiên cứu khoa học khác cập nhật, tập huấn chuyển giao ứng dụng tiến bộ khoa học công nghệ (như sử dụng giống chất lượng cao; phân, thức ăn chăn nuôi, chất xử lý môi trường, thuốc BVTV nguồn gốc hữu cơ…) cũng như tiến bộ khoa học quản lý (như áp dụng hệ thống tự kiểm soát, giám sát cộng đồng, truy xuất nguồn gốc theo tiêu chuẩn tiên tiến GAP, ISO, HACCP…) trong sản xuất nông lâm thủy sản chất lượng, an toàn.

4. Tăng cường thông tin, truyền thông kịp thời, chính xác về chất lượng, an toàn thực phẩm, tạo niềm tin cho người tiêu dùng và nâng cao uy tín nông sản Việt

- Hoàn thiện và tổ chức vận hành quy trình đánh giá và truyền thông nguy cơ an toàn thực phẩm theo chuẩn mực quốc tế;

- Kịp thời cập nhật, phổ biến thông tin thị trường; quy định, tiêu chuẩn, quy chuẩn về chất lượng, an toàn thực phẩm của thị trường tiêu thụ nông lâm thủy sản trong và ngoài nước;

- Phối hợp với cơ quan truyền thông trong và ngoài nước tổ chức các chương trình, chiến dịch thông tin, truyền thông quảng bá, kết nối cung cầu nông sản Việt chất lượng, an toàn;

- Tổ chức xác minh, xử lý, phản hồi kịp thời các thông tin sai lệch về chất lượng, an toàn thực phẩm trong nước cũng như quốc tế.

5. Đẩy mạnh ứng dụng tiến bộ khoa học công nghệ, chuyển đổi số trong quản lý chất lượng, an toàn thực phẩm, truy xuất nguồn gốc

- Ưu tiên đầu tư mua sắm trang thiết bị; chuyển giao phương pháp kiểm nghiệm, kiểm tra chất lượng, an toàn thực phẩm tiên tiến, hiện đại theo chuẩn mực quốc tế. Phấn đấu 1 số phòng kiểm nghiệm được công nhận là phòng kiểm nghiệm kiểm chứng về an toàn thực phẩm của quốc gia và khu vực;

- Ứng dụng công nghệ thông tin, chuyển đổi số trong thực thi 100% các thủ tục hành chính được thực hiện trên môi trường mạng; hệ thống thống kê, thông tin báo cáo trực tuyến; cấp chứng nhận, chứng thư điện tử kết nối với các đối tác thương mại…;

- Xây dựng vận hành hệ thống cơ sở dữ liệu về chất lượng, an toàn thực phẩm và hệ thống truy xuất nguồn gốc kết nối, liên thông với Cơ sở dữ liệu ngành nông nghiệp và PTNT và Cổng truy xuất nguồn gốc sản phẩm, hàng hóa quốc gia.

6. Đẩy mạnh cải cách hành chính, chuẩn hóa các qui trình chuyên môn nghiệp vụ theo tiêu chuẩn, qui chuẩn và thông lệ quốc tế

- Rà soát, cắt giảm điều kiện đầu tư kinh doanh, đơn giản hóa thủ tục hành chính trong quản lý chất lượng, an toàn thực phẩm nông lâm thủy sản theo chương trình chung của Chính phủ;

- Kiện toàn tổ chức bộ máy từ trung ương đến cấp xã theo hướng tinh gọn, hiệu quả; ưu tiên đào tạo bồi dưỡng chuyên môn nghiệp vụ hàng năm cho từng vị trí công việc; nghiên cứu đề xuất cơ chế tài chính đặc thù phù hợp với hệ thống cơ quan quản lý chất lượng, an toàn thực phẩm trong toàn quốc;

- Chuẩn hóa các qui trình chuyên môn nghiệp vụ theo chuẩn mực quốc tế (tiêu chuẩn ISO, các hướng dẫn của CODEX..).

7. Tăng cường hợp tác quốc tế, thu hút nguồn lực và kinh nghiệm đảm bảo chất lượng, an toàn thực phẩm và thúc đẩy xuất khẩu nông lâm thủy sản

- Tăng cường hợp tác với: Cơ quan thẩm quyền các nước để đàm phán ký kết và thực hiện các thỏa thuận hợp tác công nhận lẫn nhau về chất lượng an toàn thực phẩm; với các đối tác quốc tế có uy tín để chuyển giao khoa học, công nghệ tiên tiến từ nước ngoài áp dụng tại Việt Nam;

- Sử dụng có hiệu quả tài trợ, các dự án hỗ trợ kỹ thuật của nước ngoài, của tổ chức quốc tế trong việc đầu tư nâng cấp cơ sở hạ tầng, nâng cao chất lượng, an toàn thực phẩm nông lâm thủy sản theo quy định;

- Tham gia có hiệu quả các hoạt động với các tổ chức quốc tế: Codex, Ủy ban SPS của WTO để xử lý các vướng mắc của thị trường, gia tăng tiêu dùng, xuất khẩu;

- Vận động tài trợ, xây dựng và triển khai các dự án hỗ trợ kỹ thuật của nước ngoài, của tổ chức quốc tế trong việc nâng cao chất lượng, an toàn thực phẩm nông lâm thủy sản theo quy định.

