PLAN

FOR CONNECTION OF SOCIAL RESOURCES FOR BUILDING OF SAFE AND FRIENDLY SCHOOLS FOR CHILDREN FOR 2021 - 2025

Pursuant to the Government’s Resolution No. 35/NQ-CP dated 04/6/2019 on enhancing mobilization of social resources for investment in education and training development for 2019 - 2025, the Prime Minister’s Decision No. 23/QD-TTg approving national action program for children for 2021 - 2030 and Circular No. 16/2018/TT-BGDDT dated 03/8/2018 by the Ministry of Education and Training on sponsorship for educational institutions of national educational system, the Ministry of Education and Training (hereinafter referred to as "MOET") hereby promulgates a plan for connection of social resources for building of safe and friendly schools for children for 2021 – 2025 (hereinafter referred to as “Plan”) with the following content:

I. OBJECTIVES AND REQUIREMENTS

1. OBJECTIVES

1.1. Support the “Wishes for kids” program of MOET; connect social resources, assist local governments and educational institutions with building and renovating schools and classes based on prescribed criteria, and ensure safe and friendly learning conditions and environment for children living in ethnic minority areas and border areas, on islands and in areas with multiple industrial parks.

1.2. Digitalize educational management, enable educational institutions to resolve difficulties concerning mechanisms, policies and procedures for investment in schools and classes, teaching equipment, school lunch, water supply system and sanitary facilities, educational resources and teaching and learning software; and assist teachers with improving their professional capacity and ethnic minority children as well as disadvantaged children with receiving inclusive education.

1.3. Meet, appreciate and honor individuals, organizations and enterprises having greatly contributed to education and training during the 2015 - 2020 period.

2.1. MOET shall connect social resources, build models, compile information and results; and record contributions of individuals, organizations and enterprises that cooperate with MOET affiliates in supporting local governments and educational institutions in building safe and friendly schools according to the Plan's objectives.

2.2. Formulate agreements on connection of social resources for building of safe and friendly schools; each local government shall specify the tasks, items, criteria and missions of each phase and each year.

2.3. A coordination board shall be established to update information, monitor, connect and expedite implementation of signed documents; propose ways to appreciate individuals and organizations having greatly contributed to education and training; advise on summarization and assessment of results of social resource connection when a phase ends and launch the plan for the next phase.

II. CONTENT OF RESOURCE MOBILIZATION

1. Regarding facilities

1.1. Assist local governments and educational institutions with building and repairing schools and classes; investing in classrooms, subject classrooms and teaching equipment; clean water supply and sanitary facilities meeting standards and demand, ensuring quality of schools, classes, staff, facilities, etc. to meet educational reform requirements;

1.2. Survey and grasp actual demand for resource connection to resolve difficulties concerning schools and classes, ensure class size and a safe and friendly learning environment, support building of dorms and accommodations in boarding and semi-boarding schools for ethnic minority students; and invest in electricity, roads and transport vehicles to facilitate student drop-off and pick-up.

2. Regarding documents, educational resources and resources supporting schools and training for teachers and staff

2.1. Provide educational resources and digitalization application software; build shared digital databases and digital maps in relation to school health and school cleaning equipment; provide school counseling for early childhood education institutions, primary schools and lower secondary schools;

2.3. Compile documents and organize refresher and training courses to improve awareness, knowledge and skills concerning physical education and school nutrition for students and their caregivers/ parents;

2.4. Assist with resources for improvement of school meals, nutrition and height of students accommodated by semi-boarding and boarding schools.

2.5. Survey current state of information technology workforce in educational institutions; provide information technology officials with training in skills for formulating a map of “safe and friendly schools” and school health workers with refresher training in information technology and digital transformation.

III. RECIPIENTS OF RESOURCE ASSISTANCE

1. For 2021 - 2025: the following 30 provinces and central-affiliated cities are selected: Quang Tri, Quang Binh, Thua Thien - Hue, Nghe An, Ha Tinh, Lao Cai, Yen Bai, Dien Bien, Son La, Lang Son, Bac Kan, Thanh Hoa, Quang Nam, Tuyen Quang, Ha Giang, Gia Lai, Kon Tum, Dak Nong, Dak Lak, Ninh Thuan, Binh Thuan, Tra Vinh, Soc Trang, Vinh Long, Can Tho, An Giang, Bac Lieu, Hau Giang, Binh Duong and Dong Nai. Each province/ city shall select one district; each district shall select 20 schools; and each school shall select one teacher, one school manager and 10 hardworking disadvantaged students to receive gifts of prescribed amounts before surveying or investing in facilities and resources (including 10 combined kindergartens, 05 primary schools and 05 lower secondary schools).

