FOREIGNERS TEACHING ENGLISH AT CENTERS FOR FOREIGN LANGUAGE AND COMPUTER
TRAINING IN VIETNAM

2019;
Pursuant to Decree No. 86/2022/ND-CP dated
October 24, 2022 of the Government on functions, tasks, powers, and
organizational structures of Ministry of Education and Training;
Pursuant to Circular No. 21/2018/TT-BGDDT dated
August 24, 2018 of the Minister of Education and Training on Organization and
operation regulations of centers for foreign language and computer training;
Pursuant to Evaluation conclusion dated October
26, 2023 of the Evaluation Council for Training program for foreigners teaching
English at centers for foreign language and computer training in Vietnam;
At request of Director of Teachers and
Educational Managers Department.

Article 1. The Program for training and issuance of certificate of
training completion for foreigners teaching English at centers for foreign
language and computer training in Vietnam is attached hereto.
Article 2. This Decision comes into force from the date of signing.
Article 3. Chief of Office, Director of the Teachers and Educational
Managers Department, directors of entities affiliated to the Ministry, heads of
education institutions providing advanced training, and relevant entities shall
be responsible for the implementation of this Decision./.

This program shall be used in training and issuance
of certificate of English teaching training completion for foreigners at
centers for foreign language and computer training in Vietnam, including:
native English speakers having college degree or higher; foreigners having
college degree or higher in English major; foreigners having college degree or
higher and having certificate of level 5 foreign language proficiency in
accordance with the Foreign Language Proficiency for Vietnam or equivalent
(hereinafter referred to as “learners”).
II. OBJECTIVES
1. General objectives
Assist learners in developing English teaching
skills in a manner that is effective, flexible, and appropriate to culture and
background of Vietnam; satisfy demand for training and certificate of training
completion for learners; improve English teaching quality at centers for
foreign language and computer training (hereinafter referred to as “foreign
language centers”).
2. Specific objectives
Upon completion of training programs, a learner
must be able to satisfy requirements below regarding English teaching capacity
at foreign language centers:
- Utilize primary knowledge, methods, and approach
in teaching of the English language; analyze, evaluate, and adjust contents,
methods accordingly depending on learners, culture, and background of teaching
and learning of the English language in Vietnam;
- Utilize skills to assist teaching and learning in
a flexible and effective manner; analyze, evaluate, and effectively adjust
class management and organization skills in order to assist studying; develop
skills for constructing lesson plans and evaluating; utilize appropriate
English teaching technology, materials, and methods depending on learners in
order to improve capacity and traits of learners at foreign language centers;
- Have positive, responsible, cooperative,
professional, flexibly adaptable working attitude; respect Vietnamese
traditions and customs; comply with Vietnamese regulations and law.

1. Knowledge load and Program
duration
a) The Program consists of: 10 subjects regarding
English teaching knowledge, methods, and skills and 1 internship subject.
b) Program duration: 160 periods, each period lasts
for 45 minutes (equivalent to 120 hours of teaching, each hour lasts for 60
minutes).

acknowledgement of strengths and weaknesses, etc.) while teaching by
emphasizing characteristics of Vietnamese learners in specific context

IV. PROGRAM INSTRUCTION
1. Training program:
consists of 11 subjects including 10 subjects regarding knowledge, methods,
and skills in teaching English and 1 subject regarding internship (in
accordance with Section III of this Program).
2. Requirements regarding
contents, format, and methods of training
2.1. Regarding contents: Ensure
that the training adheres to the program, adequate documents are available, all
conditions for organizing theory, practice/discussion are met; all conditions
for organize self-research, self-studying, and internship are met.

2.2. Training methods: center around
learners; focus on learning process, diversify methods, satisfy various
characteristics of foreigners; include theory teaching, on-class discussion,
on-class teaching practice, observe classes led by experienced teachers,
execute projects of group-based teaching, produce personal feedback regarding
class activities, carry out research of typical situations and solutions
appropriate to learner target and practical situations of foreign language
centers.
During training process, lecturers shall accompany
learners in all learning and teaching activities in order to promptly assist
learners via discussions, lesson preparation, observation, response, and
recommendations towards foreigners after each lesson.
2.3. Training format: Diversify
training formats (in-class, online, etc.; incorporate various training formats,
prioritize in-class training with high interactivity and communication).
Incorporated learning models shall reasonably
distribute time between online class participation and in class participation.
Ratio between online and in-class training shall be 30:70 (30% of total
duration is dedicated to online learning and 70% of total duration is dedicated
to in-class learning).
3. Assessment, ranking, and
certification
3.1. Assessment and ranking
- At the end of a Training program, learners shall
be assessed in form of exams (oral/writing or appropriate methods) and learning
results so as to determine acquisition of knowledge and skills in the Program.
Scores shall be in a scale of 10.
- Learners shall be assessed after finishing
Training program when: they have participated at least 80% of in-class learning
duration; completed learning, examination, assessment tasks, satisfied
requirements of subjects and Training program.
- Learners achieving a minimum score of 5 shall be
qualified and certified for training program completion.