IV. CÁC DỰ ÁN, CHƯƠNG TRÌNH ƯU TIÊN THỰC HIỆN

1. Dự án xây dựng vận hành hệ thống cơ sở dữ liệu chất lượng, an toàn thực phẩm và hệ thống truy xuất nguồn gốc nông lâm thủy sản

a) Mục tiêu: Thống kê và xây dựng cơ sở dữ liệu về số lượng và các chỉ số liên quan đến cơ sở sản xuất và sản phẩm nông lâm thủy sản trên thị trường phục vụ công tác quản lý, đồng thời, phục vụ người dân, doanh nghiệp trong việc tiếp cận thông tin đầy đủ, minh bạch.

b) Các hoạt động:

- Thống kê, điều tra về tình hình cơ sở sản xuất kinh doanh nông lâm thủy sản, sản phẩm nông lâm thủy sản;

- Tổng hợp thông tin, báo cáo về hệ thống cơ sở sản xuất kinh doanh, sản phẩm NLTS;

- Xây dựng cơ sở dữ liệu, phần mềm quản lý;

- Đào tạo hướng dẫn sử dụng phần mềm khai thác dữ liệu cho cán bộ quản lý, người dân, doanh nghiệp.

- Duy trì cơ sở dữ liệu, phần mềm, cập nhật thông tin định kỳ.

c) Đơn vị thực hiện:

- Các Tổng cục, Cục thuộc Bộ Nông nghiệp và PTNT;

- Sở Nông nghiệp và PTNT các tỉnh/thành phố trực thuộc TW;

- Các cơ sở sản xuất, sơ chế, chế biến, kinh doanh nông lâm thủy sản.

d) Kinh phí thực hiện: Chi tiết tại Phụ lục kèm theo.

2. Dự án đầu tư nâng cấp cơ sở vật chất kỹ thuật kiểm nghiệm, kiểm tra, giám định phục vụ nhà nước về chất lượng, an toàn thực phẩm

a) Mục tiêu: Tăng cường năng lực cho hệ thống các tổ chức đánh giá sự phù hợp, bao gồm các phòng kiểm nghiệm thuộc các đơn vị sự nghiệp công lập phục vụ quản lý nhà nước; trang bị đầy đủ dụng cụ, thiết bị phục vụ cho việc kiểm tra, thẩm định của cơ quan có thẩm quyền.

b) Các hoạt động:

- Thống kê năng lực của hệ thống các phòng kiểm nghiệm, phục vụ quản lý Nhà nước và người dân, doanh nghiệp;

- Tổng hợp thông tin, báo cáo đề xuất nhu cầu nâng cấp cơ sở kiểm nghiệm, giám định; trang thiết bị phục vụ hoạt động kiểm tra, giám định;

- Đầu tư nâng cấp hệ thống cơ sở kiểm nghiệm;

- Đầu tư nâng cấp trang thiết bị phục vụ kiểm tra, giám định;

- Đào tạo, hướng dẫn sử dụng trang thiết bị; xây dựng dựng phương pháp kiểm nghiệm.

c) Đơn vị thực hiện:

- Các Tổng cục, Cục thuộc Bộ Nông nghiệp và PTNT;

- Sở Nông nghiệp và PTNT các tỉnh/thành phố trực thuộc TW;

- Các cơ sở sản xuất, sơ chế, chế biến, kinh doanh nông lâm thủy sản;

- Các tổ chức đánh giá sự phù hợp.

d) Kinh phí thực hiện: Chi tiết tại Phụ lục kèm theo.

3. Chương trình đào tạo, tập huấn, bồi dưỡng nguồn nhân lực quản lý, đảm bảo chất lượng, an toàn thực phẩm nông lâm thủy sản

a) Mục tiêu: Tăng cường năng lực nguồn nhân lực cho cơ sở sản xuất, kinh doanh nông lâm thủy sản và cán bộ cơ quan quản lý về các kiến thức, kỹ năng cần thiết trong đảm bảo chất lượng, an toàn thực phẩm.

b) Các hoạt động:

- Tập huấn, hướng dẫn cho người sản xuất, doanh nghiệp trong chuỗi sản xuất và cung ứng thực phẩm về sản xuất TP đa dạng, an toàn;

- Tập huấn, hỗ trợ doanh nghiệp theo từng chuỗi sản xuất áp dụng các chương trình quản lý chất lượng, an toàn thực phẩm tiên tiến (GAP, HACCP, ISO 22000);

- Đào tạo cho cán bộ quản lý của cơ quan Nhà nước về các nghiệp vụ (thẩm định, thanh tra, kiểm tra, xử lý vi phạm hành chính, quản lý hoạt động khoa học công nghệ, đánh giá sự phù hợp…) trong quá trình quản lý;

- Đào tạo, bồi dưỡng nghiệp vụ cho kiểm nghiệm viên, chuyên gia đánh giá của các tổ chức chứng nhận, giám định, kiểm định.

c) Đơn vị thực hiện:

- Các Tổng cục, Cục thuộc Bộ Nông nghiệp và PTNT;

- Sở Nông nghiệp và PTNT các tỉnh/thành phố trực thuộc TW;

- Các cơ sở sản xuất, sơ chế, chế biến, kinh doanh nông lâm thủy sản.

d) Kinh phí thực hiện: Chi tiết tại Phụ lục kèm theo

4. Chương trình nghiên cứu, chuyển giao khoa học công nghệ, đổi mới sáng tạo nâng cao chất lượng, an toàn, giá trị nông lâm thủy sản

a) Mục tiêu: Ứng dụng kịp thời, hiệu quả các thành tựu khoa học công nghệ, đổi mới sáng tạo nâng cao chất lượng, an toàn thực phẩm nông lâm thủy sản.