2. For 2021: the following 10 provinces are selected: Quang Tri, Quang Binh, Lao Cai, Yen Bai, Dien Bien, Son La, Kon Tum, Dak Nong, Soc Trang and Bac Lieu.

IV. IMPLEMENTATION

1. Establishment of social resource connection and coordination board

- Deputy head in charge of content coordination: head of Political Education and Pupil and Student Affairs Department;

- Deputy head in charge of resource coordination: head of project management board;

- Members of board: representatives of leaders of Agency of Education Facilities and Children’s Toys, Agency of Information Technology, Vietnam International Education Cooperation Department, project management board, Ethnic Minority Education Department, Preschool Education Department, Primary Education Department, Physical Education Department, Emulation - Reward Department, Secondary Education Department, Ministry Office and educational communication center;

- Secretary board: officials of units whose members participate in the coordination board.

The coordination board shall formulate the operating regulation; and assign tasks to each member of the board and secretary board.

2. Meeting for Plan implementation

2.1. Participants, time and location

- Participants (approximately 100 persons) include:

+ Leaders of MOET, representatives of leaders of some MOET affiliates, some higher education institutions affiliated to MOET and relevant ministries and central authorities;

+ Representatives of leaders of People’s Committees and Departments of Education and Training of the 10 provinces selected for assistance in 2021;

+ Communication unit of MOET, Vietnam Television and representatives of some central-level newspapers and stations.

- Cooperate with the Ministry Office in advising and inviting professional communication units to work together with the coordination board in fulfilling duties agreed upon;

- Draw up open letters to be sent to individuals, organizations and enterprises before 15/01/2021;

- Take charge and cooperate with Political Education and Pupil and Student Affairs Department and members of the coordination board in connecting international organizations and investors, sending invitations, assigning tasks and signing memorandums of understanding;

- Draft and send invitations, draw up list of meeting participants;

- Advise on introductory and opening speeches of MOET leaders;

- Connect resources for meeting organization;

- Take charge and cooperate with relevant units in performing the tasks mentioned in Section II of the Plan intra vires.

3.2. Political Education and Pupil and Student Affairs Department

- Take charge and cooperate with Ethnic Minority Education Department, Preschool Education Department, etc. in formulating summary reports on cooperation and contribution results and introducing some exemplary efficient models of corporations, companies, organizations and individuals for the education sector for the 2015 - 2020 period before 16/01/2021;

- Take charge and cooperate with Physical Education Department and MOET affiliates in sending open letters, arranging meetings and formulating memorandums of understanding between individuals and organizations cooperating with the affiliates according to sent open letters;

- Take charge and cooperate with relevant units in performing the tasks mentioned in Section II of the Plan intra vires.

3.3. Ministry Office (educational communication center)

- Take charge and cooperate with Physical Education Department, Ethnic Minority Education Department, Preschool Education Department and relevant organizations in making video clips for the meeting;

- Cooperate with Vietnam Television, press agencies, MOET affiliates and relevant organizations in reporting news, act as the contact point for communication via television, radio and social networks to promote content of the meeting and appreciate and recognize the contributions of organizations and individuals that have cooperated with the education sector in building safe and friendly schools for children;

- Proactively cooperate with departments of educational stages and relevant organizations in communicating about the tasks mentioned in Section II of the Plan.

3.4. Ethnic Minority Education Department

- Take charge and connect with Huong Hoa district of Quang Tri province and the other 09 provinces (receiving assistance in 2021 mentioned in the Plan) to collect information on school names, district names and current state of schools and classes for the coordination board;

- Take charge and cooperate with departments of educational stages (preschool, primary and secondary education) in preparing reports on facilities and current state of 10 combined kindergartens, 05 primary schools or lower secondary schools selected to receive the first round of investment in 2021;

- Formulate and send reports on assessment of current state of facilities and teachers of boarding and semi-boarding general education schools for ethnic minorities to the coordination board for consolidation before the end of the first quarter of 2021.

