DECISION

STIPULATING THE FUNCTIONS, TASKS AND ORGANIZATIONAL STRUCTURE OF NATIONAL CENTER FOR RURAL WATER SUPPLY AND ENVIRONMENTAL SANITATION

MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No.01/2008/ND-CP dated January 3, 2008 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposals of the Director of Organization and Personnel Department

DECIDES:

Article 1. Position and functions

The National Center for Rural Water Supply and Environmental Sanitation (NCERWASS) is an administrative organization under the Ministry of Agriculture and Rural Development, implementing state management of rural water supply and environmental sanitation (RWSS) nationwide for the Ministry.

According to the clause 24, Article 3 of Decree 01/2008/ND-CP dated January 3, 2008, the National Center for Rural Water Supply and Environmental Sanitation is reorganized from The Centre for Clean Water and Rural Environmental Sanitation.

The headquarters of the Centre is located in Ha Noi City.

Article 2. Tasks

1. To participate in setting up National strategy, National Target Program, policy mechanism, national technical norms, national technical standards, planning and plans belonging to rural water supply and environmental sanitation; implementation organization after the approval of authorities.

2. To establish the process, procedures, and norms of technical economy relevant to each region according to the assignment of the Minister for rural water supply and environmental sanitation. These shall be submitted to the Ministry and implemented after the approval of the Minister.

3. To provide guidelines and consultancy on professional aspects, training for capacity strengthening, and communication for the local Centres for Clean Water and Rural Environmental Sanitation.

4. To synthetize reports on the implementation of rural water supply and sanitation.

5. To analyze, audit the quality of rural clean water and environmental sanitation; To build and manage national database of rural clean water supply and environmental sanitation.

6. To perform scientific research and technology transfer for clean water supply, water and sewage treatment and rural environmental sanitation under the State regulations.

7. To propose RWSS programs and projects; to exercise the tasks of the Clients of national, international, interregional and inter-provincial projects RWSS assigned by MARD.

9. To provide consultancy and services such as survey, design, monitoring, execution, underground water and surface water exploration and exploitation, material provision, communication, water supply analyses, environmental assessment and other RWSS-related services.

10. To manage organization and personnel; exercise salary policy, incentives policy, commendation and reward, discipline for the employees, staff and personnel under the management of the Centre; To establish the team of employees, staff and personnel in compliance with the regulations.

11. To effectively control and use the financial sources and assigned assets abiding by the current laws.

12. To carry out other tasks assigned by the Minister.

Article 3: Organizational structure

1. The management:

The management board comprises the Director and Vice-Directors appointed by the Minister of MARD in accordance with the regulations.

The Director of NCERWASS shall be answerable to the Minister of MARD and the current law for all the operations of the Centre.

Vice Directors shall be to assist and take responsibility to the Director and the law for monitoring and directing the implementation of their assigned tasks.

3. Attached agencies:

a) Centre for Consultancy and Technology transfer for RWSS (Centre for Consultancy and Technology Transfer for short);

b) Other agencies attached to the Centre shall be founded and in operation according to the project specifically approved by MARD.

The Director of the Centre shall assume responsibility for regulating the tasks and personnel for each section, standing committee and attached agency; set up organizational statutes.

Article 4: Effective date

This Decision takes effect 15 days after its publication in the Official Gazette; This decision is in substitution of the Decision No.122/2003/QD-BNN dated November 10, 2003 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, powers and organizational structure of National Center for Rural Clean Water Supply and Environmental Sanitation and other previous regulations contrary to this Decision.

Article 5. Implementation responsibility

The Minister, the Director of Organization and Personnel Department the heads of the ministerial-level agencies, the heads of the agencies attached to MARD and the Director of N.CERWASS shall have to implement this Decision.