b) Các hoạt động:

- Nghiên cứu, chuyển giao ứng dụng khoa học công nghệ và đổi mới sáng tạo trong tạo giống, sản xuất, bảo quản, chế biến nông lâm thủy sản, đảm bảo nền nông nghiệp hữu cơ, sinh thái, tuần hoàn, nâng cao chất lượng, giá trị sản phẩm;

- Ứng dụng khoa học công nghệ trong việc giảm thất thoát sau thu hoạch đối với các sản phẩm chủ lực và hạn chế lãng phí thực phẩm.

c) Đơn vị thực hiện:

- Các Tổng cục, Cục thuộc Bộ Nông nghiệp và PTNT;

- Sở Nông nghiệp và PTNT các tỉnh/thành phố trực thuộc TW;

- Các cơ sở sản xuất, sơ chế, chế biến, kinh doanh nông lâm thủy sản;

- Các đơn vị, doanh nghiệp nghiên cứu khoa học.

d) Kinh phí thực hiện: Chi tiết tại Phụ lục kèm theo.

V. TỔ CHỨC THỰC HIỆN

1. Các Cơ quan, đơn vị thuộc Bộ Nông nghiệp và PTNT

a) Cục Quản lý chất lượng nông lâm sản và thủy sản là cơ quan đầu mối chủ trì, phối hợp với các đơn vị thuộc Bộ, các Bộ ngành liên quan và các Sở Nông nghiệp và PTNT:

- Xây dựng, trình ban hành và tổ chức thực hiện Dự án xây dựng vận hành hệ thống cơ sở dữ liệu chất lượng, an toàn thực phẩm và hệ thống truy xuất nguồn gốc nông lâm thủy sản; Dự án đầu tư nâng cấp cơ sở vật chất kỹ thuật kiểm nghiệm, kiểm tra, giám định phục vụ nhà nước về chất lượng, an toàn thực phẩm;

- Xây dựng, trình ban hành và tổ chức thực hiện các Chương trình phối hợp với các Bộ ngành, tổ chức chính trị xã hội, các hiệp hội ngành hàng… trong công tác đảm bảo an toàn thực phẩm, nâng cao chất lượng nông lâm thủy sản;

- Rà soát, sửa đổi, cập nhật hệ thống chính sách pháp luật theo chuẩn mực, thông lệ quốc tế và phù hợp với thực tiễn ngành nông nghiệp nước ta;

- Tổ chức phổ biến, cập nhật kịp thời qui định pháp luật, tiêu chuẩn, qui chuẩn kỹ thuật, thông tin thị trường về chất lượng, an toàn thực phẩm tại Việt nam và nước xuất khẩu;

- Hỗ trợ thí điểm và nhân rộng nâng cấp các chuỗi liên kết cung ứng nông lâm thủy sản an toàn thành các chuỗi giá trị ngành hàng chất lượng, an toàn, bền vững.

b) Tổng cục thủy sản, các Cục Trồng trọt, Chăn nuôi, Bảo vệ thực vật, Thú y, Kinh tế hợp tác và PTNT, Quản lý chất lượng Nông lâm sản và Thủy sản trong phạm vi được phân công quản lý:

- Lồng ghép hạng mục nâng cấp điều kiện đảm bảo chất lượng, an toàn thực phẩm vào các chương trình, dự án đầu tư vùng sản xuất nguyên liệu nông lâm thủy sản;

- Hỗ trợ, hướng dẫn kỹ thuật cho người dân và doanh nghiệp nâng cấp vườn trồng, ao nuôi, tàu cá, cơ sở thu gom, bảo quản, chế biến, chợ đầu mối, đấu giá, cơ sở chuyên doanh nông lâm thủy sản theo qui định đảm bảo chất lượng, an toàn thực phẩm;

- Chuyển giao tiến bộ khoa học công nghệ trong cơ giới hóa, tự động hóa sản xuất; công nghệ bảo quản, chế biến sâu; công nghệ thông tin, chuyển đổi số trong sản xuất, chế biến, kinh doanh NLTS chất lượng, an toàn; Tập huấn ứng dụng chuẩn mực quốc tế tiên tiến về quản lý chất lượng, an toàn thực phẩm như GAP, HACCP, ISO 22000…trong sản xuất kinh doanh NLTS;

- Chuẩn hóa các qui trình thực thi công vụ, triển khai chuyên môn nghiệp vụ theo chuẩn mực quốc tế (tiêu chuẩn ISO, các hướng dẫn của CODEX..);

- Ưu tiên nâng cấp cơ sở, trang thiết bị làm việc, kiểm nghiệm, kiểm tra, ứng dụng khoa học công nghệ, công nghệ thông tin, chuyển đổi số trong công tác quản lý chất lượng, an toàn thực phẩm;

- Đào tạo, bồi dưỡng cập nhật cho cán bộ quản lý, nhân viên kỹ thuật chuyên môn nghiệp vụ quản lý chất lượng, an toàn thực phẩm.

c) Cục Chế biến và Phát triển thị trường nông lâm thủy sản:

- Ưu tiên lồng ghép hạng mục nâng cấp điều kiện đảm bảo chất lượng, an toàn thực phẩm vào các cơ chế chính sách, chiến lược, chương trình, dự án đầu tư phát triển chế biến và thị trường nông lâm thủy sản;

