CIRCULAR
ON PRICE BRACKET FOR
PASSENGER TRANSPORT SERVICES ON DOMESTIC AIR ROUTES
Circular No. 17/2019/TT-BGTVT dated May 3, 2019 of
the Minister of Transport on price bracket for passenger transport services on
domestic air routes, coming into force from July 1, 2019 is amended by:
Circular No. 34/2023/TT-BGTVT dated November 30,
2023 on amendment to Circular No. 17/2019/TT-BGTVT dated May 3, 2019 of the
Minister of Transport on price bracket for passenger transport services on
domestic air routes, coming into force from March 1, 2024.
Pursuant to the Law on Civil Aviation of Vietnam
dated June 29, 2006; the Law on amendment to the Law on Civil Aviation of
Vietnam dated November 21, 2014;
Pursuant to the Law on Prices dated June 20,
2012;
Pursuant to Decree No. 177/2013/ND-CP dated
November 14, 2013 of the Government elaborating the Law on Prices and Decree
No. 149/2016/ND-CP dated November 11, 2016 of the Government on amendment to
Decree No. 177/2013/ND-CP;
Pursuant to Decree No. 12/2017/ND-CP dated
February 10, 2017 of the Government on functions, tasks, powers, and

The Minister of Transport promulgates Circular
on price bracket for passenger transport services on domestic air routes. [1]
Article 1. Scope and regulated entities
1. This Circular prescribes price bracket for
passenger transport services on domestic air routes.
2. This Circular applies to organizations and
individuals providing, using, and managing prices of passenger transport
services on domestic air routes.
Article 2. Definitions
1. “Prices of passenger transport service in basic
economy class” refers to prices incurred by passengers to use economy class
cabin of aircrafts during their flights and receive services that meet basic
demands of the majority of passengers on a flight and range from ground service
to air service.
2. “Prices for extra services” refers to prices
incurred by passengers where they choose to use extra services provided by
airlines and ranging from ground service to air service.
3. “Flight length” refers to distance determined by
regular flight route, including climbing distance, distance of holding pattern
awaiting entry to airway, airway length, descending distance, distance of
holding pattern awaiting landing.
4. “Air route groups serving socio-economic
development” refers to air routes under 500 km in length heading to rural
areas, remote areas, islands and provided by a single air line.

1. Rules for determining price bracket of passenger
transportation services are specified under Article 3 of Circular No.
36/2015/TT-BGTVT dated July 24, 2015 of the Minister of Transport.
2. Price bracket for passenger transportation
service on domestic air routes ranges from 0 VND to the maximum value
appropriate to flight length. Airlines shall decide on price range of passenger
transport service based on the price bracket for passenger transport service in
a manner that is appropriate to business and production costs of each flight.

a) VAT;
b) Amounts collected on behalf of passenger
terminal service providers and security services, including: passenger service
prices, passenger and baggage security service prices;
c) Prices for extra services.
3. Prices for extra services shall be decided by
airlines on the basis of balancing supply of service of airlines and market
demands.
Article 5. Responsibilities of Vietnam Civil
Aviation Authority
1. Announce list of domestic air routes by flight
length.
2. Examine, supervise, and submit reports on
implementation of price bracket for transportation services in accordance with
aviation service price laws to the Ministry of Transport.
Article 6. Responsibilities of airlines
1. Airlines shall stipulate specific ticket price
for air routes or air route groups in a way that diversifies ticket price of
each air routes and regular discount policies for inhabitants and servicemen
residing in remote areas, rural areas, and islands.

3. Where airlines open new air routes that have not
been named under flight length group by the Civil Aviation Authority of
Vietnam, the airlines are responsible for requesting the Civil Aviation
Authority of Vietnam to review and add these new air routes to common flight
length groups before the date on which the airlines declare service prices to
the Civil Aviation Authority of Vietnam.
Article 7. Entry into force and organizing
implementation[3]
1. This Circular comes into force from July 01,
2019.
2. Where documents referred to in this Circular are
amended or replaced, the new versions shall prevail.
3. Chief of Office, the Chief Inspector, directors,
Director of Civil Aviation Authority of Vietnam, heads of agencies, relevant
organizations and individuals are responsible for the implementation of this
Circular.

Circular No. 34/2023/TT-BGTVT on amendment to Circular No. 17/2019/TT-BGTVT

structures of Ministry of Transport;
At request of Director of Transportation
Department and Director of Civil Aviation Authority of Vietnam;
The Minister of Transport promulgates Circular
on amendment to Circular No. 17/2019/TT-BGTVT dated May 3, 2019 of the Minister
of Transport.”.

This Clause is amended by Article 1 of Circular No. 34/2023/TT-BGTVT on
amendment to Circular No. 17/2019/TT-BGTVT dated May 3, 2019 of the Minister of
Transport coming into force from March 1, 2024.
