Pursuant to Decree No. 136/2020/ND-CP dated
November 24, 2020 of the Government elaborating the Law on Fire Prevention and
Firefighting and the Law on amendments to the Law on Fire Prevention and
Firefighting;
At request of Director of Vietnam Fire and
Rescue Police Department;
The Minister of Public Security promulgates
Circular on National Technical Regulations on Fire Protection Equipments.
Article 1. The National Technical Regulations on “Fire Protection
Equipments - QCVN 03:2023/BCA” is attached hereto.
Article 2. Entry into force
This Circular comes into force from April 1, 2024
and replaces Circular No. 123/2021/TT-BCA dated December 28, 2021 of the
Minister of Public Security.
Article 3. Organizing
implementation
1. Director of the Vietnam Fire and Rescue Police
Department shall be responsible for monitoring, inspecting, and expediting the
implementation of this Circular.
2. Heads of entities affiliated to Ministry of
Public Security, Directors of Police authorities of provinces and
central-affiliated cities, and relevant agencies, organizations, and
individuals are responsible for the implementation of this Circular.

The QCVN 03:2021/BCA is compiled by the Vietnam
Fire and Rescue Police Department, appraised by the Ministry of Science and
Technology, and promulgated by the Ministry of Public Security under Circular No.
56/2023/TT-BCA dated October 30, 2023.
The QCVN 03:2023/BCA replaces the QCVN
03:2021/BCA attached to Circular No. 123/2021/TT-BCA dated December 28, 2021 of
the Minister of Public Security.

1.1. Scope
1.1.1. This Regulation provides for
requirements in terms of limits of technical characteristics and management of
inspection of fire protection equipments under list of mandatory inspection in
fire protection in accordance with the law prior to being sold in Vietnam.
1.1.2. This Regulation does not apply to
fire protection equipments imported in form of sample products or products for
exhibition or display; fire protection equipments temporarily imported, or in
transit and not for sale or use in Vietnam.
1.2. Regulated entities

manufacturing, assembling, domestically modifying, and importing fire
protection equipments.
1.2.2. Agencies and organizations entitled
to conduct fire protection equipment inspection.

1.4. Definitions
In the Regulation, the terms below are construed as
follows:
1.4.1.
Fire protection equipments
Mean mechanical devices, equipment, machinery,
tools, chemicals, and combat gear used specifically for firefighting, rescuing
humans, and saving property.
1.4.2.
Fire pump
Means an assembly consisting of pump body,
transmission engine, control mechanism (if any), and other accessories,
creating pressure and flow rate of extinguishants necessary for firefighting.

Means a high-pressure hose that carries extinguishants
to the fire.
A fire hose consists of a hose and couplers.
1.4.4.
Spray nozzles
Mean portable firefighting apparatus which are
connected directly to fire hose or via couplers to deliver extinguishants.
Spray nozzle consists of nozzle body and coupler.
1.4.5.
Fire hydrant
Means a specialized device fitted onto water supply
pipeline to collect water for firefighting. Fire hydrant consists of valve,
body, and outlets with standard dimensions.

Fire hose couplings
Means devices that connect fire hoses, connect fire
hose to other firefighting apparatus.
1.4.7.
Fire extinguisher
Means a device that contains fire extinguishants
and is capable of spraying, directing fire extinguishants to the fire by
compressed air.
Compressed air used to propel extinguishants into
the fire can be compressed and mixed with extinguishants or compressed and
contained in separate containers.
1.4.8.
Portable fire extinguisher
Means a fire extinguisher that is designed to be
carried and operated by hand and weights no more than 20 kg.

Wheeled fire extinguisher
Means a fire extinguisher that is mounted on
wheels, weights from exceeding 20 kg to 450 kg and is designed to be operated
and transported to the fire by one person.
1.4.10.
Automatic diffusion dry-powder fire
extinguisher
Means an extinguisher that uses powder as
extinguishant and automatically activates in the event of ambient temperature
or fire exceeding the working threshold (working temperature).
The delivery of fire extinguishant can be done by:
- Compressed air directly from the extinguisher
(with unchanged pressure inside the container).
- Activation of cylinder of propellant gas
(increase in pressure at the moment of use by the release of pressurized gas in
a separate high-pressure cylinder).

Means an automatic diffusion dry-powder fire
extinguisher that is fixed by hanging (to the ceiling, to the wall, beneath the
roof, etc.).
1.4.12.
Automatic activated fire extinguisher
Means an equipment consisting of a fire
extinguisher and other relevant parts, capable of automatically delivering
extinguishants upon activation of thermal sensors (hereinafter referred to as
“gaseous extinguisher”).
1.4.13.
Extinguishing powder
Means a solid, salt-type extinguishant consisting
of one or many chemical components mixed with additives to supplement its
properties.

Automatic fire alarm system
Means a system that automatically detects and
notifies location of the fire.
Note: An automatic fire alarm system consists of
basic components such as: Automatic fire alarm control, automatic fire
detectors, manual call points, and electrical sources. Depending on
requirements, automatic fire alarm system shall also includes other components
such as modules, signal transmission devices, surveillance equipment, etc.

Automatic fire detector
Means a device that is sensitive to factors
associated with fire (increase in temperature, smoke, light emission) and
transmits appropriate signal to fire alarm control.

radiation emitted by the flame.

Photoelectric smoke detector
Means a fire detector that is sensitive to products
of combustion which potentially affect radiation or scattering absorption
within infrared and/or visible ultraviolet zone of the electromagnetic
spectrum.

combustion products which potentially affect flows of ions in the detector.

aspirator (such as fan or pump)

sensors that comes in contact with the same smoke sample.