3.5. Preschool Education Department, Primary Education Department and Secondary Education Department

- Take charge and cooperate with Ethnic Minority Education Department and Departments of Education and Training (starting with Department of Education and Training of Quang Tri to provide data for the coordination board before the date of Plan implementation) in selecting districts, schools, teachers and students receiving assistance and gifts and doing survey on their facilities, etc. on 01/02/2021;

- Cooperate with Departments of Education and Training in making video clips and taking pictures of current lack of facilities, sanitary facilities, teaching equipment, etc. in selected schools and sending these video clips and pictures to the organizer board (for the meeting on 22/01/2021);

- Take charge and cooperate with Ethnic Minority Education Department in obtaining list of districts and schools requiring assistance and investment (based on prescribed criteria) from contact points of the 30 provinces mentioned in the Plan to formulate plans for 2021 and the whole period;

- Prepare and send reports on assessment of current state of facilities, teaching equipment, sanitary facilities, etc. of educational stages under their management to the coordination board for consolidation before the end of the first quarter of 2021.

3.6. Emulation - Reward Department:

- Review list and appraise applications for commendation, appreciation and recognition of contributions made by organizations and individuals on an annual basis from the coordination board to propose them to MOET leaders for consideration and decision;

- Perform its professional tasks concerning appraisal of applications, etc. and other professional tasks in meeting, appreciation and Plan implementation events of each year and the whole period.

- Take charge and cooperate with departments of educational stages, People's Committees of provinces and central-affiliated cities and relevant units in digital transformation; provision of educational resources and digitalization application software; building of shared digital databases and digital maps in relation to school health, clean water supply, school cleaning equipment and facilities for early childhood education, primary and lower secondary schools/ classes of the provinces mentioned in the Plan;

- Take charge and cooperate with relevant units in applying information technology to managing, assisting educational institutions with building and repairing schools and classes; investing in classrooms, subject classrooms, teaching equipment, clean water supply, sanitary facilities, etc. based on criteria and meeting standards applicable to schools, classes, staff and facilities to improve education quality;

- Take charge and cooperate with relevant units in performing the tasks mentioned in Section III of the Plan intra vires.

3.8. Agency of Education Facilities and Children’s Toys:

- Take charge and cooperate with relevant units and connect with Departments of Education and Training of the provinces mentioned in the Plan to update information, connect resources and advise on and propose tasks in implementation of plans for assistance and investment in facilities for each year, each period in a year and the whole period;

- Take charge and cooperate with relevant units in performing the tasks mentioned in Section III of the Plan intra vires.

3.9. Project management board

- Act as the contact point for update and submission of consolidated reports to MOET leaders on results of operations of the coordination board, results of assistance for, investment in and building of safe and friendly schools of organizations and individuals via data from resource connection tasks of the coordination board; reports on assessment of implementation of signed documents and receipt of new signed documents, etc. for each year and each period and at the request of the Minister of MOET and leaders of the coordination board;

- Take charge and cooperate with Vietnam International Education Cooperation Department and relevant regulatory bodies and organizations in assessing capacity and reputation of organizations and individuals to sign and cooperate with in connecting resources according to the Plan; reporting on assessment of efficiency and feasibility of investment and connection; evaluating sense of responsibility for task performance of local governments and educational institutions receiving assistance from Vietnamese and foreign enterprises and organizations.

- Proactively cooperate with Physical Education Department, project management board and educational communication center of MOET in fulfilling tasks of the coordination board as assigned by the head of the board;

- Proactively cooperate with departments of educational stages and relevant organizations intra vires in connecting resources for building of safe and friendly schools and prevention of use of narcotic substances, traffic accidents, injury, drowning and school violence; mobilizing the society to invest in compilation of documents, provision of training and refresher courses in physical education and nutrition of school meals to teachers and child/student caregivers; connecting resources for development of assessment index systems and management software to update results of practical experiences, civilized manners, moral values and civilized lifestyle of students in school and skills in school violence prevention./.