3.2. Issuance of certificate of training
completion: Learners completing training program in accordance with
Point 3.1 of this section shall be issued with certificate of training
completion.
4. Training documents
4.1. Compiling: Education
institutions providing training shall compile and appraise training documents
in accordance with this Training program (hereinafter referred to as “teaching
documents”).
Teaching documents shall adhere to prerequisites
and contents of each subject, be appropriate to teaching of lecturers and
research, studying of learners.
Contents and format of teaching documents shall be
appropriate to Vietnam’s cultural, historical, geographical, moral,
traditional, and customs aspects and international integration; ensure
scientific, educational, and aesthetics factors; definitions, terminologies,
events, and images shall be accurate, objective, and consistent; images,
events, and statistics are accurately sourced; documents are presented in a
balance, harmonious manner; symbols, signs, fonts, font color, size, images,
maps, and drawings conform to education contents and regulations of Vietnam.
Teaching documents incorporate examination and assessment
respective to each subject, are compiled in various format to allow easy
accessibility and reception by learners such as: books, coursebooks, electronic
documents (pdf, ppt, video, audio, v.v) and exercises. Documents and learning
materials in English shall be selected, compiled, and not contradictory to
Vietnam’s laws.
Teaching documents shall be compiled (in English)
and appraised by institutions providing English training and advanced training
in order to ensure objectives, quality, and compliance with this Program and
Vietnam’s laws.
Individuals compiling such documents shall satisfy
requirements below:
- They are experts, researchers, managerial
officials, and teachers having master’s degree or higher in English language
training, specializing in majors appropriate to the Program and documents to be
compiled; having adequate moral standards; experienced in the field of
providing training and advanced training for English teachers.

4.2. Appraising: Teaching documents
to be appraised shall adhere to objectives of the Training program,
requirements, and contents of each subject, be relevant to teaching activities
of lecturers, research and studying of learners.
Appraisal council shall be established by education
institutions providing training.
Members of Appraisal council shall satisfy
requirements below:
- They are experts, scientists, researchers,
managerial officials, and lecturers having master’s degree or higher in English
language training; having understanding in field appropriate to the documents
to be appraised; having adequate moral standards;
- They are experienced in developing programs,
compiling and appraising training documents for English teachers or training
documents in English for foreigners;
- They do not participate in compiling documents to
be appraised.
5. Requirements of lecturers
and reporting individuals
5.1. They have master's degree or higher in English
teaching majors or majors relating to the English language and having
appropriate English proficiency (of at least level 5 in the Foreign Language
Proficiency for Vietnam).
5.2. They are experienced in the field of providing
training and advanced training in English; especially those experienced in
training or working with foreigners in English.

institutions providing training
6.1. Education institutions providing
training: include pedagogy universities that provide English teacher
majors; education and training facilities that provide English teacher training
major; education institutions permitted to provide English teacher training and
advanced training.
6.2. Education institutions providing
training shall satisfy requirements below:
- They are specified under Point 6.1 of this
section;
- They are capable in developing, appraising
documents, and organizing training in accordance with this Program;
- They have adequate equipment, facilities,
technical infrastructures, online platform facilities; practice facilities are
capable of providing training, equipped with integrated information system for
periodically collecting and processing data of lecturers, teachers and
foreigners; system for collecting and processing response from relevant parties
regarding advances in training in order to renovate, improve training and
advanced training quality for foreigners; hardware and software are regularly
maintained and available for use by lecturers and foreigners.
7. Organizing implementation
7.1. Education institutions providing training
shall compile, appraise training documents, and organize training in accordance
with this Decision; submit reports on training results to Ministry of Education
and Training (via Teachers and Educational Managers Department) before December
31 of each year; be responsible for quality and conditions of training in
accordance with this regulation and other relevant provisions.
7.2. The management and certification shall conform
to regulations of Ministry of Education and Training./.