Smoke-detection equipment for ducts
Means an equipment integrated or connected with a
point-type smoke detector, collecting air sample within a duct, and searching
for smoke from the air sample.

Fire alarm control panel
Means a device that powers automatic fire detectors
and:
- Receives signals from automatic fire detectors
and emits fire alarm indicating location of fire.

Emergency lighting
Emergency lights shall be used when power supply
for regular lighting is disrupted; emergency lighting includes emergency escape
lighting, lighting in high-risk work areas, and backup lighting.
1.4.22.
Emergency escape lighting
Means a part of emergency lighting system which
provides directional lighting to ensure safety for people evacuating from the
area or resolving dangerous situations before evacuating from the area.
1.4.23.
Batch
Means a combination of a type of products, goods
with the same technical specifications and produced in the same batch on the
same production line.

1.5.1. Type of fire protection equipments
declared by manufacturing, importing organizations and individuals shall
conform to the list of equipments under Part 2 of this Regulation. If
the type of fire protection equipments has not been clearly defined,
manufacturing, importing organizations and individuals shall cooperate with
competent authorities in identifying the types of fire protection equipments.
1.5.2. Fire protection equipments shall be
managed, preserved, and maintained in accordance with regulations, relevant
technical standards, technical regulations, or manufacturers’ instructions.
1.5.3. Fire protection equipments shall be
inspected in accordance with this Regulation and relevant provisions under
legislative documents on fire prevention and firefighting.

(1) In regard to fire pumps located in work items
and structures with specific technical requirements mentioned under National
Standards and National Technical Regulations, conduct additional tests to
examine and assess technical features in accordance with respective technical
requirements;
(2) In regard to fire pumps with minimum capacity
of 150 kW imported as CBU for each project and construction, examination and
testing can be conducted at the project or construction site. The installation
and testing at project and construction site must conform to manufacturers’
instructions and applicable technical standards, regulations.

10. Contrast, luminance, and color spectrum (*)
Lights must provide sufficient nominal luminance
at the end of nominal working duration.
Minimum luminance at any point within safety
color area must be 2 cd/m2 or 10 cd/m2 if primary risk
is smoke;
Consistency of luminance in safety color and
contrasting color is measured by proportion of minimum to maximum luminance
of the color and must be greater than 1:5 (see ISO 3864- 1:2011). If
luminance of safety signs exceeds 100 cd/m2, the proportion of
minimum to maximum luminance must be greater than 1:10. Proportion of
luminance of contrasting color to luminance of area adjacent to safety color
must not be lower than 5:1 and must not be greater than 15:1.
After finishing test in temperature controller,
lights must be let cool to nominal ambient temperature (ta) or 25 oC,
whichever is higher and must be charged for 24 hours at 0,9 times the nominal
supply voltage.
Utilize measuring instruments that measure
luminance. Measurement shall be performed on 5 samples, results shall be
average values of 5 measurements performed on different samples.

3. REGULATIONS ON MANAGEMENT
3.1. Regulation on quality
assessment of fire protection equipments
3.1.1. Methods for examining, testing, and
assessing quality of fire protection equipment samples:
a) Carry out tests and inspections in accordance
with technical specifications under Part 2 of this Regulation and issue
inspection certificate for fire protection equipments prior to circulation as
per the law.
b) Fire protection equipments manufactured by
domestic manufacturing facilities that utilize manufacturing technology and
procedures certified by competent authority, maintain quality control system in
accordance with ISO 9001, and have been inspected and certified for technical
specifications conforming to this Regulation shall not be required to be tested
for technical specifications marked with (*) in the column “Technical
specifications” in Part 2 of this Regulation during subsequent inspections (as
technical specifications marked with (*) in the column “Technical
specifications” have been previously tested and assessed in conformity with
this Regulation).
c) Quantity of samples for testing and inspection shall
vary depending on the type of equipments specified under Part 2 of this
document. Inspecting entities shall directly collect the samples. Samples of
fire protection equipments that have been tested and inspected must be returned
to entities requesting inspection by inspecting entities (except for fire
protection equipments consumed during testing).

In respect of fire protection equipments that are
specified under list of equipments requiring fire prevention and firefighting
inspection as per the law and have been inspected under licensing of competent
authority of host countries, fire and rescue police departments have the powers
to rely on inspection results of foreign agencies, organizations to consider
issuing inspection certificate on the basis of requirements below:
a) The foreign agencies, organizations are accredited
by competent authority for conformity to the ISO/IEC 17025 - General
requirements for the competence of testing and calibration laboratories and
accredited scope conforms to scope requested for acceptance or the Ministry of
Public Security has signed commitment to accept testing, inspection results.
b) Inspection results of the foreign agencies,
organizations apply to equipment models and are effective as of the date of
application for inspection certificate or apply to types of equipments
requested for inspection certificate issuance; and technical specifications for
testing satisfy requirements under respective Vietnam’s regulations, standards
or foreign standards, international standards permitted for application in
Vietnam by competent authority.
3.1.3. Equipment and instruments serving
inspection and testing of fire protection equipments shall be inspected and
calibrated in accordance with metrology laws.
3.2. Regulations on labeling
fire protection equipments
Fire protection equipments shall be labeled in
accordance with Decree No. 43/2017/ND-CP of the Government, Decree No.
111/2021/ND-CP dated December 9, 2021 of the Government, and detail
requirements under applicable standards.
4. ORGANIZING IMPLEMENTATION
4.1. Heads of agencies and entities under
Section 1.2 of this document are responsible for popularizing this document
within their entities and subordinates.
4.2. The Vietnam Fire and Rescue Police
Department shall publicize, guide, and examine application of this document in
relevant entities.