- Chủ trì, phối hợp với các Tổng cục, cục chuyên ngành tập huấn, chuyển giao khoa học công nghệ bảo quản, chế biến tiên tiến đảm bảo an toàn thực phẩm, nâng cao chất lượng nông lâm thủy sản.

d) Văn phòng Nông thôn mới:

- Ưu tiên phân bổ kinh phí xây dựng nông thôn mới cho đầu tư các hạng mục xây dựng, nâng cấp Trung tâm cung ứng, chợ đầu mối, đấu giá, chợ bán lẻ nông lâm thủy sản đủ điều kiện đảm bảo chất lượng, an toàn thực phẩm;

- Phối hợp với các Tổng cục, cục chuyên ngành trong đào tạo, tập huấn người dân và doanh nghiệp sản xuất kinh doanh nông lâm thủy sản đáp ứng tiêu chí xây dựng nông thôn mới về vệ sinh môi trường, an toàn thực phẩm; phát triển sản phẩm OCOP.

đ) Vụ Khoa học Công nghệ và Môi trường chủ trì, phối hợp với các đơn vị liên quan:

- Xây dựng và triển khai Chương trình nghiên cứu chuyển giao khoa học công nghệ và đổi mới sáng tạo nâng cao chất lượng, an toàn, giá trị nông lâm thủy sản;

- Rà soát, sửa đổi, cập nhật hệ thống tiêu chuẩn, qui chuẩn kỹ thuật chất lượng, an toàn thực phẩm nông lâm thủy sản theo chuẩn mực, thông lệ quốc tế và phù hợp với thực tiễn ngành nông nghiệp nước ta.

e) Vụ Tổ chức cán bộ chủ trì, phối hợp với các đơn vị liên quan:

- Rà soát, hoàn thiện phân công, phân cấp và kiện toàn tổ chức bộ máy từ trung ương đến cấp xã theo phân công, phân cấp rõ ràng, hợp lý;

- Xây dựng, trình ban hành và tổ chức thực hiện Chương trình đào tạo, bồi dưỡng nguồn nhân lực quản lý chất lượng, an toàn thực phẩm.

g) Vụ Kế hoạch, Vụ Tài chính:

- Ưu tiên bố trí ngân sách cho các dự án đầu tư cơ sở vật chất kỹ thuật quản lý chất lượng, an toàn thực phẩm; cho các hoạt động phổ biến, giáo dục pháp luật, thông tin truyền thông, giám sát, thanh tra, kiểm tra chất lượng, an toàn thực phẩm;

- Chủ trì, phối hợp với các đơn vị liên quan xây dựng, trình ban hành cơ chế tài chính đặc thù phù hợp với lĩnh vực quản lý chất lượng, an toàn thực phẩm.

h) Vụ Hợp tác quốc tế chủ trì, phối hợp với các đơn vị liên quan tăng cường hợp tác thu hút nguồn lực quốc tế đảm bảo an toàn thực phẩm, nâng cao chất lượng nông lâm thủy sản; đàm phán mở cửa thị trường xuất khẩu nông lâm thủy sản.

i) Vụ Pháp chế phối hợp với các đơn vị liên quan rà soát, sửa đổi, cập nhật hệ thống pháp luật về chất lượng, an toàn thực phẩm theo chuẩn mực, thông lệ quốc tế và phù hợp với thực tiễn ngành nông nghiệp nước ta.

k) Thanh tra Bộ chủ trì phối hợp với các đơn vị liên quan rà soát các qui định, hướng dẫn và tổ chức công tác thanh tra chất lượng, an toàn thực phẩm theo qui định của pháp luật.

l) Trung tâm khuyến nông quốc gia, các Viện, Trường phối hợp với các đơn vị liên quan:

- Hỗ trợ, hướng dẫn kỹ thuật cho người dân và doanh nghiệp nâng cấp vườn trồng, ao nuôi, tàu cá, cơ sở thu gom, bảo quản, chế biến, chợ đầu mối, đấu giá, cơ sở chuyên doanh nông lâm thủy sản theo qui định đảm bảo chất lượng, an toàn thực phẩm;

- Chuyển giao tiến bộ khoa học công nghệ trong cơ giới hóa, tự động hóa sản xuất; công nghệ bảo quản, chế biến sâu; công nghệ thông tin, chuyển đổi số trong sản xuất, chế biến, kinh doanh NLTS chất lượng, an toàn;

- Tập huấn ứng dụng chuẩn mực quốc tế tiên tiến về quản lý chất lượng, an toàn thực phẩm như GAP, HACCP, ISO 22000…trong sản xuất kinh doanh NLTS.

2. UBND các tỉnh, thành phố trực thuộc Trung ương

Chỉ đạo Sở Nông nghiệp và PTNT chủ trì, phối hợp với các Sở ngành liên quan xây dựng Đề án hoặc Kế hoạch triển khai thực hiện Đề án này phù hợp với tình hình của địa phương; chỉ đạo các cơ quan chuyên môn thuộc UBND tỉnh triển khai đồng bộ, có hiệu quả Đề án tại địa phương.

3. Các Hội, Hiệp hội ngành hàng

- Phối hợp các cơ quan, đơn vị thuộc Bộ Nông nghiệp và PTNT, các Bộ ngành liên quan, các địa phương trong triển khai thực hiện Đề án này;

- Chủ động phổ biến, vận động người dân, doanh nghiệp tuân thủ các qui định của Việt nam và quốc tế về chất lượng, an toàn thực phẩm; tổ chức thông tin thị trường, đào tạo, tập huấn cho người dân và doanh nghiệp ứng dụng tiến bộ khoa học công nghệ, hệ thống quản lý chất lượng, an toàn thực phẩm tiên tiến.

4. Các cơ sở sản xuất, chế biến, kinh doanh thực phẩm nông lâm thủy sản

Thực hiện nghiêm túc các quy định của Việt Nam, thị trường nhập khẩu, hướng dẫn của cơ quan quản lý về đảm bảo an toàn thực phẩm, nâng cao chất lượng nông lâm thủy sản; chủ động nâng cấp cơ sở vật chất, đào tạo, tập huấn nguồn nhân lực và ứng dụng ứng dụng tiến bộ khoa học công nghệ, hệ thống quản lý chất lượng, an toàn thực phẩm tiên tiến trong sản xuất, chế biến, kinh doanh thực phẩm nông lâm thủy sản.

5. Các tổ chức đánh giá sự phù hợp

Rà soát, mở rộng và nâng cấp năng lực đánh giá sự phù hợp theo chuẩn quốc tế phục vụ nhu cầu quản lý của Nhà nước và yêu cầu người dân, doanh nghiệp trong đảm bảo an toàn thực phẩm, nâng cao chất lượng nông lâm thủy sản.

Điều 2. Quyết định này có hiệu lực kể từ ngày ký ban hành.

Điều 3. Thủ trưởng các cơ quan, đơn vị thuộc Bộ Nông nghiệp và Phát triển nông thôn, Chủ tịch UBND các tỉnh, thành phố trực thuộc Trung ương chịu trách nhiệm thi hành Quyết định này./.

APPROVING PROJECT ON “ASSURANCE OF FOOD SAFETY AND ENHANCEMENT OF QUALITY OF AGRICULTURE, FORESTRY AND FISHERY PRODUCTS IN THE 2021-2030 PERIOD”

MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Government’s Decree No. 15/2017/ND-CP dated February 17, 2017 on functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development of Vietnam;

Pursuant to the Resolution No. 14/NQ-BCSD dated December 14, 2021 of the Communist Party Committee on Agriculture and Rural Development on enhancement of the Communist Party's leadership in management of quality and assurance about food safety of agriculture, forestry and fishery products in the 2021-2030 period;

At the request of the Director of Agro-Forestry-Fisheries Quality Assurance Department.

HEREBY DECIDES:

Article 1. The Project on “Assurance of food safety and enhancement of quality of agriculture, forestry and fishery products in the 2021-2030 period” (hereinafter referred to as “the Project”) is approved with the following contents:

1. Viewpoints

- The assurance of food quality and safety of agriculture, forestry and fishery products means protection of health and interests of the people and a regular task for which directions of Communist Party committees and governments under the Ministry of Agriculture and Rural Development and central authorities are required; and serves as the responsibility and right of each organization and individual producing and trading food and citizen;

- The assurance of food safety and enhancement of quality shall be associated with traceability according to international standards. Food safety inspection shall be carried out from the beginning, during every stage and throughout the entire value chain of the agriculture-forestry-fishery industries

- Mobilizing social resources for upgradation of infrastructure, development of connection, linkage between production and sale, application of high technologies and digital transformation, thereby improving food quality and safety of agriculture, forestry and fishery products;

- Concentrating resources to complete legal institutions and policies, technical regulations and standards; increasing capacity for enforcing laws; reforming, standardizing and promoting the application of advanced management measures in conformity with agricultural development thinking, thereby meeting requirements for sector restructuring and international economic integration.

2. Objectives

a) General objectives:

Contribute to protection of health and interests of the people; improve quality, value and competitiveness of agriculture, forestry and fishery products of Vietnam in domestic and international markets.

b) Specific objectives

- The farming area, the aquaculture area, the quantity of husbandry facilities granted GAP certificates (VietGAP or equivalent) will increase by 10%/year;

- 100% of establishments producing and trading agriculture, forestry and fishery products will meet food safety requirements or sign commitments to comply with regulations on food safety;

- The percentage of establishments pre-processing and processing agriculture and forestry products, and fishery products granted HACCP, ISO 2200 certificates (or equivalent) will increase by 10%/year and 15%/year respectively;

- The percentage of deeply processed products (ready-to-eat products) will increase by 10%/year;

- The percentage of agriculture, forestry and fishery food samples that fail to meet food safety standards will reduce by 10%/year;

- The percentage of technical regulations and standards on food quality and safety of agriculture, forestry and fishery products equivalent to international standards will reach 80%.

- All local authorities will improve systems for managing quality of agriculture, forestry and fishery products within their jurisdiction;

- All officials in charge of management of food quality and safety of agriculture, forestry and fishery products at all levels will undergo professional training and refresher training on an annual basis.

II. TASKS

1. Investment in upgradation of infrastructure and development of large-scale and concentrated raw material production areas; upgradation of the system of wholesale markets/supply centers and retail markets for agriculture, forestry and fishery products, and improvement of value chain of agriculture, forestry and fishery products.

- Invest in upgradation of infrastructure to facilitate production and trade in agriculture, forestry and fishery products in such a way to ensure quality, safety and added value;

- Establish and develop models of wholesale markets/ supply centers associated with raw material areas and cooperatives in connection to supermarkets, shopping centers, convenience stores, and local markets at ward and commune levels, thereby ensuring food quality and safety.

2. Efficient dissemination of laws, information and communications about food quality and safety of agriculture, forestry and fishery products.

- Synchronously disseminate legal regulations, standards and technical regulations on food quality and safety of Vietnam and import markets to all entities participating in agriculture, forestry and fishery product production and trade chain.

- Monitor, assess and disseminate food safety risks to the people and enterprises according to international standards in order to serve management of quality and assurance of food safety;

- Build and operate a database on statistics and report on food quality and safety in the entire agriculture and rural development sector;

- Appreciate and multiply typical models and examples of production and processing of quality and safe agriculture, forestry and fishery products; publish sanctioned violators according to regulations.

3. Research, transfer and training in application of science and technology and digital transformation to assurance of productivity, quality, food safety and traceability

- Assist in research, transfer and training in application of science and technology, especially technical advances in improvement of quality of seeds and breeds and application of “green and clean” production technologies towards organic, ecological and circular agriculture, natural resource saving and emission reduction, and increase in quality and value of agriculture, forestry and fishery products;

- Provide technical guidance on and training for the people and enterprises in improvement of food quality and safety; comply with Good Agricultural Practices (VietGAP, GlobalGAP, organic, ecological and circular agriculture, etc.); establish and operate a system for self-controlling food quality and safety at the grassroots level under the supervision of the community.

- Disseminate information on markets and regulations on food quality and safety in domestic and foreign markets so that producers and consumers clearly understand such information and regulations and take actions in a correct manner;

- Strengthen negotiation and signature of Asean Mutual Recognition Arrangements on food quality and safety in order to expand markets for export of quality and safe agriculture, forestry and fishery products. Establish and operate a mechanism to effectively participate in activities of international organizations, including Codex, SPS Committee of WTO;

5. Increase in capacity for enforcing legal policies for the purposes of assurance of food safety and improvement of quality of agriculture, forestry and fishery products

- Complete regulatory institutions, policies, laws, standards, and technical regulations on food quality and safety according to international standards and practices and in conformity with reality.

- Reform organizational structure and ensure resources for the apparatus from central to commune levels; provide training and refresher training in regular update of laws, knowledge and skills in enforcement of laws for officials in charge of enforcement of laws; standardize state management activities, including supervision, appraisal, certification, inspection, investigation, handling of violations, etc.;

- Focus on investment in advanced and modern facilities and equipment provided for laboratories where quality and safety of agriculture, forestry and fishery products are tested and certified of the agriculture, forestry and fishery industries;

- Strengthen administrative reform and application of scientific and technological advances, information technology and digital transformation to performance of official tasks;

- Organize programs for monitoring and assessment of risks and application of measures for preventing food safety risks. Strengthen inspection and examination to strictly handle violations against laws on food quality and safety of agriculture, forestry and fishery products;

- Promote private sector involvement in testing, certification, inspection and appraisal, thereby serving state management of food quality and safety of  agriculture, forestry and fishery products.

1. Completion of policies; integration of investment in upgradation of infrastructure for facilitation of production and trade in quality and safe agriculture, forestry and fishery products into plans, projects and programs for restructuring of the agricultural sector and construction of new rural areas in the 2021-2025 period

- Review and complete investment and credit policies and mobilize public investment sources, ODA, public-private partnerships (PPP), etc. to upgrade infrastructure (systems of irrigation, electricity grids, roads, warehouses, etc); ensure that farming, husbandry and aquaculture areas, fishing ports, centralized slaughterhouses, pre-processing and processing areas, wholesale/auction markets, etc. meet conditions for production and trade in agriculture, forestry and fishery products according to Vietnamese regulations and international standards on food quality and safety;

- Prioritize investment of state budget in improvement of food quality and safety in farming, husbandry and aquaculture areas, fishing ports, slaughterhouses, pre-processing and processing areas, wholesale/auction markets and local markets in some key agriculture production areas or urban centers where a large number of agriculture, forestry and fishery products are sold;

- Complete regulations and organize issuance of codes to farming, husbandry and aquaculture areas and establishments pre-processing, processing and trading agriculture, forestry and fishery products on a large scale in order to ensure food quality and safety and traceability.

2. Cooperation and mobilization of state and social resources for assurance of food quality and safety of agriculture, forestry and fishery products

- Strengthen cooperation among agencies and units under the Ministry, ministries and central government authorities, central and local agencies in ensuring food quality and safety; improve organizational structure and develop resources within their jurisdiction towards provision of sufficient organizations and resources for performance of assigned and designated tasks;

- Make close cooperation and enhance the roles of cooperative economic organizations, socio-political organizations and industry associations in development, completion and dissemination of legal policies on food quality and safety; communication and promotion of products in domestic and international markets;

- Upgrade and implement the Program for cooperation with Vietnamese Fatherland Front, Farmers' Association, Vietnam Women's Union, etc. in dissemination, education, mobilization and supervision of production and trade in quality and safe agriculture, forestry and fishery products;

- Cooperate with socio-political organizations and industry associations in providing training and refresher training for farmer households and cooperative economic organizations in self-control and public supervision of food quality and safety; in branding and communication about quality and safe products;

3. Innovation in training, refresher training and transfer of science and technology, and management science for assurance of food safety and improvement of the quality of agriculture, forestry and fishery products

- Establish the Program for research and innovation in science and technology for improvement of food quality and safety of agriculture, forestry and fishery products, submit the Program for approval and implement it.

- Cooperate with Institutes, Schools, specialized international organizations and international projects in improvement of the quality of training provided for human resources in charge of management of food quality and safety (undergraduate and postgraduate programs);

- Cooperate with Institutes, Schools, National Agricultural Extension Centers and other scientific research organizations to update and provide training in transfer and application of scientific and technological advances (use of high-quality seeds and breeds; fertilizer and animal feed, environmental remediation agents, organic pesticides, etc.) and management science advances (application of systems for self-control, public supervision and traceability according to advanced standards, including GAP, ISO, HACCP, etc) to production of quality and safe agriculture, forestry and fishery products.

4. Prompt dissemination of correct information on food quality and safety for creation of confidence for consumers and enhancement of prestige of Vietnamese agriculture products

- Complete and apply procedures for assessment and communication about food safety risks according to international standards;

- Promptly update and disseminate information on markets; standards and regulations on food quality and safety applied to domestic and foreign agriculture, forestry and fishery product sale markets;

- Cooperate with domestic and foreign media agencies in organization of programs and campaigns for information and communication and connection between supply and demand for quality and safe agriculture products of Vietnam;

- Verify, handle, and timely response to false information about food quality and safety in domestic and international markets.

- Prioritize investment in purchase of equipment; transfer advanced and modern methods for testing and inspection of food quality and safety according to international standards. Certain laboratories are expected to be recognized as national and regional food safety and compliance laboratories;

- Apply information technology and digital transformation to online implementation of all administrative procedures; online statistical system and information reporting system; and issuance of physical and electronic certificates in connection with trading partners, etc.;

- Build and operate systems of database on food quality and safety and traceability connected and interconnected with the Agriculture and Rural Development Industry Database and Nationalization Product and Goods Traceability Portal.

6. Promotion of administrative reform, standardization of professional procedures according to international standards, norms and practices

- Review and reduce business investment requirements and simplify administrative procedures for management of food quality and safety of agriculture, forestry and fishery products according to the Government's general program;

- Improve organizational apparatus from central to commune levels towards simplification and efficiency; prioritize annual training and refresher training provided for each job position holder; conduct study and propose specific financial mechanisms in conformity with the system of food quality and safety management agencies nationwide;

- Standardize professional procedures according to international standards (ISO standards, CODEX guidelines, etc).

7. Enhancement of international cooperation, attraction of resources and experience in assurance of food quality and safety and promotion of export of agriculture, forestry and fishery products

- Promote cooperation with competent authorities of other countries in conducting negotiation in order to sign and adhere to mutual recognition and cooperation agreements on food quality and safety; with reputable international partners in transferring advanced science and technology from foreign countries for application in Vietnam;

- Effectively participate in activities together with international organizations, including Codex and SPS Committee of WTO, to handle market problems and increase consumption and export;

IV.PRIORITIZED PROJECTS AND PROGRAMS

1. Project on establishment and operation of systems of database on food quality and safety and traceability of agriculture, forestry and fishery products

a) Objective: Produce statistics and build a database on quantity and indicators related to producers and agriculture, forestry and fishery products on the market to serve management, the people and enterprises so that they access information in full and transparent manner.

b) Activities:

- Preparing statistics and conducting investigation into the status of establishments producing and trading agriculture, forestry and fishery products, and agriculture, forestry and fishery products;

- Consolidating information and reporting on the system of establishments producing and trading agriculture, forestry and fishery products;

- Establishing database and management software;

b) Activities:

a) Objective: Increase the capacity of human resources of establishments producing and trading agriculture, forestry and fishery products and managers in terms of necessary knowledge and skills in assurance of food quality and safety.

b) Activities:

- Giving training and guidelines to producers and enterprises of the food production and supply chain for various and safe food production;

- Giving training and assistance to enterprises according to each production chain in application of advanced programs for managing food quality and safety (GAP, HACCP, ISO 22000);

- Providing training for managers of state agencies in appraisal, inspection, examination, handling of administrative violations, management of scientific and technological activities, conformity assessment, etc.) during the management process;

- Providing training and refresher training for testers and assessment experts of certification, inspection and testing organizations.

- Conducting study, transferring and applying science and technology and innovation to creation of seeds and breeds, production, preservation and processing of agriculture, forestry and fishery products, thereby ensuring organic, ecological and circular agriculture and improving quality and value of products;

- Applying science and technology to reduction in post-harvest losses with regard to key products and food waste limitation.

V. IMPLEMENTATION

1. Agencies and units under the Ministry of Agriculture and Rural Development

a) The National Agro-Forestry-Fisheries Quality Assurance Department is a focal point presiding over and cooperating with units under Ministries, relevant central government authorities and Departments of Agriculture and Rural Development in:

- Developing and submitting the Project on establishment and operation of systems of database on food quality and safety and traceability of agriculture, forestry and fishery products and the Project on investment in upgradation of technical facilities for testing, inspection and appraisal serving the state in terms of food quality and safety for promulgation and organizing implementation of the two Projects.

- Developing and submitting Programs for cooperation with ministries, central government authorities, socio-political organizations, industry associations, etc. in ensuring food safety and improving the quality of agriculture, forestry and fishery products for promulgation and organizing implementation of such Programs;

- Reviewing, amending and updating the system of legal policies according to international standards and practices and in accordance with reality of the agricultural sector in Vietnam;

- Giving support for experimentation, and expansion, upgradation and development of safe agriculture, forestry and fishery product supply chains into value chains of the agriculture-forestry-fishery industries that are quality, safe and sustainable.

b) General Department of Fisheries, Department of Crop Production, Department of Livestock Production, Department of Plant Protection, Department of Animal Health, Department of Cooperatives and Rural Development, National Agro-Forestry-Fisheries Quality Assurance Department, within their management, shall:

- Integrate food safety and food quality assurance contents into programs and projects on investment in agriculture forestry and fishery raw material production areas;

- Give technical support and guidelines to the people and enterprises for upgradation of gardens, fishponds, fishing vessels, collection, preservation and processing establishments, wholesale and auction markets, and establishments trading agriculture, forestry and fishery products according to regulations on assurance of food quality and safety;

- Transfer scientific and technological advances in mechanization and automation of production processes; technologies in preservation and deep processing; information technology and digital transformation to production and trade in quality and safe agriculture, forestry and fishery products; provide training in application of advanced international standards of management of food quality and safety, including GAP, HACCP, ISO 22000, etc. to production and trade in agriculture, forestry and fishery products;

- Standardize procedures for performing official tasks and applying professional expertise according to international standards (ISO standards, CODEX guidelines ,etc.);

- Prioritize upgradation of facilities and equipment for working, testing and inspection, and application of science and technology, information technology, and digital transformation to management of food quality and safety;

- Give training and refresher training in development of professional expertise in management of food quality and safety to managers and technical staff.

c) Processing and Market Development Department shall;

- Preside over and cooperate with General Departments and specialized departments in providing training courses and transferring advanced science and technology for preservation and processing, thereby ensuring food safety and improving the quality of agriculture, forestry and fishery products.

d) New Rural Coordination Office shall:

- Prioritize allocation of funds for new rural construction in order to serve investment in items of construction and upgradation of supply centers, wholesale, auction and retail markets for agriculture, forestry and fishery products that meet food quality and safety requirements;

- Cooperate with General Departments and specialized departments to provide training for the people and enterprises in production and trade in agriculture, forestry and fishery products, thereby meeting criteria for construction of new rural areas in terms of environmental hygiene and food safety; and development of OCOP products.

d) The Science, Technology and Environment Department shall preside over and cooperate with relevant units in:

- Developing and implementing the Program for study and transfer of science and technology and innovation in order to improve quality, safety and value of agriculture, forestry, and fishery products;

- Reviewing, amending and updating the system of standards and technical regulations on food quality and safety of agriculture, forestry and fishery products according to international standards and practices and in accordance with reality of the agricultural sector in Vietnam.

e) The Organization and Personnel Department shall preside over and cooperate with relevant units in:

- Reviewing and completing assignment, decentralization and improvement of the organizational apparatus from central to commune levels within their jurisdiction;

g) Planning Department and Finance Department shall:

- Prioritize allocation of budgets for projects on investment in technical facilities for management of food quality and safety; for dissemination and education about laws, information and communication, supervision and inspection of food quality and safety;

- Preside over and cooperate with relevant units in developing and submitting specific financial mechanisms suitable to management of food quality and safety for promulgation.

h) The International Cooperation Department shall preside over and cooperate with relevant units in promoting cooperation in attraction of international resources so as to ensure food safety and improve the quality of agriculture, forestry and fishery products; conduct negotiation to open markets for export of agriculture, forestry and fishery products.

i) The Legislation Department shall cooperate with relevant units in reviewing, amending and updating the system of laws on food quality and safety according to international standards and practices and in accordance with the reality of the agricultural sector in Vietnam.

k) The Ministry Inspectorate shall preside over and cooperate with relevant units in reviewing regulations and instructions and conducting inspections of food safety and quality according to regulations of law.

l) National Center for Agricultural Extension, Institutes and Schools shall cooperate with relevant units in:

- Giving technical support and guidelines to the people and enterprises for upgradation of gardens, fishponds, fishing vessels, collection, preservation and processing establishments, wholesale and auction markets, and establishments trading agriculture, forestry and fishery products according to regulations on assurance of food quality and safety;

- Transferring scientific and technological advances in mechanization and automation of production processes; technologies in preservation and deep processing; information technology and digital transformation to production and trade in quality and safe agriculture, forestry and fishery products;

2. People's Committees of provinces and central-affiliated cities

Direct Departments of Agriculture and Rural Development to preside over and cooperate with relevant Departments and local authorities in developing Projects or Plans to implement these Projects in accordance with the situation of their provinces and cities; direct specialized agencies under the Provincial People's Committees to synchronously and effectively carry out local Projects.

3. Industry Associations and Associations

- Cooperate with agencies and units under the Ministry of Agriculture and Rural Development, relevant ministries and central and local authorities in implementing this Project;

- Proactively disseminate Vietnamese and international regulations on food quality and safety and encourage the people and enterprises to comply with such regulations; provide market information, training, and refresher training for the people and enterprises in application of scientific and technological advances, and advanced systems for management of food quality and safety.

4. Establishments producing, processing and trading agriculture, forestry and fishery products

Strictly comply with regulations of Vietnam and import markets, and guidelines provided by management agencies for assurance of food safety and improvement of the quality of agriculture, forestry and fishery products; proactively upgrade facilities, give training and refresher training to human resources and apply scientific and technological advances and advanced systems for management of food quality and safety to production, processing and trade in agriculture, forestry and fishery food.

5. Conformity assessment organizations

Review and increase the capacity for assessing conformity according to international standards to serve management demands of the State and requirements of the people and enterprises for assurance of food safety and improvement of quality of agriculture, forestry and fishery products.
